PREFACE

Medical Department has been rendering quality health care service to the employees

of Oil India Limited and people of OIL operational areas as well as Duliajan township as a

whole. This is the notable hospital in this part of Dibrugarh District. 2016-17 is a significant

year for the department as it has expanded in various fronts to provide quality service.

Medical Department has also achieved certifications like ISO 9001:2008, 14001:2004 and

BS-OHSAS 18001:2007 which highlight its commitment to quality.

MISSION OF THE DEPARTMENT

1. To provide preventive, curative and promotional health care to OIL employees,

their dependents and other entitled persons.

2. To provide basic healthcare facilities to the general public in the operational areas

of OIL in Assam and Arunachal Pradesh through Mobile dispensaries, school

health camps as well as special health camps as and when required.

3. To establish relationships with all Corporate, Public and Private medical/health

facilities to ensure provisioning of those medical cares (tertiary care) that cannot

be effectively provided through in-house medical facilities at all OIL location. To

ensure transportation/ambulance facilities for enabling the movement of such OIL

personnel to those tertiary care health centers.

4. To provide casuality service, emergency and accident management services to all

entitled and non-entitled patients. Healthcare service to all cases of natural

calamities, epidemics or any other mass casuality situation.

5. To provide free preventive health care to the general public through family

planning, regular immunization and school health programs including government

sponsored programs like pulse polio vaccination, encephalitis vaccination etc.

6. To take all necessary steps for improving the quality of services, satisfaction of the

customers, the safety of the personnel of the department and also for prevention of

the environmental pollution.

7. To train nursing students for a 3½ (Three and half) years course in General Nursing

and Midwifery. Training of Resident Doctors through continuous medical

education (CME) is also an integral part of Oil India Hospital. To impart continued

education/training to the doctors, nurses, other staff of the medical department.

8. To provide free medicines to all entitled patients. Secure handling of all

pharmaceutical and medical materials and keeping proper record of all inventories.

9. To provide Public Health and Sanitation services to all installations of OIL,

housing areas of OIL and Duliajan Township as a whole.

10. To maintain the highest standard of quality in Medical practice thereby giving

utmost care to the patients.

11. To take all the necessary measures for Biomedical Waste Management.

12. To practice evidence based medicine and imbibe a holistic approach.

2. JOB COMPLETED : -

2.1 Modern four chamber morgue installed.

2.2 Enhancement of Nursing school seat from 20 to 30 nos.

2.3 8 nos. of AC fitted ambulance commissioned.

2.4 A fully functional critical care room developed at OPD.

2.5 Installed Bone Mineral Densitometry (BMD) scanner using DEXA

technology. This is the only machine of this type in upper Assam.

3. FUTURE PLAN OF ACTION :-

3.1 Construction of 2nd

floor of OT complex is in its final stage.

3.2 Extension of Executive ward construction under process.

3.3 Nursing school building and hostel building construction are under process.

3.4 Proposed for separate Radiology unit.

3.5 Procurement of MRI, 128 slice CT is under process.

3.6 Procurement of high end 4D ultrasonography with elastography machine

under process.

3.7 Procurement of one ALS Ambulance on final stage.

3.8 Proposed CSSD and separate Eye OT construction in 2nd

floor of OT complex.

3.9 Full Field Digital Mammography (FFDM) on the final stage of procurement.

This FFDM machine will be the first installation of its kind in entire North-

East India.

4. WORKSHOP/SEMINARS AND HEALTH CAMPS :-

4.1 In-House Seminar :- There are 16 (Sixteen) numbers of seminar organized in

OIL Hospital conference room last year and OIL doctors presented various topics of

medical science.

4.2 Seminar By Outside Specialist :- Specialist from Apollo Hospital Kolkata

and Chennai, Kokilaben Hospital of Mumbai, Fortis hospital of New Delhi and

Globel Hospital of Chennai invited to talk on various advancement of medical

science. Total 10(Ten) nos. of seminar were conducted by outside specialist in last

year.

Two (2) nos. seminar also organized at Zaloni Club for the members to apprise

the preventive aspect of lifestyle diseases, where renowned specialist from Dibrugarh

delivered the topics.

4.3 Health Camps :-

a) Special Flood relief Camp: Two (2) special Flood relief camp organized at

remote location of Majuli on 27/08/2016 & 28/08/2016 where 570 patients

provided free treatment.

Moreover another six (6) flood relief camp organized in Natun Rangagora,

Lezai Kolakhowa, Lezai Itakhuli, Nalinipathar, Guijan and Saikhowa.

b) World Breast Feeding Week :- World Breast Feeding Week was observed

on 01/08/2016 at Kacharipathar PHC with an elaborate awareness programme

for the local people.

c) World Heart Day : Oil Hospital organized World Heart Day on 29/09/16

with a day long programme which includes walkathon, free heart check up and

seminar.

d) Diabetes and Hypertension detection camp : A camp was organized at

Zaloni Bogoribam on 27/01/17 for counseling and check up of lifestyle

diseases.

5. COST SAVING MEASURES

5.1 Employees overtime reduced considerably in the last year.

5.2 Preventive Health check up for employees and executives indirectly

contributes to cost saving by prevention and early detection of some specific

disease.

5.3 DOTS centre in Oil Hospital provides free treatment to all TB cases in the

locality, thus saving 4-5 lacs Rupees like previous year. Total cases treated this

year are 1376.

5.4 Outside specialists from Apollo Hospital, Chennai & Hyderabad, Global Hospital,

Chennai and doctors of different specialty from Dibrugarh visit regularly to OIL

hospital. This results in reduction of referral.

6. TECHNOLOGY ADOPTIONS :-

6.1 New technology adopted in Obstretics and Gynaecology laparoscopy

operation named KLS Martin which facilitates surgeon for quick and precise

operation.

6.2 AIDA Recording System: For recording of laparoscopic surgery.

6.3 Video Assisted Anal Fistulectomy (VAAFT): For minimally invasive anal

fistula surgery.

7. Conservation of Energy :-

The Electrical Department has taken following measures for conservation of energy.

a) Initiative to replace LED light wherever possible.

b) Replaced old window AC by 5(five) star EER rated window AC.

8. Environment Protection and Pollution Control Measure :-

Oil India Limited is scientifically disposing Bio-Medical Waste through our Double

Chamber Incinerator and ETP as per norms of Assam State Pollution Control Board.

Thus we are taking initiative for environmental protection and pollution control.

9. Gender Budgeting :-

Oil India Hospital is following equal gender norms. More than 50% of our staff are

female. Moreover OIL Hospital is running a Nursing school with annual intake of 30

students.

1) Noise Survey was done

A full scale Industrial Hygiene survey could not be carried out as the

equipments for the same are in advance stage of procurement. However as a part of

Industrial Hygiene survey, Noise Survey was done.

Occupational Health Policy has been adopted by OIL in the last Board

Meeting. Following the adoption of this policy, the various infrastructure

28. ANNUAL MEDICAL REPORT 2016-2017 OF PHQ MEDICAL SECTION

Medical section of Pipeline Dept is providing both routine and emergency health

services, 24 hrs a day, both upstream and downstream of Pipeline from Pump staton-3(Jorhat)

to pump station-10 (Barauni Terminal) including NT (Numaligarh Terminal) & RT

(Rangapani Terminal).

PS-3, PS-8 and PHQ are having a dispensary set up with permanent medical officers and rest

of the pump stations are having retainer doctors, arranged locally to provide medical services

to our people.

In all the Pump stations including PHQ, we have a list empanelled hospitals & nursing homes

to provide hospitalized treatment.

Medical services of all the pump stations are guided, supervised and monitored by D.G.M

(MS) P/L at PHQ (Pipeline Head Quarter) in consultation with GM-PLS and G.M-Medical

Services.

America Conference at Chicago in November 2016.

3) Dr. D. Bhattacharjya, CMO, invited as guest speaker in the Annual Conference of

Indian Association of Sports Medicine, 2017 held at Goa.

4) Dr. N.K. Das, Dy CMO-Gynaecology, invited to present paper in 12th

AAGL

International Congress on the ultimate advances in minimally invasive gynaecological
