WELCOME MESSAGE OF EUROPEAN ATHLETICS WELCOME MESSAGE OF FRENCH ATHLETIC FEDERATION

After some fascinating action over the win-ter season the thoughts of all athletes and athletics spectators throughout the continent have now turned to the 31st European Athletics Indoor Championships in Paris this weekend.

The European Athletics Indoor Championships are always something to look forward to with great antici-pation as they are the highlight of the winter athletics season and signal the return to longer days and the keenly anticipated outdoor season during the summer months.

Paris 2011 at the Palais Omnisports de Paris-Bercy promises to be another memorable event.

The French capital can boast a wonderful tradition in athletics. The city hosted the second-ever European Athletics Championships back in 1938, and previously hosted the European Athletics Indoor Championships – also at Palais Omnisports de Paris-Bercy – in 1994.

Now Paris 2011 is set to write its own special chapter in the history of athletics.

It will be the fifth European indoors in France, with Gre-noble hosting the event in 1972 and 1981 and Lievin playing host in 1987 – the most number of times out of all European countries.

Of course, Paris is also a stop on the IAAF Diamond League circuit as well, with the Stade de France playing host to some of the world’s finest athletes.

Along with the emergence of some fine local athletes, this is sure to excite the French public this weekend.

I know from my many visits to France’s beautiful city that its people love athletics and sport in general and I have no doubt that they will fill Palais Omnisports de Paris-Bercy for the three days of the championships.

We depend greatly on members of the media to com-municate the values of our sport. We understand that it is becoming increasingly difficult for athletics to make its presence felt in newspapers and on TV sta-tions around the world and I would like to thank each and every one of you for your continuous support and efforts in this field.

On behalf of European Athletics, I would also like to thank the City of Paris, the French athletics federation and the local organising committee for all their hard work so far on the organisation of the championships. 3. ARRIVALS

3.1 ARRIVAL IN PARIS

Transportation from Paris Airports & Train Stations (please refer to the venues listed below) to the official Media Hotel (Mercure Gare de Lyon Hotel) will be organised for all Media representatives with accommodation booked in this hotel. No transfer from airport or train station will be provided for the representative not staying in the official hotel. Please ensure to add your travel details in ORAS to secure your transfer.

Arrival by planeFor media representatives arriving at Paris Charles de Gaulle and Orly Internationals Airports, the welcome desk will be located at the arrivals area after baggage reclaim, and will be open on 3 March from 07:30 until 22:00, on 4 and 5 March from 7:30 to midnight and on 6 March from 7:30 to 13:00 (or until the last known arrival has been provided for).

The transfer time from the airport to the official hotel is between 25 to 50 minutes depending on hotel location and traffic condition. Please save your travel details in ORAS.

Arrival by TrainMedia representatives arriving by train will find a welcome desk in the hall where a driver will take them to the media hotel. Please save your travel details in ORAS.

Transfer times from the stations to the official media hotel depending on traffic conditions are as follows:

3.2 VISA REqUIREMENTS

Passports should be valid at least 6 months after the end of the competition.

The following countries require visas to enter: Albania ALB, Armenia ARM, Azerbaijan AZE, Belarus BLR, Bosnia-Herzegovina BIH, Georgia GEO, F.Y.R. Macedonia MKD, Moldova MDA, Montenegro MNE, Russia RUS, Serbia SRB, Turkey TUR, Ukraine UKR. All media representatives requiring a visa should contact the LOC to obtain a special invitation letter by sending an e-mail to paris2011.international@athle.org or a fax to + 33.1.45.81.40.30 with the following information:

4. ACCOMMODATION & TRANSPORT

4.1 GENERAL INFORMATION

The official media hotel is:

Journalists and media representatives will enjoy all the comforts conducive to the quality of their work, as the three-star Mercure Paris-Gare de Lyon is situated only eight minutes’ walk away from the competition venue.Newly renovated and boasting aver 300 rooms with Wi-Fi access and several meeting rooms , the hotel consti-tutes the ideal place of work, just a few hundred metres away from the track. Ideally located beside Gare de Lyon, the hotel has easy accessibility to both the centre of Paris and the competition venue.

4.2 BUS SHUTTLE SERVICE

A regular bus shuttle service will be provided between the media hotel and the competition venue. The transfer time is between 10’ to 20’ depending on traffic conditions. Accreditation cards are required to benefit from shuttle services.Media representatives will be dropped at the media entrance of the competition venue.

Departure:Transport from the official media hotel will be arranged according to the flight schedules submitted by the media. Further information will be available from the hotel information desks.

5. ACCREDITATION

5.1 General

Each journalist will receive an accreditation card, which must be worn at all times and should be clearly visible. Security personnel will control all areas. The accreditation is not transferable and does not allow the holder to take another person beyond checkpoints. Photos will be required for the accreditation card system.

Photographs shall be uploaded online through the Online Registration and Accommodation System (ORAS), otherwise a picture will have to be taken on the day of card collection from the appropriate Accreditation Centre.

5.2 Media accreditation centre

The accreditation centre for the media is located directly at the competition venue (POPB) at the entrance of the media centre.Shuttle buses from the Media Hotel to the Accreditation Centre are organised. Schedule is available at the Hotel Information Desk.

5.3 loss of accreditation

Any lost or damaged accreditation cards should be reported to the main accreditation centre or accreditation office at the POPB, or the TIC. Duplicate cards can be obtained where proof of identity can be established.

Unauthorised use of an accreditation card will result in the card being confiscated.

6 MEDIA AREAS

6.1 Media centre

6.1.1 Location

The media entrance is Door 34 (See Appendix). Both the media centre and media stand are located in the same building.

A fully equipped media centre with about 100 work desks will be available for media representatives in POPB – one level below the media stand and a few metres from the mixed zone.TV screens (international signal) and CIS will be installed in the media centre; a wifi-system will cover both the media tribune and the media centre.

6.1.3 Opening hours

Media Centre

6.2 Mixed Zone

A mixed zone will be located at track level at the only point of exit for the athletes upon completion of their event. TV and radio rights holders will have the opportunity to be the first to speak to the athletes, followed by ENG Crews, News Access Rights and Radio, Agency and Written Press and Non-Rights holders. TV screens and CIS located in the mixed zone will enable media to follow the competition.

6.3 Media tribune

The media tribune is accessible by door 21 near the media entrance.The media tribune is divided into 2 sections: one for TV and radio broadcasters and 1 for written press. There will be an overall total of 50 places for TV and radio broadcasters (2 or 3 seats each), 198 written press seats with tables on multiple levels (99 double seats), and 112 seats without tables (observer seats) will be available in the media tribune. A seat with a table is not guaranteed for all written press representatives.

Power (standard electricity supply is 230 Volts, 16 A) will be provided as well as CIS (Commentator Information Systems). A large video screen is located opposite the media tribune within comfortable viewing range.

6.4 official interviews

The post race press conference room is located in the media centre. Journalists may access the room via the interior corridor (follow signs to the media centre). All interviews will be carried out in English.The press conference room will have around 80 seats. There are no automatic press conferences planned after each final. However, in the event of a noteworthy performance and/or a request from the media, a press confe-rence will be held.

7. MEDIA SERVICES

7.1 COMMUNICATION SERVICES

Using the telecommunications form, media organisation is able to book: Telephone, ISDN, or ADSL lines at the Bercy Venue (in the media centre, media tribune, mixed zone or infield positions for photo agencies. The deadline for booking is 15 February. The LOC will endeavour to fulfil any last-minute requests received on site at the help desk but makes no guarantee that the services will be available. There will be a wireless network available in the media centre and media tribune.

7.2 MEDIA INFORMATION

The following information will be available to journalists on their arrival:• Provisional competitor list and their recent results and biographical information• Statistical information• Number of participating countries and athletes• European Athletics and French Athletics Federation press releases.• Schedule of events• Event official program• Information on the French Team• Information on the local organising committee• Tourist information for Paris• Souvenirs from the local organising committee and partners

The starting lists will be made available on the evening of Thursday 3 March after the technical meeting that starts at 16:00. As well as the complete results for each event, the partial results will also be made available to the media. The complete final results from the championships will be available at the media centre at the end of the competition.

7.3 NEWS SERVICES

There will be a dedicated news team working during the championships producing news, previews and reviews. All information will be available in the pigeon holes in the media centre plus (where relevant) delivered to the media tribune. Information will be produced in English and French.

7.4 CATERING

Snacks will be available at the back of the media centre – with hot and cold drinks. There are numerous restau-rants around the venue and a public caterer in the competition venue.

8. SOCIAL ACTIVITIES

8.1 PRESS CONFERENCE

The official European Athletics-LOC press conference will be held on Thursday 3 March at 12:00 at 12th District Paris City Hall. Shuttle will be provided.

8.2 OMEGA MEDIA RACES

The OMEGA Media Races will be held Sunday 6 March at 13:00. Up to 6 x 800m races will be organised. Regis-trations can be made on a white board next to the media reception desk on a first-come first-served basis (with a maximum of 36 participants). Prizes donated by European Athletics International Partner OMEGA will be given to the fastest man and woman.

8.3 OMEGA MEDIA TOURS

OMEGA will organise two behind-the-scenes Media Tours of OMEGA Services on Saturday 5 March in between sessions. The tours will run from at 13:00 to 13:45 and 13:45 to 14:30. Media will be able to sign up for the OMEGA Media Tours at the media reception in the media centre.

8.4 OMEGA TIMES THE WORLD’S BEST TRACK AND FIELD EVENTS

OMEGA has unparalleled experience in sports timekeeping. In 1932, OMEGA pocket watch chronographs were already considered the most reliable instruments available for measuring world-class performance at sporting events. OMEGA’s reputation was such that the International Olympic Committee (IOC) asked the firm to supply all sports timing devices for use at the Olympic Games to be held that year in Los Angeles. The company was happy to oblige, and delivered 30 OMEGA chronographs, accompanied by an expert watchmaker, to ensure precise timekeeping and reliable results from all the competitions.OMEGA has continued to develop and deliver state-of-the-art sports timing and measurement systems ever since, and served as Official Timekeeper at the Olympic Games 24 times since 1932. Preparations are well unde-rway for the London 2012 Olympic Games.

Every year, OMEGA’s experts deploy teams of timekeeping professionals to sporting events around the world, armed with a veritable arsenal of advanced sports timekeeping and measurement equipment. Their innovative systems include starting blocks and false-start detection systems and the latest photo-finish cameras for the sprints and middle-distance events, as well as height and distance measurement devices for field disciplines.

OMEGA records and displays the results with the world’s best equipmentOMEGA’s official timekeepers ensure timely delivery of the official results to everyone involved in the competi-tions they support. At the events it serves, OMEGA is also responsible for the competitor displays for the athletes and their support teams along with the public displays to spectators at each venue. The official results are also delivered in real time to broadcast, network and print media who in turn relay results and commentary to remote audiences around the world.

Though each event requires a specific configuration of precisely tuned devices and systems, perhaps the most famous of OMEGA’s timekeeping inventions is the photo-finish camera. First developed for use at the London 1948 Olympic Games, these cameras solved the problem of grouped finishes by enabling judges to separate the winners from the runners-up. The OMEGA Scan’O’Vision cameras have evolved continuously over the years and the current version, the Scan’O’Vision Star, provides more than 2000 high definition images of the participants as they cross the finish line.

OMEGA and athleticsWhile the number and variety of events make the Olympic Games the most famous, complex and challenging of world championships, OMEGA’s track and field timekeeping experts are busy every year at competitions around the world. Along with the 2011 European Athletics Indoor Championships in Paris, OMEGA will continue its rela-tionship with the IAAF Diamond League, serving as Official Timekeeper at its meets in its 2011 season.

OMEGA and the Olympic GamesAt the Olympic Games, the biggest, most conspicuous sporting stage in the world, OMEGA’s responsibilities go well beyond measuring times and distances and keeping score. The OMEGA team is also responsible for the provision of On-Venue Results (OVR) at each venue and for the operation of competitor displays and public scoreboards.The results are also delivered directly to television for on-screen display during live broadcasts of events. In addition, to assist TV commentators during competitions, the OMEGA team provides a wealth of supplementary information, ranging from individual competitor biographies and background information to start lists and com-petitor rankings, updated in real time during competitions. Journalists also rely on OMEGA for printed results, and all accredited members of the press and media have ready access to an online information system kept constantly up to date by the OMEGA team throughout the Olympic Games. At each edition of the Olympic Games, OMEGA sends hundreds of timekeeping professionals who are supported by locally-recruited volunteers to time each event at every venue. OMEGA recently extended its agreement with the International Olympic Committee through the 2020 Games.

9. PHOTOGRAPHERS

9.1 GENERAL RULES

The LOC Photo Manager is Rafael SEGUI (+34 (0) 649 356 488, raselo@arrakis.es)The LOC Photo Manager is responsible for the photographers briefing and working conditions on site for photo-graphers.Lighting in the arena is at a level of 1,600 lux. The infield is sand (yellow), the 60m straight and the 200m track are light and dark blue.There will be a photo centre for 50 people within the media centre. Lockers will be set up and photographers can leave their equipment here.

During the competition each photographer must wear a bib provided by the organisation: Colour of bibs: Dark blue: Outfield/Light blue: Infield Numbers of infield bibs: 12

9.2 POSITIONS

There is a dedicated head-on position for the 60m and a platform at the 200m finish lines as well as a passage via the gangway around the entire circumference of the track.

9.3 INFIELD

An area will be reserved for photographers working in the infield zone with covered tables under which we would be grateful if they could leave their photo bags if necessary. The infield photographers will also have the oppor-tunity, via their respective media, to order Numeris digital lines, which will enable them to send photos from the central zone without having to cross the track.

9.4 PHOTOGRAPHERS BRIEFING

The photographers briefing will take place on Thursday 3 March at 16:00 in the press conference room at the media centre of the competition venue. All accredited photographers must attend.The Photographers bibs will be distributed during the briefing.A document will be given to the photographers during the meeting indicating photographer positions, direction of the races and all other necessary information. The photographers will also be given a course map showing the photography positions as well as the intersection points along the course.

12. COMPETITION

12.1 proGraMMe

There will be 13 men’s events and 13 events for women. A maximum of 4 (four) athletes may be entered by any European Athletics Member in each event but a maximum of 3 (three) athletes may compete. There is no entry standard for individual events.

The number of relay teams (4x400m men and women) is limited to 6 each; teams will be allocated according to the following regulations:• The host country will be allocated one place in each relay;• The other 5 (five) places (in case the host country does not take part, 6 (six) places) will be allocated, in the order

of the ranking of national teams in this event in the European outdoor list of the previous year;• In the case of a team(s) qualifying in accordance with the point above not participating, the next ranked team(s)

will be given the opportunity to participate.

For combined events, the number of participants in the heptathlon (men) and pentathlon (women) is limited to a maximum of 15 athletes in each event. Places will be allocated according to the following regulations:• No more than 2 athletes per country may compete in each event;• The host country will be allocated one place in each event regardless of his/her position in the ranking list.

Where the host country has one qualified athlete in the order of the ranking list this provision will, however, not allow a second (unqualified) athlete to compete;

• 9 places will be allocated to athletes, in the order of their ranking in the European best lists of decathlon (men) and heptathlon (women) of the outdoor season 2010. If an athlete entered by the host country is among these 9, the 10th ranked athlete will also qualify.

• Entries under this category must have reached European Athletics before 31 December 2010• 5 places will be allocated to athletes in the order of their ranking in the European season’s best lists of the

current indoors season not later than 10 days before the competition

Competitors must comply with eligibility qualifications for Area Games or Championships as set out in the IAAF rules. Furthermore they must comply with the following conditions of age: Only athletes aged at least 16 years on 31 December of the year of the competition can participate. However, only athletes aged at least 18 years on 31 December of the year of the competition can participate in the shot put (M).

Victory ceremonies will take place at the competition venue after the event or the next day for the last event of the day (except on Sunday).

13.3 closinG cereMony

The Closing Ceremony will take place on Sunday 6 March at 18:00 immediately after the last event. It will be the occasion to make the hand-over of the flag to Gothenburg 2013.

MESSAGE DE BIENVENUE DE LA FEDERATION FRANçAISE D’ATHLETISME

Après une saison hivernale particulièrement riche, tous les athlètes européens, ainsi que leur public, ont à présent l’esprit tourné vers les 31e Championnats d’Europe d’Athlétisme en salle qui vont se dérouler à Paris ce week-end.

Les Championnats d’Europe d’athlétisme en salle sont toujours attendus avec beaucoup d’impatience, non seulement parce qu’ils marquent le point culminant de la saison hivernale, mais également parce qu’ils annoncent le retour des longues journées et de la saison estivale en plein air.

A ce titre, les Championnats d’Europe d’athlétisme en salle de 2011, qui se dérouleront au Palais Omnisports de Paris-Bercy, promettent d’être à nouveau mémorables.

La ville de Paris peut être fière de son passé athlétique. En effet, dès 1938, la capitale avait accueilli la deuxième édition des Championnats d’Europe d’athlétisme tout ré-cemment créés. En 1994, Paris avait aussi accueilli une précédente édition des Championnats d’Europe en salle, également au Palais Omnisports de Paris-Bercy.

En 2011, Paris est donc prête à écrire une page impor-tante dans l’histoire de l’athlétisme.

En effet, ces Championnats d’Europe en salle se dérou-lent en France pour la cinquième fois, après Grenoble en 1972 et 1981, Liévin en 1987 et Paris en 1994, ce qui représente le plus grand nombre d’éditions parmi tous les pays européens.

Paris est également une étape importante de la « Dia-mond League » organisée par l’IAAF, le Stade de France accueillant à cette occasion les plus grands athlètes mondiaux. En ajoutant à cela l’émergence d’excellents athlètes nationaux, voilà de quoi enthousiasmer le public français durant ce week-end.

Pour avoir visité la belle capitale française à maintes re-prises, je sais que ses habitants aiment l’athlétisme et le sport en général. Je n’ai donc aucun doute qu’ils rempli-ront le Palais Omnisports de Paris-Bercy pendant les 3 jours de Championnats.

La communication et la transmission des valeurs de notre sport dépendent grandement des médias. Nous savons que l’athlétisme a de plus en plus de difficultés à mainte-nir sa visibilité dans les journaux comme sur les chaînes de télévision. Je tiens donc à tous vous remercier pour votre soutien et vos efforts continus dans ce domaine.

Au nom de l’Association Européenne d’Athlétisme, je souhaite remercier la Ville de Paris, la Fédération Fran-çaise d’Athlétisme et le Comité d’Organisation pour tout le travail qu’ils ont accompli pour ces Championnats. Nous attendons tous maintenant ce week-end avec impatience pour assister à une nouvelle compétition exceptionnelle.

3. ARRIVEE

3.1 ARRIVéE à PARIS

Arrivée en AvionPour les journalistes arrivant aux aéroports de Paris Charles de Gaulle et Roissy, le bureau d’accueil est situé dans le hall d’arrivée après la récupération des bagages. Il sera ouvert le 3 mars de 7h30 à 22h00, les 4 et 5 mars de 7h30 à Minuit, et le 6 mars de 7h30 à 13h00 (ou jusqu’à l’heure de la dernière arrivée connue).

La durée du trajet entre l’aéroport et l’hôtel peut varier de 25 à 50 minutes en fonction des conditions de circu-lation.

Arrivée en TrainLes journalistes arrivant en train trouveront un bureau d’accueil dans le hall de la gare. Ils seront pris en charge jusqu’à l’hôtel officiel des médias. Afin de simplifier votre accueil, assurez-vous d’avoir indiqué à l’avance vos détails de voyages dans le système ORAS.

Selon les gares d’arrivée, la durée du trajet peut varier:

La validité des passeports doit être d’au moins 6 mois après la compétition.

Les personnes nécessitant un visa doivent demander une lettre d’invitation au Comité d’Organisation, par e-mail paris2011.international@athle.org ou par fax + 33.1.45.81.40.30, en joignant les informations suivantes : > Nom complet (prénom et nom de famille tels qu’inscrits dans le passeport) > Genre > Date de naissance > Adresse > Numéro de passeport > Date de fin de validité du passeport (les passeports doivent être encore valides 6 mois après la fin de la compétition) > Fonction dans l’équipe (athlète ou officiel)

Les journalistes et les représentants de la presse pourront trouver tout le confort nécessaire à un travail de qualité dans cet hôtel 3 étoiles situé à moins de 10 minutes du site de compétition.Avec plus de 300 chambres récemment rénovées et équipées en wifi ainsi que de nombreuses salles de réunion, c’est un endroit idéal pour le travail à quelques centaines de mètres de la piste. Idéalement situé à côté de la Gare de Lyon, l’hôtel a un accès facile à la fois au centre de Paris et au site de compétition.

Des navettes régulières au départ de l’hôtel officiel des Médias vers le site de compétition seront mises en place. La durée du trajet est de10 à 20 minutes en fonction de la circulation. La carte d’accréditation est nécessaire pour bénéficier de ce service.Les représentants des Médias seront déposés à proximité de l’entrée Presse.

L’accréditation n’est pas transférable et ne permet pas d’ame-ner d’autres personnes au-delà des points de contrôle. Une photo est nécessaire sur l’accréditation.

La photo devra être téléchargée dans ORAS (Online Registration and Accommodation System), dans le cas contraire elle pourra être prise lors du retrait au centre d’accréditation concerné.

Le Centre d’Accréditation pour les médias est situé sur le site même de compétition (POPB) à l’entrée de la Salle de Presse.

Toute perte ou détérioration de la carte d’accréditation doit être signalée dans l’un des centres d’accréditations (centre principal, de presse ou bureau accréditation du POPB). Un duplicata pourra être obtenu après vérification de l’identité.

Toute utilisation abusive de l’accréditation entraînera sa confiscation.

6.1.1 Localisation

Le Centre de Presse est situé directement sur le site de compétition :POPB – Palais Omnisports de Paris-Bercy8 boulevard Bercy75012 Paris

L’entrée Presse se fait Porte 33 (voir Annexe). Le Centre de Presse et la Tribune de Presse se situent dans le même bâtiment.

Le Centre de Presse du POPB est équipé d’environ 100 tables de travail, il est situé un niveau en dessous de la Tribune de Presse et à quelques mètres de la Zone Mixte.Des écrans TV (signal international) et des CIS sont disponibles ; un système wifi couvre à la fois la salle de presse et la tribune de presse.

6.2 Zone Mixte

La Zone Mixte est située au niveau de la piste au point de sortie des athlètes après leur épreuve. Les TV et radios détenteurs des droits auront la possibilité de parler en priorité aux athlètes, suivies des équipes ENG, des agences et de la presse écrite non détenteurs des droits. Des écrans TV et des CIS sont situés dans la Zone Mixte et per-mettent de suivre la compétition.

6.3 tribune de presse

La tribune de Presse est accessible par la Porte 21 près de l’entrée Médias.La Tribune de Presse est divisée en 2 zones : une pour les TV et Radios et une pour la Presse écrite.Il y a un total de 50 places pour les TV et Radios (2 ou 3 sièges par service), 198 places avec tables sur plusieurs niveaux pour la presse écrite (dont 99 en siège double), et 112 places non équipés (poste d’observateur). Une place avec table n’est pas garantie.

Le courant (230 Volts, 16 A) est fourni, ainsi qu’un CIS (Commentator Information Systems). Un grand écran vidéo est situé à l’opposé de la Tribune de Presse et permet d’avoir un bon angle de vue.

6.4 interviews officielles

Les conférences de presse d’après épreuve se déroulent dans la Salle de Presse, accessible par le couloir inté-rieur (suivre le fléchage). Toutes les interviews seront tenues en anglais.

La salle de conférence de Presse contient environ 80 places. Il n’y a pas une conférence de presse systématique-ment après chaque finale. Cependant, en cas performance exceptionnelle dans une épreuve ou de demande des Médias une conférence de presse sera tenue.

7. SERVICE A LA PRESSE

7.1 COMMUNICATION

A l’aide du Formulaire Télécommunication, les organismes de presse ont la possibilité de réserver des lignes téléphoniques, ISDN ou ADSL au POPB (centre de presse, tribune de presse, zone mixte ou sur le terrain pour les agences de photos). La date limite de réservation est le 15 février. L’Organisation essaiera de répondre aux demandes de dernières minutes mais sans garantie. Un serveur sans fil est disponible dans le centre de presse et la tribune de presse.

Les listes de départ seront disponibles à l’issu de la réunion technique qui débute le jeudi 3 mars à 16h00. Tout comme les résultats complets, les classements intermédiaires seront mis à disposition des médias. Les résultats complets finaux des Championnats seront disponibles au Centre de Presse à la fin de la compétition.

7.3 SERVICE D’INFORMATION

Une équipe dédiée sera en disposition pendant tout le Championnat pour la production d’actualité, d’extraits d’interviews et de commentaires. Toutes les informations seront disponibles au centre de presse et fournies dans la tribune de presse. Les informations seront en français et en anglais.

7.4 RESTAURATION

Un petit buffet sera disponible dans le fond de la salle de presse, avec des boissons chaudes et froides. De nom-breux restaurants sont situés à proximité du POPB, ainsi qu’une restauration publique dans la salle.

8. ACTIVITES SOCIALES

8.1 CONFéRENCE DE PRESSE

La conférence de presse officielle se déroulera le jeudi 3 mars à 12h00 à l’hôtel de Ville du 12ème arrondisse-ment. Des navettes seront mises en place.

8.2 COURSE DES MéDIAS OMEGA

La course des medias OMEGA se déroulera le dimanche 6 mars à 13h00. Jusqu’à 6 séries de 800m seront or-ganisées. Les inscriptions peuvent être faites sur un tableau dans le centre de presse (36 participants maximum) les premiers inscrits seront prioritaires. Des récompenses seront données au meilleur chez les hommes comme chez les femmes par OMEGA, partenaire international de European Athletics.

8.3 TOUR DES MéDIAS OMEGA

OMEGA organisera 2 tours des coulisses des Services OMEGA entre les sessions du Samedi 5 mars (entre 13h00 et 13h45 et entre 13h45 et 14h30). Les médias peuvent s’y inscrire au Centre de presse.

8.4 OMEGA CHRONOMèTRE LES PLUS GRANDES COMPéTIONS MONDIALES D’ATHLéTISME

OMEGA possède une expérience inégalée en ce qui concerne le chronométrage des événements sportifs. En 1932, les montres-chronographes à gousset OMEGA étaient déjà considérées comme les instruments les plus fiables pour mesurer les performances sportives au niveau mondial. La réputation d’OMEGA était telle que le Co-mité International Olympique demanda à l’entreprise de fournir tous les équipements de chronométrage pour les Jeux Olympiques qui devaient se tenir cette année-là à Los Angeles. La compagnie accepta avec grand plaisir et fournit 30 chronographes OMEGA, ainsi que l’assistance d’un expert-horloger, afin de garantir un chronométrage précis et des résultats fiables pour toutes les épreuves. OMEGA continue depuis ce jour de développer et de fournir des systèmes de mesure et de chronométrage à la pointe du progrès, et a officié 24 fois comme Chronométreur Officiel des Jeux Olympiques depuis 1932. Les préparatifs pour les Jeux Olympiques de 2012 à Londres sont d’ailleurs déjà bien avancés.

Chaque année, les experts OMEGA envoient partout dans le monde leurs équipes de chronométreurs profes-sionnels sur les événements sportifs, armés d’un véritable arsenal d’équipements de pointe de mesure et de chronométrage sportif. Leurs systèmes innovants incluent des dispositifs de détection de faux départ intégrés aux starting-blocks, des caméras photo-finish dernier cri pour les épreuves de sprint et de demi-fond, ainsi que du matériel de mesure de la hauteur et de la longueur conçus pour les concours.

OMEGA enregistre et affiche les résultats grâce aux meilleurs équipements au mondeLes chronométreurs officiels OMEGA garantissent la transmission rapide des résultats officiels à toute personne impliquée dans la compétition dont ils ont la charge. Pour les épreuves qu’il accompagne, OMEGA est également responsable de l’affichage, à destination des athlètes et de leurs équipes comme des spectateurs, et ce sur chaque lieu de compétition. Les résultats officiels sont également transmis en temps réel aux chaînes télévisées, aux médias numériques et à la presse écrite, afin qu’ils puissent les diffuser à leur tour partout dans le monde.

Bien que toute compétition nécessite une configuration spécifique de systèmes et d’appareils de précision, l’in-vention la plus célèbre d’OMEGA reste peut-être la caméra photo-finish. Initialement conçues pour les Jeux Olympiques de Londres en 1948, ces caméras ont permis de résoudre le problème des arrivées groupées en permettant aux juges de distinguer les gagnants des suivants. Les caméras OMEGA Scan’O’Vision se sont depuis sans cesse perfectionnées et le modèle actuel, la Scan’O’Vision Star, permet d’obtenir plus de 2000 images hautes définition des athlètes à l’arrivée.

OMEGA et l’athlétismeDe part le nombre et la variété de leurs épreuves, les Jeux Olympiques sont la compétition mondiale la plus célèbre, la plus complexe et la plus exigeante, mais cela n’empêche pas pour autant les experts en athlétisme OMEGA d’être présents chaque année sur les compétitions du monde entier. En parallèle avec les Championnats d’Europe d’Athlétisme en Salle 2011 de Paris, OMEGA poursuivra son partenariat avec l’IAAF et sa « Diamond League », en tant que Chronométreur Officiel des meetings de la saison 2011.

OMEGA et les Jeux OlympiquesPour les Jeux Olympiques, la scène sportive la plus importante au monde et la plus en vue, les responsabilités d’OMEGA dépassent largement le cadre de la mesure des temps et des distances. L’équipe OMEGA a également la charge de la transmission des On-Venue Results (OVR) sur chaque site et de la gestion des affichages à desti-nation des compétiteurs et du public. Les résultats sont diffusés directement aux chaînes télévisées, permettant ainsi les affichages à l’écran pendant les retransmissions des épreuves en direct. En outre, et afin d’assister les commentateurs TV pendant les compé-titions, l’équipe OMEGA met à leur disposition une mine d’informations, allant des biographies des compétiteurs aux informations de fond et passant par les listes de départs et les places des participants, le tout mis à jour en temps réel pendant la compétition. Les journalistes dépendant également d’OMEGA pour l’impression des résultats et tous les membres accrédités de la presse et des médias disposent d’un accès en ligne à un système d’information tenu constamment à jour par l’équipe OMEGA tout au long des Jeux olympiques. Lors de chaque nouvelle édition des Jeux, OMEGA déploie des centaines de chronométreurs professionnels, assistés de béné-voles locaux, afin de chronométrer chaque épreuve sur chaque site. OMEGA et le Comité International Olympique ont récemment renouvelé leur collaboration jusqu’aux Jeux de 2020.

9. PHOTOGRAPHES

9.1 RèGLES GéNéRALES

Le Responsable photo de l’Organisation est Rafael SEGUI (+34 (0) 649 356 488, raselo@arrakis.es).Il est responsable du briefing et des moyens mis à disposition des photographes sur le site.La luminosité dans la salle est de 1.600 lux. Les couloirs sont bleu clair et foncé, les zones techniques jaune sable.

Une zone photo pour 50 personnes se situe dans le centre de presse. Des casiers sont disponibles pour les pho-tographes qui pourront y laisser leurs équipements.

Pendant la compétition, tous les photographes doivent porter une chasuble fournie par l’organisation : Couleur de la chasuble : Bleu foncé pour l’extérieur / Bleu clair pour la piste Nombre de chasubles piste : 12

9.2 POSITIONS

Il y a des positions dédiées pour la ligne d’arrivée du 60m et une plateforme au niveau de la ligne d’arrivée du 200m, ainsi qu’un couloir qui fait le tour de la piste.

9.3 PISTE

Une zone est réservée pour les photographes travaillant sur la piste, avec une table sous laquelle nous les prions de laisser leurs sacs.Les photographes travaillant sur la piste auront aussi la possibilité, par l’intermédiaire de leur média respectif, de commander des lignes qui pourront leur permettre de transmettre des photos sans avoir à traverser la piste.

9.4 BRIEF PHOTOS

Le Brief des photographes aura lieu le jeudi 3 mars à 16h00 en salle de conférence de presse du centre des médias. Tous les photographes accrédités doivent y assister.Les chasubles y seront distribuées, ainsi qu’un document précisant toutes les positions, sens de course et toutes autres informations utiles.

12. COMPETITION

12.1 proGraMMe

Il y aura 13 épreuves masculines et 13 épreuves féminines. Toute Fédération membre peut engager jusqu’à 4 (quatre) athlètes maximum sur chaque épreuve mais seuls 3 (trois) athlètes maximum peuvent concourir.

Le nombre d’équipes pour les relais 4x400m masculin et féminin est limité à 6 chacun (finales directes). Les équipes sont choisies selon les modalités suivantes :• Le pays hôte bénéficie d’une place dans chaque relais;• Les 5 (cinq) autres places (dans le cas où le pays hôte ne participe pas, 6 (six) places) sont attribuées en fonc-

tion du rang obtenu par les équipes nationales pour cette épreuve sur la liste européenne en plein air de l’année précédente;

• Si une ou plusieurs équipes qualifiées selon la règle précédente ne participent pas, le ou les équipes suivantes dans le classement peuvent alors participer.

Le nombre de participants aux Epreuves Combinées, Heptathlon (hommes) et Pentathlon (femmes), est limité à 15 athlètes maximum par épreuve. Les places sont attribuées selon les modalités suivantes :• Il ne peut y avoir plus de 2 athlètes par pays et par épreuve;• Le pays hôte bénéficie d’une place dans chaque épreuve, indépendamment de son rang sur la liste. Si le

pays hôte a déjà un athlète qualifié dans la liste, la participation d’un deuxième athlète non qualifié n’est pas autorisée;

• 9 places sont attribuées en fonction du rang obtenu sur la liste des meilleurs européens sur Décathlon (hommes) et Heptathlon (femmes) sur la saison plein air 2010. Si un athlète engagé par le pays hôte fait partie de ces 9 premiers, le 10e sera aussi qualifié.

• Les engagements dans cette catégorie doivent être transmis à European Athletics avant le 31 décembre 2010• 5 places seront attribuées aux meilleurs athlètes européens en salle de la saison en cours à 10 jours de la

compétition

Pour concourir, les participants doivent être admissibles conformément aux règlements énoncés par l’IAAF. En outre, ils doivent se conformer aux conditions d’âge suivantes : seuls les athlètes âgés d’au moins 16 ans au 31 décembre de l’année en cours peuvent participer. Toutefois, seuls les athlètes âgés d’au moins 18 ans le 31 décembre de l’année du concours peuvent participer au lancer du poids (H).

La cérémonie d’ouverture se déroulera le vendredi 4 mars à 15h00, au début de la session de l’après-midi. Elle est constituée d’un spectacle, du défilé, de la parade des drapeaux et des discours officiels.

13.2 céréMonies protocolaires

Les Cérémonies protocolaires se déroulent au POPB après les épreuves ou le lendemain pour les dernières épreuves du jour (sauf le dimanche).

13.3 céréMonie de clôture

La cérémonie de clôture se déroulera le dimanche 6 mars à 18h00 juste après la dernière épreuve. Ce sera l’occasion de faire la passation de drapeau avec Göteborg 2013.
