Initiatives in Energy Conservation

Use of Star Labeled equipments (4 Star and above rated) in all Government Buildings in the State made mandatory. Government Resolution issued in this regard.

VAT on CFL is reduced from 12.5 % to 5 % and VAT on solar equipments is reduced from 4% to zero. Results in reduction of cost and increase in sale of CFL.

Energy savings estimate is 33 MW per year . Energy Audit being demonstrated and promoted through different schemes. Proposal prepared for mandatory audit in commercial buildings / govt. buildings /

hoardings. Introduction of a new course, namely B.Sc. Renewable Energy. Syllabus

preparation is in final stage.

Establishment of State Energy Conservation Fund. EC fund proposed to be utilised for implementation of

Demonstration Projects in various areas and for ESCO projects. Implementation of ECBC guidelines. Implementation of ESCO project in Public Health Department. Formation of Energy Conservation Cells in all Municipal

Corporations and distribution companies at district level. Preparation of Action Plan for Energy Efficiency in Commercial

Buildings and Industries sector (including SME).

• New buildings / Bungalows of Built –up Area of 200 sq. mtrs & above

• New Buildings in plot area of 300 sq. mtrs & above.

Proposed Provisions

• Use of Energy Efficient technology such as CFL/T-5/T-8 FTL/ LED & Electronic Ballasts for lighting purpose.

• Use of minimum three Star Label Ceiling fan, air conditioners, water pumps, transformers etc.

• For External Lighting where external load is 500 Watt & above then 50 % lighting will be on renewable energy

• Use of Solar Water Heating Systems of relevant BIS Standards/MNRE approval

• Provision of adequate control mechanism for common systems.

2. Commercial Buildings Criteria

• New buildings of Built –up Area of 2000 sq. mtrs & above• New Buildings in plot area of 500 sq. mtrs & above.

Proposed Provisions Use of Energy Efficient technology such as CFL/T-5/T-8 FTL/ LED & Electronic

Ballasts for lighting purpose. All prescriptive requirements of ECBC requirements related to Lighting, HVAC. Use of minimum Four Star Label Ceiling fan, air conditioners, water pumps,

transformers etc. For External Lighting where external load is 500 Watt & above then 50 % lighting

will be on renewable energy Use of Solar Water Heating systems in all hotels, hospitals, hostels, guest houses At least 50% of its design capacity shall be provided by SWH with necessary

electrical backup. (Exception: If heat recovery system is used for more than 50% of the design capacity)

Objective - To promote energy efficiency in different sectors by

providing technical and financial assistance for conducting detailed

energy audit study.

Financial assistance ranging from Rs. 25000/- to Rs. 40,000/- per unit.

Status – Total 646 units have undertaken energy audit under this

Programme and energy savings worth Rs. 82 crores is achieved

Focus Area – Industry Sector, Commercial Sector, Govt.

Organizations/ Govt. Buildings, Residential complexes, Municipal

Street lighting, Water pumping etc.

(SME Programme) Objective: To promote energy efficiency in small and medium

enterprises (SMEs) by providing technical and financial assistance for conducting walk through energy audit (WTA)

Financial Assistance: Rs. 3000/- per unit (SME) for carrying out walk through energy audit

Status: A panel of 74 Quality Energy Auditing firms created. Upto March, 2013 WTA in 1971 SMEs have been completed

Proposed Demo Projects in SMEs

Scope:According Economic Survey 2011-12 of Maharashtra,

Total No. of Large Scale Industries – 4,915Small & Medium Enterprises (SMEs) – 1,62,973

Objectives: MEDA has proposed demonstration projects in SMEs in FY 2013-14. Maximum financial assistance of Rs. 25.00 lakhs for implementation of EC

demonstration project in SMEs.

Technical assistance for the conduct of detailed energy audit through empanelled energy audit consultants. Aims at replacement of old / inefficient equipments with energy efficient equipments, Use of New & renewable Energy, Use of energy monitoring devices also envisaged.

Financial assistance will be provided for Demonstration projects in 6 SMEs till March, 2014 through State EC Fund.

Scheme For Capacity Building Through Awareness

Designed for capacity building through awareness.

Workshops and training programmes to be organized.

Training programmes to be organized for various sectors such as

Industrial, Commercial, Government Sector. Technical staff will be

trained.

Main themes to be addressed: energy conservation, use of energy

efficient technologies, energy conservation building code, Green

buildings, best practices sharing.

Financial assistance for the conduct of programmes at college, taluka,

district and state level.
