The City of Pasadena is celebrating National Hispanic Heritage Month by honoring the cultures and contributions of Hispanic and Latin Americans with free exhibits, demonstrations, book discussions, films, events, lectures, workshops and activities for all ages. Programming listed in this newsletter is provided by Pasadena Public Library and the City of Pasadena’s Latino Heritage Committee, in collaboration with the City’s Parks, Recreation, and Community Services Department. Measure P: The Pasadena City Services Protection Measure

On November 3rd, 2020 Pasadena residents will have a choice. The ballot measure allows for Pasadena voters to decide whether to maintain the longstanding utility transfer to the general fund. The elimination of these funds would result in the annual loss of approximately $18 million that support emergency 911 response, fire, paramedic, public health programs for the community, senior services, homelessness and housing programs, street repairs, and other general services and programs.

PASADENA MUNICIPAL ELECTION

Q: Is this a new revenue source for the City?

A: No. Since 1934, the Pasadena Charter provisions calling for the annual transfer of funds have previously gone to and passed by voters a combined total of 7 times. To maintain the current voter-approved funding, the City Council is placing it on the ballot.

Q: What challenges is the city facing?

A: The City of Pasadena is already suffering from a $30 million loss due to the economic effects of COVID-19. Using reserved funds and delaying projects and programs, the city has continued to serve and establish programs for Pasadena residents and businesses during this health crisis. If the city loses the longstanding transfer to the general fund, approximately $18 million in city services and programs would be reduced or eliminated.

Q: What are the funds used for?

A: These funds help support emergency 911 response, fire, paramedics, public health programs, senior services, homelessness programs, street repairs, clean and safe public areas along with other general services.

Q: What more will the measure do?

A: The Charter amendment simply protects current funding levels that provide the services residents receive today. If approved by a majority of Pasadena voters, the measure will also require annual independent audits with public disclosure of all spending, and reduce and limit the Light & Power Fund transfer to not more than 12%.

Q: Is this a new tax?

A: No.

Q: Does the measure raise taxes?

A: No.

Q: Does the measure raise utility rates?

A: No.

Q: Do the funds benefit the local community?

A: Yes. The funds remain local even during medical emergencies, natural disasters, or federal and state budget cuts. Locally generated funds are locally controlled to protect essential City services that main-tain and improve the quality of life for the benefit of Pasadena residents.

Free Flu Shot Walk-Up ClinicThis is not a COVID-19 test or shot.

Pasadena Public Library will offer free standard dose flu shots in partnership with Huntington Hospital Community Outreach. Flu shots will be provided to adults ages 18 years and older and children ages 9-17 who have a parent/guardian present for consent. Vaccine supplies are limited and are available on a first-come, first-served basis.

Please wear a sleeveless or short-sleeve top and have your upper arms exposed prior to reaching the flu shot station. A face covering is required.

Hispanic Influence on California ArchitectureSpanish-influenced architecture is one of the great Latino contributions to American culture, with millions of examples from California to Florida, built by tens of millions of people, over the last 400 years.

This presentation focuses on how the Spanish/Hispanic/Latino architectural design vocabulary evolved over a thousand years and four continents, and how it has been employed in Pasadena. It examines numerous local examples, including the San Gabriel Mission, Castle Green, the Caltech campus, Pasadena Civic Center, 1920s Spanish Colonial Revival houses built by George Washington Smith, Wallace Neff, and many others, along with more recent Hispanic influenced projects such as the Del Mar Station.

Presented by Dave Nufer, program developer and docent with Pasadena Heritage and the Los Angeles Conservancy. Bunker Hill Los Angeles by Nathan MarsakPresented in collaboration with The Book Club of California.

Author Nathan Marsak’s recently published book, Bunker Hill Los Angeles: Essence of Sunshine and Noir, documents the rich history of a neighborhood that rose up in the late 19th century and was redeveloped in the middle of the 20th. The neighborhood reads like a microcosm for Los Angeles.

Bunker Hill is the highest point of downtown Los Angeles, both literally and figuratively. Its circle of life has created a continuous saga of change, each chapter rich with captivating characters, structures and culture. Marsak tells the story of the Hill, from the district’s inception in the mid-19th century to its present day. Once home to wealthy Angelenos living in LA’s “first suburb,” then the epicenter of the city’s shifting demographics and the shadow and vice of an urban underbelly, Bunker Hill survived its attempted erasure and burgeoned as a hub of arts, politics, business and tourism.

As compelling as the story of the destruction of Bunker Hill is–with all the good intentions and bad results endemic to city politics–it was its people who made the Hill at once desirable and undesirable. Marsak commemorates the poets and writers, artists and activists, little guys and big guys, and of course, the many architects who built and rebuilt the community on the Hill–time after historic time.

Nathan Marsak studied under the eminent historian of Los Angeles, Reyner Banham, at University of California, Santa Cruz, and completed his graduate work with noted Sullivan/Wright scholar Narciso Menocal at University of Wisconsin, Madison. He worked on the curatorial staff of Los Angeles Museum of Contemporary Art and served as historian for the LAPD Museum archives. The Browns of CaliforniaThe Family Dynasty that Transformed a State and Shaped a Nation

The Browns of California is a panoramic history of California and its impact on the nation, from the Gold Rush to Silicon Valley, told through the lens of the family dynasty that led the state for nearly a quarter century.

Even in the land of reinvention, the story is exceptional: Pat Brown, the beloved father who presided over California during an era of unmatched expansion, hands his legacy

to Jerry Brown, the cerebral son who became the youngest governor in modern times – and then returned three decades later as the oldest.

In The Browns of California, journalist and scholar Miriam Pawel weaves a narrative history that spans four generations, from Augus Schuckman, the Prussian immigrant who crossed the plains in 1852 and settled on a northern California ranch, to his great-grandson Jerry Brown, who reclaimed the family homestead 140 years later. Through the prism of their lives, we gain an essential understanding of California and an appreciation of its importance.

Miriam Pawel is an author, journalist and independent historian. Pawel spent 25 years reporting and editing for Newsday and the Los Angeles Times. She considers herself lucky to have lived in two great and fascinating places, New York and LA. As an author, she tries to apply narrative writing skills to tell compelling stories based on rigorous academic research, so that stories that matter can reach the widest possible audience. 2020 Great California ShakeOut Drill While COVID-19 has brought many uncertainties and challenges, one thing's for sure: ShakeOut is still happening. Millions of people worldwide will practice how to DROP, COVER and HOLD ON during the Great ShakeOut Earthquake Drill. Each year the City of Pasadena participates in the drill so that we know what to do when an earthquake hits. We will be doing so again on October 15. We encourage you to do so too. These kinds of drills train us to act quickly – to DROP, COVER and HOLD ON immediately to minimize injury so that we will be prepared when the next earthquake happens. You never know where you will be when an earthquake hits and it’s important to know what to do instinctively when the ground begins to shake.
