I BY MBHCURIUS.| Tecsdalo was detightoi on Wednesday wlion the news came through of the birth of the Duchess of York's haby. This pleasure was displayed particularly at llolwick, Laithkirk and Mickleton, where the. Duchess, with her Royal husbaud, was visiting last September. Lady Butty Bowcs-Lyon, as lier Royal High- ness was known in her maidenhood, lias always had a big place iu the hearts of Teesdalians who know her as a wiusomo lassie, aud Wednesday's happy event has deepened the interest i n h e r welfare as the motln r of a princess iu direct succession to the Throue. * * * At the meeting of the Barnard Castle Urban Council on Thursday the Surveyor took excep- tion to the fear expressed last week by " Mercurius " that it was in a moment of weak- ness that he had consented to reduce the district road estimates from 41,786 to £600. The Council told the Surveyor to write to the Editor of the Mercury, aud ho thereupon banded the following statement, which is printed as received : The actual statement made without any moment of weakness whatever was iu answer to a direct question by the Chairman of the FiDauce Committee that if compelled to reduce the estimates by JEI.OOO which service would ho cut. The answer given was district roads, and the reason, because all other estimates had been so reduced that only the bare amount remained to maiutain the services to which they applied. He farther stated that to make such cuts was the direct reverse to true economy and that the Council iu so doing were failing to make provision for the many items of work proposed iu the estimates or for the contingencies that not infrequently arise during the year. Notwithstanding this protest the Council reduced the estimates to the figures represented and i n so doing accepted full responsibility for the same. * * * After the Council meeting on Thursday night the new Chairman was invited t o a little social gathering at which took place the interesting ceremony of investing him with a chain of office and of letting h i m k n o w that bis appointment to the chief position iu the town was a popular one. The gathering (writes one who was there) savoured of old- time ceremonial, for he upon whom t h e d u t y fell of begging " his worship's " acceptance of the insignia couched bis speech in medieval sentences, whereof the manuscript itself was penned iu ancient lettering. " I u case thou shouldst'be onset by some Evil Spirit," said the spokesman o f t h e p a r t y , " w e , t h y well- wishing friends, request of thee to wear thy chain of office at all official functions, whereof thy friends, of whom thou hast many, shalt be acquainted with the guilt o f t h y a r m o u r . By such a sign thou shalt lay bauds on thine enemies (if thou hast any) and casting them ont shall with t h y k e y lock them out of thine estates, that thy people may live iu peace." There was more of it, hut what has been given will servo as an indication of the good feeling that prompted the presentation, even though it was unofficial, and the merriment which prevailed in consequence. * * * Here is a picture of the chain of office which Mr Watson wore while be acknowledged the gift o f i t . It was d^sigued b y a waggish member of the Council who prefers to remain anonymous:— One who vouches for tho truth of it tolls the story o f a m a n w h o w a l k e d into Barnard Castle between seven aud eight o'clock on Saturday morning and inquired for the whereabouts of a well known owner of a market garden. The man had set out from Speunymoor at two o'clock that morning, having heard that work was to bo bad at Barnard Castle. He was directed to the owner of the garden aud when seen later in the day was quite jubilant because he had not sought in vain for tlie work that wonld bring him bread. But wlrfft were the local out-of-works doing to let a stranger conic and take the place that one of them might have tilled? That stranger w a l k e d t w e n t y uules before breakfast 1 * * ** . Mr Stanley Thompson, Woodside, Midfiletou- in-fetsdale, has been again successful in this year's Royal Academy, having a large oil- l'aiutiug entitled, " Patience," hung. * * , * It is understood that at a conference between a committee of the Barnard Castle Urban district Council and a committee of the Directors of the Gas Company, au amicable arrangement was como to by which the relay- ing of the gas main necessitated by the "upending Galgato Improvement Scheme will he carried out on a mutual contributory basis. The children were tipped out aud the milk cans, slipping back, knocked Mr Stoddart's legs from under him aud caused him to fall out. Iu addition to the items recorded above, there were coucerts held iu Romalukirk aud Baldersdale, the promoters of which sent their contributious, it is understood, to Darliugtou Hospital direct. Should any persons organise any similar endeavour to raise fuuds for tho hospitals in the future, they may rest assured that the Cotherstoue aud District Hospitals Committee will allot the amouuts raised as the promoters desire, aud not inter- fere with their destination in any way. I LEAGUE OF NATIONS UNION. Dr. Johu Leishmau presided on Friday night at the aunual m e e t i u g o f t h e Barnard Castle hrauch of the League of Nations Union. The report of the Secretary (Mr Wiseman) referred to tbe meetings held duriug the year, and stated that a stroug juvenile branch had been formed iu counectiou with the Primitive Methodist Church, for which the R e v . F . C . Wilsou and M r W . Coates deserved praise. Mr E. R. Hauhy Holmes, hon. treasurer, reported a b a l a u c e i n b a u d o f JE9 17S. lOd. Mr E. Watson, financial secretary, said there were now 155 members, of whom 54 joined last year. Officers were elected as follow:—President, Dr. J. Leishmau ; secretaries, Messrs J. Wiseman a u d F . Wilkinsou; treasurer, Mr E. R. llanby Holmes; financial secretary, M r J . Garbutt, Mr E.Watson having resigned. The committee was re-elected with t h e a d d i t i o n o f D r . Welford, the R e v s . J . H . A r m s t r o n g a n d F . C . Wilson, aud Messrs J. P. Robsou aud W. Emerson. Busiuess over, the meeting was addressed by Mr S. Middlehrook, M . A . , o u "The Clash of Colour." He dealt iu au eloquent w a y w i t h the racial problems of the world, pointing oat that the supreme test of the century would he its success or failure iu dealing with the problem of interracial relations. He traced the growth and expausion of the nations west- ward, showing how impossible it was to carve the world iuto separate water-tight compart- ments. There was abundant proof, be said, that t h e a t t e m p t t o m i x races under modern conditious, especially if they be far apart in culture aud history, would inevitably engender race conflict aud a consequent struggle for dominance which would cripple the state like a disease. Rudyard Kipling popularised the epigram that " East is East and West is West, and never the twain shall meet." We bad cluug to the specious shadow too long, declin- ing to accept the most obvious reality, for as Rabindrath Tagore had said, " The most important of facts in the present age is that East a n d W e s t have met," and out of their clash must g r o w a new reconciliation and a wider basis of unity o r t h e League of Nations would be a mere futility. Mr Middlebrook closed with a statement of three general principles emerging from the confusion and tangle of inter-racial politics: First, it is evident that race is a vital factor which most be neither iguored nor under-rated, for so soon as we allow it to obscure the uniqueness and value of the individual aud his place in society we are giving i t a n exaggerated importance. Secondly, whatever may be done in the future, the time is not yet ripe for a general recogni- tion of racial equality in theory when it does not exist in fact. Lastly, given adequate safe- guards, there i s r o o m iu the world for the greatest variety of races and culture, each making its contribution to a common civiliza- tion and sharing iu the fulfilment of a common purpose. W h a t w e n e e d most of all in this generation is a greater tolerance and a deeper humanity. The instinct of race hatred is in all of us, but by wider knowledge and the deliberate cultivation of the international miud we can broaden our sympathies and extend our mental horizon. Indeed our failure iu imagination is perhaps greater than our failure i u s y m p a t h y . There is already in actual existeuce a fellowship transcending race. M a y i t widen aud strengthen nntil it includes every nation in the world. (Applause.) The Rev. F. C. Wilson, in moving a vote of thauks to the lecturer, said although we could not check the tide of public opinion we could guide it iuto channels of sanity and safety. The question was, should we stand before the world as a commercial people or a military power, or in the spirit of world brotherhood ? Mr W. Emerson, seconding the vote of thauks, said we could not save a backward race by iuiposiug civilization or religion on it. The higher we lived the more should we be appreciated by the backward nations. Mr R. Watsou, Chairmau of the Urban Council, moved a vote of thanks to the chair- mau, which, like the other, was heartily passed. TEESDALE GOLF CLUB.
