Attached to this letter are Revision 1and Revision 0 of the "Third Inspection Interval ISIPressure Test Plan' for Unit 1 and Unit 2, respectively.These documents complete the transmittal of the Units 1 and2 "Third Ten-Year Interval ISI Plan" to the NRC.
Section 9 in the ISI Pressure Test Plans" identifies thefollowing relief requests requiring NRC review and approvalpursuant to 10CFR 50.55a(a) (3) (i): (1) Relief Request 03-001, "Request to consolidate relief requests filed under the1995 Edition/1996 Addenda", (2) Relief Request 03-003,"Request to use Code Case N-566-2 for Unit 2, and (3)Relief Request 02-003, "Request to use corrected ASME Coderequirement for Class 3 pressure tests". [ 1 1 Applicable Codes and Standards for Inservice Inspection Pressure Testing
This document constitutes the inservice inspection pressure testing plan and schedules for the third inspectioninterval for McGuire Unit 1. All pressure retaining components classified as ISI Class 1, 2, and 3 have beenreviewed to determine the inservice inspection pressure test examination requirements.
Inservice inspection pressure testing activities for McGuire Unit I shall be performed in accordance withProgram B of the 1998 Edition of ASME Section XI, through the 2000 Addenda.
The NRC revised the pressure and temperature hold time requirements in Tide 10, Code of Federal Regulations,Part 50.55a (b)(2)(xx), published January 1, 2003. When performing system leakage tests in accordance withIWA-5213(a), a 10-minute hold time after attaining test pressure is required for Class 2 and Class 3 componentsthat are not in use during normal operating conditions, and no hold time is required for the remaining Class 2and Class 3 components provided that the system has been in operation for at least 4 hours for insulatedcomponents or 10 minutes for uninsulated components.

Pressure testing of ISI Class 1 items shall be performed in accordance with the requirements of Articles IWA-5000, IWB-2000, and IWB-5000 of Section XI. ISI Class I systems that are required to be pressure tested shallbe divided into isolable areas (to the extent practical). These areas represent specific pressure testing zones(hereafter referred to as examination zones).
Examination Categories and Requirements:
The examination categories and item numbers shall be those listed in Table IWB-2500-1 of Section XI. Eachexamination zone may include various Section XI categories and item numbers.

Category B-P, All Pressure Retaining Components
The Class 1 System Leakage Test (IWB-5220) is conducted at a pressure not less than the pressurecorresponding to 100% rated reactor power. The test pressure and temperature shall be attained at a rate inaccordance with the heat-up limitations specified for the system. The Class I system leakage test is requiredprior to plant startup following each reactor refueling outage.
The pressure-retaining boundary during the system leakage test conducted at or near the end of each inspectioninterval shall extend to all Class 1 pressure-retaining components within the system boundary. This test isrequired only once during a ten-year interval.

When nozzle-to-shell (or head) welds (to be examined by NDE methods) are inaccessible, the telltale hole in thereinforcing plates shall receive a VT-2 visual examination for evidence of leakage while the vessel is undergoingthe System Pressure Test as required by Category C-H.

6 | System Boundaries Subject to Examination
Unless otherwise noted, systems designated as ISI Class A are equivalent to ASME Class 1, those designated asISI Class B are equivalent to ASME Class 2, and those designated as ISI Class C are equivalent to ASME Class3.
The following color codes, shown on electronic pressure testing boundary drawings, are used to represent theboundaries subject to pressure testing:
Red = ISI Class AYellow = ISI Class BGreen = ISI Class CBlue = Components exempt from pressure testing requirementsMagenta = Boundary line showing the extremities of pressure testing examination zonesBlack = Non ISI Class components
All instrumentation taps within the examination boundary shall be examined up to the first isolation valve off theprocess pipe.
7~ I Components Exempt From Pressure Test Examination
Components shown color-coded as blue on electronic pressure testing boundary drawings represent theboundaries that are exempted from pressure testing requirements.
Boundary drawings that are exclusively for showing pressure testing exemptions are listed in Section 12 of thisdocument. The following are examples of pressure test exemptions:
* Non pressure retaining portion of Reactor Coolant Pumps.
• Open ended portions of ISI Class 2 and 3 discharge piping (this does not apply to repair pressure testing).
* ISI Class 2 and ISI Class 3 portions of systems that do not support the safety function beyond the firstnormally closed valve (including relief valves or valves capable of automatic closure).
* Containment penetrations where the piping and isolation valves perform a containment function and thebalance of the piping system is outside the scope of Section XI.
* Systems/components determiined by ISIM as optionally owner classified ISI Class 2 or ISI Class 3 perSection XI, IWA-I 320(e).

All system pressure testing is completed in accordance with the schedule shown in the Section XI Tables for eachexamination category. The examination periods are derived from "Program B" of the Section XI Code.
The ISI Class I Leakage Test zone shall be completed at each refueling. ISI Class 1 Examination Zonerequirements are not scheduled on an outage-by-outage basis given that the examinations are required to becompleted for each refueling outage.
The ISI Class 2 and 3 Leakage Test zones shall be examined once during each inspection period. The ISI Class 2and 3 Leakage Test zones are not scheduled on an outage-by-outage basis given that they are required to be 100percent complete by the end of the inspection period rather than a minimum/maximum percentage eachinspection period.
Examination Zones that contain Risk-Informed Segments shall be examined each refueling cycle. TheseExamination Zones are not scheduled on an outage-by-outage basis given that the examinations are required to becompleted each refueling cycle (approximately once every eighteen months).

Each Request for Relief from a requirement of the Section XI Code specified in this Plan shall be submitted bythe Nuclear Generation Department to the Nuclear Regulatory Commission for approval.

The Examination Zone number for each pressure test represents an area of a system that shall receive a VT-2visual e xamination. A n Examination Z one terminates at a boundary valve, building interface, or componentinterface and may include several flow diagrams. The Examination Zone includes all pressure retainingcomponents within the scope of the boundary valves/extremity interfaces.

The pressure testing examination boundaries are identified on color coded electronic drawings (modified systemflow diagrams) and stored in the Nuclear Electronic Document Library (NEDL). "As Built" system flowdiagram revisions are reviewed to see if the revision had any impact on the pressure testing boundaries. Theseflow diagram revisions are incorporated into the Inservice Inspection pressure testing boundary drawings asnecessary. Some flow diagram revisions do not affect the pressure testing boundaries; therefore, the pressuretesting boundary drawings are not required to be revised. For this reason, there may be a difference between thenumeric revision level listed on the flow diagram versus the revision level of the flow diagram referenced on thepressure testing boundary drawing. "As Built" flow diagram revisions are published subsequent tomodifications that are made to a system. The timeliness of these "As Built" flow diagram revisions are not on aregulated schedule; therefore, subsequent boundary drawing revisions cannot be performed on a regulatedschedule. The latest revision of the pressure testing boundary drawing can be retrieved from NEDL.
The following is a list of the system flow diagrams that contain ASME Section XI Class 1, 2, or 3 components.Each drawing has been reviewed for applicable system pressure testing requirements. In addition to the ISIclass, the listing contains those flow diagrams that are exempted from pressure testing requirements for McGuireUnit 1.

This document constitutes the inservice inspection pressure testing plan and schedules for the third inspectioninterval for McGuire Unit 2. All pressure retaining components classified as ISI Class 1, 2, and 3 have beenreviewed to determine the inservice inspection pressure test examination requirements.
Inservice inspection pressure testing activities for McGuire Unit 2 shall be performed in accordance withProgram B of the 1998 Edition of ASME Section XI, through the 2000 Addenda.
The NRC revised the pressure and temperature hold time requirements in Title 10, Code of Federal Regulations,Part 50.55a (b)(2)(xx), published January 1, 2003. When performing system leakage tests in accordance withIWA-5213(a), a 10-minute hold time after attaining test pressure is required for Class 2 and Class 3 componentsthat are not in use during normal operating conditions, and no hold time is required for the remaining Class 2and Class 3 components provided that the system has been in operation for at least 4 hours for insulatedcomponents or 10 minutes for uninsulated components.

Category B-P, All Pressure Retaining Components
The Class I System Leakage Test (IWB-5220) is conducted at a pressure not less than the pressurecorresponding to 100% rated reactor power. The test pressure and temperature shall be attained at a rate inaccordance with the heat-up limitations specified for the system. The Class I system leakage test is requiredprior to plant startup following each reactor refueling outage.
The pressure-retaining boundary during the system leakage test conducted at or near the end of each inspectioninterval shall extend to all Class I pressure-retaining components within the system boundary. This test isrequired only once during a ten-year interval.

Pressure testing of ISI Class 3 items shall be performed in accordance with the requirements of Articles IWA-5000, IWD-2000, and IWD-5000 of Section XI. ISI Class 3 systems that are required to be pressure tested shallbe divided into isolable areas (to the extent practical). These areas represent specific examination zones.
Examination Categories and Requirements:
The examination categories and item numbers shall be those listed in Table IWD-2500-1 of Section XI. Eachexamination zone may include various Section XI categories and item numbers.

6 System Boundaries Subject to Examination
Unless otherwise noted, systems designated as ISI Class A are equivalent to ASME Class 1, those designated asISI Class B are equivalent to ASME Class 2, and those designated as ISI Class C are equivalent to ASME Class3.
The following color codes, shown on electronic pressure testing boundary drawings, are used to represent theboundaries subject to pressure testing:
Red = ISI Class AYellow = ISI Class BGreen = IS Class CBlue = Components exempt from pressure testing requirementsMagenta = Boundary line showing the extremities of pressure testing examination zonesBlack = Non ISI Class components
All instrumentation taps within the examination boundary shall be examined up to the first isolation valve off theprocess pipe.
I 7~ I Components Exempt From Pressure Test Examination
Components shown color-coded as blue on electronic pressure testing boundary drawings represent theboundaries that are exempted from pressure testing requirements.
Boundary drawings that are exclusively for showing pressure testing exemptions are listed in Section 12 of thisdocument. The following are examples of pressure test exemptions:
* Non pressure retaining portion of Reactor Coolant Pumps.
* Open ended portions of ISI Class 2 and 3 discharge piping (this does not apply to repair pressure testing).
* ISI Class 2 and IS Class 3 portions of systems that do not support the system safety function beyond thefirst normally closed valve (including relief valves or valves capable of automatic closure).
* Containment penetrations where the piping and isolation valves perform a containment function and thebalance of the piping system is outside the scope of Section XI.
• Systems/components determined by ISIM as optionally owner classified ISI Class 2 or ISI Class 3 perSection XI, IWA-1320(e).

I 8 IDescription of Examination Schedules
All system pressure testing is completed in accordance with the schedule shown in the Section XI Tables for eachexamination category. The examination periods are derived from "Program B" of the Section XI Code.
The ISI Class 1 Leakage Test zone shall be completed each refueling. ISI Class I Examination Zonerequirements are not scheduled on an outage-by-outage basis given that the examinations are required to becompleted for each refueling outage.
The ISI Class 2 and 3 Leakage Test zones shall be examined once during each inspection period. The ISI Class 2and 3 Leakage Test zones are not scheduled on an outage-by-outage basis given that they are required to be 100percent complete by the end of the inspection period rather than a minimum/maximum percentage eachinspection period.
Examination Zones that contain Risk-Infonned Segments shall be examined each refueling cycle. TheseExamination Zones are not scheduled on an outage-by-outage basis given that the examinations are required to becompleted each refueling cycle (approximately once every eighteen months).

The pressure testing examination boundaries are identified on color coded electronic drawings (modified systemflow diagrams) and stored in the Nuclear Electronic Document Library (NEDL). "As Built" system flowdiagram revisions are reviewed to see if the revision had any impact on the pressure testing boundaries. Theseflow diagram revisions are incorporated into the Inservice Inspection pressure testing boundary drawings asnecessary. Some flow diagram revisions do not affect the pressure testing boundaries; therefore, the pressuretesting boundary drawings are not required to be revised. For this reason, there may be a difference between thenumeric revision level listed on the flow diagram versus the revision level of the flow diagram referenced on thepressure testing boundary drawing. "As Built' flow diagram revisions are published subsequent tomodifications that are made to a system. The timeliness of these "As Built" flow diagram revisions are not on aregulated schedule; therefore, subsequent boundary drawing revisions cannot be performed on a regulatedschedule. The latest revision of the pressure testing boundary drawing can be retrieved from NEDL.
The following is a list of the system flow diagrams that contain ASME Section XI Class 1, 2, or 3 components.Each drawing has been reviewed for applicable system pressure testing requirements. In addition to the ISIclass, the listing contains those flow diagrams that are exempted from pressure testing requirements for McGuireUnit 2.
