• Under his leadership, Quezon City became the first city in the Philippines to implement a Green Building Ordinance, enforcing sustainable building designs throughout the city.

The QC Plastic Bag Reduction Ordinance • Quezon City Ordinance No. SP-2140 or the

Plastic Bag Reduction Ordinance will be fully implemented.

• the Ordinance No. SP-2140 regulates plastic bag usage, Ordinance No SP-2127, on the other hand is a total ban on the use of plastics and other polysterene packaging materials within the the office and the City Hall premises, Novaliches District Center, Quezon City General Hospital and Novaliches District Hospital.

• As stated in the IRR of the ordinance, Relevant Retailers, the lead implementers of the ordinance, pertains to establishments located within the city and are categorized into two types:

• Type 1 are the establishments under the jurisdiction of BPLO such as shopping malls, supermarkets, department stores, fast food chains, food stalls, etc.

• Type 2 are the establishments under the jurisdiction of MDAD namely wet and dry markets, talipapa, tiangge, hawkers, etc

Certificate of Recognition Awarded to Quezon City Government for Sustained Good

Performance in the Implementation of Republic Act 9003

Last March 6, 2012, the Quezon City Government was one of the eighty-three (83) local government units nationwide that was awarded with a Certificate of Recognition by the Department of Environment and Natural resources (DENR) for sustained good performance in the implementation of the Republic Act 9003 through segregation at source, deployment of dedicated units as well as the establishment and operationalization of Materials Recovery Facilities. In the National Capital Region, Quezon City is one of the three (3) LGUs that were given the same recognition.

IMPLEMENTATION OF HIWA-HIWALAY NA BASURA SA BARANGAY PROGRAM

Legal basis for the implementation of the Program

• Section 17 of the Local Government Code mandates LGUs to provide an efficient and effective solid waste collection and disposal system under a comprehensive environmental management program.

• Section 10 of Republic Act 9003, otherwise known as the Ecological Solid Waste Management Act of 2000 stipulates that segregation and collection of solid waste shall be conducted at the barangay level.

• City Ordinance No. SP-1707, S-2006, requires the segregation at source of all households, institutional, industrial and commercial wastes and/or garbage into wet or biodegradable, and dry or non-biodegradable, pursuant to RA 9003.

• The Supreme Court Ruling of a Continuing Mandamus to Clean and Rehabilitate Manila Bay directs National and Local Government Agencies, including the City Government of Quezon City, to facilitate and hasten the rehabilitation of the Manila Bay Region thru various strategies, which includes, among others, the proper management of solid wastes to keep it from being disposed in creeks and rivers that eventually flow in the Manila Bay.

The following shall be implemented in all Barangays:

• 1. segregation of biodegradable (nabubulok) and non-biodegradable (di- nabububulok nabubulok) wastes in each household;

• 2. door to door dedicated collection of segregated wastes.

• Collection schedules will be as follows:

• Monday and Friday for biodegradable (nabubulok) collection• Wednesday for non-biodegradable (di-nabubulok) collection

Trucks marked with biodegradable or non-biodegradable tarpaulins to indicate the type of waste to be collected upon

arrival at the Barangays .
