NEW LUNCH OPTIONS
In response to guest feedback from previous OACB events, attendees of the 2019 Spring Conference were given the option to "opt-out" of on-site meals during the online registration process. Guests who chose this option will not take part in provided lunches on either day of the Spring Conference and can instead visit nearby restaurants in Easton Town Center during each day's lunch break. Guests who will remain on site for lunch can enjoy new, lighter fare in a relaxed, buffet-style format.
Note: Guests cannot change their lunch preference after arriving at the Spring Conference. Walk-in registrations will not receive lunch. All guests may still take part in all continental breakfasts and afternoon snack breaks.

The keynote address at the Spring Conference will be delivered by Jake Poore, a nationally-recognized expert in customer care and the brother of an adult sister with a developmental disability.
Poore spent nearly 20 years developing and implementing customer service strategies at
the Walt Disney World Company in Orlando, helping create a culture of service that now defines many visitors' Disney experiences. In 1996, Poore helped launch the Disney Institute, the external training arm of Disney that sold its business secrets to the world. More than 80 percent of the people who attended the Institute's trainings were from the world of health care, sparking Poore's passion for crafting patient experiences and leading to the founding of Integrated Loyalty Systems (Poore's independent health care consulting firm) in 2001. Since then, Poore has advised some of the nation's most respected health care organizations—including Kaiser Permanente, the Mayo Clinic, Cigna Medical Group, and the National Rehabilitation Hospital—on how to improve their patient experiences.
Poore is also active in the life of his adult sister with Down Syndrome, who receives services from a local government agency and resides in a group home in New York state. Poore regularly communicates with his sister's direct support professionals and service coordinators and has seen first-hand how positive and negative customer service interactions can affect the life experiences of people with developmental disabilities and their family members.
Combining lessons from his decades of customer service experience with his personal insights as a brother, Poore will provide practical tools that county boards can use to create service-centered workplace cultures that focus on the people and families we serve. His keynote address will kick off the Spring Conference in Thursday's Opening Plenary. Following his keynote, Poore will lead a hands-on followup workshop in a special Keynote Breakout session in the Juniper Room (see page 9 for details).
Jeff Davis was appointed director of the Ohio Department of Developmental Disabilities by Gov. Mike DeWine in January 2019. He previously served as executive director of the Ohio Provider Resource Association (OPRA) from 2018 to 2019 and director of government affairs at OPRA from 2011 to 2018.
Prior to his time at OPRA, Davis served as a deputy director at DODD from 1991 to 2007 and oversaw legislative and rule-making activities. He also served as director of integrated health services for Buckeye Community Health Plan, a managed care plan that contracts with the state to provide Medicaid services.
Davis will speak in Thursday's Partners in Service track and share his vision for Ohio's DD system and priorities related to the state budget and IT initiatives.
Former state representative Sarah LaTourette assumed her duties as executive director of the Ohio Family and Children First Council in May 2019. At the OFCFC, she leads an executive council of several state agencies tasked with streamlining and coordinating government services for Ohio children and families.
Prior to her appointment to the OFCFC by Governor DeWine, LaTourette represented the 76th House District (which covers portions of Geauga and Portage Counties) from 2014 to 2019. She served as assistant majority floor leader for the 132nd General Assembly and as co-chair of the Joint Committee on Multi-System Youth during the 131st General Assembly.LaTourette will speak about statewide multi-system youth initiatives in the Government and Policy track on the first day of the Spring Conference.

State Representative Scott Lipps is serving his second term in the Ohio House of Representatives. He currently represents the 62nd Ohio House District, which includes much of Warren County.
A native of Southwest Ohio, Rep. Lipps was raised in Miamisburg. After graduating
from Miamisburg High School, he attended the College of Wooster and pursued a master's degree at DePaul University. He has served as a council member and mayor for the City of Franklin, Ohio.
Rep. Lipps serves on the House Finance Committee and the Finance Subcommittee on Health and Human Services. A strong advocate for raising wages for direct support professionals (DSPs), Rep. Lipps will speak as part of the state budget panel in Thursday's Government and Policy track.
Jonathan Martinis is senior director for law and policy at the Burton Blatt Institute at Syracuse University and project director at the National Resource Center for Supported Decision-Making.
Martinis has more than 20 years of experience representing and advocating for
people with disabilities to ensure that they receive the services and supports they need and want to live full, meaningful, and community-integrated lives. In 2013, Martinis represented Jenny Hatch in the nationally acclaimed "Justice for Jenny" case that established the legal rights of people with disabilities to engage in supported decision-making.
Martinis will speak on the second day of the Spring Conference in sessions in the Emerging Trends and Employment tracks.

They are often framed by the specific experiences of those who drive the news, or those who are affected by it. County boards have countless opportunities to tell the stories of those they serve—not only to broaden awareness and acceptance of people with developmental disabilities, but also to achieve the board's strategic goals. In this session, participants will learn how to write effective feature stories using tools, methods, and strategies employed by journalists.

MASTERING MEDIA INTERACTIONSSpeaking to media may be intimidating, but—with the right know-how and a little practice—it can be simple and productive for boards and reporters alike. In this session, attendees will take part in a live media relations exercise in which teams of participants will quickly process a media request, develop talking points, role-play a conversation with a working reporter, learn about interview techniques, and get feedback from other county board communicators.

OPENING PLENARYThe 2019 Spring Conference will open with remarks from OACB Executive Director Bridget Gargan and an overview of this year's theme of Service. This topic will be explored in depth by keynote speaker Jake Poore, a nationally-recognized expert in customer care and the brother of an adult sister with a developmental disability (see page 6 for details). Combining lessons from his decades of customer service experience with his personal insights as a brother, Poore will provide practical tools that county boards can use to create service-centered workplace cultures that focus on the people and families we serve. Poore will lead a hands-on followup workshop in a special Keynote Breakout session in the Juniper Room starting at 10:45 a.m.

PROTECTING THE FEDERAL-STATE-LOCAL PARTNERSHIP FOR MEDICAID The implementation of Medicaid per capita caps or block grants remains a priority for many lawmakers at the federal level. This session will cover the implications of these proposals at the state and county level and why county boards of developmental disabilities should be vigilant about efforts to change the federal-state-local partnership for Medicaid.

MULTI-SYSTEM YOUTH INITIATIVES The administration of Ohio Governor Mike DeWine is initiating an effort to allocate state resources to support county-level efforts of Family and Children First Councils to coordinate care for multi-system youth. The panel will share multi-system youth priorities in their respective areas of practice with a focus on how the administration intends to address these issues.

APPROPRIATIONS AND POLICY: STATE BUDGET OVERVIEW In this session, a state lawmaker and three long-time statehouse advocates will discuss DD provisions in Ohio's biennial state budget bill, including a DSP wage increase, non-medical transportation language, a summary provider suspension process, and a five-year cash forecast requirement for county boards of DD among other provisions. The state budget process will be discussed as well as final steps before the budget's approval at the end of June.

THE CULTURE OF THE COORDINATED SUPPORT MODEL: RECENT TRENDSIn the Culture of Coordinated Support Model, a person with a disability, their family, and agencies collaborate and coordinate their efforts to develop joint plans and unified goals based on the person's abilities and

As a result, people with disabilities receive the most effective and efficient supports and services from the agency best suited to provide them without the need for extra meetings or the risk of redundant or conflicting plans or services. LEAD EXPOSURE IN YOUNG CHILDREN: IDENTIFICATION, RISKS, AND RESPONSE As of July 1, Ohio children birth to age 3 with blood lead levels of 5 mcg per deciliter will be eligible for Part C early intervention services. Identifying children earlier will allow EI teams to reduce future exposure and mitigate long-term effects.
