Attendees: President Harrover, Directors Deal, Gorli, McIntosh, and Yeloushan; Mr. Nathan Tubbs (Cutgrass Terrace), Covenants Administrator Erik Berndt and General Manager Carol Teigen.

Approved the March 18, 2014 Board of Directors Meeting Minutes and accepted Committee Minutes.

Appointed Jeff Messinger (San Juan Terrace) to the Architectural Review Committee and the Covenants Committee

Re-appointed Freddy Zambrano (Cinnabar Square) to the Covenants Committee.

Approved the proposed $25 increase to the Yard Maintenance Fee for the second and third times the Association performs necessary lawn mowing during a twelve month period, as suggested by legal counsel.

Adopted Community Code No. 6A “Assessment from Sub-Association” effective May 1, 2014 as specified in Article X, Section 10.2(b)(2) in the Amended and Restated Declaration of Covenants, Conditions, and Restrictions. This amendment gives the condominium boards the responsibility of the pool suspension hearing.

Approved the publication of Community Code No. 1 “Architectural Design & Maintenance Standards” specifically Solar Collectors in the May newsletter as stated in Article X, Section 10.2(b)(1) in the Amended and Restated Declaration of Covenants, Conditions, and Restrictions. This revision provides basic standards for solar panels to comply with the Property Owners’ Association Act which will no longer permit any association to prohibit solar panels, effective July 1, 2014.

Denied the request of an owner in Section 54 to waive $210.00 in monetary charges. Directors determined sufficient time was provided for the owner to comply with the submission of an application from the notice dated October 16, 2013 to the Covenants hearing on February 26, 2014.

Authorized the President and general manager to work with legal counsel to negotiate a signed release by First Service Residential of all claims under the contract and then present payment of $10,000.00 to FSR per the contract. As stipulated in the current financial management contract, Service First Management & Consulting will reimburse the $10,000.00 to the association.

Authorized the general manager to engage MercerTrigiani law firm as the association collections legal counsel.

WHAT IS A COMMUNITY CODE?

Community Codes are simply the rules and regulations of the association. The Amended and Restated Declaration of Covenants, Conditions, and Restrictions introduce this new term. The conversion process includes: (a) enactment of the proposed Community Codes by the Board of Directors pursuant to Declaration Article X, Section 10.2(b), (b) notification to the Members that the existing documents have been adopted as Community Codes, (c) wait thirty (30) days following the notification of Board’s adoption of the documents as Community Codes, and, if the Members do not call a special meeting to repeal the new Community Codes within those 30 days, (d) the new Community Codes are effective 30 days after the post-enactment notification.

The Architectural Review Committee has reviewed Community Code No. 1 – Design and Maintenance Standards in regards to solar collectors. The proposed changes are published in this Etched in Stone for resident review and comment.

PLAN YOUR ARCHITECTURAL IMPROVEMENT APPLICATIONS

Please review the Design and Maintenance Standards for details on your specific improvement.

The standards can be found on SRNet or at the Association Office.

WHAT’S THAT AT MY DOOR?

If you find a door hanger on your front door, it is the first notification that you have lawn maintenance issues that need attention. Community Code No. 5, Lawn and Yard Maintenance states:

A. LAWN & GRASS.

Members and residents shall ensure that any grass lawns on their Lots, including in the back of the residence, are regularly mowed so as to keep a neat appearance of the lawn and Lot. Grass height shall not exceed 6 inches. Driveways and sidewalks shall be swept clear of grass clippings. Members and residents are responsible for maintaining the health and good appearance of lawns on their Lots, which may include seeding, watering, weed removal and edging and other tasks, as required to properly maintain lawns.

B. WEEDING & PRUNING.

Members and residents shall keep their properties free of weeds. leaves and overgrown or unsightly shrubbery or other plant growth. Members and residents shall undertake any weeding and mulching of planted beds, removal of leaves from lawns and planted beds, and pruning and shaping of shrubbery and trees which is necessary so as to keep a proper,

ARCHITECTURE

neat and clean appearance of the Lot. Pruning of trees includes the removal of suckers and below lateral growth from ornamental trees; however, no trees with a diameter of more than four inches measuring two feet or more above ground level shall be removed without the express written authorization of the Covenants Committee or Board of Directors. Members and residents shall remove any and all dead plants and shrubs from their Lots.

C. TRASH & REFUSE.

Members and residents shall maintain their Lots to be free from all litter, trash. debris and like items. It is the responsibility of the Member and/ or resident to implement proper and appropriate trash collection measures for any item sought to be discarded, such as used appliances and other items which require special pick-up or removal, and to ensure that such item is promptly collected by the appropriate trash collection service.

D. NEAT APPEARANCE.

No unsightly conditions shall be permitted to be maintained upon the Lot. Determinations as to whether the condition of a Lot is sufficiently neat and orderly shall remain within the sole discretion of the Covenants Committee. Board of Directors and/or Association Personnel.

The Door Hangers were put into use in May of 2008 and have been a great success getting yards into compliance with the governing documents of Stone Ridge. However, questions are received on what this door hanger says. The door hanger on the right describes each section and its meaning. Stone Ridge is a great community with lots of ‘curb appeal’. Keeping a great looking yard is one way you can do your part in maintaining that appeal. Attention to detail is an important part.

Please do not dump grass clippings in community areas! This is a violation of the Stone Ridge governing documents. Grass dumped on common ground does not quickly decompose and, instead, causes drainage problems and creates havens for rodents. Stone Ridge has weekly yard waste collection every Thursday. If you need assistance or have any questions regarding your lawn and what it means to be “in compliance”, don’t hesitate to call the Association office during business hours.

MAY HOME MAINTENANCE TASKS

Spring has arrived and it’s time to prepare your home and yard for the warm weather! Here are some May home maintenance tasks that will keep your property in good shape.

1. Clean gutters. Inspect gutters to ensure all spikes, straps and clips are tightly fastened. Use a garden hose to flush debris from downspouts. Make sure downspouts or splash backs direct water at least three feet away from the foundation.

2. Wash windows, inside and out, using a solution made from three tablespoons of non-sudsy ammonia to 1 gallon of water. Don’t work in the direct sun -- the solution will dry too fast and streak. To clean windows with real (not removable) grills, use a hacksaw to cut a squeegee so it fits the windowpanes exactly.

3. Have central air-conditioning unit checked according to the recommendations of the unit’s manufacturer. Replace the filter in the forced-air system. Clean debris from condenser or heat pump located outside.

4. Remove mineral deposits from faucet aerators and shower heads by soaking parts in white vinegar and scrubbing with an old toothbrush.

5. Have swimming pools cleaned. Inspect and service pool liners and filters.

6. Shop for seasonal sales on air-conditioning units and window fans.

7. Dust ceiling fan blades.

8. Set thermostats and automatic sprinkler systems to adjust for weather changes.

9. Before placing metal patio furniture outdoors, coat it with auto polish.

May 3rd: Membership ID Day Beat the crowds before pool season starts and register for your Membership ID, update your Memorandum of Lease (renters only), update photos, and pick up your complementary guest pool passes. Make sure to stop by the Annual CrossPointe Church Community Carnival on the event lawn after you pick up your ID’s!

May 14th: New Resident Welcome Social New Stone Ridge residents – this event is just for you! Mingle with other new residents, meet staff and committee members, learn more about our community, and win raffle prizes all while enjoying great appetizers and drinks at t`KiLa restaurant in the Village Center. Invitations will be mailed to all homeowners who settle between April 2013 and April 2014. Adults only please!

June 14th: Annual Family Pool Party Kick off the pool season at one of the biggest events of the year! This year’s Hawaiian themed pool party will feature a DJ, games, giveaways, pizza, and ice pops.

COMMUNITY

THANK YOU GENEROSITY FEEDS VOLUNTEERS!

Thank you to all the volunteers and sponsors who made the Generosity Feeds Event possible!

On Saturday March 29th in Arcola Elementary, more than 250 people worked together to pack 10,000 meals in under 2 hours to give to our local schools and food banks. It was a great event to raise awareness and help meet the needs in our area. It was a great time to teach our kids about the value of helping others.

To find out more how you can help in projects like these, please visit Generosityfeeds.org

GIRL SCOUT COOKIE SALE A GREAT SUCCESS!

Did you know you can be on a diet and still purchase Girl Scout cookies? Cookies this year were purchased by Stone Ridge residents for donation to the USO, Capital Area Food Bank, and other community organizations where they were greatly appreciated.

Approximately 44,762 Girl Scout cookies were sold this season in the Dulles South area community. Girl Scouts were at your door or in front of vendors asking you to purchase a box of Thin Mints, Samoas, Tagalongs, Do-Si-Dos, Trefoils, and Savannah Smiles earning their troops $29,095.30. The money they earned will fund their scouting programs, camping and travel trips, and community projects.

Thank you Stone Ridge residents for purchasing a box of cookies to support not only the financial gains for Girl Scouting, but also for enhancing girl’s experience as entrepreneurs. Thank you Stone Ridge merchants Mug’n Muffin and Glory Days Grill for allowing Girl Scouts to sell cookies in front of your store!

Girls lead in planning and executing their booth sales by making signs and decorations for their booths and by working with cash transactions. For the first time this year girls enjoyed learning how to accept credit cards with the SparkPay app on leader’s smart phones.

Get ready for next year when cookie season begins by downloading the cookie finder app by searching “GSCookies.” Want to sell cookies next year and join our Girl Scout Family? Email info@gscnc70-12. org to get more information about joining a Girl Scout troop or to become a volunteer.

RESALE DISCLOSURE PACKETS

If you’re selling your home in Stone Ridge, Virginia state law requires you obtain and present the purchaser of your home a Resale Disclosure Packet. The Virginia Property Owners Association Act requires the seller of a property in a homeowners association to provide the buyer with certain information about the association. This information must be given to the buyer in advance of closing and the buyer has the right to cancel the contract within three days after receiving the resale disclosure packet. This allows the buyer the opportunity to decide if they agree with the guidelines of Stone Ridge Association and will be happy living within the structure of Stone Ridge Association.

Beginning January 1, 2014 all resale disclosure packet requests must be submitted directly to the Association office. Request forms can be picked up at the Association office or downloaded from srnet. cc. The Association must provide the packet within 14 days of receipt of the request. Condominium residents must submit a resale disclosure packet request to the Association office in addition to the request made to First Service Residential (703)385-1133.

There are a series of steps involved in preparing the resale packet. These include a physical inspection of the exterior of the home being sold to assure there are no outstanding maintenance issues, a thorough review of the property’s lot file to confirm no exterior modifications have been made without the prior approval of the Architectural Review Committee, and a full review of the financial status of the account. The financial status review requires coordination with the Service First Management office and may take several days. Resale disclosure packets are not available immediately upon request.

Please be aware that only the seller or their authorized agent may order the disclosure documents. The best way to ensure receipt of the resale documents in a timely manner is to order the packet once the decision is made to sell the home.

Stone Ridge is a beautiful community that provides pet waste stations to dispose of your pet’s waste properly. Please be courteous and scoop the poop. No one likes to have to dodge when they are on a nice walk or find that they accidently stepped in pet droppings. To assist with the clean-up of your pet, the pet stations are stocked with plastic bags. You may also want to carry your own each time you walk the dog.

Members or guests who walk their pets on Community Property are required to comply with Loudoun County registration and leash laws. Pet owners must register pets over four months old with the County. Owners/walkers must (1) keep pets on a leash in public and (2) immediately pick-up all droppings. Also, remember that pets are not permitted in or on the lawns, sidewalks, or parking areas surrounding the Community Center/ Recreation Center buildings or the amphitheater stage or seating area.

Loudoun County Ordinance 612.19(9) states: DOG WASTE, For the owner of any dog to fail to remove immediately the dog’s feces from any property that is located: In any residential subdivision; or, adjacent to such residential subdivision, except: No action shall be brought under this paragraph for failure of a dog owner to remove the dog’s feces from the premises of the dog owner, notwithstanding any contrary provision of law. This exception shall not apply to the common areas of a homeowner’s association, condominium, or apartment complex (Ord. 88-18. Passed 12-19-88).

Wildlife Safety

Part of what makes Stone Ridge beautiful is its picturesque landscape. Now that spring has arrived, the Association Office has received a number of calls from residents regarding wildlife in Stone Ridge. It is important for all residents to respect and give caution to the wildlife inhabitants in our community.

SNAKES

Residents have reported seeing snakes in the large pond off Mineral Springs Drive. The snakes in this pond are brown water snakes and are harmless to humans. As a precaution, the pond is regularly monitored by an expert to ensure the safety of both our residents and the snakes. When walking near or around the pond, please stay on the paved trail and avoid walking near the water on the rocks beneath the bridge.

FERAL CATS

Feral Cats, or community cats, are a part of almost every neighborhood across the United States. In most cases, feral cats are not completely wild because they still depend on people for their food source. In order to help control the feral cat population in the community, please DO NOT feed the cats and make sure to keep all trash can lids closed. It is also important to recognize that if a cat is truly feral, then the most compassionate choice might be to allow them to live outdoors. Trying to domesticate them would be no different than trying to make a squirrel or a raccoon a household companion.

DEER

With all of the rapid growth in the surrounding area, many deer may have been uprooted from their natural habitat. Most of the recent deer sightings have occurred around the newly built John Champe High School and Marrwood. It is very important to drive with caution and keep an eye out for deep, especially during dawn and dusk hours.

TICKS

Ticks have become an increasing problem to humans and pets in Loudoun County. Avoid tick-infestation areas, such as tall grasses, and check for ticks when you return in-doors. Before going outdoors use a repellent like DEET on skin. For more information regarding tick safety precautions visit the Loudoun County website at www.loudoun.gov.

MOSQUITOS

Mosquitos and summertime go hand in hand. Even though these pesky creates are more of a nuisance rather than a threat, it is still important to take necessary precautions to help manage mosquitoes. The most effective way to reduce the number of mosquitoes around your home and neighborhood is to eliminate their breeding sites – standing water. Make sure to clean debris from rain gutters and drain spouts, change water in bird baths, and planters, and irrigate lawns and gardens to prevent standing water.

Attention drivers! Roadwork is anticipated to begin in May at the intersection of Gum Spring Road and Tall Cedars Parkway.

The project requires Tall Cedars Parkway to temporarily close at Millstream Drive.

Simultaneously, a cul-de-sac will be installed at the intersection of Gum Spring Road and Tall Cedars

Parkway. The road work is anticipated to last approximately 90 days and is weather dependent. North/South bound lanes on Gum Spring Road/ West Spine Road will remain open during this time period.

An alternate detour using Greenstone Drive will be in effect during the duration of the project for traffic heading to the Village Center, Arcola Elementary, or John Champe High School.

Please allow for extra time when traveling on Gum Spring Road/West Spine Road, and Greenstone Drive as some delays are expected.

traffic ALERT

Please remember to be mindful of your noise level this summer while hosting outdoor parties and barbeques. Sound can travel quickly and bother neighbors. As a good rule of thumb, turn off all music and move the party inside by 10:00 p.m.

What to do if you find yourself disturbed by your neighbor’s noise? Loudoun County Zoning Ordinance Chapter 654.02 addresses Unreasonable Noise:

No person shall make… unusually loud or otherwise unreasonable noise, which annoys, disturbs, injures, or endangers the comfort, repose, health, peace, or safety of

other persons in the County. Acts in violation include… (1) Operating or using any musical instrument, radio, phonograph, tape player, loudspeaker, amplifer, or other similar machine or device, between 11:00 p.m. and 7:00 a.m. of the following day, in such a manner as to be audible at any point beyond the property line of the premises from which such noise is emanating or, if the noise is emanating from a vehicle, at a distance of fifty feet from such vehicle.

To file a complaint, contact the non-emergency number of the Loudoun County Sheriff’s office: 703-777-1021.

IF YOU ARE RENTING IN STONE RIDGE…

If you are renting a home in Stone Ridge, you are entitled to the use of the pools and other community amenities as long as several important criteria are met:

1. You must have a valid Membership ID Card for each member of your family over age 5. You must have this ID Card with you for admittance to the pools.

2. The Association must have a current Memorandum of Lease (MoL) on file for you,

stating a lease term of at least 12 months. This form is completed and signed by landlord and tenant, includes the lease expiration date, and lists all occupants of the residence. You may download a copy of the MoL from SRNet or stop by the Association office.

3. Your landlord must check the box on the MoL which waives his/her rights to the community amenities, and turns those rights over to you, as the tenant.

4. If you previously submitted an MoL to our office, your lease was subsequently renewed but the Association was not notified, your membership ID Cards have been probably been deactivated. To avoid being disappointed when you try to access the pools, please come by the Association office with your current lease and update your MoL before pool season begins.

5. All residents of Stone Ridge, including tenants, are entitled to one complimentary Guest Pool Pass per household, available from the Association office. This Guest Pool Pass is good for three pool visits. Additional Guest Pool Passes are available for $15 for a 5-use pass.

COUNTYCOUNTYCOUNTYCOUNTYCOUNTYREMINDERSCOUNTYCOUNTYCOUNTYCOUNTY

The Board of Supervisors has spent a great deal of time working to improve Loudoun’s inadequate transportation infrastructure. Next month, I’ll be reviewing the FY2015 budget, which will include several major new improvements for Dulles South.

As a precursor to next month’s discussion, I thought it would be useful to provide an overview of the Commonwealth’s new transportation bill (HB 2313) and how it will impact Loudoun. There are varying views on the bill itself, but I’m just going to focus on the facts and mechanics of how it works and how our Board is approaching it.

HB 2313 generates new revenue for transportation through a series of new fees and taxes. It also sets up three revenue sources which are dedicated for transportation and transit in Northern Virginia.

The first source of revenue is local tax funding—the taxes you pay to Loudoun County. The Board of Supervisors decided last year to dedicate 2 cents ($13 million in FY2015) of our tax rate specifically for transportation projects. As it turned out, this was a good decision, because HB 2313 ended up requiring localities to set aside a certain amount of local funding in order to be eligible for regional funding, which I’ll cover below.

The two other sources of revenue will flow through the Northern Virginia Transportation Authority (NVTA), which is made up of nine jurisdictions in the region. NVTA was originally founded in 2002 and has 17 voting members. Chairman Scott York represents Loudoun on the NVTA, and I serve as his alternate—though Chairman York has not missed a meeting! The Authority oversees a regional transportation plan for Loudoun, Fairfax, Arlington, and Prince William counties, as well as the cities of Alexandria, Fairfax, Falls Church, Manassas, and Manassas Park. The transportation plan includes oversight of the regional programs involving mass transit, congestion relief and efficient emergency evacuation.

For the purposes of HB 2313 funds, it is best to think of NVTA as the administrator. Of the new revenue generated by the bill, 70% will head directly to NVTA to be used in the region. 30% will go to the localities in which it was raised. If Loudoun receives its total potential share of regional funds--which I’ll discuss in more detail below--the total estimated amount generated by the two streams could be as much as $300 million over the next six years.

NVTA is responsible for prioritizing and allocated funding from the 70% regional pool. There has been a great deal of debate about exactly how they will do this and the role of NVTA itself in constructing new roads. Loudoun has not necessarily agreed with some of the decisions made by NVTA as a whole, but regardless Loudoun has to abide by the decisions made by the group in order to receive funds from the regional pool.

NVTA has now been working on the criteria by which they evaluate projects, and in doing so must come up with something that complies with the General Assembly’s direction to prioritize funds for projects that provide the most congestion relief and meet certain other criteria. The 30% portion can be used at our discretion and does not need authorization from NVTA.

Loudoun County has invested a great deal of staff time and attention on the NVTA process. The biggest open question for us is how much of the 70% regional share we will receive. Due to the nature of construction projects, we recognize that not every jurisdiction is going to receive an equal amount every year, but over the six year planning period, we must ensure that Loudoun receives a proportionate amount.

Revenue from the new transportation bill has been factored into our latest six year Capital Improvement Plan, which is part of the FY2015 budget. Currently, the revenue estimates associated with NVTA funding account for 42% of all revenue sources for Loudoun’s road projects.

If you have questions about this or any other projects, feel free to email me at matt.letourneau@ loudoun.gov. Also, I provide regular updates on my Facebook page - you can sign up at www.loudoun. gov/dulles.
