Mike Fasano is currently the Tax Collector for Pasco County. He was appointed to this position by Governor Rick Scott in August of 2013. Prior to his appointment he had a long and distinguished career in the Florida Legislature. He was elected to the Florida House of Representatives in 1994 and rose to the position of Majority Leader. In 2002 he ran for a seat in the Florida Senate and subsequently served in that chamber for ten years, ultimately rising to the position of President Pro-Tempore. He returned to the Florida House in 2012 and remained until his appointment as tax collector.

Mike spent over ten years crafting and sponsoring legislation to reduce drug abuse and addiction in Florida. He successfully created the Prescription Drug Monitoring Program which tracks the prescribing of certain controlled substances. This program has been credited with shutting down the so-called “pill mill” industry that was once a stain on Florida’s reputation as a tough-on-crime state. Additionally, the legislation has reduced

doctor shopping and related crimes. Although it is hard to quantify, an untold number of lives have been saved through the protections and regulations afforded by this legislation. The support of the Florida Orthopaedic Society and other important medical associations were key supporters of this legislation.

After nearly two decades in the Florida Legislature Mike accepted the appointment to tax collector and brought his energetic work ethic to the administration of this constitutional office. In less than three year’s time he has implemented many cost saving measures, streamlined efficiency and boosted employee morale. Additionally, Mike has continued his long-held philosophy that is important to give back to the community in as many ways as possible. Through fundraising campaigns with many non-profit organizations, the Pasco County Tax Collector’s Office has been able to raise over $250,000 to help serve those in need throughout not only Pasco County but across the state.

Hailing from the Garden State, Dr. Frohwein completed his undergraduate studies at Rutgers University in New Brunswick, NJ, prior to moving to Philadelphia, PA. He was awarded his Doctor of Medicine at Temple University School of Medicine and completed his residency training in Anesthesiology at the Thomas Jefferson University Hospital. He then pursued an ACGME-approved Fellowship in Pain Medicine, also at Thomas Jefferson, prior to relocating to the Orlando area where he has continuously served the Central Florida community. He is Board Certified in Anesthesiology, with a Subspecialty Certification in Pain Management. He has also achieved Diplomat Status by the American Board of Pain Medicine.

Through his training and clinical practice, Dr. Frohwein has extensive experience in advanced pain management procedures including radio-frequency neurotomy, peripheral nerve ablation,

spinal cord stimulation and diagnostic and therapeutic spine injection procedures under both fluoroscopic and ultrasound guidance. He has vast expertise with a wide variety of cervical, thoracic, and lumbar interventions including epidural, facet, and sacroiliac joint injections, sympathetic blocks, and peripheral joint and nerve blocks, among others. Dr. Frohwein’s clinical interests also include state-of-the-art minimally invasive percutaneous techniques for a variety of spine conditions.

Dr. Frohwein utilizes a patient-tailored multimodal approach to the treatment of pain. A sample of the pain problems Dr. Frohwein addresses include, degenerative disc disease of the cervical, thoracic, and lumbar spine, spinal stenosis, disc herniation, radiculopathy, sacroiliac joint dysfunction, post-laminectomy syndrome, neuropathic pain, post-herpetic neuralgia, and complex regional pain syndrome.

Dr. Jevsevar is the Chair of the Department of Orthopaedics and regional Vice-President of Orthopaedics at the Dartmouth-Hitchcock Medical Center in Lebanon, NH, and the Geisel School of Medicine in Hanover, N.H. He earned his Bachelor of Arts degree in biology from Saint Vincent College in Latrobe, Pa., and medical degree from the Georgetown University School of Medicine in Washington, D.C. He completed a general surgery internship at the Mercy Hospital of Pittsburgh (now the University of Pittsburgh Medical Center Mercy), a fellowship in biomechanical engineering at the Massachusetts Institute of Technology in Cambridge, Mass.,

and Massachusetts General Hospital in Boston, and an orthopaedic surgical residency at Tufts University Affiliated Hospitals in Boston. He received a Master of Business Administration degree from Auburn University in Auburn, Ala.

Dr. Jevsevar became chair of the American Academy of Orthopaedic Surgeons Council on Research and Quality at the 2016 AAOS Annual Meeting. He previously served as chair of the AAOS Committee on Evidence-Based Quality and Value and as a member of the Council on Research and Quality. He also has years of experience working and presenting within the AAOS Orthopaedic Quality Institute.

David Ring, MD, PhD is Associate Dean for Comprehensive Care and Professor of Surgery at the Dell Medical School at The University of Texas at Austin.

He was born in San Diego, double majored in Physics and Biochemistry/Cell Biology at the University of California at San Diego, and graduated from the UCSD school of Medicine in 1993. His surgical internship was at Massachusetts General Hospital, orthopedic residency in the Harvard Combined Orthopedic Residency, chief residency at Beth Israel-Deaconess Hospital, and hand and upper extremity fellowship at Massachusetts General Hospital with Dr. Jesse Jupiter.

Prior to moving to Austin, Dr. Ring was Professor of Orthopedic Surgery at Harvard Medical School, Chief of Hand Surgery at Massachusetts General Hospital, and Chair of

the MGH Orthopedic Quality and Patient Safety Committee. He was awarded a PhD for clinical research in psychosocial aspects of arm pain from the University of Amsterdam in 2005. His interests include trauma and post-traumatic reconstruction in the arm, quality and patient safety, common arm illnesses, and psychosocial aspects of arm illness. He has over 450 peer-reviewed original research publications. He is a deputy editor for Journal of Orthopaedic Trauma and Clinical Orthopaedics and Related Research.

Dr. Ring has influenced the treatment of upper extremity trauma and it’s sequellae (traumatic elbow instability in particular), nonunions, and common hand illnesses. He has also increased the appreciation of the importance of both nontechnical skills in orthopaedic surgery and the psychological and sociological influences on musculoskeletal illness.

Dr. Williams is a board-certified orthopaedic surgeon who specializes in the care and treatment of shoulders. He practices with the Rothman Institute at Jefferson in Philadelphia and is a member of the Shoulder and Elbow Center. Dr. Williams has served in various faculty positions since 1990 and currently is the John M. Fenlin, Jr., MD, Professor of Shoulder and Elbow Surgery at Jefferson Medical College.

After earning his bachelor’s degree in Chemistry from Ursinus College, in Collegeville, Pa., Dr. Williams then was graduated with honors with a medical degree from Temple University in Philadelphia. He began his postgraduate training with an internship in orthopaedic surgery at the University of Texas Health Science Center in San Antonio, Texas, where he later completed a four-year residency in orthopaedic surgery and a one-

year fellowship in shoulder surgery.

Dr. Williams previously served in several volunteer leadership roles at the AAOS including a two-year term on the Board of Directors and chair of the CME Committee, as well as a position on the Committee on Shoulder and Elbow (1999). Active in more than a dozen professional societies and councils, Dr. Williams has served as the president of the American Shoulder and Elbow Surgeons and has been a member of the Philadelphia Orthopaedic Society (President from 2002), the Pennsylvania Orthopaedic Society (President 2009), and the Mid-Atlantic Shoulder and Elbow Society (co-founder and President 2012-2014).

When Dr. Williams has free time, he enjoys spending it with his wife, Robin, and children, Mark and Alexis.
