Editor’s NoteEmma ClarkeEDITORAs the peak Association representing plumbing businesses across Queensland, MPAQ work hard to ensure our members receive as many benefits to make running your business a lot easier. This isn’t just captured through discount services and assistance from our highly experience technical, training and HR teams; it also happens through the lobbying and representation efforts made by Penny as our Executive Director, and our Councillors, staff and members. One of the most common themes that is a reoccurring problem within our industry is the work by handymen, non-licensed persons and the like; undercutting the hard work of those that have spent numerous years to learn the ins and outs of the trade. In order to stamp these cowboys out, we all need to be doing our bit. You will read in this issue the lobbying and further discussions MPAQ have embarked on to discuss point of sale legislation for plumbers (Pg31) and the QBCC has conducted a number of audits (Pg12) in which seven handymen have been fined. A certain element of responsibility also falls on you, as the licensed plumber. Encourage consumers to look at your licence, educate them about dodgy tradesmen when you are onsite and explain the risks in which they would be undertaking if they hadn’t found you. Give them peace of mind that Master Plumbers will give them the best quality and standard of service within the industry. If you have any other ways in which you are spreading the word, write to me and let me know – let’s all help each other. We celebrated our 16th Annual Awards night in July with over 530 people in attendance; a fantastic night to celebrate those within our industry that have been nominated by their peers for the hard work they have invested. All the information about the night can be found from page 18 – 23. The AHSCA take us through the designer’s role on hot water generation (Pg30) and we look at the regional trips the MPAQ have been making on page 31. Not to mention a wrap up of our teams effort on the Kokoda Challenge (Pg 34), and an introduction to the new Major Contractors Group and their Supporters on page 37. A huge issue ahead! On Friday 24 July the plumbing industry united at the annual Plumbing and Gas Industry Awards presentation dinner. Over 530 people attended this prestigious industry event which recognises the outstanding achievements of apprentices and honours those plumbers, gas fitters and hydraulic consultants who provide exceptional work to their clients. My sincerest appreciation must go to our sponsors, without your support we would not be able to host this key event for our industry. Thank you to everyone who made the effort and nominated for the 2015 awards, without your participation and involvement we would not have an awards program, so thank you. Congratulations to all of our winners, view pages 20-22 to see all the details. Nominations for 2016 will open early, stay tuned for details. I would also like to acknowledge and thank the Hon Leeanne Enoch MP, Minister for Housing and Public Works, Minister for Science and Innovation for attending this special event and for sharing her passion for the plumbing industry. The Minister shared a number of key priorities for the government which included:• The changes to the water meter legislation • The creation of the interim Service Trades Council • Non Conforming Products issue and her involvement in

the Building Minister’s Forum Since the awards night two of these items have progressed.

Interim Service Trades Council As part of the government’s commitment to re-establish a dedicated plumbing industry regulatory body within the Queensland Building and Construction Commission, the Minister has created an Interim Service Trades Council (STC). The STC will provide a voice for the plumbing and drainage industry, contribute to national policy development and promote high levels of professional competence for plumbers and drainers. The STC will also support complex licensing applications by having them considered by experienced industry professionals, such as in the case of workers wishing to enter the industry with overseas qualifications. Additionally, any licensee who is not satisfied with a disciplinary decision made against them will be able to appeal to the STC. MPAQ has been given the opportunity to hold a position on this Council and we are looking forward to being apart of this important group.

Building Minister’s Forum Tackling Non Conforming Products On Friday 31 July the Minister attended the Building Ministers’ Forum in Melbourne. Minister Enoch focused her speech towards protecting consumers and the construction industry against defective and non-compliant building products.In her address she mentioned how the Queensland Government were already working towards this goal by having the Queensland Building and Construction Commission (QBCC) working with other agencies to establish a framework to protect against potentially dangerous products. “The committee is currently comprised of the QBCC, the Queensland Office of Fair Trading and the Electrical Safety Office, and there’s been strong support from members of the construction industry.”Minister Enoch said that the Building Ministers’ Forum had also agreed unanimously to retain and strengthen the Watermark certification

The Minister also advised that there was widespread agreement from the other Minister’s and they have agreed to set up a Senior Officers Working Group with officials from around the country to maintain momentum on the issue. The Minister has committed Queensland to provide the secretariat support for this important work.“The Working Group will develop options for the best possible safeguards for building and construction industry members and the public.” This is a positive step for the industry.If you would like to discuss any of the items further please contact me on 07 3273 0800 or via email at [email protected].

In the past few issues I covered a few topics that I believe are relevant to not only the business owner, but plumbers in general. I have covered the rapid change that has and continues to take place in our industry, the world class system we have here in Queensland, the threat of non compliant workmanship, profitability and estimating jobs, and in the last issue I wrote about the need to be and the benefits of, being involved in your industry. All very real and very true. I recently had a couple of experiences where I realised a common thread through all of these topics, that being the gift of knowledge. In 2014 I wrote about the rapid changes that have occurred over the past decade in products, work practices, industrial relations, technology and regulatory frame work.Are you aware that in Queensland we have five pieces of legislation that sit above AS3500? Those being the Plumbing and Drainage Act, the Plumbing and Drainage Regulation, the Standard Plumbing and Drainage Regulation and the Queensland Plumbing & Waste Water Code which sets out many Qld specific requirements for plumbing and drainage work, as does the Queensland Development Code. Following this we have AS3500: parts 0-1-2-4. The gas industry requires us to have knowledge and comprehension of the Queensland Gas Work Licence and Authorisation Requirements let alone the Petroleum and Gas Regulation. Then we can look at AS5601 books 1 & 2. If you test and maintain backflow prevention devices there is AS2845.3. If you test and maintain thermostatic mixing valves you are required to have knowledge of their workings and testing procedure’s for which we use AS4032.3 as our reference. Then after all this there is the requirement to have a working knowledge of the manufacturers requirements of the myriad products we install. AS3500 – AS5601 – AS2845 are all performance based standards with a requirement to follow manufactures installation and servicing requirements.

Now I ask you, how well do you know the legislative requirements and the requirements of the standards of your respective industry? How up to date are your set of standards? For example, does your copy of AS3500.1 incorporate amendments 1 & 2? If you were to tell me you know your legislation and standards, you are in the minority of people who do.As one of the MPAQ trainers traveling around the state delivering Backflow, TMV and Service Type A gas courses I can personally testify to that very real fact. This is the knowledge aspect of what I am trying to get across. How can anyone in our industry, be it plumbing, gas or both, keep up to date with all the information without guidance and assistance? If you lose track of any relevant information, changes to standards, regulations and the Act along with current manufacturer’s information, you will inevitably fall behind and carry out non-compliant work. In many cases this can have disastrous and some times fatal results. The fact of the matter at hand is that with increased knowledge of the requirements of what you are practising, comes increased confidence in how you apply your trade, which leads to a higher level of compliance. For the business owner it also means we can maintain our sanity, or what is left of it!I am going to tread on some dangerous territory but alas I have witnessed this enough to know it to be a fact for a great number of us out there. The older you are the less likely you are to be up to date with the requirements of the regulations, the codes and the applicable standards. I see this in nearly every class that I teach and I see it in the field. The often used comment I hear is “when did that change?” or “they never told me”. Your currency with your standards and hence your knowledge is your responsibility. My friends this is why our industry needs Continuing Professional Development (CPD) which in all likelihood will be put in place later this year or early 2016. Initially it will be voluntary with the view to becoming compulsory two years later. The easiest and best way to stay informed and have advice on tap is with membership of MPAQ, if you are not already. Through the programs, seminars, webinars and the fantastic events like the MPAQ PIPES where you can talk directly to our regulator and industry experts, it will be much easier for everyone in our industry to stay up to date with changes in the plumbing industry. So the take home point is: Stay up to date, stay current, stay compliant and:

Rheem’s DAVID SKEHAN Enters Retirement By Paul Adams, Sales Manager Qld, Rheem.After 40 years of outstanding service David has decided to retire from his position of State Manager Rheem – Queensland. David joined Rheem in 1975 as Sales Administrator before working as a Sales Representative and Northern NSW Sales Manager in our Newcastle office. He then transferred to Sydney for 5 years as Sydney Sales Manager before relocating to Queensland in 1997 to assume his current position of State Manager QLD. Shortly after David’s appointment in Queensland he was aptly nicknamed “The SkehanTOAD” , a name that is still quoted today.

During his career he has always been held in high regard by all his peers and recognised as being positive and having a can do attitude. In fact, the question has been raised, whether Rheem Hot Water is pumping through David’s veins rather than blood!! To quote David, “If it is going to be – it is up to me”. Which has been consistently reflected in his commitment to all aspects of his work. If asked, David would tell you the three most influential people in shaping his career would be Geoff Elliott, Paul Duff and Chris Mundy. He has been decorated with Rheem’s most prestigious award, namely the CEO’s award for “Most Outstanding Performance” in 2009. On behalf of all your friends from the Industry and Rheem we wish you and Joanne a long and happy retirement filled with good health and lots of laughs.

Bill has been a plumber, drainer and gasfitter for 42 years, serving his apprenticeship with Watson Plumbing (Dave Watson, no relation) from 1967 – 1971. He commenced his plumbing business Connectors “The Plumbing People” Pty Ltd in 1973. Connectors carry out work for industrial, commercial and domestic premises’ in the

Brisbane area, specialising in backflow prevention, solar and heat pumps and TMV. Bill joined MPAQ in 1977 and has been on the Council for 33 years. He was made a Life Member in 1995 and a Trustee in 2011. He is also a Director of Master Plumbers Australia. Bill has also been a Rotarian for 25 years and received a Paul Harris Fellow in 1999. He is happily married to his wife, Marie and has 3 children and 9 grandchildren (8 girls and 1 boy).

Gas Components Australia Issue Product Safety AlertGas Components Australia have issued a Product Safety Alert for their manufactured product code 51-MCO as pictured and dated 12/14, this alert only applies to the orange handled version as shown and with a marking GasTight – GCA. The manufacturer has notified Gas Components Australia that a batch of the valves may have had an incorrect sized O ring fitted to them and can therefore leak through the valve spindle.If you have stock of the valves please contact [email protected] to arrange the return of the product and an exchange of goods. QBCC Update on the Plumbing Application Service (PAS)Currently the Plumbing Application Service (PAS) is used as a central register of notifiable work (plumbing work) performed within Queensland. Plumbers lodge a Form 4 for notifiable work performed either as a manual paper form which is entered by Queensland Building and Construction Commission (QBCC) staff or lodged directly online (the preferred option). These notifiable work applications are then available for search and view for Local Government Authorities for auditing purposes or members of the public during conveyancing activities. As part of the transition from the Plumbing Industry Council (PIC) to the QBCC it was proposed that the current PAS would be integrated into the QBCC’s computer platform (Salesforce) within the first two years of operation, however due to high levels of outages and inconsistent performance of the PAS the QBCC has chosen to move to the new platform much sooner than scheduled. This new platform will allow plumbers who perform notifiable works to lodge a Form 4 via a web portal that they log into, enter the job (Form 4) and pay. During this transition period the Commissioner has agreed not to increase lodgement fee’s for Form 4s in line with government increases. No action will be taken against a licensee for failing to lodge a Form 4 within the required 10 business days if they are having difficulties with lodgement. Some advantages of the new system will include: • Greater security of information • Faster and more user friendly interface • QBCC will be the systems administrator • No outages and system failures For more information please contact the QBCC on 139 333.

New Plumbing Industry Regulator to be EstablishedIn mid July the Queensland Government announced, as part of its commitment to re-establish a dedicated plumbing industry regulatory body within the Queensland Building and Construction Commission, the establishment of an Interim Service Trades Council. Prior to November 2014, the former Plumbing Industry Council took care of all the plumbing and drainage industry’s occupational licensing, compliance and disciplinary needs. While this is an interim arrangement, the department is now working to draft legislative changes to establish its long-term regulatory equivalent. The Service Trades Council (STC) will provide a voice for the plumbing and drainage industry, contribute to national policy development and promote high levels of professional competence for plumbers and drainers. The STC will also support complex licensing applications by having them considered by experienced industry professionals, such as in the case of workers wishing to enter the industry with overseas qualifications. Additionally, any licensee who is not satisfied with a disciplinary decision made against them will be able to appeal to the STC. The Queensland Building and Construction Commission’s plumbing team recently conducted compliance checks in greatly contrasting locations – on large commercial and high-rise projects in the Brisbane CBD and in a number of towns in southwest Queensland during a road trip of more than 1,700km.The Brisbane operation saw QBCC staff target 10 sites, checking more than 100 licences and verifying site induction records. The high level of licence compliance by plumbing and fire industry licensees most likely reflects the professionalism of larger sites and their induction and site management processes.No expired licences or unlicensed individuals were identified, and in general licensees were pleased to see the compliance action being undertaken. The team did however identify apprentices who had completed their time but had not yet applied for their provisional licence. This is a timely reminder that apprentices who have completed their apprenticeship must apply for a licence through the QBCC as soon as practical after an apprenticeship is completed, or face possible disciplinary action from the QBCC. The plumbing team also uses the audits to listen to licensees’ feedback and suggestions. The team passes this information onto QBCC management and where required, takes any necessary action.QBCC teams have found that on smaller sites, companies and individuals are less vigilant in checking credentials, and unlicensed and untrained individuals are regularly found working on smaller sites, an unsafe situation for all parties involved. The QBCC urge all project managers, forepersons and business owners to check licences as part of your normal employment processes and site inductions.As mentioned in the introduction to this article, two of our compliance officers recently drove 1,700 km around southwest Queensland in undertaking notifiable works compliance checks and public engagement activities.They visited Dalby, Chinchilla, Roma, Mitchell, Charleville, Cunnamulla, St George, Moonie and all townships in between. The visit aimed to raise public awareness of our compliance work and to ensure notifiable work requirements are being met, through the targeting of anyone negligent in submitting Form 4s for notifiable work.

The team visited businesses and requested information about tradesmen and handymen engaged to perform repairs and installation works. As a result, a number of plumbers were disciplined for failing to submit Form 4s and seven handymen were detected performing regulated plumbing work. The penalties for performing plumbing or drainage work without a licence can be significant, with fines starting at $1178 per offence. Our audits are designed to help create a level playing field across the plumbing and drainage industry and to encourage the ‘one in all in’ concept whereby all plumbers submit the appropriate paperwork to local government and comply with the relevant legislation. What Is Old Is New AgainBy Kelvin Slade President, Master Plumbers’ Association of Queensland On 11 August A Current Affair (ACA) ran a story on “fake tradies”, essentially plumbing work being undertaken by unlicensed people. ACA’s journalists followed a person into Bunnings and filmed him buying plumbing materials, they then tracked him onto a job site to what appeared to be a two-story house being built. They then went to another job site where a Friday afternoon BBQ was taking place with a builder and his crew of licensed tradies. A few of the tradies and the builder were interviewed, all saying how the building industry and their businesses were being affected by the poor quality of the work being done while being constantly undercut on price.The common question or statement we hear is “when will the government do something to stop unlicensed work happening?” The reality is it is nearly impossible to stop it, just like drink driving. I am by no means making excuses for or justifying what these fools do, or condoning the practice. It is illegal, it is policed, but it still happens. There is a distinct difference between the southern states and how we operate in our industry in Queensland. The big difference is we still have a regulated industry. In the March/April Master Plumber magazine I wrote “Most state governments around the country, Queensland included, have in some manner de-regulated our industry in the name of ‘cost reduction and savings to the general public’ and this is probably the most dangerous threat we face. The MPAQ have worked hard and spent considerable resources over the last two years fighting that very battle.”In the ACA story the builder stated the lack of inspectors and inspections has become a major issue. What this translates to

is, the regulator in that state has become ineffective and has no resources, all due to government policy. Very recently I was informed that in NSW they are beginning to re-employ more plumbing inspectors, with around 40 inspectors currently employed. How many do we have in Qld? We have 77 jurisdictions. The larger more populated councils have well resourced plumbing departments while some of the remote councils not so, but suffice to say we have vastly more than down south. Many of you whom I have met at one time or another grumble about the inspectors in the areas in which you work, but the reality is if we didn’t have them our industry would be for the poorer. Another point that needs to be mentioned is one of pet subjects, that being point of sale legislation. If we had legislation that had any substance you would not be able to buy certain items without providing a plumbing or gasfitting licence. How hard can it be? You want to buy gas fittings, provide a gas licence as proof the product will be installed in a safe compliant manner. The same should happen with any water heater. If the government was to be serious about the safety of the public and compliance with their own legislation they would introduce the appropriate legislation. What can you do to help your industry and livelihood? Simple really, take pride in your licence and what it stands for, only undertake compliant work, be compliant with legislation and submit your form 4’s, don’t lend your licence to any one. In other words don’t give the government any reason to deregulate our industry.The MPAQ encourage you to take a photo and report those performing plumbing work that are unlicensed. The MPAQ will preserve your anonymity and report this to the QBCC on behalf of the industry.

MPAQ Out On The RoadThe Master Plumbers’ Association of Queensland (MPAQ) has been on the road visiting and meeting with members across Qld. It is important to MPAQ to understand what business is like for all members, with these trips giving us the opportunity to reach the regional areas where our members do not get the frequent opportunities that the eastern seaboard do. The first trip saw Executive Director, Penny Cornah and Vice President, Kent Vickers travel Toowoomba, Dalby, Chinchilla, Miles, and Roma, where they hosted two dinner meetings and personally visited the members in these areas. The Dalby Regional Council also made some time to meet with Penny and Kent to discuss issues impacting plumbers in the region, with some time also spent meeting the managers and staff of a number of plumbing supply stores.

The second regional trip took Penny and Councillor, Patrick Robertson to Mackay, Moranbah, Clermont, Emerald, Blackwater and Rockhampton where they were joined by the Queensland Building and Construction Commission’s (QBCC) Principal Audit and Engagement Officer, Russell Bergman. Both Isaac Regional Council and Central Highlands Regional Council were interested to meet with the MPAQ and the QBCC to discuss notifiable work audits, Plumbing Application System and the review of the Plumbing and Drainage Act. This trip allowed not only the MPAQ to provide an update to the regions, but allowed the QBCC to provide information direct to our members regarding licensing and compliance. Between two division meetings and plenty of one on one catch ups with members on site or at their offices, this trip was very productive and informative. The final day of this trip allowed Penny, Patrick and Russell to join the Rockhampton Reece store for breakfast to meet the local plumbers of the area followed by a visit to the local QBCC office, Rockhampton Regional Council and the local Gas Inspectorate.

The annual Plumbing and Gas Industry Awards night was held at Brisbane’s Hilton Hotel to celebrate its 16th year on Friday 24 July. Hosted by the Master Plumbers’ Association of Queensland (MPAQ), the night highlighted the elite within the industry focusing on high quality work, knowledge, service and contributions by individuals, apprentices, plumbers, gasfitters and hydraulic consultants. Nova 106.9’s morning radio host, David ‘Luttsy’ Lutteral entertained guests as the MC for the night and announced finalists and award recipients of seventeen award categories. MPAQ’s Executive Director, Penny Cornah praised the growth and involvement in the nomination process for this year. “The level of competition this year was fierce and I commend all the finalists and of course winners,” she said.

“It is so important that the Association acknowledges the exceptional work that those working within our industry play by protecting the health and safety of the community.” “The awards celebrate this, with everyone involved supporting the ongoing longevity of the event.”This year was a completely sold out event with over 530 guests including the Minister for Housing and Public Works and Minister for Science and Innovation, the Hon Leeanne Enoch MP, Member of Murrumba, Mr Chris Whiting MP, the Commissioner of the Queensland Building and Construction Commission, Mr Steve Griffin, and the Acting Chief Gas Inspector, Mr Marshall Holmes. Andrea Vogler Women in Business AwardWinner – Helen Robinson, GainsiteHelen has worked in the plumbing industry for over eighteen years with her husband Dale at Gainsite Plumbing and Gas in Bundaberg. Helen originally started her career as a cabinet maker running her own business alongside Dale’s plumbing business. Helen assisted Dale with his bookwork temporarily, however this turned out to be a long term role. Over the next 18 years their business grew from two staff at the back of their house to their current staff of 17 employees, five offices, one store man, one apprentice and eight tradesmen. Gainsite have always prided themselves in consistently employing apprentices, totaling 30 over the past 18 years. Helen’s role entails answering phones, training office staff, processing work orders, invoicing, pricing, accountancy and other office duties. Helen should be commended on her significant contribution to the plumbing industry.

QBCC Women in Plumbing and Gas AwardWinner – Angela Carr, Gasops QldAngela is a leader in a male dominated industry with her extensive involvement and proven leadership throughout the gas industry. She began her apprenticeship as a Gas Service Engineer in 1989 and now currently operates her own business, providing consultancy services to the gas industry. Her contributions include offering advisory and emergency assistance to emergency service organisations, assisting in emergency responses, and the development of education programs for government agencies, the public, and general industry. Angela also won the 2014 Andrea Vogler Women in Business Award for her involvement in facilitating training and mentoring programs, and her large contribution to the professional development of the gas industry.

AHSCA Qld Hydraulic Consultant of the YearWinner – Jon BrownJon Brown from ADG Engineers won this award for the hydraulics design of a 44 storey commercial building at William St in Brisbane City. Jon provided a quality design through utilising revit and navisworks to ensure no clash with other services. Various new products were utilised throughout the project, combined with revit and navisworks modelling. Other innovations that impressed the judges included revit LOD 500 modelling which allowed take off’s and 100% clash free navisworks design. The project is a 5 Star Green Star office design and is a built GBCA approved project, incorporating environmental products and procedures. The drawings were well presented and clear. Jon is congratulated for his efforts on this project.

Tradelink Industry Mentor of the YearWinner – Paul PaskPaul has been working in the construction industry for 35 years, not only in Australia but various international locations in the areas of health and safety, environmental projects, training and mentoring. Paul has a strong understanding of workplace relations and law which enable him to provide assistance to staff and contractors. As a mentor, his responsibilities sometimes overlap that of a teacher or trainer. He possesses excellent communication skills with the ability to communicate a wide variety of thoughts and ideas to employees and apprentices. Paul’s availability and willingness to assist others has been recognised by his peers and he should be congratulated for his contribution throughout the workplace.

Natural Gas Business Starter AwardWinner – Chris O’Brien Plumbing & Gas FittingChris O’Brien’s background of many years was as an Executive within the banking industry. Seeking a change, Chris began a plumbing apprenticeship later in life than most. In 2010, Chris O’Brien Plumbing and Gas Fitting commenced, focusing on maintenance, renovations and new gas installations. Chris’s business plan was to trade under his own name, establishing a reputation for service, trust, and reliability. His value statement “If it doesn’t go into my own home, then it doesn’t go into yours”, has resulted in repeat and unsolicited referral of work. As of May 2015, Chris and his wife Teresa embarked on a new challenge which they are calling ‘Plumber on Tour’, travelling around Australia and performing plumbing work, while also seeing the country.

The Service Trades College Industry Leadership Award Winner – Kerry ApeltKerry has dedicated 29 years of service to the training of plumbers in Queensland and has been actively involved in the professional development of the industry as a whole. As a leading vocational trainer, his involvement includes gaining an industry agreement on a Certificate I in Plumbing and Services course, assistance in the development of modern training packages and the development of specialist courses to suit the needs of industry. Kerry has worked closely with plumbing regulators, the National Plumbing Services Training Advisory Group and the Property Services Industry Skills Council to assist in the advancement of industry. Kerry is well deserving of this prestigious award and we congratulate him on his leadership and significant contributions.

Construction Skills Queensland Merv Harris Memorial Bursary Award Winner – Michael Giles, James Giles PlumbingMichael is currently in his third year of his apprenticeship, working within the family business, James Giles Plumbing on the Fraser Coast. Michael has been an apprentice since grade ten and has developed a passion for working with gas in industrial and commercial applications. He had to knuckle down in his last years at high school in order to ensure he could one day design, build, and approve large gas appliances. His hard work paid off when he was accepted for a placement at university to study engineering. A keen learner and hard worker, Michael has juggled his apprenticeship along with football and school work for the past three years. At only 17 years old, Michael has worked on commercial and industrial sites all over Queensland and NSW, showing maturity and experience beyond his years through his keen attitude and willingness to excel.

Reece Apprentice of the Year Winner – David Astill, Beavis & BartelsDavid is in his second year of his apprenticeship with Beavis & Bartels, however has been involved in the plumbing industry for the past ten years. David developed a passion and interest for the industry when he was hired by Beavis and Bartels as a storeman and purchasing officer, and then taken on as an apprentice. He has completed four blocks of his studies at the Service Trades College and has a goal of being the best plumber he can be. David performs general plumbing work including temporary installations, in ground draining, and stacks on a daily basis. He is described by his employer as a quick learner with great observation skills and is always keen to get the job done. David is commended on his knowledge of the industry and passion for his work.

Department of Housing and Public Works Environmental Plumber of the YearWinner – Cooke & Dowsett Pty LtdCooke & Dowsett have won this award for their work on a multi-storey office tower located in Anne St, Brisbane City. The tower features 59,100 square meters of A-grade commercial space, retail space and extensive facilities. The building utilises rainwater and has its own onsite greywater treatment plant earning it a 6 Star Green Star and 5.5 Star NABERS Rating. The utilisation and adoption of environmentally friendly products and installation techniques, neatness of work and attention to detail on a complex project of this scale is impressive.

CBUS Domestic & Residential Technical AwardWinner – Chris Jarvis Plumbing & Bathroom RenovationsChris Jarvis Plumbing & Bathroom Renovations transformed the bathroom of a class 1 dwelling at Kuraby in Brisbane’s South from something tired and dated into a modern, vibrant and functional space. The bathroom features a luxurious shower with a rainstorm shower head, incorporating innovative products for wall sheeting and channel drain. Chris Jarvis Plumbing & Bathroom Renovations displayed impressive skill in delivering this modern and sophisticated bathroom.

Queensland Gas Association Domestic and Residential Gas Installation of the Year Winner - 2P Plumbing2P Plumbing was contracted to perform a gas installation on a block of units in Nambour, Sunshine Coast. The units were not originally designed for gas, so 2P Plumbing had to think innovatively to overcome obstacles and present a compliant gas delivery system to each individual unit. The installation included a two-stage LPG design with individual metering, allowing for the insitu-filled bottles to be located at the front of the property. A continuous-flow gas hot water system and cook top was also installed for each unit. 2P Plumbing liaised with Elgas personnel throughout the project and was praised for their competence and caliber of work in compliance with gas standards and codes. Their ability to rectify existing issues and successfully complete their first project of this type and size to such a high standard is commendable.

Queensland Gas Association Commercial & Industrial Gas Installation of the Year Winner – James Giles Plumbing Pty LtdJames Giles Plumbing did the installation of a Type A and B Gas LPG System at LDC Cotton Ginning in Emerald. The company fixed existing defects on the old gas system and converted American made burners to Queensland compliance. The project included the fit out of four new 4,000 mega joule hot air heaters, and one 8,000 mega joule hotbox burner. These are set at optimum operating temperatures, enabling the client to save on fuel and running costs to achieve a higher yield in cotton product. A 63 kiloliter tank and remote filling station was also made compliant through a vast amount of work. The scope of work completed and attention to detail performed on this project was outstanding and is a credit to the knowledge and skills of James Giles Plumbing.

Services Trades Queensland Best Onsite Innovation AwardWinner – PHP ContractorsPHP Contractors provided an example of a recent innovation for lifting heavy piping from ground level to the underside of ceilings or slabs. In combination with a manually operated forklift, a purpose built frame was designed and fabricated to facilitate safe and efficient lifting and support of piping during installation. PHP Contractors not only engineered, designed and constructed the pipe lifting rig, but also had it certified. They also implemented an extensive and regimented safety procedure, including inspection processes.

Services Trades Queensland Best Workplace Health and Safety Management SystemWinner – Christopher ContractingChristopher Contracting demonstrated a robust work health and safety management system in winning this category. They have a proactive commitment to work health and safety implementation, including a systematic approach to continual improvement and extensive staff engagement. Christopher Contracting should be commended in their endeavour to improve their work health and safety management system and the safety culture across the organisation.

Australian Industry Trade College School Based Apprentice of the Year AwardWinner – James Fallon, OS PlumbingJames works for OS Plumbing as a school based apprentice in Loganholme. His family has a history of working in the plumbing industry which attracted him to follow in his father’s footsteps. James enjoys the creativity and innovative thinking required in his job and looks forward to a challenge when carrying out his tasks. His work includes fit-offs, drainage, and down pipes, as well as other general work for the business. His employer Michael has praised James’ approach to his work, stating his attitude and work ethic prove he is a valuable asset for the business and believes he hit the jackpot when taking James on as a school based apprentice. James would some day like to own his own business or one day become a plumbing inspector or supervisor.

MPAQ recently conducted a comprehensive survey of our valued members.The information provided to us has been nothing short of brilliant, and has given us an extraordinary view of the challenges and opportunities facing the plumbing industry.It is important for us to share this information with all of our members, and also to share MPAQ’s action plan to work with our members on this feedback.

Who Are Your Key Suppliers and Why?

Overwhelmingly, Reece and Tradelink emerged as the primary suppliers of plumbing equipment for our members. Although this is nice to know, what is more important is why MPAQ members use these suppliers.Price is clearly the most significant factor, followed by location

and previous service experience. The quality of products offered, and the importance of existing supplier relationships was also ranked highly. None of these responses should come as a surprise, as they are key criteria for most, if not all purchasing decisions that we all make every day.What is noteworthy is that technical advice is seen as an important factor for many members, so this will be highlighted to each of these suppliers to ensure that the service they provide to MPAQ members meets both your needs and service expectations. Technical advice is a significant value-adding service, and this is essentially why so many members have joined MPAQ. THE DESIGNERS ROLE By Riley ChandlerAs Hydraulic Consultants, we are sometimes questioned on the reasons behind the selected method of providing hot water to the various projects we work on. The decisions we make for each project are generally the result of a detailed investigation we undertake where a number of factors are taken into consideration. Some of these factors can be:• The type of building• The location of the building• The architectural layout of the building• Availability of services infrastructure• Expected population of the buildingThis information then allows us produce a report that details the most appropriate options for the generation and reticulation of hot water to the particular building which includes capital and annual operating costs as well as our recommendations. Our clients can use this report to make an informed decision that best suits their requirements.NEW INSTALLATIONS There are now many options available to the hydraulic consultant when reviewing the hot water design for a building. These options relate to the plant, reticulation and temperature control and may include the following configurations:• Centralised heat pump or solar hot water with gas or electric

boosting,• Centralised gas fired & electric storage boilers,• In unit type electric instantaneous or electric storage,• Centralised warm water system.The following provides some of the items we consider during the design process:• Determine the peak water/energy consumption over two

hours.• Is the development strata titled?• What plant room spacials are available for the site? (this is

typically difficult to negotiate for practical space as it’s not sale/rental space allowing no capital return.)

• Is the existing authority infrastructure sustainable for gas or electric systems?

• Conclude the capital and operating costs of each option and compare to suit the development. What are the payback periods for each system on this site?

• The costs between using centralised plant, sub meters and reticulation pipework against in unit type heaters.

• Is the developer in future managing maintenance of the building?

• Is it preferred that the maintenance and supply of hot water be the responsibility of the owner or the body corporate?

Based on the above information the designer will compile recommendations to provide to the client. If the developer decides from the recommendations to select a central building system, suitable redundancy for the site is recommended if a percentage of the plant were to fail. The developer may prefer to outlay the capital costs of the system itself, or engage with energy retailers to supply a serviced heating plant at no cost to the developer. This would result in the plant cost and use of the energy being paid directly by the unit owner/tenant, to the retailer. Alternatively the owner may in future be the retailer of the utilities for the building to the body corporate and may want to future proof the asset. This may include purchasing a high initial

capital but low maintenance cost plant to reduce ongoing costs and maximise consumption returns by the tenants increasing profit share. From instruction of the client, the plant is then designed to be detailed for tender pricing and construction.EXISTING INSTALLATIONSConsultants have the role of rectifying existing systems and are called upon to investigate problem sites which may have included:• The design and installation of undersized plant, which fails to

supply hot water during peak hot water demand. • Installation of a single generating plant which may

supply upwards of one hundred units, and may not be supplemented with redundancy plant to assist during shutdown or failure. Consequently leaving residents without hot water.

• Designs of “Dead Leg” supply lines in buildings which should include a recirculating loop to supply hot water with minimal waiting times. This is a common occurrence where buildings have over a five minute waiting time and large energy/water consumption owing to the production of “Dead water”.

• Developments which include undersized or oversized circulating pumps. For example, previously there had been a project which included a medical centre with over two kilometres of hot water mains installed with a small duty circulating pump. This resulted in failure of the entire hot water delivery to the buildings remote areas.

• Design of systems without sufficient hot water balancing valves to evenly distribute the hot water to branch lines in buildings.

WARM WATER SYSTEMS: LEGIONELLAAs most within the industry are now aware, the installation of warm water hot water plants is becoming more prevalent. Warm water plants can be preferred alternative to the installation of multiple thermostatic mixing valves, for establishments where water above 50°C is not required i.e. Aged care facilities. The plant reduces the obvious capital costs, subsequent testing and maintaining of the mixing valves.As a result of some of the recent legionella occurrences, the parameters of the various types of plant are currently being standardised among the stake holders within the industry. This is so that plumbers and designers are familiar with the system overall. The most imperative requirement with a warm water plant is the prevention of legionella outbreaks within these systems. It is vital due to the distribution pipework supplying the warm water at 40-45°C from the plant. This region of temperature is the most thriving environment for the bacteria to produce.Typically the systems are presently designed with two fail safes against the outbreak of legionella. This includes the heating of water within the plant to a minimum of 60°C and the treatment of the water via a UV steriliser to neutralise any bacteria in the system. These systems rely heavily on the recirculation of the warm water throughout the building via pumps. “Dead legs” cannot be designed on warm water systems due to the potential of bacteria growth in dead water. Also in the event of power failures resulting in the pumps not operating, there is concern of an outbreak in those systems, as the water can still be supplied to fixtures but is not circulated back to the plant to be retreated. It is essential for the systems to be guaranteed so that if failure of the plant occurs due to maintenance or power failure, growth of legionella is prevented. One likely option is to have the plant supplied via emergency power systems and for strict maintenance procedures to be sustained.The AHSCA will endeavour to work with the industry to further implement safety initiatives for the battle against legionella and adequately designed hot water plants.

$313,500 fine for sham contracting! It pays to minimise your risks arising from contracting arrangements Beware, the ATO is aggressively auditing businesses for sham Contracting Arrangements and for unpaid superannuation under the “super for contractors” laws.Many businesses are aware that there are serious risks for sham contracting. They are also aware that they are not immune from sham contracting risks even if their contractors:• Have an ABN.• Issue invoices for their services.• Have signed a “contactor agreement”.However, many businesses are not aware of the extent of the risk.In The Director of the Fair Work Building Industry Inspectorate v Linkhill Pty Ltd (No.9) [2014] FCCA 11, a combined penalty of $313,500 was imposed on the “employer” for sham contracts involving 10 tradespeople and labourers engaged to renovate and fit out properties over three years.The court found that, regardless of a mutual agreement to pay each of the workers a hourly rate, the workers were deprived of minimum entitlements under applicable Awards and legislation.

What can your business do to minimise risk?You can reduce the risk by actions such as:1, Engaging contractors that are companies rather than contractors that are individuals.2. Have a properly prepared Contractors Agreement that recognises rights and obligations of the Contractor such as: a. Must rectify defects in workmanship. b. Must have own Employee Relations Plan, and own Safety Management Plan. c. Can substitute which personnel will perform the services.3. Ensuring the work arrangements are structured so that the contractor has control over how the work is done.Measures like that will significantly improve your legal position when your business is audited.

As your business grows, it is important that you keep your insurance up to date. Not having sufficient insurance is a common mistake and it is often something that is not thought about until a significant loss is experienced. Take the time to regularly review your insurance policy to ensure that it keeps pace with the growth in your business and inflation.For example, if you take on new premises, hire employees or buy vehicles, tools or equipment then you might need to review your policies. Make sure you know what kind of insurance you need for your business. Many businesses are either under insured or don’t have the right insurance covers in place. Talking with an insurance representative can help clarify what kind and how much insurance is needed for your business.

Don’t withhold any important information from your insurance representative about your business and its exposure to loss to ensure you are offered the right level of insurance cover. Providing the insurance company a complete history of your business may also result in a lower insurance premium.

Shop around but don’t choose a company just because they give you the cheapest quote. Business insurance can be complex, check to make sure that the insurance plan will actually cover your needs. Make sure you also read the exclusions section to see what is not covered.

Don’t risk being under insured. Thoroughly review your sum insured every year, remembering to increase it if you purchase new equipment for your business or make changes to your business.

If your finances are tight, you may want to consider a higher level of excess rather than reducing your sum insured. This will ensure that you are properly covered.

After a few injuries played with some original team line-ups, we had to make a changes which saw Shaun Morris and Adrian Humphries join the team. A big thanks to both of these guys for jumping in at the last minute. The teams would not have been able to make it to the finish line if it weren’t for the amazing support crew. Absolutely incredible work by this group, who gave up their weekend to make sure our teams had everything they needed at each stop. Unfortunately two members had to withdraw at the 50km mark due to injury, with the remaining six triumphantly finishing in under 33 hours. A fantastic effort by everyone involved! MPAQ is taking expressions of interest for 2016, if you are thinking of taking on this journey then consider doing it with your fellow MPAQ members.

Who Founded the company and when?The company was formed by my parents Charles Albert Canfield & Esme Elsa Canfield on the 27th January 1946.

How has the company changed over the years?From a one man business at the start, through the years to a company that has had as many as 95 employees at one time with staff working in a number of western Queensland towns undertaking complete town sewerage scheme installations with connection of all fixtures in the house and commercial buildings. As well as other work such as banks, Ambulance Stations, Council buildings and Stock & Station agents offices.

What does your company specialise in?Currently our company undertake commercial, industrial fit outs and maintenance of many strata managed buildings for National and State clients, including some of the Queensland Government Buildings.

What has been the company’s major highlight?Operating in the competitive environment for a third generation of the family, taking on the responsibility of running our company and to see our company continue along the path my Father envisaged.

How do you feel the industry has changed over the years?The industry has changed in many ways, the advent of plastics in water and waste systems taking some of the hard work form this section of the trade.

I’m concerned at the quality of roof work and the lack of understanding of what water and wind will do during heavy downpours.

I find that some other trades that make penetrations through roofs have a lot to answer for in the quality of their work which reflects on plumbers.

How has your subscription to MPAQ helped the business over the years?Yes we have been able to avail ourselves of the many services that are provided.

I can say that of recent years the service has become more extensive with the availability for additional training and workplace relations.

What are your future goals for the company?To keep up with modern technologies and to see the successful transition of control of the business from myself to my youngest son Michael, to have it continue into the future, so I can find some more time for things that I wish to undertake in semi-retirement.

Rheem Australia is again extending a helping hand to apprentice plumbers, with the company announcing a new round of Apprentice Plumber Grants. Rheem will award 25 grants worth $1000 each to encourage some deserving apprentice along their way.Applications for the 2015 Rheem Apprentice Plumber Grants opened on Saturday 1 August 2015 and close on Wednesday 30 September 2015, with recipients announced on Friday 30 October 2015.

Apprentices can nominate themselves, or their employer can nominate on their behalf. Applicants can download the form from the website at www.rheem.com.au/apprentice and either post, email or fax it (details are on the application form).
