NOTICE

The Master Minimum Equipment List (MMEL) is distributed by the Department of Transportation Federal Aviation Administration. This Master Minimum Equipment List Operation and

Maintenance Procedures Guide contains only the items from the Master Minimum Equipment List which have Operational (O) or Maintenance (M) procedure requirements. Cessna does not

support Minimum Equipment List items not published in the MMEL.

Cessna’s policy is to revise this guide only to accommodate changes to a new MMEL revision, which requires a change to, or a new, Operational (O) or Maintenance (M) required procedure. If

a revised MMEL is released, but does not affect any required procedure, the Operational and Maintenance (O&M) Guide will not be revised at that time. Cessna reserves the right to make

format changes without generating a new revision.

Operational (O) and Maintenance (M) procedures in this guide are recommended by Cessna Aircraft Company. Most of the procedures in this guide have been approved in some MEL’s. This document is not FAA approved, but is intended to aid operators in writing and gain approval for their specific Minimium Equipment List (MEL). It is not the intent of this guide to be used as part of any specific MEL. The Operator is responsible to ensure that all crew members are properly

trained in the use of MEL (O) and (M) procedures.

The Narrative section of each Maintenance (M) procedure is intended to satisfy the FAR 135 MEL requirement for training non-maintenance individuals whom are authorized, in the MEL, to

perform maintenance tasks.

21 AIR CONDITIONING 1. Flow Control Valve 2. Air Source Shutoff Valves

(O) May be inoperative provided:

a) Flight is conducted unpressurized, b) Cabin Pressurization Air Source Select switch remains in

FRESH AIR or OFF, c) All other components and functions of the pressurization

system operate normally, and d) Crew and passengers comply with any applicable oxygen

requirements.

OPERATIONAL PROCEDURES 1. Start both engines and turn off the Air Cond and Defog switches

and select manual COLD. 2. Select BOTH position on Air Source Select switch. 3. Press and hold the EXER button on display face of Cabin

Pressurization Controller for two minutes and observe Cabin Differential Pressure Gage.

4. If Cabin Differential Pressure Gage remains constant the Flow Control Valve has failed in the closed position.

5. Place an “INOP” placard next to the Air Source Select switch. 6. Make appropriate entry on discrepancy report. (O) May be inoperative provided:

a) The affected air source shutoff valve is verified failed in the closed position, and

b) All other components and functions of the pressurization system operate normally.

OPERATIONAL PROCEDURES 1. Start both engines and turn off the Air Cond and Defog switches

and select manual COLD. 2. Select left and right sources independently on Air Source Select

Switch. 3. Press and hold the EXER button on display face of Cabin

Pressurization Controller for two minutes and observe Cabin Differential Pressure Gage.

4. If Cabin Differential Pressure Gage remains constant the Air Source Shutoff Valve has failed in the closed position.

5. Place an “INOP” placard next to the Air Source Select switch. 6. Make appropriate entry on discrepancy report.

OPERATIONAL PROCEDURES

1. Move the airplane to suitable runup area.2. Set parking brake.3. Start one engine and adjust power to 75 % N1.4. Open windshield manual control valves.

CAUTION: LIMIT GROUND OPERATION OF THEWINDSHIELD BLEED AIR SYSTEM TOFIVE SECONDS.

5. Position Windshield Anti-Ice Bleed Air switch to LOW.6. Verify audible air flow to windshield bleed air nozzles.7. Close windshield manual control valves.8. Verify no audible air flow.9. Position Windshield Anti-Ice Bleed Air switch to OFF.

NOTE: It may be necessary to slightly open and thenclose again the manual valves after the anti-iceswitch is turned OFF to prevent W/S AIR O'HEATannunication.

10. Shut down engine.11. Place a placard adjacent to the Air Source Select switch

stating: "EMER PRESS INOP."12. Make appropriate entry on discrepancy report.

(O) May be inoperative provided:a) The windshield anti-ice flow control and shutoff valve

is verified closed, andb) The flight is not conducted into known or forcast icing

conditions.

OPERATIONAL PROCEDURES

NOTE: Defog capabilities may not be sufficient whentemperature/dew point spreads are less than 10° C(5° F).

NOTE: Emergency pressurization will be unavailable.

1. Start both engines. Ensure windshield bleed air manualvalves are closed.

OPERATIONAL PROCEDURES

1. Verify upon turning the aircraft battery switch to On, theabsence of a red fault light and normal display indicationsexist on the pressurization controller.

NOTE: The absence of the red fault light and thepresence of normal controller display indicationsverifies the controller auto schedule is operational.

2. Place placard adjacent to the Cabin Pressure DifferentialGage stating: "Cabin Press Diff Gage INOP."

3. Make appropriate entry on discrepancy report.

(M) May be inoperative provided:a) Service Air System is operating normally,b) Any leak of the service air is stopped.c) Cabin Pressurization Source Select switch remains in

OFF or FRESH AIR,d) Flight is conducted unpressurized ande) Crew and passengers comply with applicable oxygen

requirements.

MAINTENANCE PROCEDURES(To prevent service air flow to the cabin door primaryseal)

1. Gain access to the service air line for the cabin doorprimary seal by removing the refreshment center (ifinstalled) on the left side of the cabin immediately forwardof the main cabin door.

2. Remove floor panel beneath refreshment center location.3. Install one AN929-4D Cap on the door seal line and one

AN806-4D Plug at the tee fitting which connects theservice air supply line, cockpit diverter line and the doorseal line.

NOTE: Ensure caps and plugs are installed on the teefitting side that leads to the door seal line only.

4. Install floor panel and refreshment center.5. Place placard adjacent to the pressurization controller

stating: "Primary Door Seal INOP."6. Make appropriate entry on discrepancy report.

(O) May be inoperative provided:a) The Isobaric mode is used andb) Manual mode is operating normally.

OPERATIONAL PROCEDURES

1. Verify cabin door is closed and locked prior to enginerun.

2. Position the airplane in suitable engine runup area.3. Set parking brake. Start the right engine and maintain at

idle thrust and select RH position on Air Source Selectswitch.

4. Position Avionics Power switch to ON.5. Verify the isobaric mode is active by illumination of the

amber light on the pressurization controller.6. Select MANUAL position on the Temperature Select

knob.7. Disengage NORM PRESS circuit breaker on the left

circuit breaker panel.8. Select MANUAL position on Press System Select switch.9. Confirm operation of the manual system by driving the

cabin alitude down approximately 1000 feet below fieldelevation using the MANUAL toggle valve.

NOTE: Allow 2 to 3 minutes for the system to react toMANUAL toggle valve command.

10. Return the cabin altitude to field elevation using theMANUAL toggle valve.

11. Rotate Air Source Select Switch to the OFF position.

MAINTENANCE PROCEDURE

controls.3. Make appropriate entry on discrepancy report.

(M) May be inoperative provided:a) At least one valve is secured open,b) Cabin pressurization Air Source select switch remains

in OFF or Fresh Air,c) The flight is conducted unpressurized andd) Crew and passengers comply with any applicable

oxygen requirements.

MAINTENANCE PROCEDURES (Mechanic Only)

1. Gain access to the outflow valves which are located onthe aft pressue bulkhead in the aft cabin.

2. Remove bolts and washers securing either outflow valvefrom its mount on the forward side of the aft pressurebulkhead.

3. With all lines, hoses and wiring still connected, securethe outflow valve away from its mount using MS3367-4-9tie straps, or other suitable straps, wire, etc. The outflowvalve must not be allowed to slip back into position andblock the opening in the aft pressure bulkhead.

4. Place a placard near Pressurization Controller stating: “PRESS. SYS. INOP.”

5. Make appropriate discrepancy report entry.

27 FLIGHT CONTROLS 1. Electric Elevator Trim

(M) May be inoperative provided:

a) Electric Trim System is deactivated b) Manual Trim is operative and unaffected, and c) Aircraft is operated using a minimum crew of two.

MAINTENANCE PROCEDURES 1. Make appropriate entry on the discrepancy report. 2. Place placard on pedestal stating “ELECTRIC TRIM INOP”. 3. Disengage and secure the PITCH TRIM circuit breaker. 4. Check manual trim for freedom of movement throughout travel for

smooth operation. This will determine if there is any mechanical damage that would interfere with flight controls and preclude dispatch.

NOTE: If the electric trim is inoperative, it should be confirmed that

the problem is not in the manual (mechanical) trim system in the airplane and theat the failure is not affecting the manual trim. The manual trim should be run throughout its travel limits to check for binding and proper operation.

NOTE: Do not attempt to use the autopilot if electric trim is

inoperative. The autopilot will not be able to trim out servo torque, and disengaging the autopilot could result in significant pitch upset.

excess of 10 degrees C.or

conditions.

NOTE: See AFM performance Data.

MAINTENANCE PROCEDURES

CAUTION: ENGINE ANTI-ICE SWITCHES OPERATEBOTH THE WING LEADING EDGE ANDENGINE AIR INLET SYSTEMS. DO NOTOPERATE THE SYSTEM LONGER THANFIVE (5) MINUTES. FOLLOW TEST WITH ATHIRTY (30) MINUTE COOLING PERIOD.

1. Start both engines and run at idle.

NOTE: ENG ANTI-ICE LH and RH, WING ANTI-ICE LHand RH annunicators, as well as the MASTERCAUTION switch will illuminate at low enginethrottle settings.

2. Gradually increase affected engine throttle to above 75percent N2.

3. Position affected Wing/Eng switch to ENG ON.4. If appropriate ENG ANTI-ICE annunciator remains

illuminated.a) Pull and secure respective engine ENG ANTI-ICE

circuit breaker.b) The respective engine anti-ice valve should open and

hot engine bleed air will flow to the respective engineinlet.

c) The appropriate ENG ANTI-ICE annunciator shouldextinguish.

d) If appropriate ENG ANTI-ICE annunciator does notextinguish the respective anti-ice valve is failed closed.

5. Shut engines down.6. Place and “INOP” placard next to approriate Wing/

Engine Anti-Ice switch ENG ON position.7. Make appropriate entry on the discrepancy report.

1. Tape lightweight streamer immediately aft of vent scoopon affected wing.

2. Start both engines and run at idle.

NOTE: ENG ANTI-ICE LH and RH, WING ANTI-ICE LHand RH annunicators, as well as the MASTERCAUTION switch will illuminate at low enginethrottle settings.

3. Verify appropriate ENG ANTI-ICE and ANTI-ICE circuitbreakers are engaged.

4. Verify Air Source Select is in OFF position.5. Verify Wing Xflow switch is in OFF position.6. Verify Windshield Bleed switch is in OFF position.7. Verify non-affected Wing/Eng Anti-ice switch is in OFF

position.8. Place appropriate Wing/Eng Anti-Ice switch to WING/

ENG position.a) Verify appropriate ENG ANTI-ICE and WING ANTI-

ICE annunicators illuminate.b) Gradually increase affected engine throttle to above

75 percent N2 and verfiy the appropriate ENG ANTI-ICE and WING ANTI- ICE annunicators extinguish.

c) Observe appropriate wing tip and verify streamerindicates air flow is present. If air is not presentappropriate Wing Anti-Ice Valve has failed in theclosed position.

d) Return affected engine throttle to idle.9. Shut engines down.10. Place and “INOP” placard next to appropriate Wing/

Engine Anti-Ice switch WING/ENG position.12. Make appropriate entry on the discrepancy report.13. Remove lightweight streamer from affected wing.

4. The pilot with the operational TA and RA elements and audio functions shall conduct any subsequent maneuvering commanded by the RA (Resolution Advisory).
