According to the RMP, the dam will be divided into certain zones. A safety zone (SZ), where nobody (except employees doing maintenance) is allowed to go. A high impact zone (HIZ), where, for instance, motorboats are welcome. A medium impact zone (MIZ), where temporary buildings may be erected. A low impact zone (LIZ), where canoeing and fishing may take place. A conservation zone (CZ), which will be seen as a sensitive zone, due to fish and birds breeding there. The public will not be allowed in the CZ, with the possible exception of bird watchers. Also to be built, are two wash bays for boats. The idea being, that all boats be washed before they are launched, in order to prevent the transfer of aquatic weeds from other bodies of water. Attendees had a variety of questions for DWS official Steven Nhlabati and Azwinndini Tshikhudu from Engineerex, who ran the presentation. The first concern was the swimming pool, which DWS is considering to build in the MIZ. Seeing as the plan is for the Greater Tzaneen Municipality (GTM) to run the dam, residents were immediately up in arms about yet another swimming pool to be built, while the current white elephant in town is still not open to the public, months after construction was finished. As one resident put it:" How can anybody expect the municipality to manage a dam if they can't even manage a swimming pool?" The GTM was conspiciously absent from this very important meeting about the future of one of Tzaneen's biggest assets, Capt. Barries Barnard, a decades long local angler, as well as a member of the local SAPS, was concerned about the zoning. Fish and birds do not read maps and thus do not stick to planned zones when they breed. Judging from responses, one of the main concerns was noise pollution and whether the RMP will have any effect on this problem. According to local residents there is currently a massive problem in this regard, with visitors playing loud music throughout the night on weekends and public holidays. "It has gotten to the point, where some people's music are starting to influence the value of other people's property," one resident said. The look and feel of the Dam Management Committee was also discussed, with normal residents fearing they would be under represented and that the GTM will be able to just roll over them when it comes to the making of controversial decisions in the future. POLICE arrested fi ve suspects and recovered two fi rearms, packets of cigarettes, cash money, milk tins and eight cell phones and a Polo vehicle during their recent operation.

The breakthrough came after Tzaneen police station members and Cluster Crime Intelligence offi cers received a tip-off from community members about the whereabouts of a fi ve-member crime syndicate.

According to police spokesperson, Lieutenant Colonel Moatshe Ngoepe the members of the syndicate aged between 21 and 32 have been terrorizing the communities in Maake, Ritavi,Tzaneen and Bolobedu policing areas.

Ngoepe said community members spotted a Polo car without the registration numbers at the back travelling from Lephepane to Tzaneen and immediately alerted the police.

"The police responded without delay and the suspects were arrested," he said.

Meanwhile in Bolobedu, a 65 year-old man was arrested at Mamphakhati village for planting of dagga estimated to be worth R25 000. Ngoepe said the arrest was made through a tip-off from members of the community. "The dagga trees were uncovered in a fi eld belonging to the suspect," said Ngoepe.

THE Greater Letaba Municipality spokesperson, Lovers Maenetjas response to the article published in the Herald last week titled Municipal assets taken for debtGreater Letaba Municipality wants to take this opportunity to clarify the notice issued by Star Mills on behalf of the High Court.

It is worth noting that the Sheriff has not confi scated the said belongings of the

municipality, (Tipper truck, Nissan and Isuzu bakkies) because the issue was still being dealt with by the municipal legal team.

The municipality owed legal fees on an issue that was settled out of court which involved Star Mills requesting documents from the municipality through court.

The municipality then decided to hand in the documents to the company which

meant that the issue had to be settled out of court with the municipality paying the legal bill owed by Star Mills to its lawyers. The money amounted to R17 512.07.The municipalitys assets will not be attached.

At the time of publication of the notice to attach, the money had already been paid and the notice of the upliftment was already issued by the high court on 15 January 2016.

Mkloof meeting a drawHendrik Hancke - [email protected]

THE mayor of Modjadjiskloof, Godfrey Modjadji, on Friday met with disgruntled residents of the town to discuss the challenges they are facing in their daily life as well as a way forward.

The meeting was booked for 18:00 in the Laerskool Duiwelskloof's school hall. Once the residents were seated, they were informed by the manager in the mayor's offi ce, dr Masilo Mokwena, that the mayor was still busy in another meeting and would be arriving shortly.

At 18:13 the mayor's vehicle pulled up in front of the hall and a further few minutes were spent with the mayor being briefed through his open car window by dr Mokwena. The mayor only entered the hall at 18:20.

With residents already fuming because of the service delivery issues they face in the town, it is surprising that the mayor would arrive late for such an important meeting, never mind spending more time outside the hall in discussion with his team, before fi nally joining his angry constituency.

Once inside, dr Mokwena introduced the nine members of the GLM management team who were there to support the mayor. Next up was chairman of the Modjadjiskloof Residents Association, Michael Rametse, who introduced the mayor and walked the residents through the plan for the night. The mayor started by apologizing for being late and then congratulated the residents on forming their new association. "I am happy that a forum like this Residents Association now exists, it will make it much easier for management and residents to communicate," the mayor told the hall.

Rametse worked through a list of grievances, issues and demands. Due to the fact that the mayor was required to give feedback on every issue on the list, time ran away from everybody and the meeting was adjourned at just before 22:00 before all the items on the list was discussed.

On the issue of pre-paid electricity meters, the mayor informed the town that a pilot scheme was already in place in Makgoba. Once the GLM had a clear picture of the costs involved they would look at budgets in order to implement the system in Modjadjiskloof. They also needed to fi x the current billing system before anything further can happen. Residents loudly opposed this suggestion and Michael Rametse informed the mayor that this was not a request, but a demand. The best promise residents could, however, get from the mayor was that it might happen in two years time. Upset residents demanded that a plan be made earlier than that.

The mayor told residents that, due to their complaints regarding the reading of electricity meters, the company responsible had been let go and a new private company would be taking over. The new company will also look at the current system of billing as it was not working properly.

Further issues discussed were the recent illegal strike as well as the GLM's handling of it. Residents wanted to know if the GLM has taken any steps to discipline workers who broke the law. The issue of workers throwing stones at residents who were trying to fi x the electricity was also brought up. The mayor confi rmed that a case was opened at the local SAPS but declined to comment further on the case.

All in all the meeting was an important fi rst step in communication between the town's

vervolgings vind selde plaas.

Enige persoon met inligting oor wie by by wildstropery betrokke is kan De Lange skakel.

WITH barely any rain in the last week, it is worrying that all the dams, except Vergelen, measured levels lower than those of last week.

Ebenezer is at 73.6% after only 3mm of rain, while Magoebaskloof received 1.2mm of rain and is at 100.1%.

Dap Naude had 3.2mm of rain and its level is at 90%. Ebenezer, Magoebaskloof and Dap Naude are the only places that received rain, according to the Department of Water and Sanitation's National Water Resource

Infrastructure. Merensky is at a level of 87.2% and Vergelegen at 101.2%.

Tzaneen dam is still at a shocking 36.3%.Middle Letaba has also seen better days,

with its level currently at 27.1% and Thabina also measured a lower level of 19.35%.

Modjadji is also very low, with a level of 21.22%

The dam levels in this report were measured on Monday 25 January and therefore any rain that fell later that day was not included.

PUPILS from Lorretto Farm school based in Tzaneen have not been to class since school re-opened for the 2016 academic year.

This because the scholar transport that transports children from the farms to and from school has never pitched to collect them this year."Schools have been open for three weeks but our children sit and do nothing at home whilst their peers are at schools learning. I called the the school's principal who said the bus has not been fi xed yet.Not satisfi ed with the principal's response I went to the school where I was astonished to fi nd

empty classrooms and a few teachers" said one concerned parent.

The pupil's parents were not informed of why there is no scholar transport.

When contacted for comment the Provincial Department of Education spokesperson, Dr Naledazni Rasila said the department had appointed 250 service providers and two of them were appointed to transport leasrners to Lorreetto Farm school.

"I Am surprised the children haven't been going to school and that a meeting was not scheduled to inform parents of this setback. For now I would advice the school to consult with its nearest circuit," said Rasila.

    LETABA HERALD Friday January 29, 2016 5OPINION

CONTACT PERSONS: Every street had a contact person who fed the R.A. with problems and concerns regarding the management of our town.

What happened to the RA?CA Prinsloo of Tzaneen, writes:

WHAT happened to our rate payers Association?

I recall that Tzaneen used to have an organisation like this to defend our interests. This Rate Payers Association consisted of and represented all residents who paid their rates and taxes in Tzaneen. The R.A. was a non-political society that was organised by women of the town.

Every street had a contact person who fed the R.A. with problems and concerns regarding the management of our town.

Their duty was to monitor streets, street lights, leaking pipes, bad behaviour, potholes, refuse removal, etc.

The R.A. also took it upon themselves to ensure their town councillors did what they were supposed to do. Naturally they selected a suitable person to represent them.

However, party politics interfered and a candidate was elected, not for his skills but because of his loyalty to his political party.

Maybe it is time to take back our council and select people who are loyal to us as a community and not people on who we can not rely to watch over our community's interests.

Is there some women out there who has the guts to take on this task and do something about it?

Tzaneen needs a woman with backbone to breath fresh air into the R.A.

Ek is tans steeds tot julle diens, steeds beskikbaar by 082 808 3204.

I strongly believe there is an abundance of talent in Tzaneen which most (If not all) music promoters and event organisers know about but con nue to ignore. It's surprising that one can hear local ar sts' songs everywhere - I am referring to all mediums, from cellphones, par es, cars to sing-alongs imitated by music lovers of diff erent ages but you will never witness these local ar sts granted an opportunity to perform in front of their home crowd. In fact the crowd is tempted into giving more hail to already stable and established musicians we see on our tv screens leading to local ar sts feeling unappreciated and unno ced. Most of these local musicians endure months of hardships trying to save up costs for recording as some of them don't own recording equipment and have vowed to make a living out of their art. There are always fes vals in and around Tzaneen but its rare if not impossible to see a local ar st feature in these fes ve es.I think this cripples their confi dence and hinders their livelihoods.I am not associa ng myself with any specifi c genre.I just want to see up and coming musicians given a pla orm into the mainstream South African music industry whether be it in Gospel, pop, kwaito or any other genre they opt to pursue.A er-all local is lekker and charity begins at home.

ALCOHOL abuse is one of the major contributing factors to contact crime in the Tzaneen Cluster area.

This was revealed by the Tzaneen Cluster Police Commander, Brigadier Thomas Shigange during a meeting with the Modjadji Royal Council at Khetlhakone of Friday.

Shingange said statistics show strong evidence of an association between the abuse of alcohol and contact crimes which include murder, attempted murder, sexual offences, assault resulting in grievous bodily harm, common assault and robbery.

As police we cannot stand idly by and allow alcohol abuse to destroy the communities. Together with all stakeholders we will explore every avenue that may lead to the eradication of crimes caused by alcohol abuse, said Shigange. Shigange said public drinking particularly among

Poppy & family reunitedMAAKE police in partnership with Dr C.N Phatudi hospital and Maake Victim empowerment have successfully reunited Dorothy Cathleen Poppy Fitzgerald with her family on January 14.

Dorothy was accommodated at Maake police station since January 1, after she was found lost at Maake plaza.

According to Maake police spokesperson, Constable Rufus Magoro, she was later admitted at Dr C.N Phatudi hospital for mental observation and discharged on January 14.

"She was escorted home by Marothi Letsoalo, VEP manager, Mona S.A, assistant nurse, Hutamo M.M, Social worker and Khunwane M.A, driver," Magoro said.

He said Dorothy was warmly welcomed home by her Aunt, Francis and her husband Pieter van

Heerden. "The family told the police that Dorothy has since

left in December when she decided to live on her own and become independent since she is 18 years old, unfortunately she proved to be incapable of living on her own because of her mental status, lack of education and social skills. Arrangements were made with the local social worker that she should apply for a disability grant according to the psychologists report. She will also receive training at the local welfare offi ce where she will be performing light duties that will enable her to be acquainted with the work environment and be able to work on her own. Maake SAPS is urging all community members to look after each other and seek professional help where help is needed," Concluded Magoro.

  • SCHOOLNEWSLETABA HERALD Friday January 29, 2016 19

DURING an exciting combined venture, ZZ2 delivered 14 young PinZyl heifers to Merensky High Schools farm on Friday, 22 January.

The heifers were born in 2014. AgriMerensky learners will be involved in the daily care, taming and handling of the animals.

The PinZyl breed is a cross between the African Nguni and European Pinzgauer races.

The PinZyl retain the Nguni skin and ruggedness against diseases and pests, but obtain

the better quality carcass and milk production of the Pinzgauer.

Client Moyo, also known as Double Zero and Andries Malepe, both seasoned showmen of ZZ2, will assist during the domestication process as the fi rst Merensky Youth Show is due to take place on 27 February at Plasieland.

AgriMerensky thanks Paul Bester, Lourens de Jager and Sonia Potgieter from ZZ2 for their involvement in this project.

    Merensky and ZZ2 take hands

EYES ON THE PRIZE: Christelle van der Westhuizen, responsible for the Merensky Youth Shows, keeping a close watch.
