Final Expenditure Report (FER)

• The FER must be submitted and certified by November 29, 2014.

• The program and finance officials should review FER together for accuracy before submitting.

• Pay special attention to items in red; they signal a potential deviation issue.

ComparabilityFor districts with Title I schools and overlapping grade spans:

•Download the 2014-15 Comparability Worksheets from the OFS website.•Initiate and certify the FY2015 Title I, Part A Comparability Certification in MEGS+.•Upload your completed Excel worksheets.•Submit by December 10, 2014.

Easy Approval for Modifications and Amendments

• Read the Help Information provided in the CA and TISS.

• Read and address all comments from the consultant(s).

• Apply for 100% of the posted allocations.

• Make sure all budget detail items tie directly to the DIP/SIP/SBDIP.

More Hints

• Check that each activity being funded is supplementary, reasonable, necessary, allowable, allocable, and meets the intent and purpose of the grant source.

• Use budget detail descriptions that are consistent with the samples provided by MDE.

AmendmentsThe district must amend the TISS and CA if:

•It is not currently approved for its full allocation.

•It has carryover funds not expended during the initial year of availability.

•It chooses to add or delete staff, or increase/decrease staff FTEs in its approved budget.

Amendments• Provide an Amendment Justification to

detail changes/updates/reservations made to the budgets of each funding source.

• Upload job descriptions for any new positions in the Consolidated Application.

• Align Program Information screens with the budgets in the CA.

Amendments

•Ensure that the Title I School Selection is completed correctly and is consistent with the amended Consolidated Application.

•Adjust required reservations for Priority/Focus Schools, Private Schools, and Parent Involvement.

•Submit no later than January 15, 2015.

Title I, Part A Carryover Waiver

LEAs that do not obligate 85% of their Title I, Part A funds may be granted a waiver from this limitation only once every three years.

Private School Reminder• Private school consultations should be

ongoing and documented.

• Private schools should be included during the amendment process, if applicable.

• Payments are not to be made directly to private schools.

• Private school programs must be monitored and evaluated by the LEA.

Focus School Set-Aside Requirements• Year Two

– School-10% of the school’s current year Title I, Part A allocation

• Year Three– School-10% of the school’s current year Title I, Part A

allocation– District-10% of each of the Focus School’s previous

Title IA budget, up to a maximum 10% district-set aside. During Year 4, it increases to 15%.

Focus School Set-Aside Requirements (School)

Allowable Uses:

•Professional Learning

•Weekly/daily teacher collaboration time

•Surveys of Enacted Curriculum

•Culture/climate interventions

•Professional learning on implementation of Essential Elements for teachers of MI-ACCESS students in the bottom 30%.

•Contract with local ISD/ESA for a School Improvement Review or AdvancED Michigan for a School Diagnostic Review, which will provide an external perspective on process that best support student achievement.

Focus School Set-Aside Requirements (District)

Allowable Uses:•Provide a multi-tiered system of supports that includes scaffolded instruction for SWD and EL students if the school does not currently implement one. If the school already implements such a system, deepen or broaden the scope or enhance the fidelity of its implementation.

•Professional learning on research-based interventions aligned to building’s needs assessment.
