The Maryland Code is a topical compilation of the Public General Lawscurrently in effect in Maryland. Originally published in 1957, this version isorganized by numbered articles and is gradually being replaced by topicalvolumes. The two versions co-exist and there is one subject index for the twoformats.

Selected numbered articles have been removed, revised, clarified, andpublished in the recodified set (red volumes) which will replace the black set.Either the article number (black set) or the abbreviated subject title (red set) isused as the first element in citing law in Michie's Annotated Code of Marylandor in references found in the index volumes. West's Annotated Code of Maryland. St. Paul, Minn.: West Group, 2002. 60vols., updated annually with pocketparts and cumulative supplements andas needed with replacement volumes/binders.

Judicial Materials

There are eight circuit courts and this is the highest common law andequity court of record in Maryland. The District Court handles claims thatinvolve landlord-tenant cases, replevin actions, motor vehicle violations, mis-demeanors and certain felonies. The Orphans' Courts hear all matters involvingdecedents' estates and supervises judicially probated estates.

COMAR was created in 1974 to formally compile the rules and regulations issuedby Maryland agencies. Generally, each department of state government has itsown title in COMAR. At the beginning of each chapter of regulations, there is thestatutory authority for the regulations, and at the end, there is an "administrativehistory" that gives the original effective date of the chapter as well as the datesof any amendments. COMAR is updated in the interim by the Maryland Register,which is issued every other week. Municipal Law Sources

Maryland's local governments consist of 23 counties and the city ofBaltimore. Counties provide local services and act as administrative arms of thestate. Only 11 counties have a county commission form of governance.Legislative and executive powers are granted directly to the Board of CountyCommissioners by the Maryland General Assembly. These laws are found inindividual codifications of the public local laws.
