These are all questions I want youto consider, and if you do not havethe answer I urge you to start think-ing about these questions.

Are you interested in becoming acommunity emergency responseteam, or CERT, member for yourcommunity? If so, we can providethat training for you.

The training would enable you tobe the “first” first responder for yourcommunity. Learn how to survey theneeds of your community after adisaster. Learn disaster prepared-ness, first aid, light fire suppression

with a fire extinguisher, how toconduct search and rescue, anddisaster psychology.

Officials warn againststorm complacency

MARTIN COUNTY — The six-year lullsince a major storm hit Martin Countyis not an excuse to be complacentabout hurricane preparedness, advisedDebra McCaughey, director of theEmergency Management Agency.

“It has been a while, and as time goesby people get complacent,” said Ms.McCaughey. “But it’s not a matter of ifwe’ll get another storm; it’s a matter ofwhen.”

Officials continuously prepare for themost deadly storms, Category 5 hurri-canes, which have sustained winds ofmore than 155 miles per hour and typi-cally result in catastrophic damage.

But history has shown that even rela-tively small hurricanes can leave disas-ter in their wake.

In 2004 when Hurricane Francesmade landfall near Sewall’s Point, it was

a Category 2 storm, with winds of about105 miles per hour. And HurricaneJeanne, the deadliest storm of the 2004season, was also relatively small when ithit the Treasure Coast, packing winds ofabout 115 miles per hour.

“People need to remember that asbad as they were, they were not as badas they could have been,” Ms.McCaughey said. “You need to plan andprepare for the worst-case scenario,which is a Category 5. And if we don’tget one that bad, then we’re better off.”

But the county’s emergency manage-ment staff said the years since a hurri-cane strike has created a false sense ofsecurity among some residents and ledto lax plans leading up to hurricane sea-son, which runs from June 1 to Nov. 30.

“If they say a hurricane’s coming,then I do what I have to do,” he said. “Ipay attention but I don’t obsess over it.”

The longer the lapse between stormsthe greater the sense of security, offi-cials said.

“I really don’t see any urgency,” Ms.McCaughey said. “People often ask mewhat the forecasters are saying and howmany storms they are predicting for theyear. I tell them it doesn’t matter. It onlytakes one storm.”

In 1992, for instance, Hurricane

Andrew proved to be a deadly roar in arelatively quiet season. It was the firstnamed storm and only major hurricanethat season.

In its wake was about $25 billion indamage, making it the most expensivenatural disaster in U.S. history, accord-ing to the National Hurricane Center. Itkilled 40 people in South Florida alone.It also left 125,000 homeless.

Officials urge residents to start plan-ning and said the relaxed attitude cancome in handy when it comes to stormpreparation.

“Every time you go to the store, pickup one item, whether it is water, non-perishable food and batteries,” Ms.McCaughey said. “That way it doesn’thit your pocketbook too hard.”

Don’t forget pets in hurricane planning

MARTIN COUNTY — Taking care ofpets during a storm requires someplanning ahead, so it’s important tohave a strategy in place, animal advo-cates recommend.

Officials from Martin County’sEmergency Management Agency andthe Humane Society of the TreasureCoast say pets can get agitated andconfused before and after storms. It’stherefore important that ownersmake plans to not only keep themsafe, but comfortable during a disas-ter.

Don’t wait to start making plans forthe hurricane season, which startsJune 1 and runs until Nov. 30.

“It feels like we just ended one sea-

son and another’s already here,” saidDebra McCaughey, director of theEmergency Management Agency. “It’simportant to be ready.”

If you live in an evacuation zone,make plans to stay with relatives orfriends who can also accommodateyour pets, or call ahead and find outwhich hotels accept pets.

Most area veterinarians also acceptanimals for boarding during storms,but owners need to call ahead forreservations.

“Don’t assume they’ll have space. Alot of them do book up, so you’ll haveto let the vet know you plan on takingthe animal there,” said CandiceVeach, the Humane Society’s directorof operations.

The animal shelter is a stormprooffacility that also boards pets for resi-

dents who live in evacuation zones. Animals boarding there during a

storm must have written proof of cur-rent vaccinations and valid identifi-cation and rabies tags.

Owners must also get the pets tothe shelter before a storm makeslandfall. The Humane Society alsodoes not accept sick or aggressiveanimals.

Once owners have arranged tohouse their pets during the storm,advocates say it is important toremember the animals might becomedisoriented by the removal of familiarscents or landmarks after a disaster.

Do not allow pets to roam free.Keep cats indoors and walk dogs onleashes, they advise.

Work patiently with animals to getthem back into a normal routine.

Law enforcementprepares for possiblehurricanes

TREASURE COAST — While everyonehopes this is another year without ahurricane, law enforcement has alreadystarted preparations.

In St. Lucie County, the sheriff’s officereviews the hurricane response planevery year, including every componentof it, said Maj. Michael Monahan.

They also review the responsibilitiesof each department and hold meetingswith other agencies, he said.

The ultimate goal, should a hurricaneoccur, is to “first and foremost provide

Indian River County law enforcementofficials meet with other agencies on aregular basis in the weeks leading up tohurricane season, said Jeff Luther,director of communications for theIndian River County Sheriff’s Office.

They also have drills and provideeducation sessions to prepare for hurri-canes, he said.

Hurricane season starts June 1.In Martin County, officials attend a

yearly hurricane conference and holdweekly meetings with other agencies todiscuss preparation said Maj. JohnPietruszewski, director of emergencymanagement for the Martin CountySheriff’s Office.

“Naturally we stock up on gasolineand make sure our cars are fueled upand in good order,” he said.

They also stock up on tires becausepatrol vehicles tend to get a lot of flatsafter a hurricane because of debris, hesaid.

patrol deputies where they can parksafely and keep their vehicles frombeing blown off the road,” he said.

As a hurricane approaches, St. Lucieand Martin counties coordinate anyevacuations off Hutchinson Island, Maj.Pietruszewski said.

Maj. Monahan said the sheriff’s officecannot force people to leave theirhomes, but it can encourage them.

And if that doesn’t work, “we ask themfor their identification and their next ofkin,” in case the worst happens, he said.

The Indian River County Sheriff’sOffice also does evacuations and makessure response equipment and vehiclesare maintained, Mr. Luther said.

During hurricanes, the sheriff’soffices generally go to two shifts, witheveryone working 12 hours at a time.

Deputies stay out in the areas as longas it’s safe to do so, Maj. Monahan said.

In Martin County, cots are set up inthe jail in a secure area for personnel,Maj. Pietruszewski said.

After a hurricane, deputies in allareas check roadways for debris, helpassess damage and check on buildingalarms.

They also enforce curfews to prevent

looting and other problems, and con-trol access to evacuated areas.

Officials in all three counties agreedthey are better prepared to respond to ahurricane than in 2004.

During 2004-2005, “our employeeswere clearly tested,” Indian RiverCounty Sheriff Deryl Loar said.

Now those employees have receivedmore training and will be betterequipped, he said.

Other improvements include street-lights that were made more resistant todamage and many gas stations havegenerators, Sheriff Loar said. “Eightyears ago, that wasn’t the norm,” headded.

Maj. Monahan said he feels the St.Lucie County Sheriff’s Office is muchbetter prepared than 2004.

In Martin County, one improvementis communications between agencies,Maj. Pietruszewski said.

One problem in 2004 that will be rec-tified is mix-ups regarding differentcounty and city regulations after hurri-canes, he said.

Some of the ordinances, for example,conflicted on when businesses couldstay open, he added.

Having more communicationbetween all agencies that respond tohurricanes is an improvement cited byofficials in all three counties.

What to bring to a shelter

General shelters allow approximate-ly 20 square feet per person. Do notbring anything that is not absolutelynecessary for a 24- to 48-hour stay.

FoodIf you have the need for special foods

(Ensure, etc.) you may bring them withyou. High-energy foods such as peanutbutter, jelly, crackers, granola bars, trailmix and other snack foods may be agood idea if you get hungry betweenmeals. If necessary, bring specialdietary foods, such as diabetic, lowsalt, liquid-only diet, baby food andformula. Don’t forget a manual canopener.

marked with your name, dosage, typeof medication and prescribing physi-cian. You must be able to take all med-ications by yourself. Also bring anydressing changes that might be needed.

PetsPets are not allowed at general shel-
