PART 1

GENERAL INSTRUCTIONS

Once again we embark on the process of submitting coursework marks and samples for the students under our care. The Overseas Examinations Commission (OEC) takes the opportunity to remind schools that every effort must be made to comply strictly with the guidelines set by the Caribbean Examinations Council (CXC) for the successful completion of this process. We take this opportunity to highlight other vital information which we believe will assist in making the process more manageable.

1. CANDIDATES ENTERED/AMENDED AFTER THE INITIAL SUBMISSION OF ENTRIES

Amendments to the data initially submitted regarding candidate’s status / subject / proficiency / unit must have been made in ORS so that SBA/IA/TA marks can be entered successfully. Please remember that if amendments are done in ORS at this time and by March 10, details of the changes must also be submitted to the OEC and the relevant fees paid [see the 'Memorandum to Principals' circulated in February 2012].

2. LABELLING OF SAMPLES The project/assignment submitted by each candidate must be labelled as follows:

The SBA score awarded must be clearly visible on the document. Additionally, sample packages must bear the CXC label with all the required information.

3. CHECKING OF DATA We encourage schools to check that all coursework marks (SBA, IA & TA) have been entered in ORS. Check also that the data is correct. Use the SBA reports that are available in ORS to help. Please note:

Teachers should be REQUIRED to verify the accuracy of the marks keyed into ORS, especially in the Home Economics subjects (maximum marks = 60) and the Industrial Technology subjects (maximum mark = 120).

Teachers must select 'No SBA' for candidates who did not submit SBA. Zeros must not be entered for these candidates.

Use the ‘Subject Entries by School’ report to guide you as to the subjects for which SBA/IA/TA would be required. Pay special attention to the 'Random Sample' lists [attached] for subjects where this applies in CSEC and for all subjects in CCSLC.

Ensure that samples are submitted for all subjects for which

they are due.

4. ERROR MESSAGES / PROBLEMS When problems are encountered during the input of SBA/IA/TA data, take note of the exact message that is generated or take a ‘screen shot’ of the message. Send the message in an email to: [email protected] and copy to your OEC CAPE/CCSLC/CSEC Officer. DO NOT ATTEMPT TO FIX THE PROBLEM YOURSELF!! Copying the email to the OEC makes us aware of the situation and may work to your advantage later if there is need for appeal. We encourage you to contact the respective officers by email, as this is a more efficient method, and the contact details are given at the end of Part 1.

5. PENALTY FEES CXC now charges penalty fees for the submission of SBA/IA marks and/or samples after the stipulated deadline for CSEC, CAPE & CCSLC. The fee, currently available, is US$25.00 per candidate mark or candidate sample. The fee is payable by a bank draft in the foreign currency amount in the name of the 'Caribbean Examinations Council'. You are also reminded that a local administrative charge of J$1,000.00 is payable at the office for this service. Additionally, schools will have to pay the charge for courier despatch of samples submitted after the deadline. Please note, however, that CXC will not accept marks or samples which arrive at the respective Marking Centre after July 31, 2012. The OEC strongly advises schools, therefore, to ensure that all marks and samples are submitted by the deadlines given to ensure that the Commission is able to make a timely submission to the Council. There is no good reason for schools to incur huge bills for penalty fees. We encourage schools to begin the process of data capture well in advance of the date for submission so that problems may be resolved and the data checked in time to facilitate adherence to the deadline. Please be advised that candidates will be reported as "Ungraded: no SBA received' if no

sample is submitted for that subject.

6. SUBMISSION PROCEDURES i) SBA, IA and TA samples should be submitted to the OEC by authorized personnel from the school. Samples must not be sent by courier service. We also ask that Principals or their designate do not hand their schools' documents to friends or relatives who have no knowledge of their import or content and who have no appreciation of the process involved in their submission. The OEC commits to making the submission process as smooth and efficient as possible. However, if all schools wait to submit on the last day of the period schools should expect to have a long wait. Additionally, processing will be most efficiently handled if schools have their sample packages complete and available at the time of processing. ii) Schools are reminded that it is essential that due care be taken to observe that the receipt of samples will be undertaken between 8.30 a.m. and 3.00 p.m. on the days specified in the schedule. We ask that those times be observed as they will be strictly enforced. Additionally, Schools served by the OEC Western Office have been zoned for efficient processing. Please observe those instructions. The list will be attached to this document. The schedule for intake is set out under the separate examination headings. iii) The following items must be submitted to the OEC during the intake period: a) The package with SBA/IA/TA samples with the electronically-generated ‘SBA Sample’ report. [N.B. Individual samples will not be examined by the

OEC at the time of collection, so schools must ensure that the samples packaged correspond with those generated by ORS. CXC will not accept

substitutes.] b) The manually-completed Moderation Form (downloaded from 'www.cxc.org') and attached to the 'SBA Sample' report. c) List of Assignments / Mark Schemes / Cover Letter / Questions / Project Assignments / Criteria, etc., as appropriate, for the different subjects at the CAPE, CSEC or CCSLC level. d) The Declaration Form which is generated by ORS which must be signed by the Principal. This is sometimes a two-page document. Principals and Examination Co-ordinators are to ensure that samples are properly packaged [envelopes, wrapping paper or boxes in good condition] and identified with the necessary information (Centre Name, Centre Number, Proficiency, Teacher, etc.). CXC usually provides labels for this purpose. Packages must remain open with the moderation sheets etc. included. Try to avoid unnecessary bulk when packaging.

Portfolios for Visual Art, Art & Design, Technical Drawing and Geometrical & Mechanical Engineering Drawing must conform to the dimensions set out in the syllabus as no extraordinarily sized portfolios will be accepted. These packages have to be packaged by the OEC for onward shipment to both local and overseas Marking Centres. Packages with 3-D pieces or other types of construction, must have all pieces securely enclosed and should make use of appropriate packaging material to prevent movement in-transit, which might result in damage to the pieces. Schools are encouraged to take photographs of these pieces. The sample pieces must also conform to the size/dimensions prescribed in the syllabus.

The OEC does not accept liability for pieces which may be

damaged by handling, storage and despatch. Additionally, we remind schools of the need to have each sample fully labelled and firmly attached to the piece of work. The mark/score awarded must be clearly noted.

Script Return Envelopes are not to be used for the submission of samples. Additionally, the OEC is not able to provide packaging materials for samples.

PART 2

Electronic Submission of Coursework Marks

[School Based Assessment (SBA) / Internal Assessment (IA) / Teacher Assessment (TA)] Coursework marks must be submitted electronically via ORS. You are encouraged to start early to allow for the checking of data and to facilitate the CSEC Moderation Exercise in Agricultural Science, Industrial Technology and Music. Please be reminded that all administrative set up [i.e. when you logged in as ‘admin’ to create users, etc.] should have been done at the time of candidate registration – e.g. Selection of all subjects done by the school, teachers and corresponding SBA subject(s). If you omitted that step, you must do that

before you attempt to input marks/scores.

Once scores are entered, check that the data entry was correctly done by printing the SBA reports that are available and checking against the source documents. We advise that all source documents be kept together, by the Principal /Examinations Coordinator in case there is a query on marks later on in the process. This cannot be overemphasized. After marks are entered and verified, print the sample reports for each subject (‘SBA Samples’) and then select and package the samples identified on the report. Complete the moderation sheet which gives more detail about the marks awarded and insert both forms in the package with the samples. Printed copies of the Moderation Forms are no longer provided by CXC and so are not available from the Overseas Examinations Commission (OEC). Moderation Forms are available for download from www.cxc.org [Home → Examinations → CSEC → List of Subjects]. Cape documents are available similarly, as follows: [Home → Examinations → CAPE → List of Subjects]. We recommend that the forms are downloaded and saved to the computer ahead of time and then printed on demand. This will avert the problems experienced close to the deadline when the site is overloaded with users. Schools are being advised to print the following Report: - ‘SBA CANDIDATES WITHOUT SBA SCORES’ to check that data has been entered for ALL candidates for which SBA is required. Please check (√) the ‘NO SBA’ box for candidates who did not submit work for marking. Two changes were introduced in 2011 which caused problems for some schools. The changes are:

Non-SBA Subjects - Order of Merit and Estimated Grades must be entered in

ORS for English A, English B, French, Human & Social Biology, Mathematics

and Spanish.

Theatre Arts - The scores for the Practical Examination, Papers 021, 022, 023

{as appropriate], must be entered in ORS. This is in addition to the SBA scores.

Please be reminded that you will not be able to 'Forward' SBA files

unless all available SBA fields are completed in full.

Where marks or scores are not submitted via ORS, all candidates for that subject will be reported as 'Ungraded', even though samples might have been received.

PART 3:

CSEC SCHOOL-BASED ASSESSMENT (SBA)

School-Based Assessment (SBA) documents for CSEC should be delivered to the Overseas Examinations Commission on the dates and times specified below:-

Please note that SBA material will NOT be collected on Holy Thursday and on Fridays.

Biology, Chemistry, Physics and Integrated Science Samples, appropriately packaged, for Year 2 / Grade 11 candidates, must be submitted along with Sample Report, Criteria, Mark Schemes and Moderation Sheets to either office of OEC between TUESDAY, MAY 8, 2012 and THURSDAY, MAY 10, 2012. The OEC will not accept or be held responsible for samples submitted before the specified time.

CENTRE MODERATION: ALL SBA Subjects are Centre-Moderated. Therefore, only ONE (1) sample, consisting of FIVE candidates per subject must be submitted by the school regardless of the number of teachers teaching that subject. Samples with

incomplete / missing Moderation Forms and SBA Sample Report will not be accepted by the OEC as they will not be marked by CXC. ALL SBA projects/assignments must be kept in a secure location at the school, and must be available for inspection by authorized persons or submission to the OEC or CXC, upon request, without delay. Copies of Sample Report and Moderation sheets submitted should be kept by the school as this will assist in responding speedily to queries / requests during the query period. Visual Arts (New Syllabus 2011) - Changes were implemented in 2011. You are reminded of the following:

Ensure that Piece 3 is submitted for EACH of the candidates selected in

the sample.

Complete the Moderation Form. The marks of all pieces (Piece 1, Piece 2,

Piece 3) must be included for each candidate. Please indicate if a

candidate did not submit a piece.

The completed List of Assignments for Visual Arts must be submitted with

the relevant samples.

You are reminded to pay special attention to the note on packaging

given in Part 1.

Agricultural Science, Industrial Technology & Music - These samples must not be submitted by schools. They will be moderated at the school. These samples must only be submitted if requested by CXC. Home Economics Subjects - Samples should only be submitted if requested by CXC. Additional Mathematics (New Syllabus - 2012) - SBA marks and SBA samples must be submitted. RANDOM SAMPLING: Random Sampling will be done in: Biology, Caribbean History, Chemistry, Physics, Principles of Accounts, Principles of Business and Technical Drawing. The list for Random Sampling noting the subjects and the centre numbers for which CXC is requesting samples is available with this document. Kindly check the list(s) for specific information relating to your school/centre. Check the list thoroughly. Please note that you SHOULD ONLY submit samples from among the seven (7) subjects listed above, if your school/centre number appears in that subject column.

CENTRE MODERATION ALL CAPE subjects are centre-moderated. Each school will be required to submit ONLY ONE SAMPLE (5 PIECES OF WORK) per subject per school regardless of the number of persons involved in teaching each subject. Principals and Examination Coordinators are to ensure that samples are properly packaged and identified with the necessary information (CENTRE NAME, CENTRE NUMBER, PROFICIENCY, SUBJECT, UNIT, TEACHER AND NUMBER OF SAMPLES). CXC provides labels for that purpose. Packages must remain OPEN with the Sample Report and Moderation Sheet enclosed. Avoid unnecessary bulk when packaging.

ALL IA projects/assignments must be kept in a secure location at the school, and must be available for inspection by authorized persons or submission to CXC, upon request, without delay. You are also advised to keep copies of Sample Reports & Moderation Sheets submitted for the 2012 examination. RESIT/TRANSFER CANDIDATES Candidates who have been correctly registered as 'RESIT / TRANSFER / ALTERNATE' candidates will not be available, in ORS, for marks or scores to be entered. The fields will not be active.

SELECTED CENTRES Schools are reminded that Teacher Assessment (TA) samples will be required from SELECTED CENTRES only. Therefore schools must collect and store in a secure place, all projects / assignments produced by candidates and be prepared to submit TA Samples upon request. For French and Spanish, Centres will be required to submit samples of the recordings of oral tasks in addition to the written assignments. Teachers are therefore asked to record these activities and retain them for submission to CXC if requested. All samples must be securely and completely labelled. Information regarding ‘Selected Centres' will be forwarded to schools in the middle of March, or as soon as details are received from CXC.
