Construction Sector Trends The UK economy has performed better than analysts’ expectations over the past 12 months with a series of macroeconomic indicators providing an upbeat view of current performance and future prospects.

After the ‘great recession’ of 2008/9 the pattern of economic growth had been mixed with quarters of economic growth followed by decline. However, from Q1 2013 the UK has experienced five quarters of economic growth for the first time since 2007 indicating the improving conditions in the economy. This is shown in the graph below:

Ecobuild & Barbour ABI In common with the UK economy the

construction sector confounded most commentators’ expectations by growing in 2013 and making a solid start to 2014. The sector grew by 1.1% in 2013, after a decline of 8.2% in 2012. Construction grew by 0.6% in Q1 2014, the first time the sector had grown in the first quarter since 2011.

The CPA project the construction sector to grow by 4.5% in 2014, rising to 4.8% in 2015 and 4.3% in 2016. This indicates that the UK market provides numerous opportunities for investors over the coming years.

Over the last 12 months it is the residential sector which has been the most prominent in the UK with total contract value of over £21 billion, 33% of the UK total. Infrastructure had the second highest share of construction contracts with £15.8 billion of awards in the last year, the equivalent of 25% of the total value awarded. Commercial & retail accounted for 13% of contracts awarded with contract values of £8.7 billion over the last year.

Sustainability Market DriversBuilding regulations• Progress towards the governments zero

carbon targets is being driven by the tightening of building energy regulations. The latest iteration of energy regulation stipulated new homes must emit 6% and all other buildings 9% less carbon from April 2014.

• Many local authorities demand new developments are more energy efficient than required by building regulations as a condition of planning. For example London requires new projects exceed energy regulations by 25%.

• Many new buildings and refurbishments are subject to the BREEAM environmental assessment rating. This sets minimum standards for the environmental impact of materials, water and energy use. Most public sector projects must meet BREEAM ratings exceeding building regulations as a condition of funding.

Other regulations• The Energy Act stipulates all buildings that

are rented or leased must meet minimum energy performance standards of an EPC rating of ‘E’ or better from 2018. This will stimulate retrofit programmes.

Incentives• Improving the energy efficiency of existing

buildings is being driven by the Green Deal which provides a loan for improvements funding by savings on bills. Energy secretary Ed Davey recently announced a £100m boost to the Green Deal incentive scheme.

• The Energy Company Obligation is funded from a levy on energy bills and is used to retrofit inefficient homes including providing some funding for the Green Deal. It is worth £1.85bn between January 2013 and March 2017.

Policy and market drivers• Government target of cutting carbon

emissions by 80% by 2050 is driving built environment policy. This states all new homes must be zero carbon from 2016 and all other buildings from 2019.

• Many large corporate occupiers demand their leased premises meet environmental standards exceeding the regulatory minimum. Property developers are future proofing the value of their portfolios by developing to significantly higher standards than required by building regulations.

• Owner occupiers can save significant sums on energy bills for a small uplift in the capital cost of new projects. Developing more sustainable buildings is being used as a marketing tool too.

• Europe has set a target for member states to generate 15% of their electricity from renewable sources by 2020. The UK introduced a feed in tariff for renewable electricity and the government has committed to increasing the number of PV installations on its estate including on 24,000 schools.

• The renewable heat incentive provides cash back for low and zero carbon heat technologies. The domestic RHI provides funding for biomass boilers, heat pumps and solar thermal. The non domestic RHI provides funding for the same technologies plus deep geothermal, bio-methane and biogas, and CHP.

Our research on the residential sector shows that the value of contracts awarded in the past 12 months have increased by 45.1% compared to the previous 12 months to a total level of £21 bn. London was the main location for these contracts, accounting for 27% of the value awarded in the past year. This is followed by the South East which accounted for 14% of the value awarded and the North West accounting for 10%. These strong rates of growth are expected to continue according to latest Construction Products Association forecasts which predict private housing starts to increase by 18% in 2014 and 10% in 2015.

For the commercial sector there is a similar positive story. Over the last 12 months the value of contracts in the sector in the UK was £8.7 billion which is an increase of 14.7% over the previous 12 months. London was again the main location of these contracts, accounting for 35% of the total value. The South East was also strongly represented with 12% of the value awarded and Yorkshire & the Humber recording 11% of contract value. Commercial growth is forecast to continue according to the CPA with output growth of 2.6% forecast for 2014 and 5.2% in 2015.

Infrastructure is another improving sector within the UK construction industry. Contracts awarded in the last 12 months are 2.2% higher than the previous 12 months with values of £15.8 billion between July 2013 and June 2014. In addition the CPA predicts that output in the infrastructure sector is set to grow by 10.5% in 2014 and by 7.2% in 2015.

& HealthThe healthcare sector is showing signs of returning to growth in 2014. The latest figures for the sector show that in the last 12 months the value of contracts awarded were £2.1 billion, 0.4% higher than the previous 12 months. Scotland (17%), London (15%), East of England (13%) and the North West (11%) were the major locations of contracts in the UK. The forecasts for the health sector are now more encouraging with output forecast to increase by 1% in 2014 and 4% in 2015 and 2016.

The education marketplace in the UK is also in a healthy position going into 2015. Contracts awarded over the last 12 months were valued at £7.1 billion are 29.4% higher than the previous 12 months. The South East (15%), Scotland (14%), London (13%) and the South West (12%) are the main locations of education contracts over the past year. The education sector is set to return to growth in 2014 according to the CPA with a predicted annual output growth of 2.2% rising to 6.3% in 2017.
