Welcome Message

Marines and Sailors,

I would like to welcome you to Marine Corps Security Cooperation Group (MCSCG). This training you will

soon undertake is designed to provide you with a depth of knowledge on advising and training Foreign

Security Forces. I encourage you to take back as much information as possible to disseminate to the rest of

your parent unit. Your ability to share this training with others in your command is a key responsibility that

comes as a graduate of this course. Our task is to provide you with tailored, effective, and efficient training

to set you up for success while interacting with our foreign partners.

During your time at MCSCG, we will only begin to scratch the surface of security cooperation and security

force assistance within your respective Area of Operations. Your ultimate success will largely depend on

your individual preparation and study.

MCSCG support to you does not end when you finish your training at Fort Story. Our Security Assistance

branch manages the Foreign Military Sales cases that may provide funding for some of your future

missions. Our Regional Sections, are also available to assist you in your campaign planning for continuity

during transition periods.

REPORTING INSTRUCTIONS:

MCSCG provides the Operating Force a wide array of training opportunities. Most notably are

our TECOM approved POIs, the Marine Advisor Course (MAC) and the Security Cooperation Planners

Course (SCPC). All personnel reporting to MCSCG for training will report to MCSCG Headquarters

Building 937, aboard Joint Expeditionary Base Little Creek – Fort Story no later than 0730 on their

prescribed report date in order to commence training. Please contact the MCSCG Academics Section

the last working day prior to the report date to verify the classroom location.

Once students arrive at MCSCG they will be responsible for providing a completed Command Screening

Checklist (CSC). The CSC ensures MCSCG that the students from all around the Marine Corps have been

vetted for the completion of online training and have the personal characteristics required to serve as a

Marine Corps Advisor. Below is a list of the online training requirement that must be completed before

arrival:

a. RCLF Culture 101 MarineNet (CLRCULT01A)

**Students that arrive to MCSCG without a completed CSC will have 72 hours to complete it before being dropped from the course.

Leave & Liberty: As a student at MCSCG, you will receive the same liberty authorizations as MCSCG

personnel. Leave is not authorized while under a student status at MCSCG. If an emergency arises, report them to the MCSCG Instructors and your parent command. The request for emergency leave will be delivered to the MCSCG Commanding Officer for decision. However, in most cases you will not achieve all of the evaluation requirements in order to graduate and will be dropped from the course.

Secure Visit Request:

MCSCG is aboard a secure compound that requires all Marines to have a valid Secret Security Clearance and assigned access prior to entry. The MAC curriculum also contains classified information. No later than 15 BUSINESS DAYS prior to the convening date of the course, each student's Security Manager must submit a security visit request via Joint Personnel Adjudication System (JPAS). MCSCG's Security Management Office (SMO) code is 200031FN5. Reason for visit is the MAC course code (ie MAC 2018001, etc), and the associated dates. The Visit Access is "SECRET." List "Academics" in the space for point of contact (POC), which allows MCSCG to sort the incoming request accordingly. For the POC phone number, list the direct line of the security personnel submitting the visit request. Driving Directions:

Students are responsible for getting from their home station to MCSCG. Norfolk International Airport is located approximately 15 miles from Joint Expeditionary Base Little Creek (JEBLC)-Fort Story. Marines should arrive in Norfolk during normal working hours; rental car vendors shut down between 2200-2359, and cabs have issues gaining access to base.

Fort Story is located at the far north end of Virginia Beach, Virginia.

• From I-95 Southbound o Exit 282 for US-13 Northampton Blvd toward Bridge-

Tunnel Chesapeake. o Use right lane to take US-60 East/Shore Drive.

o Left on Atlantic Blvd and continue to main gate.

• From I-95 Northbound o Take Exit 1A and follow signs for US-58 East/Norfolk/V

A Beach o Take US-13 North Ramp to I-264 East/I-64/Portsmouth /Norfolk/VA

Beach o Take Exit 15A for I-264 East toward Portsmouth/Norfolk o Use left lane

to take the Exit to I-64 West toward Richmond o Take Exit 282 for US 13 North

Medical:

This course contains various dynamic classes that are both physically and mentally demanding.

Marines are to be Fully Medically Ready prior to reporting to MCSCG. MCSCG Medical Department will manage acute injuries or illness that occur while onboard for training. Marines may be seen in clinic Monday through Friday 0830-1030 for Sick Call. After hours emergencies may be seen at Naval Medical Center Portsmouth or any local hospital emergency room. The Emergency Dispatch phone number for JEB Little Creek-Fort Story is (757)462-4444 or dial 911. MCSCG Medical Department is located on the 1st floor in the east wing of Building 861 and may be contacted by phone at (757)510-9529.

Travel Details:

Marines must coordinate with their current parent command to generate Defense Travel System orders. Orders will cover the complete duration of the course as found in MCTIMS. All Temporary Additional Duty costs associated with travel and lodging will be paid by either TECOM or the Marine's parent command.

Dress Attire/Uniform Guidance:

Classroom instruction will primarily be conducted in the uniform of the day (Seasonal Marine Corps Combat Utility Uniform). A significant portion of the AT/FP skills and driving instruction (when applicable) will be conducted in casual civilian attire. Marines are encouraged to bring several sets of appropriate casual civilian attire that may become soiled and/or torn during training.
