    March-April 1984CENTRAL BUSINESS DISTRICT IMPROVEMENTS

    HIGHLIGHT SPRING ACTIVITIESThe Ferndale Downtown Development Authority (DDA) is undertaking a 1984 street beautification andimprovement project in conjunction with the Chamber of Commerce and the Retai l Merchants' Association.On January 23rd the City Council authorized the expenditure of approximately $141,780 for installation ofnew curbs, sidewalks, pedestrian islands, tree-wells and screens, and other street improvements. Newdecorative lighting will be provided through Detroit Edison.The 1984 project area includes both sides of West Nine Mile between Woodward and Planavon, and theeast side of Woodward between Nine Mile and Vester.Ramco-Gershenson, Inc., developer of the new retail space under construction on the former FederalDepartment/Radio City site, is cooperating in the pro ject to install lighting, trees, curb and sidewalkimprovements that will complement the DDA initiative.The public share of the 1984 project is being funded largely with Federal Jobs money awarded throughthe Oakland County Community Development Division.Construction on the Nine Mile improvements is scheduled to begin this spring.

    ADOPTATREE CAMPAIGNThe Downtown Development Authority is initiating a 1984 Adopt-A-Tree Campaignin cooperation with the Chamber of Commerce and the Retail Merchants' Associat ion. Since adequate federal and city funding is not available to complete the Nine/Woodward beautification and improvement project fo r 1984 as planned, commercialproperty owners and business persons are being asked to pay the cost of buying,planting and maintaining approximately 50 trees as proposed in the project planprepared by landscape architect John M. Grissim.The est imated cos t o f each tree is $350. The trees will be purchased through theParks and Recreation Department to obtain price discounts.

    "FERNDALE PLACE"Another major e lement of the 1984 beautification and improvement project provides for development ofa new "Ferndale Place" at the Nine Mile/Woodward intersection.The concept advanced by Grissim cal ls for the installation of three f lag poles, a monument wall withplantings, trees, sidewalk improvements and new street furniture.The objective is to provide Ferndale with a new high visibility image and to serve as a reminder of citywidepride.Civic clubs, organizations, schools, institutions and individual citizens will be urged to help support thisinitiative through contributions.Memorial plaques bearing the names of sponsors will be placed on trees and appropriate street fixtures.All contributions will be eligible for tax deductions.Further details will be provided through flyers. meetings and telephone calls within the next two months.For immediate information, contact the Ferndale Chamber of Commerce at 542-2160.

    COMMUNITY DEVELOPMENTSERVICES DEPARTMENTSpruce Up Your Neighborhood

    A new neighborhoodPaint, Patch andClean-up Projectwill be launched inApril under theCommunity Dev-elopment BlockGrant Program approved by the CityCouncil.The CDS Department will be working with CIVICand neighborhood groups to encourage all residents to participate.The project wil l be carried out over a four-weekperiod on a block-by-block basis within each offour neighborhood zones, and within commercialand industrial zones. CDS staff wil l ass is t residents and businesses in each zone by providingon-site technical assistance and engaging in codeenforcement and inspection.Special assistance will be made available tosenior citizens and eligible low-income residents.Everyone is encouraged to join in this neighborhood pride effort to enhance Ferndale. Detailswill be available through the CDS Department.

    CITY ASSESSOR'S OFFICEAn Appeal Route Is Available

    Property owners who, upon receipt of their 1984assessed valuations, wish to appeal assessmentsmay do so by calling the City Assessor at 5476000 Ext. 36, to make an appointment before theBoard of Review.The Board is scheduled to meet Wednesday,Monday and Tuesday, March 7,12, and 13, respectively, from 9 am to 12 noon, 1 pm to 5 pm and7 pm to 8 pm.

    Parents are asked, again, to warn their childrento be aware of strangers that might attempt toapproach them and, immediately, report anysuch incidents to the Police Department. An alarming increase in the number of pedest rian accidents occurred this past January, themajority of victims being teens. Please askyour teen to be alert when crossing streets. Please be aware and instruct your chi ldren ofthe annual problem in early spring, of the theftof unlocked bicycles.

    DEPARTMENT OF PUBLIC WORKSSpring leaf collection is tentatively scheduled forthe week of April 23rd.

    FIRE DEPARTMENTFire Prevention Key to Safety

    According to Fire Inspector William LeGault , 70percent o f the fires that occur in homes andbuildings can be att ributed to indif ference andcarelessness towards good fire preventionpractices.Inspector LeGault points out seven hazardoussituations to avoid:-Careless smokinghabits-Playing withmatches or fireworks-Matches or cigarettes tossed inrubbish-Defective electrical wiring-Faul ty electricalappliances-Over-heatedheating units-Defective and overheated cooking equipment- Improper use of f lammable liquids

    Dog owners are remindedthat licenses for theirpets expired on December 31 st. Applicationsfor new l icenses, whichcost $3.50 each , mustbe accompanied by animmunization certificatethat has an expirationdate beyond Decem-ber 31, 1984. Mailrequests for licenses
