Message from the Airport Manager, Terry Urban

MARCH 2008 During the month of March we had mild weather with the daytime highs in the 40’s, 50’s, 60’s and 70’s and very little moisture (less than ½ inch). Staff performed maintenance on the runway and taxiway lighting as well as pavement maintenance on Runway 16-34.

General Information Inspections of the two runways, fuel farm, the lighting on the two runways, the generator, and the terminal building were completed during this month. Maintenance and janitorial duties were also performed on the Airport grounds, airfield, terminal building, and hangars.

Staff Information

The Airport Manager attended the Airport Advisory Committee monthly meeting. Dustin Harman attended T.S.A. training on False Identification Credentials.

Statistical Information BOARDINGS Commercial boardings at the Hays Regional Airport for the month of March 2008 were 743, an 11% decrease as compared to the 839 boardings for the month of March 2007. The total boardings for the month of February 2008 were 573. With two flights per day to Denver, Great Lakes Airlines had a total of 499 enplanements for the month of March 2008. This was a 3% increase as compared to the 485 enplanements from the month of March 2007. Great Lakes Airlines has two flights per day to Kansas City and had a total of 244 enplanements for the month of March 2008, which was a 31% decrease as compared to the 354 enplanements from March 2007. FUEL SALES Fuel sales for the month of March 2008 at the Hays Regional Airport were 4,217 gallons of 100LL and 17,387 gallons of jet fuel, with total fuel sales for the month being 21,604. The fuel sales figures for March 2007 were 28,596 gallons and 20,491 gallons in February 2008.

Message from the City Manager, Toby Dougherty

MARCH 2008 On March 29-30, 2008, the City of Hays Executive Team attended a Staff Retreat held at the Courtyard by Marriott in Salina which was facilitated by John Divine of The Leadership Firm. Mr. Divine has 35 years of experience with local government including service as a City Commissioner. The two-day session involved staff participation in a SWOT Analysis (framework for analyzing an organization’s strengths, weaknesses, opportunities, and threats) as well as teambuilding exercises and self-reflection. Team goals were developed, and discussion was held in regard to their implementation. As City Manager, I took this opportunity to give staff a clearer understanding of my philosophy and my vision for the organization. The retreat also allowed staff to get a better understanding of each others’ issues and how they relate to the overall operations of the City. With communication as the key to success, the City team strives to enhance communications within the organization as well as with the citizens of Hays. Also, during the month of March, Human Resources Director Susie Billinger retired after 43 years of service to the City of Hays. City administration and staff wish to thank Susie for her dedicated service and wish her a long, happy retirement! On March 28, 2008, the appointment of Steve Nuss to the Human Resources Coordinator position was announced. Steve currently is employed with Developmental Services of Northwest Kansas (DSNWK) where he serves as Human Resources Manager. Steve will begin his duties the week of April 28, 2008. Please help us in welcoming Steve to the City of Hays. Additionally, Gina Riedel, Pam Mayers, and Lila Montgomery, representing the Hays Childcare Consortium, presented a draft copy of a business plan for a community childcare center.

With the recent recognition by Progressive Farmer Magazine (2nd Best Place to Live in Rural America) and the Cathedral of the Plains being named to the “8 Wonders of Kansas” list it seemed a good opportunity for the citizens of Ellis County to name their “8 Wonders of Ellis County”. This project, designed as a partnership with Hays Daily News, was launched in March and will culminate with an announcement during Tourism Week the second week of May. It is basically a reader’s choice of the top eight things visitors should do when visiting Ellis County. A promotional piece describing the top 8 will be produced and distributed at the Welcome Center for the year. The objective is to heighten citizens’ awareness of things for tourist to do while visiting the area. The voting takes place every day until the 20th of April. www.hdnews.net INDIVIDUAL/FAMILY TOURISM PROJECTS – BROCHURE PRINTING AND DISTRIBUTION

• Fulfilled requests to provide brochures to Kansas Originals-Wilson, KS and Kansas Travel and Tourism-Topeka, KS.

• Restocked local brochure racks and distributed posters for the Library poetry contest, VFW Craft Fair, Ellis County Historical Society Museum Spring Bus Tour and Ellis County Historical Society Museum annual quilt exhibit.

• Updated the German Events and Festivals brochure and prepared mailing to distribute the brochure to regional contacts from 2007.

• Worked with the translators and graphic artist on the proofing process for the German and Chinese brochures for the Sister Cities foreign language brochure project.

March is the beginning of the budget process. Finance staff has been working on document preparation for the 2009 budget. This procedure will carry into August when the budget is formally adopted by the City Commission and then presented to the Ellis County Clerk. City Clerk staff have been working on a brochure called The City of Hays at a Glance. Once completed, this will be available in our office for the public to pick up. It is a wonderful resource for residents that want a better understanding of what each department within the city does.

The attached report contains the financial summaries of the revenue and expenditure activities of the City of Hays for the month ended March, 2008.

Period to Date Financial Performance

Revenues in March totaled $1,970,457.00, an increase of $103,796.00 compared to the same period as last year.

• Notable areas of increased revenue compared to March 2007

o Local Alcoholic tax collections were up $23,283 across all pertinent funds

o Building permit fees were up $6202 over last year’s collection.

o Local sales tax collections continue to be strong and Ad Valorem property taxes were up over March 2007

• Notable areas of revenue decrease compared to March 2007

o Misc revenue in the Bond and Interest fund shows a decrease of over $47,000 given First Assembly of God paid on a special assessment last year

o State Aid in the General Fund shows a decrease of $13,501 resulting from payment from FEMA in March of last year for the 2006 ice storm

o R9 Ranch revenue was down due to the timing of their receipt of payment

Expenditures in March totaled $1,148,913, which is a decrease of $138,872 compared to 2007.

Investments on March 31, 2008 totaled $39,400,000.00, which is a $3,750,000.00 increase when compared to March 2007. Interest due at maturity on current investments totals $920,655 which is a decrease of $856,033.00 compared to March 2007. In March, the Finance/City Clerk’s Office invested $10,750,000.00 of maturing CDs with a weighted average interest rate of 2.38%.

Sales tax collected for the General Fund, in March, totaled $735,602.00, which was an increase of $79,107 when compared to 2007. To date, sales tax collections are up 13.1% compared to 2007.

Staff utilized 78.00 hours of paid time off during March.

MARCH 2008 Firefighters make frequent responses to reports of traffic crashes with injuries. Firefighters assist with providing emergency medical care to the injured, work to control the many hazards that are present and extricate victims who are trapped in the wreckage. When persons are trapped or seriously injured in a traffic crash, time is critical to their survival. It is generally recognized that such seriously injured victims must be rescued from the wreckage, transported to the hospital and be in the care of a trauma physician with 60-minutes of the crash. This 60-minute period can quickly pass while bystanders call 9-1-1, the emergency responders are dispatched, the necessary hazards are controlled, the rescue is completed, the victim is transported to the hospital and the necessary trauma medical care is completed. To this end, the goal of the fire department is to extricate the victim from the wreckage within 15 minutes of arrival on the scene. There are many hazards that must be controlled in order for firefighters to safely rescue traffic crash victims. These include on-coming traffic, darkness, unstable vehicles, spilled fuel, broken glass and sharp metal, battery acid, downed power lines, un-deployed air bags and similar dangers. All six of the city’s fire trucks are equipped as a basic rescue truck with medical emergency equipment and basic tools and equipment to control hazards, gain access to trapped victims and perform simple extrication tasks. In addition, two of these fire trucks carry advanced rescue tools to complete more difficult traffic crash rescue work. The fire department, in its role as the community “rescue squad”, spends a great amount of time in training for these emergencies. In addition to EMT training, each firefighter completes a 24-hour course in vehicle crash rescue and a 10-hour annual refresher course. This annual refresher training is conducted in March and April of each year.

General Information

Public Fire Safety Education Program: In March, firefighters used the mobile fire safety house to conduct severe weather safety training for 5 adults and 51 children at Kennedy middle School. Firefighters also assisted in the “DUI Drama” at the Hays High School for 800 students and 50 adults. Twenty-six children and 4 adults from the High Plains Christian School came to the fire station for a fire safety tour. • Year to date, firefighters have made five public education presentations contacting 934

children and 86 adults. • In 2007, firefighters made presentations with the mobile fire safety house contacting 851

children and 162 adults. • During 2006, firefighters made sixteen presentations with the mobile fire safety house,

contacting 1,122 children and 203 adults. Firefighter Darin Myers is the fire safety public education coordinator. He is assisted by Firefighter Justin Choitz and Firefighter Brandon Zimmerman.

Smoke Alarm Program: No smoke alarms were installed in March. Since the smoke alarm program started in 2005, firefighters have installed 165 smoke alarms to better protect the people of Hays. Using donations, the smoke alarm program provides free smoke alarms for senior citizens or persons on fixed incomes and the installation of smoke alarms for persons who need assistance. Firefighter Ross Meder is the program coordinator. At this time the smoke alarm program has suspended door-to-door surveys because of a lack of smoke alarms. The fire department is seeking donations to continue this program. Target Hazard Familiarization: Firefighters conducted target hazard tours of the TMP Billinger Field House, the wastewater treatment plant, 101 Main Street and the CVB building in March. Target hazards are buildings with high numbers of occupants or special hazards or buildings that require special emergency control tactics. Target hazard tours provide an opportunity for firefighters to learn about these buildings to be better prepared for emergency response. The target hazard tour program is coordinated by Deputy Fire Chief Schumacher. Regional Hazardous Materials Emergency Team: There was no training scheduled for the hazardous materials response team in March. April training is planned to include the control of leaks from pressure vessels. Captain Stegman conducted hazardous materials awareness training for the City of Hays Public Works Department. The hazardous materials team is sponsored by the Kansas State Fire Marshal and responds to emergencies throughout northwest Kansas. The team coordinator is Captain Chris Stegman. Regional Technical Rescue Team: The City of Hays Fire Department and Ellis County Rural Fire Department members of the regional rescue team continue work to complete the basic rescue operations training course. Hays firefighters are working to complete the medium to heavy building collapse rescue unit training. The Ellis County firefighters are working to complete the light building collapse rescue unit. The order of special rescue equipment being purchased with a Homeland Security Grant through the Northwest Kansas Regional Homeland Security Council is complete. The council’s fiscal agent has purchased the equipment trailer and the crew carrier pick-up truck and these deliveries are pending. The regional rescue team is not yet operational but is being organized to respond to building collapse, confined space, high angle, trench cave-in and similar emergencies in northwest Kansas. Captain Justin Kilian is the regional technical rescue team coordinator. Fire Department General Order No. 11.1 Regional Rescue Team was finalized and approved as the standard operating procedure for the regional rescue team.

• Deputy Fire Chief Wendy Schumacher attended the International Codes Council conference in Denver, CO.

Training • Firefighter A.J. Simon, Firefighter Greg May and Firefighter Aaron Dome are working to

complete the 130-hour Firefighter II training course; target for completion is January 2008. • All career firefighters are working to complete the 80-hour Rescue Operations course.

Message from the Director, Susie Billinger

MARCH 2008

The Department of Human Resources continues to be involved, on a daily basis, with the administration of benefits, the compilation and implementation of personnel policies, maintenance of personnel records, and recruitment of quality employees. Prior to the retirement of the Director on March 21, 2008, much time was spent reviewing daily procedures, benefit administration processes, and department policies with the Human Resource Administrative Assistant as well as assisting with the hiring process of a new Human Resource Coordinator. The department received over ninety resumes from applicants interested in the position, and conducted interviews with five selected candidates.

General Information

• Employment applications/resumes were accepted for the positions of Refuse and Recycling Collector, a full-time and Seasonal Maintenance Workers for the Parks Department, and a Communications Officer for the Police Department.

Staff Information

• The Director and department supervisors met with Renee Rhoades from IMA on March 5, 2008 to review the City’s safety policies and procedures. This meeting was followed by a facility tour of each department.

• On March 6, 2008, the Director and staff hosted a KMIT Safety Training Seminar for supervisory personnel of various agencies. Attendees were provided with instructional information concerning worker’s compensation policies and procedures.

• The Human Resource Administrative Assistant attended the 2008 Woman’s Leadership Conference on March 28, 2008 hosted by Fort Hays State University.

Statistical Information

• A monthly report on employment was submitted to TMHC Services, Inc., the consultant that administers the City’s drug and alcohol program. Sixty-three employees are included in the City’s random drug and alcohol testing program.

• Sixteen checks were issued for the month of March to employees participating in the Flexible Benefit Plan for 2008.

• KPERS retirement paperwork was submitted for two employees during the month of March.

• Two employees were enrolled in the City’s health insurance program and four cancellation of coverage forms were filed.

• One verification of employment was completed upon request during this month.

• One employee resigned from employment during the month of March, and three new employees were hired to fill vacancies within the Public Works Solid Waste, Service, and Utilities divisions.

• Three worker’s compensation claims were filed during this month. One employee remains on light duty work after experiencing a surgical procedure due to a worker’s compensation injury which occurred in November, 2007.

• A monthly report was submitted to Freedom Claims Management, Inc., the consultant that administers the City’s short term disability insurance program. Coverage was provided to 158 employees for the month of March. Three short term disability claims are currently active.

• The monthly invoice was processed for Lincoln Insurance Group, the City’s voluntary dental insurance provider. There are ninety-six employees currently participating in the program.

• The monthly invoice for AFLAC Cancer Insurance was processed, with 26 employees participating. This is an optional benefit provided to employees through payroll deduction.

Current Projects

• Conduct the interview/hiring process for the positions of Volunteer Firefighter and Welcome Center Part-time Receptionists.

• Distribute letters notifying Volunteer Firefighter applicants of the date for the written and physical exam associated with the hiring process of this position.

• Make arrangements and send out invitations for the monthly employee birthday breakfast scheduled for March 26, 2008.

• Schedule interviews with select candidates and assist in the hiring process for the position of Human Resource Coordinator.

• Contact the Hess Clinic to schedule prospective new employee physical exams and required drug testing.

• Conduct orientation with three new employees to complete employment paperwork and provide an explanation of available benefits.

• Provide correspondence to unsuccessful Maintenance Worker and Plant Operator applicants informing that the positions have been filled.

• Distribute annual KPERS and KP&F account statements to active members. • Schedule / conduct exit interviews with those employees leaving the employment with

the City of Hays as necessary. • Order testing materials, make necessary arrangements, and conduct the written testing

procedure for the position of Volunteer Firefighter. • Attend negotiation sessions and prepare the minutes of meetings conducted with the

City’s Fire and Police unions. • Enroll new employees in the health insurance program and process change orders as

required. • Enroll new employees in the KPERS and KP&F programs as they become eligible.

MARCH 2008 Staff completed numerous tasks in March including the installation of drip irrigation at three (3) locations, installed Sister Cities sign and plaques, leveled lot at 43rd and Sherman, set up goals and bleachers at Pratt-Optimist Soccer Complex and assembled five (5) new bleachers. Precipitation in March was 0.41 inches which is 0.87 inches below normal for the month. The total precipitation for the year is 2.16 inches which is 0.32 inches below normal.

Message from the Police Chief, James Braun

MARCH 2008

March 2008 brings with it thoughts of the upcoming severe weather season. During the month of March, the Department reviews emergency response procedures, making sure all employees are familiar with their role and responsibility should a disaster strike. As the weather begins to warm up, so do the outdoor parties. Officers are kept busy with the increased amount of noise disturbances and party calls. They are paying particular attention to underage alcohol violations and are spending a number of hours monitoring liquor stores, bars and private parties. One of the recently-hired officers is in basic training at the Kansas Law Enforcement Training Academy in Hutchinson Kansas and will graduate on May 9th. The other three new officers have just completed the Department’s Field Training Program. Additionally, the 2009 budget preparations are underway, and the new patrol cars and associated equipment has been ordered. General Information

• The Hays Police Department and Hays Daily News are continuing to join efforts to bring informative and educational “Police” issues to the readers of the Hays Daily News. Articles written by Hays Police Officers discuss topics related to law enforcement and are being published on a weekly basis under the heading Cop Corner. Look for the Cop Corner in the Hays Daily News for these articles. As of March 27, 2008, a total of 175 Cop Corner articles have been published.

VACANT POSITIONS, PROMOTIONS, NEW HIRES

• Officers Brandon Hauptman, Suzanna Augustine, and Sean Swords began work as Hays Police Officers Thursday, August 9, 2007. All three officers attended the Kansas Law Enforcement Training Center’s (KLETC) Basic Police Training Academy which began September 10, 2007 and concluded December 21, 2007. They completed the Field Training Program requirements in March 2008. They will complete their probationary period on May 9, 2008.

• Officer Wade Park began work as a Hays Police Officer on January 2, 2008. He is attending the KLETC Basic Police Academy from February 4, 2008 – May 9, 2008. He is expected to complete all Field Training requirements in late July, 2008.

• The department has 6 employees on probationary status.

• Two of the five new communications officers authorized to be hired in 2008 have been hired and are getting an early start on their training. Ashley Alkire began her employment on December 17, 2007, and Kyla Jurgensen started on December 18, 2007.

Current Projects • The 2008 Training Plan and Matrix is being developed as the state-offered courses become

available. The majority of training, which is conducted locally, is being scheduled.

• Federally-required Airport Security is being conducted daily.

• Residential patrol checks are being conducted upon the request of Hays residents.

• The Humane Society of the High Plains and the City of Hays entered into an eighteen-month agreement to provide animal shelter services for Animal Control impounds for 2007 / 2008.

• School Resource Officer Jeff Ridgway is working with I.T. on the Police Department’s portion of the City website to add photos and information.

• Preparation is underway for 2008 patrol car purchases.

Message from the Director, Brenda Herrman MARCH 2008

March presented warmer weather as the month came to an end. The harsh cold winter was a challenge for Public Works employees. Outside work saw much more activity and divisions geared up for spring and summer work. The tour of the Levee system with Public Works, Parks, and Fort Hays State University noted selected locations where vegetation will have to be removed in order to attain an “acceptable” classification from the U.S. Corps of Engineers. The removal will be completed by all parties affected by the Spring of 2009. The Automated Trash Collection system moved along nicely going into the third month of operation. Customer concern calls became less frequent and letters were mailed to customers needing to make adjustments in the collection process. Overall, the customer base responded positively to staff’s request and adjustments were made. Recycling tonnage numbers remain strong compared to previous years.

• Performed tap installations at 2918 Trinity, 4101 Vine, 4325 Vine, 3701 Post Rd, 2000 Wheatland, 1010 E 41st, 1201 Canterbury, 1027 E. Hwy 40, and 717 E 7th.

• Replaced the fire hydrant at 2703 Vine Street. • Responded to water leaks at 13th and Elm and 1002 Vine St. • Responded to a sewer call at 213 West 20th.

Current Projects US-183 System Enhancement

• Work on median plantings, irrigation, permanent signage and correction of deficient items

remodeling the former Army Reserve Center to serve as City Offices and the construction of a new fire station.
