Velarmino said. 8 ID Public Affairs Office (DPAO) Chief Captain Amado Gutierrez revealed that more than six times for the month of March their men encountered NPA rebels operating in Samar island, and this includes the latest encounters on March 22, 2014. Their troops encountered NPA three times again in one day, and based on the reports that reached the 8 ID headquarters, the first encounter occurred around 10:25 in the morning, near Barangay Capoto-an, Las Navas, Northern Samar when troops under the 34th Infantry Battalion traced the location of the rebels that were about to stage their planned offensive against government troops and government installations. The troops narrated that they were fired upon when they got near the rebels’ location which triggered a 15 8 ID troops face series of encounters in Samar Island T he Department of Public Works and Highways Leyte 5th District Engineering Office immediately responded to the series of landslide incidents which occurred along Baybay- Abuyog National Road brought about by typhoon Caloy on March 23. A major landslide was reported at Sitio Tag- abaca, Barangay Balinsasayaw in Abuyog, Leyte. The maintenance crew immediately made a round- the- clock clearing operations and so the road was declared passable at 11:00 0’clock in the evening. Irish Minister of Agriculture brings humanitarian aid to farmers in Olotan, Jaro Leyte

T he government of I re land was one of several European

countr ies which ac ted swif t ly to help the Yolanda str icken communit ies in Leyte. I re land is thousands of mi les f rom Brgy. Olotan, in Jaro town in Leyte, but the distance was not a deterrent in the countr y ’s ef for t to br ing humanitar ian a id a imed as inter vent ion for the hunger fac ing the farmers af ter Yolanda erased proper t ies and l ivestock . H istor y would te l l that I re land’s developed state was borne out of years of st ruggle, hence, the countr y ’s empathy with the pl ight of the Fi l ip ino farmers considered as the back bone of agr icultural produc ts susta inabi l i t y. I n March 20, th is year, an I r ish delegat ion led by Honorable Joe Costel lo, M inister of State for Trade and Development, Fionnuel la Cal lanan, Pr ivate Secretar y to M inister of State, H.E . The Honorable Joe Costel lo told the gathered crowd of farmers that their humanitar ian a id of 500 thousand Euro dol lars were for seeds and farm tools for r ice farmers of Brgy. Olotan. I n addit ion, the a id would a lso be used the susta inabi l i t y of p lant ing crops feed fami l ies.

Meant ime, coconut farmers were to receive seedl ings but intercropping wi l l be under taken whi le farmers wait for the newly planted coconuts to bear f ru i ts in 6 to 8 years. I t was learned that I re land gave 4 mi l l ion Euro dol lars to the nat ional government af ter Yolanda struck . Honorable Costelo a lso sa id their government wi l l be giv ing an addit ional amount of 3 mi l l ion Euro dol lars for the recover y and rehabi l i tat ion ef for ts of the government. The humanitar ian ef for ts of the I r ish government is a imed to restore income generat ion of r ice and coconut farmers and for susta inable development of the agr iculture sec tor in an area ident i f ied to receive a id. European donor counci ls coursed their humanitar ian a id

through the Food and Agr iculture Organizat ion (FAO) of the United Nat ions which f i l l s the gap in r ice and seed requirement ident i f ied by the Depar tment of Agr iculture and other re lated agencies of the Phi l ippines. FAO has been c losely suppor t ing government- led ef for ts in the countr y ’s agr iculture susta inabi l i t y. As ide f rom seed distr ibut ion, FAO is a lso providing farmers with tools and fer t i l izers and other v i ta l agr icultural equipment not only in region 8 but other regions which suffered the wrath of Yolanda. The Honorable Costel lo ended his v is i t on a note that h is countr y wi l l be involved for another 2 to 3 years in the recover y and rehabi l i tat ion ef for ts of the Phi l ippines. ( P IA-8)

By the second week of Apr i l , the new fami l ies wi l l jo in a communit y assembly where they wi l l be informed of the program. The program off ic ia l added that there are some 56 thousand Samarnons who are current ly enjoying the benef i ts of the program. “More fami l ies wi l l be given the capacit y to send their chi ldren to school and submit themselves to the health program of the state,” sa id Omil lo. Omil lo narrated that dur ing a meet ing with Nutr i t ion O ff icers and DepEd off ic ia ls in Catbalogan, the teachers conf i rmed that the program helped push the chi ldren to attend school . “ They are paid through the Phi lPost , Smar tmoney, Cash card and over the counter,” she sa id. “ We a lso would l ike to st i r the local economy as they wi l l do their purchasing in the place where they get the money,” Omil lo sa id. Army celebrates 117th anniversaryT he 8th Infantry Division of

the Philippine Army based in Catbalogan, Samar marked its 117th Anniversary through a static display of their war fare equipment at the Catbalogan City Plaza during the weekend. The photo and static display gave the public a view of their equipment, vehicles, paraphernalia, photos and other items aimed at reaching out to the public their »Bayanihan« activities of the division. The public was also given the chance to avail of their free medical and dental services. In the evening, the army troopers entertained the public with a l ive band concert playing to upbeat and contemporary tunes to the delight of the audience despite the intermittent rain showers. Red Cross (PRC)-Southern Leyte Chapter conducted series of gift-giving and mass blood letting activities, as well. “Prioritizing the poorest of the poor families in several communities, some 332 indigent families were able to receive the gift-packed food items in 2 barangays and 1 municipality last week,” according to Chapter Service Representative Jasper Caleb Aguilo for Red Cross Youth/Health Service/Disaster Management Service. Some of the beneficiaries were most affected by Typhoon Basyang while others were

identified as among the poorest of the poor families in their respective communities, Aguilo added. The following recipients to gift-giving activities were: Sto. Rosario, Maasin City- 55, Hanginan, Maasin City- 77 and Tomas Oppus, Southern Leyte -200, he reported. The gift-packed food items each contains 4 k ilos r ice, 2 tins sardines, 2 canned beans, 3 packs noodles and 3 packs canton noodles, it was learned. While the respective barangay/municipality also received their share of gift packs which could be used for their food-for-work activities, he said. Meanwhile, last March 15 and 16, 2014, the PRC local chapter were able to collect 43 bags of

blood during the two separate mass blood letting activities, PRC Chapter Administrator Jonas Macu said. In close coordination with the local Dating Daan congregation, 24 bags of blood were collected. With the blood letting with the school cadets of the Southern Leyte State University (SLSU)- Main Campus at Sogod, Southern Leyte, the local chapter was able to collect 19 bags of blood, he said. Provincial Capitol employees undergo earthquake drill

Monday afternoon, and, minutes later employees from various provincial

officials orderly moved out in single file. As soon as the employees were safe outside, huddled under trees,

which lasted for about 15 minutes occurred at Barangay Buluan, Calbiga, Samar when another troops under the 1st Scout Ranger Battalion caught up with the NPAs hiding near the center of Brgy Buluan. The encounter resulted to the recovery of one M14 rifle by the Scout Ranger troops from the NPA rebels. The troops stated that the rebel whom the M14 rifle was recovered from was reported to be fatally wounded. However, he was taken by his comrades as they withdrew. Scores of rebels were also seen scampering from the encounter site wounded. It may be recalled that on March 20, 2014, the 87th Infantry Battalion encountered a band of NPA rebels at Brgy. Canlobo, Pinabacdao, Samar where troops

under the said battalion recovered one M16 rifle and one rebel body count. Based on reports, the NPA rebels encountered by troops under the 87th Infantry Battalion at Brgy Canlobo, Pinabacdao, Samar and the NPA rebels encountered by the troops under the Ranger Battalion at Brgy Buluan, Calbiga, Samar belong to the same group. The encounters recorded were made possible by reports of concerned civilians in the barangays where the encounters occurred who were said to be fed up of the extortion, coercion and intimidation being done to them by the NPA rebels.
