    Report of the Town Clerk on matters arising from the minutesof the monthly meeting held on 12th February 2007.

    HOUSING & BUILDING:a) Youghal Town Council are currently carrying out an audit of allits remaining houses in Dermot Hurley Estate and BlackwaterHeights which have not had heating, windows and doors installed.This information will be placed in a submission which is beingforwarded to the Department of the Environment, Heritage andLocal Government with a view to obtaining the necessary fundingto have these works carried out before the end of 2007 pending theappointment of a suitable contractor through the tenderingprocess. It is anticipated that the envisaged works will cost in theregion of between 500,000 and 600,000 in the coming year.b) The interviews for the position of Tenant Liaison Officer aredue to be held during the month of April. It is hoped that the suc-cessful candidate will take up position with Youghal TownCouncil before the end of May.c) Youghal Town Council under the RAPID Playground fund havebeen successful in their application to the Department for play-ground funding and have been allocated 60,000 to add to the

    quality of the existing playgrounds at Blackwater Heights,Chestnut Drive and the Millennium Garden.ROAD TRANSPORTATION & SAFETY:a) Because of the mild winter we have carried out site cleaningearly on the South Main Street, North Main Street and on othermain thoroughfares of the town.b) The large quantities of rainfall which have taken place sinceOctober last have caused innumerable problems with surfacewater in various areas of the town. We have been addressing theeissues lately in respect of the Magners Hill area and also the junc-tion of Cork Hill and North Main Street to ensure that potholes arefilled on an ongoing basis and that they are reviewed on a weeklybasis. There is an opportunity to have a new surface installed atMangers Hill and this is included in the Non National Roads Grantproposals contained further on the meeting agenda.WATER & SEWERS:a) The reservoirs are at full storage capacity currently with a dailyaverage consumption through February ranging from 555,000 and575,000 gallons per day.b) All sewers and pumping stations are currently running withoutany restrictions.PLANNING & DEVELOPMENT:a) Further information request have issued to a) McInerneyHomes Ltd. for its proposed development compromising a) siteclearance to include the demolition of Whitebarn House, existingoutbuilding & substation, b) construction of 298 no. residentialunits consisting of 3 no. detached, 122 no. semi-detached, 101 no.

    terraced, 38 no. apartments and 34 no. duplex units, c) the provi-sion of a 675sq. metre crche, d) construction of a vehicular accessand associated road works at Upper Cork Hill, e) the reservationof lands for future commercial/residential and open space uses andf) all associated car parking, play areas, landscaping and sitedevelopment works at Sweetfields/Whitebarn, Youghal. Planningreference no: P58076/06. This request issued on 21st of February2007 and b) to Murphy construction for the construction of 109residential units (comprising 8 no. apts. in a four storey block), 6no. 2 storey 3 bedroomed semi-detached houses, 16 no. 2 storey 3bedroom town houses, 5 no. 2 storey 4 bedroom townhouses, 74no. 2 bed. duplex townhouses/apts. (in two storey blocks over apartial lower ground floor, therefore 3 storeys in elevation), a newaccess roadway, connections to relevant public services, landscap-ing and ancillary site works at Bawnmore/Magners Hill, Youghal.Planning reference no: P58076/06. This request issued on the 15thof February 2007.b) The Social Economic Development Group launched the townportfolio and profile recently and this was presented to AnTaoiseach, Bertie Ahern when he visited Youghal recently to openPobalscoil na Troinoide.ENVIRONMENTAL PROTECTION:

    ENVIRONMENTAL PROTECTION:a) We have completed the purchase of the new refuse truck whichis due to become operational on the streets this week.b) Youghal Town Council are extremely concerned in relation tothe amount of litter and indiscriminate dumping which is takingplace throughout the town and are currently considering a policyof publishing the names of individuals who are found responsiblefor indiscriminate dumping in the local newspapers.RECREATION & AMENITY:a) I wish to advise that 10,500 has been awarded to the YoughalSocio and Economic Group from East Cork Area Development forthe carrying out of various feasibility studies on development proj-ects envisaged for Youghal.b) Margaret Gowan & Co. have been approved as the company tocarry out the conservation maintenance plan for the Town Walls, adraft of which should be available for the National Walled Townsconference on the 16th/17th May next.HARBOUR MATTERS:a) I have circularised copies of the Harbour Quay Walls and SeaWalls survey to the members and to the Engineering Staff of CorkCounty Council. The survey is included on the agenda of the

    March meeting of the Council.FINANCIAL MATTERS:a) All rate demands for 2007 issued during the last number ofweeks based on the 2007 rate book which incorporated the 2% rateincrease approved by the members at the budget meeting of 2007.

    Deputation: Deputation from the residents of SweetfieldsEstate.The deputation presented an argument to the Council outliningreasons why road surfaces and footpaths in Sweetfields Estateshould receive priority. The residents offered six points for consid-eration.1) In thirty years since its construction, Sweetfields Estate has hadno resurfacing. Footpaths in the estate are in bad repair.

    2) The Estate is being used as an access point for housing devel-opments and therefore is subject to major inconvenience to resi-dents created by loading and off loading by heavy vehicles.3) Sewer works carried out toward the end of 2006 have left theroad surface unsafe.4) The roadway in front of houses 1-10 was used for diversiontraffic while Oak Hill was developed 3-4 years ago. Despite assur-ances, the repair work has never been carried out.5) A portion of footpath was constructed at the entrance to theestate 10 years ago by the Council but was not completed. Allother footpaths in the estate were seen to by the residents.6) The open space between 14 and 16 has been damaged bybuilders' machinery and vehicles while residents wish to propose

    that the area between number 20 and 21 be cleared to allow turn-ing space and ease congestion.

    Councilors thanked the residents for their presentation. Cllr. Burkeasked how Sweetfields compares to other estates. The residentsstated that there is 'no comparison to other estates' adding that the'outer road has sunk three inches since the Oak Hill development'.Cllr. Linehan-Foley said that 'all the Cllrs. supported the residents'call for improvements and asked the Town Clerk if funding wasavailable through the National Roads Authority. The Town Clerkadvised that funding for restoration works at Sweetfields couldonly come from the Non-National Roads Grant or Youghal TownCouncil. Cllr. Murray ventured that the estate would have been'classified as private initially'. Cllr. Beecher wanted to know who

    was responsible for resurfacing the main road and whether thedeveloper had permission to use Sweetfields while Oak Hill wasbeing built. The Town Clerk said an 'agreed format' had been inplace and that 'it was always considered by YTC that the estatewould be refurbished after the works were done'. He added. "Ifyou look at the Council's programme of works for estates youcould argue that Sweetfields would be next but it is up to you themembers to make funds available." Cllr. Savage described the

    condition of the estate's roads and footpaths as 'horrific' beforeadding. "I thought at the very least that the developer would beresponsible to leave the road in the condition he found it." He alsocited the possible devaluing of property in the area due to the con-ditions of the estates infrastructure. Cllr. Casey said the residentshad been 'long suffering' in regard to the sewer system being 'inad-equate'. Cllr. McLellan added. "We are aware and we will supportye." Cllr. Hennessy also offered support and cited the dangers of

    uneven surfaces for 'children and women in high heels'. Mayor,Revins concluded that the deputation from the residents would 'notfall on deaf ears'.

    2. Votes of Congratulations.Cllr. Linehan-Foley congratulated Pobalscoil na Trionoide on theirofficial opening day. "It was a great honour to be invited there andthe planning that went into the day must have taken months," shesaid. Cllr. Savage praised the staff and management of the school."They are great ambassadors for the town. I suggest we write a let-ter and commend them on their efforts." Cllr. McLellan offered hercongratulations to the CASA group for their recent singing per-formance on RTE. Cllr. Hennessy praised the Keniry School ofDancing on their recent success. Cllr. Beecher said he was 'proud

    to be Irish' on the day of the Ireland v England rugby internation-al at Croke Park. "God bless peace," he added. He also namedEddie O'Sullivan and Daniel Maloney for special mention in theircontributions on the historic day. The Mayor asked that theCouncil consider giving the Youghal Credit Union a civic recep-tion for the contribution to the town's people. This was unani-mously agreed.

    3. Town Foreman's Report.Cllr. Linehan-Foley relayed the frustrations of Sarsfield Tce. res-idents at the lack of progress regarding the installation of car park-ing spaces. "What's the hold up," she asked. The Cllr. had a num-ber of items to query. She asked for an update on a new taxi rank,

    cited the signage on the Clockgate as 'dirty' and in need of clean-ing, asked that a section of the graveyard be alleviated from theshade of a tree to brighten it up, that the Council look again at thetrading bye-laws so that another space may be awarded in thestrand area 'so people can go somewhere else besides Tides, thatsome footpath work at Blackwater Heights was left 'unfinished'and that she had received phone calls from residents at Meadow-Valley complaining of parked lorries creating a traffic hazard. Cllr.Casey asked that the Grotto in Sarsfield Tce. needs some attention.Cllr. Burke revisited the indiscriminate dumping between the newGAA grounds and Blackwater Heights. He informed the Councilthat he has 'never seen it so bad' and that large scale dumping istaking place there. He said items as large as mattresses were beingdumped and set on fire. He also related this area to the field across

    from Dermot Hurley as litter black-spots. Cllr. McLellan con-curred when she remarked that it is 'shocking what is over the wallthere'. She asked for another bench to be placed on the BretonRoad for the convenience of the elderly on their walks. The Cllr.informed members that a woman had fallen and been injured dueto the uneven surface at Cross Lane. She asked that the parkingarea at the Cherryvale Graveyard entrance be lined to preventobstruction by cars. She concluded by requesting an update on the'bad bend' at Raheen Park. Cllr. Murray asked that a tap beinstalled at the Graveyard. She said the two-way system at theBreton Road is being underused and signage might help. Shewanted to know if any progress was being made regarding theparking of coaches on lighthouse hill and that a stop sign is

    required at the top of Chickly's Road. Cllr. Beecher said he wasalso looking for an update to the Sarsfield Tce parking query. Heremarked that manholes in Dun Chorain are in a 'very bad condi-tion'. The Cllr. said he had spoken to engineers about the trafficlights at the end of Cork Hill and it was their opinion that lightswould be the wrong option. He added that the engineers recom-mended a 'mini-roundabout'. This brought a wry smile from Cllr.Casey who had suggested a mini-roundabout months previous.The Town Clerk said that a consultants report on traffic manage-

    management would now be considered before committing to traf-fic lights. Cllr. savage asked if there was 'any plans to upgrade theplayground on Mill Rd?' He was informed that 66,000 wasalready in the kitty for such maintenance. The Cllr. then expressedhis frustration toward dog owners who allow their dogs to foul thestreets. "People show no responsibility and it is everywhere. Whenpeople see this report in the paper they will know who they are andthey should cop themselves on," he said. Both Cllr. Casey andMcLellan countered that it is 'not all' dog owners. Cllr. Casey thensaid that indiscriminate dumping in town was the responsibility of

    Cork County Council to clean up. He added that the system put inplace is 'failing' and that 'extra pressure' was being put on YoughalCouncil staff. The Town Clerk interjected that illegal dumping is'not being reported'. Cllr. Casey said reporting was difficult as'most dumping goes on in the middle of the night'. However, theTown Clerk reiterated the citizen's responsibility by stating thatsome dumping has been witnessed and not reported. Cllr. Revinsasked that a tree in Knockaverry be looked at.

    4. Cork County Council Items - Report by Cllr. Murray.Cllr. Murray informed members that she expects the library to beopen in the River Gate Mall in mid-April. She said that the librarywould be fully automated, carpeted and that PC workstations werein place. The Cllr. expressed her pleasure that Ceolta Si would

    benefit from the arts grant. She said the County Council had dis-cussed the Cork Airport debt debate and said that any adversefinancial affects could have repercussions for Youghal and itstourism needs. She concluded that there are no streetlights outsidePobalscoil na Trionoide.Cllr. Beecher said the speed limit at Cock and Bull has still notbeen reduced. He added that a 'hole in the Quarry Road has nohardcore underneath it'. He said cars are still being displayed forsale at Summerfield Cross and added that the 'misuse of disabledspaces is a disgrace'. He advised the Council take the lead fromother authorities and paint the spaces blue. He thanked the TownEngineer for work carried out on the Inch Rd. He concluded withthe concerns of residents at Bayview who are experiencing traffic

    congestion and obstruction in their estate at mass time. The Cllr.suggested putting double yellow lines to prevent parking in frontof entrances. Cllr. Linehan-Foley advised that residents atMeadowvalley and Shanvine have contacted the Gardai regardingthe parking of trucks on the road in the area. "It's deadly danger-ous and I wonder could we put a path on the other side?" sheasked. The Cllr. empathized with the residents at Bayview whileciting a similar problem at Kilcoran Rd. "The emergency servicescouldn't use that road when mass is on because the parking is bru-tal there," she said. Cllr. Casey asked that Cork County Council'revise' their strategies for collecting refuse. "They should try towin back the customers. A number of people have failed to use thesystem. In a number of cases no bins are going out. Where is theirrubbish going?" he asked. He then pondered whether the proposal

    for traffic lights at Cork Hill is now a 'dead duck'. Cllr. Burkeasked for an update on a blue flag status for Redbarn, the parkingproblems at Sra na Sali, the footpath from Summerfield to theswimming pool, the collection of plastics for recycling and theoutfall pipe on the front strand. The Engineer responded to thesequeries. He said he had looked at the congestion at Sra na Sali andsaid it was a 'parking problem' and the County Council would'have to get funding' to carry out works. Regarding the footpath tothe swimming pool, the Engineer remarked that the RailwayBridge would pose a problem. Cllr. Burke suggested a 'narrowingof the path' at that point while Cllr. Casey suggesting the pathcould go outside the bridge. Cllr. Burke then raised the issue ofaluminum levels in Youghal's drinking water. He said he had

    checked the Environmental Protection Agency website for recentresults and was alarmed by the report. "For the fifth year in a rowsince 2000 we have an unacceptable level of aluminum exceedingEU standards in the drinking water in Youghal. The last report car-ried out in 2005 shows 12 out of 21 samples failed. Given the rela-tion between aluminum in water and Alzheimer's this is alarming,"he said. The Town Engineer responded by saying 'three beds hadbeen treated and there was improvement'. Cllr. burke asked wasthis '100%'. The Town Engineer replied. "We will check it out but

    it out but you will find the situation has vastly improved." Cllr.McLellan asked if there were any plans to carry out works on foot-paths on the back and main streets. She also inquired as to therecycling of plastics. Cllr. Savage praised the County Council fortheir ongoing efforts to keep the low level outfall pipe clear ofsand at the front strand but asked if a report on the pipe could befinally published so extension work could be carried out once andfor all. The Town Engineer said the issue of extending the outfallpipe by 50 metres was dependant on funding. The Town Clerksuggested that the Town Council make provision to go '50-50 withCork County Council' to push the work forward. Cllr. Burke saidhe wished to propose the idea be put in for the next budget. TheCounty Manager then answered the question on recycling plasticswhen he said the County Council 'won't return to it' and remindedCouncillors that it was their concerns over domestic rubbish atlandfill and bring sites that brought it to the attention of the CountyCouncil in the first place.

    5. Mayor's Business.The Mayor informed members that the next meeting would bebrought forward to the 2nd of April.

    6. Draft Road Traffic & Parking in Public Spaces Bye-Lawsand submissions on same received during public consultationprocess.Cllr. Murray asked what action would be taken to prevent busesparking on the Lighthouse Hill. Cllr. Revins said the Councilwould wait for the lining of parking spaces there. Cllr. Savageexpressed concern over the possible placing of parking metres atBun Scoil and parents need to drop and pick up kids from school.The Town Clerk remarked that the proposal was in response to res-idents needs for residential parking. Cllr. Linehan-Foley remarkedthat the traffic wardens were 'extremely flexible' in regard toschool runs while Cllr. Revins reminded Cllr. Savage of the park-ing situation outside Gael Scoil Chorain. Cllr. Savage said he feltparents would not want to feel they would be 'breaking the law'.Cllr. Linehan-Foley said the roads outside Bun Scoil are doubleyellow lined and people are 'breaking the law as it is'. "The trafficwardens are very sympathetic. They only get annoyed when peo-ple abuse disabled parking spaces," she said. Cllr. Burke inquiredas to the possibility of affording a two-hour parking exemption forMethodist Church goers on Sunday mornings. The Mayor saidsuch an exemption would be dependent on the proposed develop-ment of the Devonshire Arms Hotel.

    7. CCTV feasibility proposal for Youghal and letters of sup-port for same.The Mayor thanked the Chamber of Commerce for their letter ofsupport for the application of CCTV cameras for Youghal. "It's

    very important that we get this," he said. Cllr. McLellan asked ifthe Council know how residents at Blackwater Heights 'feel' aboutthe proposal in relation to Bru na Si. Cllr. Revins said cameras'won't be invading anyone's privacy'.

    8. Harbour Matters - Quay and Seawall Survey by DavidKelly Partnership.Cllr. Casey said that he wanted to 'express great alarm' over thereport on the structure of the western side of Lighthouse Hill. "Itcould collapse at any moment," he said. He warned of possible'carnage' should the road give way while in use by walkers orbusses. The County Manager said that the report has been pickedup and will be 'acted upon shortly'. Cllr. Burke observed that 'thisis the most alarming report we ever got'. Cllr. Casey then asked theCouncil if the Duke of Devonshire estate has ever paid commer-cial rates to the Council or to Waterford Council for the use of theriver as a commercial enterprise. The Cllr. said that the Duke'sestate has used the river as a commercial enterprise for years. "It'stime the state woke up on this. In the USA any river that is navi-gateable is public property," he said. The Town Clerk said hewould investigate but was unaware of what rates would be appli-cable. Cllr. Casey advised that the Council ascertain what exact

    exact ownership the Duke's estate is claiming. Cllr. Burke ven-tured. "Is it possible for Youghal Town Council to send a ratesdemand to the Duke?" The Town Clerk said he would bring it tothe attention of the Council's solicitor.

    9. Unresolved Motions Report.Cllr. Casey raised the issue of flooding and said the 'main heritageof Youghal is under threat'. He warned that if funding is not forth-coming from the government then the 'pumping of money' into theheritage regeneration plan could be wasted. "The last major floodsaw water up at the Nook Lane and Church St. It's not cars youwill see on the main street but gondolas. The last high tide I sawthe water was lapping on the very tip of the quay. We need to pro-tect people's homes and our heritage," he said.

    10. Non National Road Grant 2007: Proposals by EngineeringStaff.The Town Clerk revisited the debate on Sweetfields, informingmembers that the proposals for the estate include upgrading thesewer and two of the three cul de sacs. He warned that it would notbe 'prudent' to resurface over an inadequate sewer and then 'dig itup' at a later date. "The engineering staff has highlighted that it hasto be upgraded. If that doesn't arise then the Sanitary Authoritywill have to do it. When this is done with the two cul de sacs then

    we will resurface the roads. In this way you are giving a commit-ment to the residents. Doing the cul de sacs means footpaths androadways " he said.

    11. Motion in the name of Cllr. Revins seconded by Cllr.Linehan Foley:"That this Council, Youghal Town Council, call on Cork CountyCouncil, with immediate effect, to provide a Gate - which may beclosed at night and opened by day - or Ramps at Claycastle CarPark, The Strand, Youghal".

    Speaking on this motion Cllr. Revins said. "Three weeks ago therewas a hit and run at Claycastle where damage was done to a carand the boy racer drove off. In north Cork the Gardai have startedusing unmarked cars with some success. They are racing on theroad at 3am and someone will be killed. Tourists will be comingsoon and this is what they will be listening to." Cllr. Linehan-Foley said it was 'sad' to have to consider gates, as the car park isa popular spot and suggested the use of ramps. Cllr. Savage sup-ported the motion and said the boy racers are 'getting away with itfor too long' and looked forward to a 'response from the Gardai' atthe next meeting. The Town Engineer asserted that the use oframps would be a 'last resort' as they can potentially damage cars.This was refuted by Cllr. Casey who said ramps are used all overEurope effectively and that there should be 'no problem' if they areused properly, 'especially inside a car park'.

    12. Any Other Business.It was announced the St. Patrick's Day Parade will be held at 3 O'clock. Cllr. Casey asked that the organisers of the Emer CaseyFundraising Race be allowed the use of the Town Hall for theevent. He praised the Caseys for their contribution to the townover the years and asked that the Council show their support. Thisproposal was agreed.

    Beaver Scout Report.Currently we have 24 beavers with a waiting list of about 40.Children ideally need to put their names down on the waiting listat 4 years of age in order to gain admittance at 6 years of age.Activities range from hikes in Glenbower Woods, Killeagh, visit-ing the Donkey Sanctuary in Liscarroll and adopting two donkeys,raising money for the Guide Dogs and visiting their training cen-tre in Cork, visits to the Pantomime in Cork, Millstreet CountryPark. Local amenities are also utilized from taking part in the St.Patrick's Day Parade, visits to the Playground, trips to theSwimming Pool, Cinema, Fire Station, Coastguard Station and ofcourse our Christmas Party with bowling and visiting Santa atPerks. The beaver programme is based around 8 Paw Badgesearned through fun and learning over two years when they moveto the Cub Scout Pack.

    Scout ReportIn January the Scout Troop enjoyed a cold and challenging expe-dition in the Galtee Mountain Range. Three Patrols are currentlypreparing for 2 county competitions, an Expedition Weekend atCurragh Chase Country Park in Co. Limerick and a CampcraftWeekend in Kilcully, Blackpool. The Scout Troop hope to havetheir annual Summer Camp in North Wales this summer.

    In a move that unites luminary seafood retailers with the best

    seafood pubs and restaurants in Ireland, members of the Irish

    Association of Seafood Companies (IASC) have joined the new

    BIM Seafood Circle.

    Having met the necessary criteria for becoming a member, Yawl

    Bay Seafoods Youghal, is now proudly displaying the SeafoodCircle "Seafood Specialist" plaque outside their premises.

    "All food lovers want the best seafood, both for cooking at home

    and when eating out", said Martina Clarke, of IASC. "We know our

    member's stores have the best fish and shellfish, and the best serv-

    ice for customers, so it makes perfect sense to join the Seafood

    Circle.

    "Our members represent generations of "seafood specialists" with

    an unrivalled knowledge of fish. One of our primary roles in the

    Association is to actively encourage ever improving standards and

    we fully support BIM's proactive stance in this regard".

    IASC members are independently assessed before being admitted

    to the Seafood Circle. In total over 100 restaurants, pubs and

    seafood retailers throughout the country have received their

    Seafood Circle plaques for 2007 following the launch of the new

    programme from BIM in Dublin last week. Demand for seafood in

    Ireland is significant and is increasing. Last year there was an

    overall growth of 15% on the previous year.

    "Careful sourcing, a good selection and above all a sustainable

    approach to the gift of the sea is what customers want today", says

    Martina Clarke. "Our members have the expertise and experience

    to deliver just that".

    "Many of our members are not just celebrated in their neighbor-

    hood, but also represent the most outstanding retailers in Ireland.

    Our member, Martin Shanahan, a seafood retailer and chef pro-

    duced his book, Irish Seafood Cookery, which includes a list ofseafood specialists around the country. It has sold more than

    10,000 copies in less than a year, showing the desire and demand

    for great fish sold by expert seafood retailers. Joining the Seafood

    Circle is another way for IASC members to get across their mes-

    sage that cooking success begins when you shop with the seafood

    champions".

    New Approach Needed of How We Reg ard Old Age.

    Sinn Fin candidate, Cllr Sandra McLellan, has welcomed therecruitment by the HSE of care workers for the elderly, but saidthat we as a society need to go much further and look anew at howwe regard old age.Sandra McLellan said: "I welcome the recruitment by the HSE ofcare workers for the elderly, not least because the issue of stan-

    dards in homes has brought into the public arena how older peo-ple are seen in our society. But we need go much further thanstandards in homes and look at how we view old age generally.""It might be pretty obvious, but older people are just that. Theyare not, as some Ministers like to view them, bed blockers or poordears or problem people to be hidden away. They are people of acertain age with their own needs and requirements but with thesame rights to housing, health care or transport as any of the restof the population.""Giving as much independence to people as possible is the key.Much attention has been paid to nursing homes but people shouldbe allowed and encouraged to stay in their own community wher-ever possible. Of course some people's health means that theyneed extra support and intensive care, but the majority of peoplecan and should be accommodated in their own communities.""There are a number of excellent projects such as that in RathmoreCo Kerry and Ballincollig in Cork, which serve as an example ofhow older people who cannot remain in their own home can beaccommodated. There is some sheltered accommodation acrossCork East, but not near enough. What those two projects in par-ticular have done is build secure accommodation in which peoplelive independently but with access to services where needed.There should be a lot more of these schemes in all the towns andvillages. In the larger towns it is important to have a number ofdifferent projects to avoid ghettoising people.""Secondly the old age pension needs to be increased to allow peo-ple the means to pay their bills and have a basic income. I am not

    talking about the auction politics that are being promoted by cer-tain Ministers at the moment. The Minister of Finance and thegovernment had the power to increase the pension to 237 perweek in last December's budget. Instead they choose to decreasethe top rate of tax by 2%. They favoured those who were on agood income above the needs of pensioners. I believe this waswrong and Sinn Fin pointed it out in our pre budget submission.""Older people should be treated with respect and with dignity.They deserve the same rights as any other section of the commu-nity. Older people have done the graft and paid the taxes whichhave given us the opportunities we have today. They are not arace apart. Most of us will be old some day."

    Comhaltas members demonstrated that they have boundless ener-gy during a weeklong series of first class cultural expeditions. Theactivities starting out with Ceolta Si's visit to Wales on the 9th ofMarch and finishing up with Youghal Junior Comhaltas membersreceiving the trophy for best Cultural group in the Youghal StPatrick's Day parade. The cultural expeditions brought the

    Comhaltas members from Youghal to Cardiff, on to NewportWales, then to Cork County Hall for the Arts Grants Awards, andfrom there to their own Annual Mol an Oige Concert which washeld for the first time in Pobalscoil Na Trionoide, and finishing uptriumphantly for the Junior members in the Youghal Parade.Ceolta Si's itinerary for the Welsh trip commences with a perform-ance on Friday afternoon 9th March at the new 67m building forthe National Assembly of Wales.The group were welcomed byLorraine Barrett A.M the elected repesentative from Cardiff to theNational Assembly.After the performance which was very wellrecieved, Micheal De Buitleir made a presentation to LorraineBarrett on behalf of the Mayor of Youghal Mr. Sammy Revins.Later that night Ceolta Si members participated in a mighty ses-

    sion at the Irish Centre in Newport where they were greeted byGraham Johnston, Chairman of the "Amairgin the Gael" Branchof Comhaltas. The official concert for the weekend was also at theIrish Centre on Saturday night when both Branches formallyagreed a twinning arrangement. It is envisaged that future genera-tions of young musicsans and dancers from both Branches willfoster direct personal links and the Leaders will develop mutualsupport and exchange programmes. During the informal sessionthat followed the concert members of the Youghal Branch weredelighted to meet up with members of Cwmin Dawns WerinCaerdydd Folkdance Group.This group recalled with great joy,their visit to Bru na Si last summer and they are keen to visitYoughal again in the near future.In between the formal performance there were numerous gigs and

    sessions in places like the TESCO Stage in the Millennium CentreCardiff, also the Millennium Stadium, and Cork Airport, as wellas a pub and restaurant session, and not to mention the customarysinging session which happens at the drop of a hat during allCeolta Si trips.Mol an oigeThe annual Mol an Oige Concert was held this year at the SchoolHall, attached to the New Pobailscoil Na Trionoide, which wasrecently officially opened by An Taoiseach Mr. Bertie Ahern T.D.The new venue proved ideal for the event giving great comfortand freedom of movement to the huge audience and also to thehundreds of young performers many of who were performing attheir first concert. The concert proved a great success; howeverwith the huge numbers now involved, it is suggest that the eventneeds to be reviewed and presented through a different format infuture. For now we can be sure that the children had a great timeand this is what Mol an Oige (Praise the Youth) is all about. This was a good run outfor the lads who start the East Cork League on the 31st of marchwith an away game against Castlelyons. Chris Morrision had agood game in goals, in defence Ollie Dempsey, Diarmuid Beecherand Ronan O'Sullivan played well. Danny Walsh dominated mid-field throughout and upfront Colin Keenaghan and Jake Powerprovided the scoring threat.

    Under 13Our under 13 footballers were busy this week, playing Fr O'Neillsunder lights on Tuesday evening. With a large turnout of playersthis was another good game with everyone getting a game. In theend Fr O'neills ran out winners.On Bank holiday Monday the lads faced Castlelyons in theChampionship. Playing against a very strong wind we went in athalf time trailing castlelyons by 2-5 to 1-1. The second half sawYoughal play their best football to date but were unlucky to loseby a single point. Both senior and junior members weredelighted to see the new Kenny Wight and Christopher Cooneyshow their snooker skills on the green baize. In an exciting threeframe final both players had their chances but it was Wight whotook the first frame on the Black ball, again in the second frameboth players proved they were equally matched as the frame endedin another Black ball game. After numerous chances and excitingcrosses and long shots it was Wight again who potted the winning

    ball to claim the title and prove his not just the new kid on theblock. Well done to both players who entertained the crowd withtheir snooker talents. -Match referee Brendan Cooney.Meanwhile the newly formed senior social snooker team playedaway to Cappoquin in a friendly match. The team which compris-es of some of the Society's retired veterans, X Team players, yel-low potters, stuffers, grinders and also rans something like themagnificent seven, the wild bunch or odd bunch take your pickproved they were up for the challenge and proved their critics (andbookmakers) wrong and came back proudly flying the Corkcolours after beating their Waterford rivals in their home ground!This was is in know small part to the young Christy Hennessy whoknocked up three winning frames and was the backbone of theteam; as for the snooker star Gazza, well what can be said aboutGazza that hasn't been said before! CLUBThe B.A.S.S. club held their second competition of the year onsunday march 18th with nine members in attendance.Strong northwesterly winds which turned the rain to sleet, the sleetto snow and the snow to hail. And it was mothers day! Due to thecombination of weather and thespecial day itself only nine mem-bers fished the competition thisweekend.     SARAH RYAN WINS AL L I RELAND J UNIORPOLE VAULT TIT LEOn Sunday Last in Nenagh Sarah Ryan add to her reputation asone of the up and coming talents of Irish Pole Vault by securingher first All Ireland Junior title. Sarah showed great determinationon the day to over come not alone competitors but also illness to

    take the title. The Competition started at 2 metres and Sarah camein at 2.20 with a first time clearance took control at the competi-tion, the bar was raised to 2.40 and only two competitors remainedin line for the title, Sarah again cleared 2.40 on the first attemptand narrowly missed out on her PB at 2.60. Her first time clear-ance all the way to 2.40 was enough for her to win the junior title.This year so far for Sarah has continued on from her success oflast year where she was on Irish International Schools team, bywinning the Munster Senior Indoor title and finishing 4th in theAll Ireland Senior Indoor Championships in the Odyssey inBelfast. Sarah is now ranked 4th in the All Ireland Senior IndoorRankingsIn the Junior Men Pole Vault Competition we had two competingJames Flanagan who finished 3rd and Ray Kelly 4th. This was

    James Flanagan final year at Junior level and showed great deter-mination to get amongst the medals with a clearance of 3.20metres, James is away at college this year and has trained only ahandful of times this year, in contrast Ray Kelly has shown greatimprovement since last year and jumped 2 new PB s in the com-petition on Sunday, increasing his PB from 2.10 to 2.40. Ray wasvery unlucky at 2.60 and with more training and more competi-tions Ray can increase that PB by a lot more.

    Girls Under 14 - Buttevant 3 Youghal Utd 2Youghal travelled to Buttevant on a cold and windy day in searchof a much needed win to keep us in touch with the top team in theleague. Youghal opened the scoring from a corner where LisaO'Sullivan crossed a good ball in and when the ball broke out tothe edge of the area Aisling Mullins was on hand to hit the ballfirst time in to the far corner of the Buttevant net to give the

    Youghal girls deserved lead. However this seemed to spur on theButtevant girls who begun to play the better football and theybroke through the Youghal defence to score for them, a deservedequaliser. Youghal had most of the play for the remainder of hefirst half but could not put the ball in the net. The wind gotstronger as the first half drew to a close. Youghal started the sec-ond half very well and scored three minutes into the second halfthanks to Sarah Goggin and looked like taking over but as the halfwent on the wind got even stronger and when the ball fell to oneof the Buttevant girls midways inside the Youghal half she hit ittowards goal and with the aid of the wind found the back of theYoughal net to level the scores. Buttevant kept the Youghal girlspinned back in their own half for long periods of play and got their

    third goal when the Buttevant centre forward took a shot frominside the penalty area to find the bottom corner beating a divingGemma Lyons who injured her shoulder and had to be replaced byShannon Crowley who did well by keeping a clean sheet for hertime between the posts. Youghal had a couple of good chancesbefore the end of the match and on another day would have put acouple of them away, but it wasn't to be. Youghal now have to pickthemselves up for the next games in the league and with fourmatches left every point matters.

    SATURDAY l0thMarch saw a new arrivalin the town of Youghal.A trinity of trees was

    planted by YoughalCelebrates History, inconjunction withNational Tree Week.

    The trees, whichwere supplied by theIrish Tree CentreKildorrery, are sessileoak, stand approximate-ly 2.5 metres tall and arewell suited to a maritimeenvironment.

    The town of Youghalhas always had a strong

    connection with trees.Indeed the name itselfcomes from the word'Eochaill' which means'The Wood of Yew Trees' - a testament to the fact that the town andsurrounding area was once covered by thousands of yew trees.

    Since then, both the town and the people who have lived herehave experienced many changes, resulting in a wonderfully uniqueand colourful heritage enriched with a history of clerics, academ-ics, Vikings, pirates, invaders, traders, settlers and films.

    For the past four years, Youghal Celebrates History (formerlyYoughal Through The Ages) has paid homage to the town's uniqueand diverse heritage, hosting an annual historical conference and

    festival, with field trips and a varied social programme.Previous festivals have examined the History and Communityof Youghal, Youghal from a Maritime Perspective, The Life andTimes of Sir Walter Raleigh and an in-depth look at Sir Richard Boyle.

    As the festival enters into its fifth year, it will continue to builda growing reputation for innovation, imagination and excellenceas scholars from various disciplines consider aspects of Youghal'sFranciscan heritage under the theme, Churches and Cloisters inMedieval Youghal: Ireland's first Franciscan Friary - a conferencein commemoration of the 400th anniversary of the founding of theFranciscan College at Louvain in 1607.

    There will also be a comprehensive schools programme,encouraging local children to participate in events which will pro-mote an understanding of their heritage. A myriad of other events

    will take place too, including Youghal's internationally recognizedQuilt Competition.

    The event takes place Friday 28th - Sunday 30th September atthe Mall Arts Centre, Youghal.

    Make a note in your diary today. After all it is only through anunderstanding of where we have come from that we can trulyunderstand who we are and where we are going.
