The Development Services Department is comprised of six (6) divisions:

Building Safety: The Building Safety division is responsible for the review, processing, issuance, and inspection of development related permits and certificates of occupancy in the Town limits and extra-territorial jurisdiction (ETJ). Building Safety is the first step in emergency response by ensuring safe and quality construction of buildings, remodels, and development. Community Integrity: The Community Integrity division performs routine consumer health in-spections, enforces development codes, coordinates the rental registration program and annual registrations, and administers the inspection, improvement, and rehabilitation of environmental hazards on public and private premises. Community Integrity protects property values, ensures neighborhood integrity, and enhances Little Elm’s image and reputation by abating grime, en-forcing property standards, and preventing community decline. Engineering: The Engineering division provides assistance and guidance to developers, contrac-tors, and external public agencies and franchises on new development, infrastructure projects, facilities, and other special projects and construction. This process includes maintaining the Town’s construction specifications and design criteria, providing civil plan review, permitting ac-tivity within the Town’s rights-of-way and other easements, conducting field inspections on the installation and construction of roadways, water and sewer lines, storm-water and drainage fa-cilities, new development, and Town facilities. Facilities/CIP: The Facilities/CIP division directs the Town’s capital improvement projects, in-cluding budget and contractor management of new buildings, remodels, and other municipal facilities and projects. Facilities/CIP equips, maintains, and operates buildings, infrastructure and grounds, and provides responsible stewardship of Town resources. GIS: The Geographic Information Systems division provides a variety of services to support daily operations for the Town of Little Elm and its customers. GIS roles include map creation, manag-ing technology, asset management, archiving infrastructure and public safety records, maintain-ing current base layers, leading special projects, and providing technical assistance, statistical analysis, consulting, guidance, and training to external and internal customers. Planning & Zoning: The Planning & Zoning division manages the planning and development is-sues of importance to Little Elm and the surrounding region by being the primary liaison be-tween the Town and developers, administering award-winning development regulations and zoning, supervising special projects, originating future plans, drafting ordinances, programming urban forestry, managing annual registrations, and providing staff support to numerous boards and commissions. Planning & Zoning ensures functional, high quality, and aesthetically pleasing development that is sustainable, coordinated, and enhances Little Elm’s long-range tax base.

Main Street/Lakeshore recon-struction (East)

January-13 February-14 Construction 95% Contractor has completed all of the paving, drainage, water and sewer in contract and is working on the landscaping and irrigation. Staff is expecting to preform the final walk through with in the next few weeks.

FM 423 Water & Sewer relocation Phase 2

April-13 March-14 Construction 75%

Contractor has installed the sections of water and sewer lines where easements have been obtained. The easement for the Lowes section of the project has been acquired and the contractor will begin building this section once the sewer line across Big leaf is complete. While installing the gravity sewer line at Big leaf the contractor discovered a conflict with the existing 20" water line staff and the project engineer are working to resolve is issue.

Marion Drive Recon-struction

March-14 August-14 Construction 2% The contractor has mobilized to the project and begun the installation of the water line on the west side of Marion. They will be continuing the water line installation and once it is complete begin the sewer line on the east side of the road.

2 MG Water Tower November-13 July-14 Construction 50% Painting of the tower bowl is complete and the bowl has been raised into place. The contractor is now working to complete the top of the bowl and the installation of the components on the inside of the pedestal.

Little Elm Park Phase 1

September-13

April-14 Construction 15% All of the concrete work at the beach parking area is complete and backfilled. The boat ramp parking lot is poured and they are working on the sidewalk in the area. Once this is complete all that remains in the stamped concrete for the crosswalks.

Little Elm Park Phase 2

March-14 August-14 Construction 2% The contractor has started the excavation of the beach area and the installation of the coffer dams at the beach and boat ramp. As soon as the coffer dams are installed they will begin the excavation below the current water level.

Walker & Hart Street Lighting

January-14 May-14 Construction 50%

The contractor has installed all the concrete piers and light poles on Walker & Hart with the exception of the 3 that are in conflict with the Atmos gas line. Atmos is scheduled to get the gas line relocated by mid April. In the mean time, the contractor will continue pulling wire and turning them on as they complete each section.

Walker & Hart Land-scape and Irrigation

April-14 July-14 Construction 0% Staff opened bids on March 25 and Haven Landscaping was the aperient low bidder. Staff will be taking the bids to Town Council on April 1, 2014 to award the contract.

Beard Park Improve-ments

TBD Design 70%

Staff is working on site plan with Hula Hut to submit for Army Corp of Engineers consent to construct. Design is 70% complete with bidding expected in approximately 60-90 days.

Lake Front Trail Improvements

TBD Design 0%

Staff has received qualifications from firms to design the Lakefront Trail. Firm will be selected by a committee and a design Task Order will be issued for the proposed work. Design and permit approval expected to take approximately 10 months. Con-struction to begin in November 2014.

Witt Road west of FM 423 (east/west section)

FM 720 (Eldorado Pkwy)

Now that the contractor has switched traffic to the new concrete lanes they have begun excavating the south lanes. As the excavation is completed in each section they will install the storm drain and inlets on the south side of the road. The contractor has also started construction of the south side of the bridges at Peach Creek, Harts Branch, and Little Elm Bridge.

FM 423 North Sec-tion

July-14 September-

16 Construction 0%

Project has bid and been awarded to the contractor with a 9 month utility delay. Con-tractor scheduled to start in July 2014.

FM 720 from West Eldorado to Martop

September-14

Construction 0% TxDOT bid the project and is in process to award the bid to the lowest bidder. Contract will be awarded with a 6 month utility delay.
