Toilet water should stay in the bowl and not be siphoned back into your kitchen or drinking water. The same goes for your irrigation system – you don’t want water that’s been sitting on your lawn (and possibly contaminated by Fifi or Fido) flowing back into your home through the kitchen tap. Water finds the path of least resistance and that’s when a backflow situation can occur.

First it helps to know what backflow is. The term is used to describe the backward flow of water. Residentially speaking, backflow occurs when water contaminated with dirt, chemicals or other foreign substances flows from a cross connection back into your home. Cross connections include irrigation systems, hoses submerged in swimming pools or buckets, hoses connected to faucet in laundry sinks or tubs, or hoses attached to lawn chemical sprayers. These are some of the most common ways backflow occurs.

ShUttER iSlaNDStarring: Leonardo DiCaprio, Mark Ruffalo, Ben Kingsley

Directed by: Martin Scorsese (“The Departed”) Written by: Laeta Kalogridis (“Alexander”)

There are times during Academy Award-winning director Martin Scorsese’s (“The Departed”) thriller “Shutter Island” where you can feel the anxiety of the picture frothing up inside your gut. Once Robbie Robertson’s disturbing Hitchcockian score and Robert Richardson’s misery-stricken cinematography merge to create the ominous tone during the opening scenes, it is obvious Scorsese plans to keep you as uneasy as he possibly can for as long as he can.

There is only so much, however, that a masterful director like Scorsese and a few members of his technical crew can do before its foundation collapses from under them. Adapted from the Dennis Lehane (“Mystic River”) novel of the same name, screenwriter Laeta Kalogridis (“Alexander”) rides Scorsese’s coattail as far as she can before the work itself shrinks back into predictable dark corners. The twist and turns might be sharp, but that doesn’t make them any less dull.

Collaborating for the fourth time with Scorsese, Academy Award nominee Leonardo DiCaprio (“The Aviator”) plays Teddy Daniels, a U.S. marshal investigating the disappearance of Rachel Solando, a murderess from a mental hospital known to house the most criminally insane patients. Teddy’s new partner Chuck (Mark Ruffalo) joins him on his tour through the facilities where he plans to interrogate every one who knows Rachel, including psychiatrists Dr. Cawley (Sir Ben Kingsley) and Dr. Naehring (Max von Sydow) who aren’t exactly cooperating with Teddy’s methods of inquiry.

Teddy, however, has more to worry about than unsupportive head doctors who seem to be hiding the truth. Nightmares of his dead wife (Michelle Williams) and his time in the war begin to haunt him

as he and Chuck end up stranded on the island during a vicious thunderstorm. They are the type of hallucinations that would easily be dismissed if they were in any other horror-type movie, but since Scorsese is directing the scenes we’re led to believe that they should be considered more artistic than overly-stylistic. However you want to identify them, they have no bearing on any emotional aspect of the story, which is unfortunate since they are revisited numerous times.

Most of the emotional pull comes from DiCaprio’s performance itself. Walking a fine line between awareness and madness, his on-the-spot portrayal of a man uncertain of his own mental welfare as he caves in on himself is frightening. Still, the suspense refuses to take another step forward once the pieces start fitting together more obviously. Once that occurs, it is only a matter of waiting out the rest of the unsubstantial plot points in “Shutter Island.” By then, all the dread has subsided and that ball of nerves that was floundering around inside you earlier feels more like bad indigestion.

perSonal FInanceThe Year of the Roth IRA

This year rings in a new era for Roth IRAs. In 2010, anyone with an eligible rollover distribution from a company plan or IRA can convert that distribution to a Roth IRA, regardless of income or tax filing status. The $100,000 income ceiling for Roth IRA conversions is permanently repealed, so “high-income” clients can now convert their IRAs. Married individuals filing separately can also now convert.

It’s true that contributions to Roth IRAs still face income caps. But you can make nondeductible contributions to traditional IRAs, which can be immediately converted to Roths (the pro rata rule will apply).

Who can convert? Traditional IRA owners (individuals with SEP IRAs and SIMPLE IRAs) can do Roth conversions. Just watch for the early distribution penalty from a SIMPLE IRA, in the first two years. Plan participants in 401(k)s,

403(b)s and 457 plans can also do Roth conversions as long as they’re eligible to take a distribution from the plan, and the funds are eligible for rollover to an IRA. See if a plan allows in-service distributions, so funds can be converted now instead of after a client stops working. Spouses who inherit IRAs have special rules.

But the big question is: Should you convert? Here are some questions which need answers to help you make the decision: First, how long will you intend to keep the funds in the Roth once converted? Since the power of the Roth is its ability to grow the funds tax-free, less than 10 years is not worth it.

Next, will you need the funds in retirement? Roth IRAs have no required minimum distributions (RMDs). So if you won’t need their

IRAs for living expenses in retirement you can leave these accounts untouched, passing their income tax-free Roths to beneficiaries. Also, do you believe future tax rates will go up? If tax rates will be increasing, it pays to convert now at lower rates. Moreover, some account values are still depressed, adding to the tax savings on a Roth conversion. If you believe you’ll be in a lower tax bracket in retirement, you might want to stay put and not convert. Lastly, can you pay the tax? Even if conversion makes sense, you still must have the money to pay the income tax on the conversion.

If you’re still not sure, consider a partial conversion. The Roth conversion isn’t all or nothing. You can convert part of an IRA or plan to a Roth. Another way to hedge bets is to undo the Roth conversion. It’s called a recharacterization, which is a reversal of all or part of the conversion. Check with your financial pro or CPA before converting.

Meet Devion (7/02)Devion is only little in physical size. He is convinced he is the biggest kid around

and that he can do anything anyone else can do. This little man lights up any room he enters with his smile and personality. Devion loves attending church and enjoys singing in the children’s choir. fiNaNCial foCUSMost investors pay a great deal of attention to the price of their

investments — yesterday’s price, today’s price, tomorrow’s price, next year’s price and so on. And that’s understandable, because we always want the prices of our investments to rise. Yet, if you focus too much on prices, you could end up making some costly mistakes.

Why? Because price-driven behavior is emotional behavior — and as an investor, you’re much better off making decisions with your head, not your heart. Suppose, for example, that you’ve seen a steep decline in the price of one of your investments. After a while, you may feel that you just can’t take it anymore and you decide to “cut your losses” by selling the investment. Conversely, you may have an investment that has gone up and up — and to grab even bigger gains, you buy more shares.

Both these decisions could backfire on you. When you sold the investment whose price had fallen, you might find yourself on the investment “sidelines” if that same investment starts to turn around. And when you throw more money at an investment whose price has skyrocketed, you’re betting against history — because no investment goes up forever. Furthermore, in both cases, your emotions will have led you to violate one of the guidelines of investing: buy low and sell high.

But apart from the tactical errors you may make when you over-concentrate on price movements, you’re also ignoring another key characteristic of investments — their value.

Traditionally, an investment’s “value” has been largely defined as whether or not it’s considered “expensive” or “cheap.” That’s why many investors take a close look at a stock’s price-to-earnings ratio (P/E). Generally speaking, a high P/E means a stock is more expensive, relative to its earnings, than a stock with a low P/E. Investors may be willing to pay more for the high P/E stocks because they feel these companies will be worth more in the future.

But P/E doesn’t tell the whole story of investment value. Any individual investment may have value to you because it can help you diversify your holdings. And while diversification, by itself, can’t guarantee a profit or protect against a loss, it can help you reduce the effects of volatility on your portfolio. For instance, if your portfolio is heavy with stocks, the presence of some bonds — even those whose market price has fallen because interest rates have risen — can help reduce the impact of a downturn that primarily affects stocks.

Clearly, the value of any investment has several dimensions — any or all of which may be valuable to you as your pursue your goals. So, as you build, maintain and adjust your portfolio over time, keep an eye on the changing prices of your investments — but don’t overlook their true value.

WHAT WILL THE DOCTOR DO?There’s no cure for sleepwalking, but the doctor can

talk to you about what’s happening and try to find ways to help you sleep more soundly. Most kids just grow out of sleepwalking.

For kids who sleepwalk often, doctors may recommend a treatment called scheduled awakening. This disrupts the sleep cycle enough to help stop sleepwalking. In rare cases, a doctor may prescribe medication to help someone sleep.

HERE ARE SOME TIPS TO HELP PREVENT SLEEPWALKING:• Relax at bedtime by listening to soft music or relaxation

tapes.• Have a regular sleep schedule and stick to it.• Keep noise and lights to a minimum while you're trying

to sleep.• Avoid drinking a lot in the evening and be sure to go to

the bathroom before going to bed. (A full bladder can contribute to sleepwalking.)

HOW DO I TAKE CARE OF A SLEEPWALKER?One thing you can do to help is to clear rooms and

hallways of furniture or obstacles a sleepwalker might encounter during the night. If there are stairs or dangerous areas, a grown-up should close doors and windows or install safety gates.

You also might have heard that sleepwalkers can get confused and scared if you startle them into being awake. That’s true, so what do you do if you see someone sleepwalking? You should call for a grown-up who can gently steer the person back to bed. And once the sleepwalker is tucked back in bed, it’s time for you to get some shut-eye, too!

Eleven-year-old Cait was trying to fall asleep when her 8-year-old brother, Doug, came into her room. He looked around a bit, but seemed really out of it. Then Doug went back into the hallway and stood there staring up at the hall light. Little brothers can be weird, but this was really strange. Cait didn’t know what to do. Just then, Cait’s father appeared and explained that Doug was sleepwalking.

WHAT IS SLEEPWALKING?Not all sleep is the same every night. We experience some

deep, quiet sleep and some active sleep, which is when dreams happen. You might think sleepwalking would happen during active sleep, but a person isn’t physically active during active sleep. Sleepwalking usually happens in the first few hours of sleep in the stage called slow-wave or deep sleep. Not all sleepwalkers actually walk. Some simply sit up or stand in bed or act like they’re awake (but dazed) when, in fact, they’re asleep! Most, however, do get up and move around for a few seconds or for as long as half an hour.

Sleepwalkers’ eyes are open, but they don’t see the same way they do when they’re awake and often think they’re in different rooms of the house or different places altogether. Sleepwalkers tend to go back to bed on their own and they won’t remember it in the morning. Researchers estimate that up to 15% of kids sleepwalk regularly. Sleepwalking may run in families and sometimes occurs when a person is sick, has a fever, is not getting enough sleep, or is stressed.

IS SLEEPWALKING A SERIOUS PROBLEM?If sleepwalking occurs frequently, every night or so, it’s a

good idea for your mom or dad to take you to see your doctor. But occasional sleepwalking generally isn’t something to worry about, although it may look funny or even scary for the people who see a sleepwalker in action. Although occasional sleepwalking isn’t a big deal, it’s important, of course, that the person is kept safe. Precautions should be taken so the person is less likely to fall down, run into something, or walk out the front door while sleepwalking.
