Team, We are all getting numb from the constant barrage of bad financial news coming at us from every direction. It looks like it will be some time before there is any real improvement in the economy, especially in Nevada and California. Both indi- vidually, and as a company, there is not a lot we can do to get the economy going. We are good, but we are not that good! What we can do is create our own good news by incorporating the right strategies to improve PENTA’s “economy”. PENTA is doing that successfully. PENTA hit 2 home runs this month: PENTA was selected for the Las Vegas Metro Police Headquarters Complex after a detailed and lengthy qualification and proposal process. PENTA was selected to take over and complete the Thunder Valley Casino expansion in Auburn, CA, in a very competitive environment. PENTA faced strong competition on both projects. The proposal and interview process on both projects was very intense. PENTA’s ability and fortitude created this good news. PENTA will continue to identify, and aggressively & competitively pursue, meaningful “quick-hit” project opportunities. PENTA will also focus on specific, different, and diverse markets with a measured plan to provide better balance for the long term health of the company. American Recovery and Reinvestment Act of 2009 How does the American Recovery and Reinvestment Act of 2009 affect green building? The USGBC has cited some of the highlights of the bill:

Green Schools: The new law includes a $53.6 billion State Fiscal Stabilization Fund, to be administered by the federal Department of Education that will provide, among other things, funds to governors for use in restoring and providing state funding to school districts. Roughly $9 billion of this fund will be available for use by governors to address public safety and other government services, which may include school modernization, renovation, and repair consistent with a recognized green building rating system.

Additionally, the Act establishes a new kind of tax credit bond that may be issued by states and local governments “for the construction, rehabilitation, or repair of a public school facility or for the acquisition of land on which such a facility is to be constructed.”

Green Federal Facilities: The law provides $5.55 billion to the federal General Services Administration (GSA) for federal buildings, including $4.5 billion for measures to make GSA facilities “high-performance green buildings,” as defined by the 2007 energy law. The law also requires that $4 million of funds provided be directed for GSA’s Office of Federal High-Performance Green Buildings, which was created by the 2007 energy law.

The Act also provides several billion dollars for facility-related construction, renovation, and repair projects in other federal agencies, including the Department of Defense Energy Efficiency in States and Localities. The Act provides $3.2 billion for the Energy Efficiency and Conservation Block Grant program, which was established by the 2007 energy law to provide support to states, localities, and tribal governments for energy efficiency and conservation programs and projects. Under the Act, $2.8 billion will be distributed by formula, and $400 million will be administered through competitive grants.

RECYCLING IN THE THRONE ROOM……You rule - then you must already recycle your toilet paper tubes. But if you don’t (and a lot of us don’t), try making it a habit. Want to be royalty? A little tube goes a long way toward earning that crown and providing a greener world for your heirs. A family of four uses about 240 rolls per year. This means that if all PENTA households recycle their toilet paper tubes, in a year we’ll avert the weight of 9 toilets in paper waste from ending up in landfills.

We are looking for 10 volunteers to test drive the Green Initiative intranet site and provide feedback. If you are interested in participating, please contact Eric Duchaine.

There seems to be a perception in the Las Vegas construction market that

PENTA only does large projects. While we have demonstrated over the years the ability to take on large projects with

increasing complexity we also performed well on smaller projects. In other words,

we do it all and we do it all well!

As you know, here at PENTA we like to think of ourselves as a cut above the rest and that sentiment is certainly true when it comes to our safety culture.

PENTA’s safety culture comes from a philosophical belief that everyone isresponsible for safety. This means that from the President of the organization all the way down to the first day apprentice, each person must adopt the attitude that safety is theirs.

Because of this underlying sense of responsibility and accountability, we chose the slogan, “SAFETY IS MINE IN 2009” as our motto for this year. And as you know, we held several safety kick-off meetings to promote this message.

So know this, the commitment of PENTA to safety will not waiver and will not falter, no matter what happens in the economy, one thing will alwayshold true at PENTA, SAFETY comes first, because the safety of our employees is paramount.

Make Sunglasses as Common as Sunscreen for Kids You know what the sun can do to skin, right? Many of us have learned the hard way. A few carefree hours in the sun – without sunscreen – can wreak havoc on the tender skin of children.

Well, their eyes are just as delicate. But while many parents religiously slather on the sunscreen, very few are just as careful with their kids’ eyes.

It’s true: VSP recently surveyed about 2,000 U.S. adults and learned that a healthy 82% of parents make their children wear sunscreen while outdoors in the sun. But a not-so-healthy 32% outfit their kids with sunglasses.

So, if you’re ready to go out and buy your kids sunglasses, read on to find out what to look for, and what to avoid.

Sunglasses Buying Tips • Spot the sticker. Most sunglasses have a UV-protection sticker. But also look for the American Optometric Association’s Seal of Acceptance. These glasses block 99 to 100% of damaging UV radiation. • Avoid toys. Toy sunglasses aren’t good enough. Buy real ones with UV-protection. Choose shatterproof polycarbonate lenses that won’t pop out of their frames. • Go dark. Lenses should block about 75-90% of light. So, before you buy, look at your child with the sunglasses on.

You shouldn’t be able see his or her eyes • Gray’s the way. Gray lenses are best. They absorb all colors equally, so kids see the world in natural colors. • Block sideways rays. Make sure the sunglasses are big enough for your child’s head or have some kind of “wrap around” feature to help block rays coming in the sides of the frames.

RENO PROJECTSUNR Davidson Math and Science Center - The project continues to progress on schedule. The exterior skin work is well under way, brick veneer and cast stone work is taking place on two large elevations. Metal panel work has started on Building B. The interior rough-in work is complete on floors one and two, with third floor inspections taking place now and fourth floor inspections taking place next week. Sheet rock is close to complete on the second floor and one siding is com-plete on the first floor. The auditorium walls are complete and structural steel will arrive in two weeks.

JA Nugget – The remediation work is complete. We have encountered many unforeseen conditions on this small project, including multiple layers of sheetrock, unexpected ceilings above existing ceilings and additional ACM materials. In spite of these unexpected conditions, we remain on schedule to complete on March 20, 2009.

Hilton - HawaiiHGVC Kings Land

Timeshares - General Contractor punch list for Time-share Building 5 is complete. Interior finishes have con-tinued in Timeshare buildings 7 and 8. Timeshare building 9 MEP rough and siding are ongoing. To meet our board authorized completion dates, the subcontractors have been asked to reduce crew sizes to support the extended schedule.Sales Center - Sales Center exterior is complete. To pre-vent damage to the building interior during the stop work period, the owner has requested that all HVAC units be made operational. All other work is on hold pending further notice.Clubhouse - Kitchen equipment installation is sched-uled to begin the week of 3/16/09. Drywall is ongoing at the main building. The Architect issued drawing ad-dendum #7, which included relocating the fitness cen-ter from the Main Building to the Keiki Club (kids club). This will involve substantial rework and demo of com-pleted items. Windows are scheduled to arrive mid- April. (Temporary windows are in place to protect the drywall.)The pool deck and rockscape is ongoing. The main pool equipment installation is ongoing.

MONTE CARLO 32nd FLOOR REMODEL

Demo is now complete on the 31st & 32nd floor. Layout and framing is ongoing for all three wings. Currently rough-in has begun in the 300 and 100 wings. Drawings have been submitted to the CCBD for the plumbing pressure upgrade to the 32nd Floor.

MONTE CARLO PORTE COCHERE

Sequence three is complete and the tunnel received its par-tial final 11/6/2008. Once partial final for City Center’s Park-ing Garage is obtained, TCO will be issued and the ho-tel can start using their new tunnel. Decorative concrete u n - der the P o r t e C o -

GRANDVIEWTower 4 – Final testing is almost complete and our all systems test has been tentatively scheduled for March 28th. Furniture is being moved in and the rooms are filling up. C of O is scheduled to follow the completion of the North Garage in mid-April.

Tower 6 – Wall framing is complete, with first side drywall on level 16. All trades are following on a 2 week rotation. Roofing will be complete around March 20. Curb and gutter are almost complete and asphalt will be laid around April 6.

Sales Building – The interi-or of the Sales Building is now complete with exterior work at 90%. We have finals scheduled for the week of March 16-22, with furniture move-in to follow. C of O is tentatively set for April 17.

North Garage - Our last two deck pours will be completed by the end of February, with miscellaneous concrete operation completing early March. We are anticipating receipt of ourCertificate of Occupancy in April.

South Garage - Still in the permit review stage. Construction is on hold indefinitely.

Tower VI Pool - The Tower VI pool project is currently in the Clark County Building Department permit phase. Design meetings are ongoing, with a focus on schedule issues and procurement items. We anticipate a start date of early September, 2009. Fontainebleau

PENTA has mobilized on the jobsite and we are working through final contract values for each of the 12 venues we are currently assigned. Venues include three restaurants, four bars, various pool deck structures and a theater. We anticipate start of construction around the end of March.

McCarran Central PlantProcurement of all major mechanical equipment, electrical equipment and structural steel tops the list of on-going activities, with the expected delivery of these items extending into mid-May. Concrete operations move forward with upcoming pours, including cast-in place walls at the 6 bays of cooling towers, continuous footings, equipment housekeeping pads and slab-on-grade in the Locker, APS and Electrical Rooms. Excavation of the Chiller Room sump pits and footings for mechanical pipe supports are underway to make way for the quickly approaching slab-on-grade. All tilt-up concrete wall panels have been poured and continue to cure awaiting erection in mid-April.

RIORio Room Remodel – We have received the C of O for our final casino floor project, Front Services Back Offices. Repair work in the elevator shafts is complete as well and the Honeymoon Suites were recently turned back over to the hotel. Preparation/research for the final ‘all systems test’ and shunt trip that is being required by the CCBD continues.

2nd Floor – All the work is complete in the surveillance area, which is the final area for work to be performed. C of O for Level 2, Tower 2 has been received.

HARRAH’S PHASE III REMEDIATION

Old Smokers Lounge - Efforts to design access to a fire damper will continue to hold up future improvements in the area. The only work expected within the next few weeks will include sprinkler system removal & shaft construction.

Theater - Cable tray inspections are complete & scaf-folding is being dismantled. This project is now complete.

Carnival Court Basement - As-built revisions are needed for final inspections. Efforts to stop all water leaks from the Carnival Court to the basement continue under the maintenance permit.

Diesel Tank Room - Work is on hold until revisions are approved by the CCBD.

Westside Basement - Permit plans to upgrade an electrical room to code have been submitted to the Clark County Building Department. This project will require mul-tiple shut downs of casino space, so logistics and schedul-ing will be critical to avoid any disruption to the owner.

Casino Ceiling - Work to relocate panels and transformers has begun. Electrical shutdowns will affect Harrah’s High Limit Table Games and Slots.

Golden NuggetThe Golden Nugget Tower is poured to level 21 and we are scheduled to top out the tower in mid-April. Form-ing for slab-on-grade has begun and will be ongoing with overhead MEP&FS following behind. Work on the EIFS continues at the handset from ground level to level 6, and the panels are set from level 6 through level 11, with windows installed to level 10. Framing, mechanical, electrical, plumbing and fire sprinkling is in various stages at the typical floors starting from level 5 to 12, drywall to start on level 6 March 16th.

PalmSpringsUnifiedSchoolDistrictAdministrationBuildingThe project is the renovation of 8000 SF of occupied space which houses the district superintendent and her staff. The scope of work includes first and second floor lobbies, new restroom and kitchen on the ground floor, and complete renovation of the second floor. The new upstairs space will consist of private offices, conference rooms, kitchen, break room, restrooms and support areas. The project started March 2 and will be com-plete by May 29.We are currently finishing up demolition and moving forward with framing and rough-in of MEP.
