Monitoring is required to ensure construction is in compliance with (1) the Memorandum of Agreement (MOA) for Advance Utilities Relocation Phase of the Purple Line Extension Project Segment 1 Between the City of Beverly Hills and the Los Angeles Metropolitan Transportation Authority (City Agreement No. 452-14), and (2) the MOA for Contract C1045 of the Purple Line Extension Project Segment 1 Between the City of Beverly Hills and the Los Angeles County Metropolitan Transportation Authority (City Agreement No. 66-16). The following information summarizes the ICM monitoring activities that occurred at the Segment 1 site (La Cienega Station site) during the week of March 17, 2019 March 23, 2019. No construction activities were conducted on March 17. Construction activities during the week included excavating and lagging below deck in the Gale shaft, stockpiling soil in the Gale yard, hoisting soil, hauling soil offsite, materials deliveries, lowering and setting wood beams, building timber mats in the Gale yard, cleaning and sweeping the perimeter of the Gale and La Cienega yards, mechanical work on heavy equipment, assembling and disassembling the North Gale Drive closure, and Ump repair/MPBX installation. EI ICMs were present on site during all construction activities and conducted routine noise measurements at selected noise monitoring locations as well as compliance checks in accordance with the MOAs and associated attachments, exhibits, traffic closure notifications, and traffic management plans. At the conclusion of each work shift, daily monitoring reports were prepared by the ICM. Any violations for that date were also prepared by the ICM then reviewed and submitted to the COBH and Metro by EI’s Project Manager. VIOLATION SUMMARY During the week, EI ICMs identified a total of one (1) violation during construction activities. Table I provides a summary of the violation identified during the week of March 17, 2019 March 23, 2019 and Exhibit 1 provides a location map for the submitted violation. Details for the violation are included as Attachment A. Daily monitoring reports and photographs of construction activities are provided as Attachment B. Daily noise monitoring data are provided in Attachment C.

    Dear Mr. Welch and Mr. DeMello,

    Environmental Intelligence, LLC (EI) has been retained by the City of Beverly Hills (COBH) and the Los

    Angeles County Metropolitan Transportation Authority (Metro) to serve as the independent compliance

    monitor (ICM) during construction of the Purple Line Extension Project. Monitoring is required to ensure

    construction is in compliance with (1) the Memorandum of Agreement (MOA) for Advance Utilities

    Relocation Phase of the Purple Line Extension Project – Segment 1 – Between the City of Beverly Hills

    and the Los Angeles Metropolitan Transportation Authority (City Agreement No. 452-14), and (2) the

    MOA for Contract C1045 of the Purple Line Extension Project – Segment 1 – Between the City of Beverly

    Hills and the Los Angeles County Metropolitan Transportation Authority (City Agreement No. 66-16). The

    following information summarizes the ICM monitoring activities that occurred at the Segment 1 site (La

    Cienega Station site) during the week of March 17, 2019 – March 23, 2019. No construction activities

    were conducted on March 17.

    Construction activities during the week included excavating and lagging below deck in the Gale shaft,

    stockpiling soil in the Gale yard, hoisting soil, hauling soil offsite, materials deliveries, lowering and setting

    wood beams, building timber mats in the Gale yard, cleaning and sweeping the perimeter of the Gale and

    La Cienega yards, mechanical work on heavy equipment, assembling and disassembling the North Gale

    Drive closure, and Ump repair/MPBX installation. EI ICMs were present on site during all construction

    activities and conducted routine noise measurements at selected noise monitoring locations as well as

    compliance checks in accordance with the MOAs and associated attachments, exhibits, traffic closure

    notifications, and traffic management plans. At the conclusion of each work shift, daily monitoring reports

    were prepared by the ICM. Any violations for that date were also prepared by the ICM then reviewed and

    submitted to the COBH and Metro by EI’s Project Manager.

    VIOLATION SUMMARY

    During the week, EI ICMs identified a total of one (1) violation during construction activities. Table I

    provides a summary of the violation identified during the week of March 17, 2019 – March 23, 2019 and

    Exhibit 1 provides a location map for the submitted violation. Details for the violation are included as

    CONCLUSION

    To date, 201 violations have been issued, 18 of which have been rescinded since the beginning of

    construction on the C1045 Contract for the Purple Line Extension Project – Segment 1. Project construction

    activities are ongoing and EI ICMs continue to monitor all construction activities applicable to the MOAs

    on a daily basis.

The ICM immediately reported it to Psomas inspector Adnan Aldwir and STS superintendent Bill Dimalanta. STS superintendent Bill Dimalanta advised its prompt removal to avoid a violation.

    Gale Drive closure was removed at 14:30 hrs.

    Work for the day included hoisting and stockpiling soil in the Gale yard, hauling of soil off site, assembly and disassembling of the North Gale Drive closure, hoisting machinery and equipment into the Gale yard shaft, and excavation below deck. The construction street sweeper also cleaned the adjacent work areas surrounding the La Cienega and Gale yards. A CFL truck also brought fuel for heavy machinery in Gale yard.

    The closure on North Gale Drive was set up at approximately 06:00 hours and the first haul trucks arrived on site at 06:03 hours. The last haul truck left at 13:15 hours and the closure on North Gale Drive was taken down at 13:50 hours.

    The crane began running at approximately 06:15 hours, but did not produce a noise exceedance.
