(1A) APPROVAL OF AGENDA SC001-2001 That the Agenda for the Brampton Safety Council Meeting dated March 1, 2001 be approved, as

amended, to add:

(1B) ELECTION OF CHAIR AND VICE-CHAIR

Mr. Len Mikulich, City Clerk, Legal Services was in attendance for this portion of the meeting. He called for nominations for the position of Chair. Mr. Chris Stewart was nominated for Chair and accepted the nomination. There being no further nominations, Mr. Mikulich then called for nominations for the position of Vice-Chair. Only one nomination was put forward and that was of Trustee Beryl Ford. Trustee Ford asked the City Clerk about an elected representative holding the position of Vice-Chair. Mr. Mikulich responded that he would report back to the Brampton Safety Council Meeting of April 5, 2001. The following motion was then considered.

SC002-2001 That Mr. Chris Stewart be elected Chair of the Brampton Safety Council for the term ending

November 30, 2003; and, That the election of Vice-Chair be deferred to the Brampton Safety Council Meeting of April 5,

2001, so that the City Clerk can provide advice with respect to an elected official holding this position.

2.1 Minutes of the Meeting held November 2, 2000. SC003-2001 That the Minutes of the Brampton Safety Council Meeting of November 2, 2000, to the Brampton

Safety Council Meeting of March 1, 2001, be approved as printed and circulated. CARRIED (3) DELEGATIONS

3.1 Delegations re: STUDENT SAFETY/TRAFFIC CONCERNS – STEELES AVENUE EAST

AT HARTFORD TRAIL/ORCHARD DRIVE – WARD 3 (File G26): 1. Mr. Richard Guyatt, 61 Austin Drive, Brampton Mr. Guyatt was not in attendance at the meeting. 2. Ms. Denise Salmon, Co-Chair, William G. Davis School Council

Ms. Salmon was in attendance on behalf of the William G. Davis School Council, and put forward concerns with respect to student safety at the intersection of Steeles Avenue East and Hartford Trail/Orchard Drive, responded to several of the points in the correspondence from the Region (item 4.1), and provided suggested recommendations and solutions.

As well, she presented Committee with a petition signed by over 100 residents requesting a review of the traffic flow and traffic signals at the aforementioned intersection to find a solution to the specific problems students face from vehicles turning while pedestrians are crossing on their way to or from school.

3. Mr. Peter Cooper, Principal, William G. Davis School

Mr. Cooper was in attendance on behalf of the school staff, teachers, and parents, and provided Committee with an overview of their concerns, and his personal observations with respect to student safety at the above-noted intersection.

4. Ms. Linda Sullivan, Turner Fenton School Council

Ms. Sullivan was in attendance on behalf of the Turner Fenton School Council, along with staff and teachers at the school, and provided an overview of their concerns with respect to student safety at the above-noted intersection as well as the intersection of Steeles Avenue and Kennedy Road, responded to several points in the Region’s correspondence (item 4.1), offered examples of specific incidents, and put forward suggested solutions.

Committee held a discussion on this matter and asked questions of the delegations and staff.

During discussion, it was pointed out that the City of Brampton does not have jurisdiction over these intersections, rather they fall within the Region of Peel, but that the Brampton Safety Council could re-visit the intersections and put forward recommendations for consideration by the Region.

Direction was given to staff to invite Mr. James Carrick, Manager, Traffic and

Transportation Engineering, Engineering and Construction, Region of Peel, to the Brampton Safety Council Meeting of April 5, 2001, to provide additional details and respond to questions on the Region’s response to student safety/traffic concerns at the intersections of Steeles Avenue East and Hartford Trail/Orchard Drive and Steeles Avenue East and Kennedy Road South.

Hickory Wood Public School, provided an overview of their student safety/traffic concerns, brought Committee’s attention to their correspondence (item 5.9) dated December 8, 2000 in which they offer a number of suggestions to help alleviate these concerns, and advised that the parent representative was unable to be in attendance.

Committee held a discussion on this matter, asked questions of the delegations and staff. Mr. Don

Minaker, Manager of Traffic Engineering Services, Works and Transportation, addressed the recommendations put forward by Hickory Wood Public School and indicated which ones the City of Brampton had the authority to act upon.

The following motion was then considered.

Committee held a discussion on this matter, during which time Trustees Beryl Ford and Linda

Zanella, and Mr. Don Minaker, Manager of Traffic Engineering Services, Works and Transportation, provided additional details on the program, fundraising efforts, past contributions, the Brampton Safety Council budget, need for teacher/parent volunteers. It was indicated that the Trustees are working on raising funds for this cause, and that the Brampton Safety Council has already made a contribution toward the 2001 Jamboree. Suggestions were put forward of various organizations and companies in Brampton that could be approached by the Peel Children’s Safety Village for contributions.

Direction was given to staff to provide details on this program to City Councillor John

Sprovieri for use in canvassing his colleagues for contributions to the 2001 School Safety Patroller Ottawa Jamboree.

This matter was referred to the Brampton Safety Council from the Works and Transportation Committee Meeting of January 24, 2001, pursuant to Recommendation WT004-2001, approved by City Council on January 29, 2001, which reads as follows:

“WT004-2001 That the following issues related to TRAFFIC SAFETY CONCERNS –

ROYAL ORCHARD DRIVE – WARD 6 (File T03), as considered at the Works and Transportation Committee Meeting of January 24, 2001, be referred to the Brampton Safety Council:

School Bus Routing (northbound versus southbound); Children crossing to the school bus unprotected; Addition of a crossing guard at an appropriate leg of the intersection of

Royal Orchard Drive and Red Maple Drive; and, Need for increased enforcement along Royal Orchard Drive and at the all-

way stop at Royal Orchard Drive and Red Maple Drive.”

of a crossing guard in the vicinity of Cardinal Newman Catholic School, a school serving grades 7 and 8. Mr. Don Minaker, Manager of Traffic Engineering Services, Works and Transportation, responded to this request and informed her that the City of Brampton does not place crossing guards for grades 7 and 8 students.

Ms. Ellen Marshall, Chair of the Turner Fenton School Council, was in attendance on behalf of the

parents, students, and school staff, provided Committee with an overview of their concerns, and put forward several suggested solutions for addressing the student safety issues at the intersection of Steeles Avenue East and Kennedy Road South and in the vicinity of Turner Fenton School.

Mr. Peter Cooper, Principal, William G. Davis, was unable to attend the meeting due to

unforeseen circumstances. Ms. Janice McKenzie, Co-Chair, William G. Davis Public School, was in attendance on behalf of parents, students, and school staff, and provided Committee with an overview of their concerns with respect to safety issues at the intersection of Steeles Avenue East and Hartford Trail/Orchard Drive, and put forward suggestions for dealing with these issues. Mr. Tony Cole, 64 Hartford Trail, Brampton, was in attendance and provided Committee with information about an incident involving his daughter at the intersection of Steeles Avenue East and Hartford Trail/Orchard Drive, and suggested ways in which such incidents could be prevented. Committee held a discussion on this matter during which time Mr. James Carrick addressed some of the specific concerns that were put forward, and responded to questions from both Committee and the delegations. The following motion was then considered.

That staff of the Region of Peel be requested to undertake a new traffic study at the aforementioned intersections with pedestrian safety being the primary focus, and to include, but not be limited to, such topics as the position of the crossing signs/buttons; installation of flashing lights; increasing the school zone for Turner Fenton; installation of larger school zone signage, and report back with their recommendations to Regional Council; and, That staff of the Region of Peel be requested to notify Brampton Safety Council of the date that the report will be going forward to Regional Council. 3.2 Ms. Marilyn Train, Principal, Fernforest Public School, re: TRAFFIC CONGESTION/

STUDENT SAFETY – FERNFOREST PUBLIC SCHOOL – WARD 10 (File G26). Ms. Marilyn Train, Principal, Fernforest Public School was in attendance on behalf of school staff

and parents, and provided Committee with an overview of their concerns, and suggestions for dealing with the traffic congestion and student safety issues in the vicinity of the school.

Committee held a discussion on this matter, asked questions of the delegation, and then considered

the following motion. Site Inspection Report 7.5 was brought forward and dealt with at this time.

SC026-2001 That the delegation of Ms. Marilyn Train, Principal, Fernforest Public School, to the Brampton

Safety Council Meeting of April 5, 2001, re: TRAFFIC CONGESTION/STUDENT SAFETY – FERNFOREST PUBLIC SCHOOL – WARD 10 (File G26) be received; and,

That the Site Inspection Report, dated March 20, 2001, to the Brampton Safety Council Meeting of April 5, 2001, re: FERNFOREST SCHOOL – 275 FERNFOREST DRIVE – WARD 10 – TUESDAY, MARCH 20, 2001 (File G26), be received; and, That “No Stopping and No Parking – Monday to Friday 8:00 a.m. – 5:00 p.m.” signage be posted to cover a distance of 20 feet south from the end of the school driveway; and, That “No Stopping and No Parking – Monday to Friday 8:00 a.m. – 5:00 p.m.” signage be posted to cover the distance from the end of the school driveway north to the driveway of the first house; and, That the 40 km/hour school zone be extended from the school to Blue Oak Avenue and Deerglen Drive; and, That the City’s By-Law Enforcement Division and Peel Regional Police be requested to increase their patrolling and enforcement in this area; and, That a Kiss and Ride Program be implemented and the appropriate training be provided; and, That Peel District School Board be requested to paint the appropriate Kiss and Ride lane markings and install “One Way In/One Way Out” signage on the driveway; and, The City of Brampton Parks Operations Division be requested to investigate and report back on the possibility of adding a circular driveway to the parkette located on Black Forest Drive east of Fernforest Drive. This matter was deferred from the Brampton Safety Council Meeting of March 1, 2001, pursuant to Recommendation SC002-2001, approved by Council on March 26, 2001, so that the City Clerk could provide advice with respect to an elected official holding this position. Ms. Terri Brenton, Legislative Coordinator, Legal Services, provided Committee with the City Clerk’s response indicating that any member of the Brampton Safety Council could hold the position of Vice-Chair. Trustee Beryl Ford’s nomination and acceptance from the Brampton Safety Council Meeting of March 1, 2001 stood. As well, Mr. Alan Gibson and Mr. Gerald Russell were both nominated for this position consented to their nominations. Ballots were then distributed to all members of Committee, and the results thereof were read by Ms. Brenton. The following motion was then considered.

SC027-2001 That Mr. Alan Gibson be elected Vice-Chair of the Brampton Safety Council for the term ending

Ms. Christine Jennings, Road Watch Program Coordinator, Brampton Safe City Association highlighted the various events of the Road Safety Challenge Week May 4-12, 2001. She advised that all citizens would be encouraged to participate in the Road Watch Program to spot aggressive drivers and provided pamphlets with instructions with respect to how to report offenders. She indicated that Peel Regional Police will be at various locations throughout the City of Brampton which have a high number of reported traffic violations. It was suggested that that the pamphlets be circulated to the schools to be sent out to the parents in their monthly newsletters.

Sergeant Ken Sluman, Regional Traffic Unit, Peel Regional Police advised that 16 additional Constables are to be assigned to work with elementary students. He also indicated the possibility of a 2nd Safety Village. He advised that the Safety Village provides for effective safety training measures for students.

1. Discussion took place with respect to how many of the recommendations of the Brampton Safety Council are actually implemented.

Direction was given That staff prepare a report on the status of work requests to the City resulting from the

site inspections which were undertaken over the past year.

2. Sergeant Sluman, Peel Regional Police highlighted the Seat Beat Campaign and the Winston Churchill Road blitz where a number of charges were laid.

3. Discussion took place with respect to the contributions made by the Brampton Safety Council and

the City Manager’s Office to the School Safety Patroller Ottawa Jamboree to be held on May 24-26, 2001.

Mr. Fred Wickes appeared before the Brampton Safety Council to ask that a yellow line such as the one in front of Fallingdale Public School to be painted at all locations where crossing guards work, or at a minimum on all four lane roads. Ms. Violet Smereka, Crossing Guard Supervisor, Works and Transportation, informed Committee that these lines are painted by the Works and Transportation Department at locations where crossing guards have a problem with children standing too close to the road while waiting to cross. Violet indicated that there are approximately nine such locations in the City. Mr. Chris Stewart, Committee Chair thanked Mr. Wickes for bringing this to the attention of the Brampton Safety Council.

E. WALK TO SCHOOL DAY AD HOC COMMITTEE

E 1. Verbal report from Trustee Beryl Ford, Brampton Safety Council Representative on the Walk to School Day Ad Hoc Committee, re: UPDATE – WALK TO SCHOOL DAY 2001 (File G26).

Trustee Beryl Ford gave an update of the meetings held between the City of Mississauga and the Region of Peel. She informed the Brampton Safety Council that it is hoped the Region of Peel will cover the cost of having maps printed. The date of October 2, 2001, has been designated as Walk to School Day and the Region of Peel Communications Department is co-ordinating the communication of that date. Mayor S. Fennell has endorsed the program and has agreed to participate in the walk provided she is in the country on that date. Trustee Beryl Ford requested members of the Brampton Safety Council to participate as well.

Discussion took place regarding the Brampton Safety Council’s involvement with bicycle safety training matters. Sergeant Ken Sluman, Peel Regional Police, suggested that the Bicycle Patrol Division of Peel Regional Police be contacted, and he would make the contact on behalf of Mrs. Waud. Mr. Chris Stewart stated he was planning on attending the event and asked if any other members would be willing to attend as well. The date of the event is Saturday, August 25, 2001, from 12:00 noon to 12:00 midnight.

G. OTHER/NEW BUSINESS

G 1. Discussion re: FORMATION OF SUB-COMMITTEES (SITE INSPECTION FOLLOW-UP, BUDGET) (File G26).

Discussion took place regarding the direction the members of the Brampton Safety Council wish to see this committee move in. It was decided that goals and objectives of this committee are required so that if more money in the budget is required there is an explanation of what the money will be used for. Mr. Don Minakar, Manager of Traffic Engineering Services, Works and Transportation, informed Committee that the budget allocated to the Brampton Safety Council has not been spent in previous years and therefore it would be difficult to provide a rationale for an increase in the budget at this time. Further, he indicated that the Brampton Safety Council should be prepared to identify and justify uses for additional funding during budget deliberations.

Trustee Beryl Ford suggested that Mr. Chris Stewart attend a Mississauga Traffic Safety Council Meeting and speak with the Chair in Mississauga to see what they are involved in and if there are any ideas on how to increase the visibility of this committee and attract either more members or volunteers to help out at events on a regular basis. Mr. Chris Stewart asked members to bring back ideas to the next meeting of the Brampton Safety Council for discussion.

Committee held a discussion on this matter, put forward a number of ideas for raising Committee’s profile including the development of partnerships with groups such as the Brampton Safe City Association and the Mississauga Traffic Safety Council, and then considered the following motion. Trustee Beryl Ford provided a verbal report of the site inspection to Fallingdale Public School, which she attended along with Mr. Ike Rahemtulla, and Ms. Violet Smereka, Crossing Guard Supervisor, Works and Transportation. She reminded Committee that the purpose of the site inspection was to observe the effectiveness of the painted yellow line used to keep children back from traffic. She informed Committee that the painted yellow line was used effectively at this location. She indicated further that Ms. Smereka will canvass the crossing guards throughout the City and seek their opinion with respect to the use of a painted yellow line at their particular locations and report back to a future meeting of the Brampton Safety Council.

C 1. Mr. Brian Johnston, 105 Lauraglen Crescent, Brampton, re: BICYCLE SAFETY (File G26).

Mr. Brian Johnston was in attendance and outlined his concerns and observations with respect to bicycle safety. He requested Committee’s consideration for putting forward a recommendation for increased policing of cyclists not wearing helmets; and with providing a campaign within the schools to educate and promote bicycle safety, which could perhaps include an information package outlining the provincial laws or by-laws concerning bicycle safety and the wearing of helmets. Committee discussion and questions to the delegation and staff on this matter included: current legislation does not require adults to wear helmets Brampton Safety Council mandate does not extend to adults the Peel Children’s Safety Village trains children in bicycle safety and is currently looking for

a second location children not wearing helmets is an offence, however, enforcement priorities are established on

the basis of collision data; all officers are encouraged to enforce the law with respect to children and helmets, particularly the youth officers

The following motion was then considered.

SC073-2001 That the delegation of Mr. Brian Johnston, 105 Lauraglen Crescent, Brampton, re: BICYCLE

Ms. Ellen Marshall, Chair, Turner Fenton School Council, was in attendance specifically with respect to the intersection of Steeles Avenue East and Kennedy Road South, in follow up to discussions held at the Regional General Committee Meeting of September 6, 2001. She provided details on the discussions held at Regional General Committee, outlined her concerns, indicated her views with respect to the speed limit in this area on Steeles Avenue East, and responded to questions. Trustees Linda Zanella and Dian Gray also provided Committee with details on the discussions that took place at Regional General Committee. A copy of the Region staff report, and the Regional General Committee recommendation on this matter were distributed and considered, along with the correspondence from Mr. James L. Carrick, Manager, Traffic and Transportation Engineering, Engineering and Construction, Public Works, Region of Peel, (Item D1 below). Committee discussion included Regional General Committee’s recommendation, installation of an overpass at the intersection of Steeles Avenue East and Kennedy Road South, moving the pedestrian crossing at Steeles Avenue East and Kennedy Road South to the west side of the intersection, reduction of the speed limit on Steeles Avenue East, increased bussing to accommodate the students of William G. Davis Public School. Staff and the delegation, along with Committee Members in attendance at Regional General Committee responded to questions. Trustee Dian Gray provided details of discussions she had with Mr. Tom Howe, Manager of Student Transportation, Peel District and Dufferin-Peel Catholic District School Boards, with respect to increased bussing for students at William G. Davis Public School.

Peel District School Board Trustee Dian Gray, designate for Trustee Beryl Ford, provided an update on Walk to School Day, being held this year on October 2, 2001, and distributed a list of the schools within her Board that have registered to participate in this event. She provided further details including the involvement of a number of athletes, distribution of small prizes to all participating schools, and details on the sponsorship and support received to date from a number of organizations, including the World Wildlife Federation, CFRB Radio and CFTO TV. Sergeant Ken Sluman provided information on the involvement of Peel Regional Police, informing Committee that he will be a participating and that it is anticipated the Police Chief will also take part. Additionally, they expect to have an officer taking part at every participating school, and requested that the Trustees provide him with updated lists of the participating schools.

Ms. Terri Brenton, Legislative Coordinator, Legal Services, informed Committee that a number of water bottles and pens have been contributed to the event on behalf of the Brampton Safety Council. Sergeant Ken Sluman, Regional Traffic Unit, Peel Regional Police, provided a verbal report to Committee of discussions which took place at a sub-committee meeting of the Ontario Association of Chiefs of Police with respect to the current provisions within the Highway Traffic Act whereby once a vehicle has stopped at the crossing there is no requirement to wait until the crossing has been completely cleared of the crossing guard and pedestrians. He requested Committee’s support for the sub-committee’s initiative to take a recommendation to the main body of the Ontario Association of Chiefs of Police requesting that they push for a change in the legislation to prohibit a vehicle from proceeding through the crossing until such time as the crossing is clear of the crossing guard and pedestrians. Committee had a discussion on this matter, asked questions of Sergeant Sluman, and then considered the following motion.

Ms. Marcy Macina, Student Transportation, Peel District and Dufferin-Peel Catholic District

School Boards, informed Committee of traffic concerns on Elmgrove Avenue resulting from the large number of students at Glendale School, which is currently acting as a holding school. She requested Committee’s consideration for the temporary removal of some of the parking and stopping restriction signage on Elmgrove Avenue as a means of dealing with this matter until such time as Glendale School is no longer a holding school location.

Committee held a discussion on this matter, asked questions of Ms. Macina and staff, and

considered a number of potential short-term solutions. No motion was put forward at this time as the timelines required for implementation would not meet the need for a quick temporary response.

As well, Ms. Violet Skirten, Crossing Guard Supervisor, Works and Transportation, provided Committee with information on the crossing guard locations in that area, and the designated walking route.

Committee discussion on this matter included the existing crossing guard locations, the designated

Committee was informed of a telephone request to the Works and Transportation Department from Mrs. Janet Pereira, 6 Bayfield Court, Caledon, with respect to traffic/student safety concerns in the area of St. Cecilia and Westervelts Corners schools.

Ms. Violet Skirten, Crossing Guard Supervisor, Works and Transportation, provided details on previous concerns and site inspections undertaken in this area and the actions taken in response. Copies of previous site inspection reports were distributed for Committee’s reference. Mr. Mike Parks, Traffic Operations Supervisor, Works and Transportation, informed Committee that the department is currently reviewing the on-street parking in the area, and have distributed questionnaires to all residents who will be affected by parking restrictions, and indicated that perhaps a site inspection by the Brampton Safety Council will be required after the responses have been received from the community and the parking restrictions have been put into place. Committee held a discussion on this matter, asked questions of Ms. Skirten and Mr. Parks, and then considered the following motion.

G 4. Discussion re: PORTABLE SIGNAGE FOR USE BY CROSSING GUARDS AT SELECTED SCHOOL CROSSWALK LOCATIONS (File G26).

Mr. Mike Parks, Traffic Operations Supervisor, Works and Transportation, and Ms. Violet Skirten, Crossing Guard Supervisor, Works and Transportation, provided Committee with information about portable signage for use by crossing guards at selected school crossings. The portable sign would be constructed to be lightweight, yet made from safe material, would be designed to bring awareness to drivers and would read something like “STOP When Children in Crosswalk”, and would be the responsibility of the crossing guard to put it out. Committee discussion followed during which time Mr. Parks and Ms. Skirten responded to questions on matters of liability, enforcement, duration of use. Direction was given That staff seek a legal opinion with respect to liability issues related to the Brampton

Safety Council endorsing the use of portable signage by crossing guards at school crosswalk locations.

Mr. George Yip, Acting Manager of Traffic Engineering Services, Works and Transportation, also provided information on the problems being experienced in this location, and offered some solutions for addressing these problems. Committee held a discussion on this matter and then considered the following motion.

SC101-2001 That the report of the SITE INSPECTION ON GRETNA DRIVE (NORTHWOOD PUBLIC

SCHOOL) – WARD 5 – TO REVIEW TRAFFIC/STUDENT SAFETY CONCERNS – MONDAY, SEPTEMBER 24, 2001 (File G26), to the Brampton Safety Council Meeting of October 4, 2001, be received; and,

That Northwood Public School be requested to consider implementing a formal Kiss and Ride

Program, with monitors on duty to ensure its effective operation, and if implemented, parents be advised to use the Kiss and Ride; and,

That Northwood Public School be requested to consider banning delivery trucks from the school

property during the peak drop-off periods; and, That the “No Parking” signage on the east side (school side) of Gretna Drive be removed with the

exception of corner restrictions for no stopping; and,

Ms. Violet Skirten, Crossing Guard Supervisor, Works and Transportation, informed Committee that the new Kiss and Ride Operation at Cardinal Newman was working well when she and Mr. Ike Rahemtulla visited the site, however, formal signage was lacking. The following motion was then considered.

That the Dufferin-Peel Catholic District School Board be requested to install the appropriate Kiss

and Ride signage; and, That the school be requested to consider having more than one monitor overseeing the Kiss and

Ride Program, and that all monitors be equipped with safety vests; and, That the school bus drivers be advised not to block the crossings for the Kiss and Ride drop-off;

and, That the school be requested to advise parents on the appropriate use of the Kiss and Ride

Program to ensure its efficient operation; and, That “No Stopping, Monday to Friday, 8:00 a.m. to 6:00 p.m.” signage be installed on the north

D 1. Verbal report from Mr. Alan Gibson, Vice-Chair, Brampton Safety Council, re: REGION OF PEEL MEETING TO DISCUSS STUDENT SAFETY/TRAFFIC CONCERNS – STEELES AVENUE EAST – WARD 3 (File G26).

In his verbal report on the Region of Peel’s meeting to discuss student safety/traffic concerns on Steeles Avenue East, Mr. Alan Gibson provided details on the meeting participants and the topics discussed, such as agreement by the School Boards to bus students to W.G. Davis Public School, proposed changes to the lighting systems at this intersection as well as Steeles Avenue East and Kennedy Road South; and, the Brampton Safety Council’s request for a footbridge at the west leg of the intersection of Steeles and Kennedy. He indicated further that this is a working committee and other meetings are expected to be held, and that the focus will now be on the intersection of Steeles and Kennedy, since school busing changes will alleviate the student safety/traffic concerns at the Steeles and Hartford/Orchard intersection. Ms. Violet Skirten, Crossing Guard Supervisor, Works and Transportation, also provided details on discussions that took place at the meeting, which she attended in her role as a staff member of the City’s Works and Transportation Department. Sergeant Ken Sluman, Regional Traffic Unit, Peel Regional Police, provided details on the recent collision history for Steeles Avenue and informed Committee that this roadway is consistently the most dangerous within the Region of Peel, with a number the accidents occurring along the stretch of Steeles Avenue located within the City of Brampton.

Committee discussion followed during which time staff and Committee members responded to questions and provided additional information.

The following motion was then considered. SC107-2001 Whereas Steeles Avenue is consistently the most dangerous roadway within the Region of Peel;

and,

Whereas statistics show that pedestrians have been and continue to be more often at fault in the collisions that occur on Steeles Avenue; and,

Whereas the Brampton Safety Council continues to be concerned about student/traffic safety on Steeles Avenue, and in particular at the intersection of Steeles Avenue East and Kennedy Road South; and,

Whereas the Brampton Safety Council firmly believes that the installation of a pedestrian footbridge at the intersection of Steeles Avenue East and Kennedy Road South is the best way to ensure pedestrian safety at this intersection and has requested that the Region of Peel undertake a complete investigation of this possibility in conjunction with the appropriate City of Brampton staff;

Therefore be it resolved that the request from the Brampton Safety Council for a pedestrian footbridge at the intersection of Steeles Avenue East and Kennedy Road South be referred to the Commissioner of Works and Transportation with a request that he move this matter forward with the Region of Peel and ask that it be dealt with on a priority basis and in the most expedient manner.

Evelyn Page, 14 Stanwell Drive, Brampton, dated September 25, 2001, re: SAFETY CONCERNS – WALKING ROUTE TO ROBERT H. LAGERQUIST SENIOR PUBLIC SCHOOL (File G26).

Committee was reminded that Trustee Linda Zanella, Dufferin-Peel Catholic District School Board, indicated she would call Ms. Page to determine the exact nature of her concerns. Trustee Dian Gray, Peel District School Board, informed Committee that she will be the one to contact Ms. Page and has left a message for her, and that she will report back to Committee with details on her discussion with Ms. Page. As well, Trustee Gray along with Ms. Marcy Macina, Student Transportation, Peel District and Dufferin-Peel Catholic District School Boards, provided information on the recommended safe walking route for this area, and indicated that it does not include any wooded areas. Trustee Gray will keep Committee informed of Councillor Jeffrey’s response in this regard.

Trustee Gray also indicated that she has been in touch with the principal of one of the area schools, Robert H. Lagerquist Senior Public School, and he will issue a reminder to the parents with respect to traffic safety. The following motion was then considered.

G 1. Discussion re: ATTENDANCE AT SITE INSPECTIONS (File G26). Committee held a discussion on ways in which attendance at site inspections could be improved

upon and considered a number of suggestions, including each member committing to attend a number of site inspections each year, or signing up for a particular month of the year thereby committing to attend all site inspections that are scheduled for that month, and that members who cannot attend the inspections they have signed up for would be responsible to get an alternate. It was also indicated that members can attend any site inspection not just those they have signed up for, but that the objective in committing in advance is to ensure minimal participation at each inspection.

Direction was given

That staff develop a site inspection sign-up sheet for use by members of the Brampton Safety Council in committing their attendance at site inspections on a monthly basis, in an effort to ensure a minimum number are in attendance at each site inspection.

G 2. Discussion re: BRAMPTON SAFETY COUNCIL BUDGET (File G26).

Committee held a discussion on the Brampton Safety Council Budget, during which time Mr.

David Glover, Acting Manager of Traffic Engineering Services, Works and Transportation, asked for and was given clarification with respect to additional monies which were requested at an earlier meeting. Discussion also took place with respect to a Christmas lunch for Committee members.

celebrations increasing involvement of City Council increasing budget for such items as generic business cards for use by members; development

Ms. V. Skirten, Crossing Guard Supervisor, Works and Transportation, provided Committee with an overview of the student safety/traffic problems being experienced around McHugh Public School. Committee held a discussion on this matter, asked questions of staff, and then considered the following motion.

SC123-2001 That the correspondence (e-mail) from Mr. Murray Van Halem, 26 Craig Street, Brampton, to Mayor S. Fennell, dated November 9, 2001, to the Brampton Safety Council Meeting of December 6, 2001, re: STUDENT SAFETY/TRAFFIC CONCERNS – MCHUGH PUBLIC SCHOOL – 31 CRAIG STREET – WARD 4 (File G26) be received; and,

That the Manager of Parks Operations, Community Services, be requested to ask staff not to use

the walkway near McHugh Public School for parking and backing up of City vehicles, and to investigate and report back on the possibility of installing posts to prohibit vehicular traffic on the walking altogether; and,

That Parking Enforcement be requested to undertake a week-long blitz on Craig Street from 8:15

a.m. to 9:00 a.m., and from 3:00 p.m. to 3:30 p.m., and that the result of this enforcement blitz be reported back to the Brampton Safety Council.
