Caliper Corporation’s Maptitude forRedistricting technology providesprofessional tools for political redistricting.This technology is used by a super-majorityof the state legislatures, political parties, andpublic interest groups. Caliper designed itwith the help of redistricting professionals,state legislatures, and political parties, toprovide the features redistricters want in aninterface that is easy to learn and use.

Maptitude for Redistricting is nowavailable as an ArcGIS extension. As aresult, you have access to the redistrictingfunctionality and ease-of-use of Maptitudefor Redistricting while leveraging yourin-house expertise in ArcGIS softwareand all of your existing Oracle, SQLServer, DB2, and other data through theArcGIS DBMS support.

With the ArcGIS extension, you canintegrate online content from ESRI andMicrosoft’s Virtual Earth to create moreinformative maps for building districts andmore professional maps for printing. Youcan also export your plans to Google Earth.

The Maptitude for Redistricting ArcGISextension features a Plan Manager thatserves as your redistricting control center.Use it to organize plans, create anynumber of plan types (e.g., congressional,state house, senate, and school district),and save them as Plan Templates. To createa plan, simply choose a template or anexisting plan and enter a new name. Youcan organize plans in libraries by plantype, user, security access, etc., and youcan locate, copy, change settings, andpassword-protect plans.

The custom menu system and redistrictingtoolbox let you:

• Create a new plan from a map, a template,or an existing plan. You only have toenter the settings once. From then on,you can create a new plan by pickingthe appropriate template or existingplan.

• Import and merge plans created with theextension or other redistrictingsoftware.

• Designate the control field, number ofdistricts, ideal value, and summaryfields, and set other plan propertiesincluding plan type, creation date,password protection, and backupstrategy.

• Include any number of data fields in the sameplan; one-button toggle between fieldsets lets you display only the data ofinterest at any particular time.

• Easily manage districts: rename districts,handle multi-member districts, assignboth an ID and a long name to districts,lock districts, and mark themcompleted.

• Add areas to a target district using featureselection tools. Select by clicking, bydragging a box, by circle, by polygon,or by line. Select features in anygeographic layer, such as Census block,voting district, county, town, or schooldistrict. Limit the selection tounassigned areas, one district, or theentire jurisdiction. As you add areas to adistrict, Maptitude for Redistrictingredraws the district boundaries andupdates the control and summary fieldsto reflect changes to the current plan.

• Capture the current status of a plan as asnapshot. Each plan can have one ormore snapshots organized by date andtime under the same plan name. Returnto any snapshot, and use it as a departurepoint in the evolution of the plan or asthe starting point for a new plan.

• Easily find unassigned areas and assign themto the correct district. Automaticallyassign unassigned areas that arecompletely surrounded by the samedistrict.

• List all noncontiguous portions of a district,zoom to each one, and easily assignthem to the correct district.

• Identify communities of interest, which aregeographically cohesive areas such ascities, neighborhoods, or racial or ethnicenclaves that tend to have similar interestsand vote as a bloc. Keep them intactwithin the same district, and lock themso that you cannot accidentally reassignthem to different districts. Alternatively,for communities that you do split intomultiple districts, run the Communitiesof Interest reports to calculate the totaland percent population of thecommunity in each district.

• Compute measures of compactness to assessor defend the districts in a plan.Maptitude for Redistricting computesall of the recognized measures ofgeographic compactness including theReock, Schwartzberg, Perimeter,Polsby-Popper, Length-Width,Population Polygon, Population Circle,and Ehrenburg metrics.

• Export a plan to standard equivalency fileformats that can be read by otherredistricting software and theDepartment of Justice. This is the bestway to transfer a plan because everyCensus block is assigned to a district andthere is no possibility for a mis-assignment.
