MSF Furnishing Training Package
Overview
Components for endorsement
This Case for Endorsement seeks approval by the National Skills Standards Council (NSSC) of the fully
reviewed and updated Furnishing Training Package. MSF has been developed to comply with the new
Training Package Standards.
The following components are submitted for endorsement:
26 new MSF qualifications
435 new MSF units of competency
167 units imported from other Training Packages.
Refer to Appendix A for a full list of components for endorsement. MSF Training Package details and
summary mapping is at Appendix B.
Project background The furnishing industry operates across all Australian states and territories with enterprises in city and regional areas with major hubs located in three states, New South Wales, Queensland and Victoria. Furniture making represents more than 50% of the furnishing sector and remains a strong employer of qualified tradespersons. Other sectors include traditional activities, such as cabinet making, wood machining, furniture finishing, upholstery, as well as glass and glazing, picture framing, soft furnishing, and interior design and decoration. Kitchen and bathroom installations in new homes and renovations in existing homes are a growing section of the industry.
Furnishing manufacturing in Australia is a significant contributor to the Australian economy. The industry comprises 2,553 businesses, predominantly small to medium enterprises, and employs approximately 49,000 people. Approximately $2.632 billion in industry value add (IVA) was added to the Australian economy during the 2010-11 financial year from this sector. The majority of the workforce is males employed full-time with women making up 21% of the workforce and just under half of these employed part-time.1 The industry has a low concentration of ownership, with the four largest enterprises accounting for less than 10% of annual industry revenue.2
Due to a general downturn in Australian manufacturing the Department of Education, Employment and Workplace Relations (DEEWR) projects that employment within the furniture and other manufacturing industries will decrease by 2.2% to 2015–16.3 This is

But there are success stories, like Jimmy Possum, which continues to manufacture successfully in Australia and contributes to training through a substantial apprenticeship program

almost four times the projected decrease for the manufacturing industry in general. Declining enrolments in the LMF02 Furnishing Training Package qualifications bears out the downturn.4 The industry has been exposed to the inflow of low-cost imported products from neighbouring Asian economies and the conditions have worsened with the soft demand conditions on the global economy and the strong appreciation of the Australian dollar.
However, not all furnishing sectors are shrinking. Glass and glazing is experiencing growth in demand, partly due to increased use of architectural and ‘designer’ glass and glazing in modern buildings leading to increased demand for skilled workers in both the glazing and glass processing areas. There is also demand for more energy-efficient glazing solutions, including thermal ratings for windows, which are now a fundamental part of building legislation. Enrolments in glass and glazing qualifications doubled in some states over the past 12 months and around $750,000 of National Workforce Development Fund (NWDF) funding allocated to training programs.
The blinds and awnings sector has also seen enrolments rise significantly with $500,000 of NWDF allocation. Interest is driven in part by licensing requirements in NSW. Also growth in enrolments at the Certificate IV and higher reflects the strong interest in interior decoration and design careers.
Similar to many other manufacturing sectors, furnishing enterprises need to realign their workforce skills to position for growth areas and new manufacturing opportunities. Furnishing industry associations are seeking greater collaboration across the industry in order to address some of the sector’s issues and develop a stronger, united voice to help bring greater attention to its members’ needs. They are looking to establish an alliance of industry representatives from associations, unions and employers to focus on improving outcomes in compliance, competition, skills development, design and innovation, and supply chain management.
Some of the skilling implications of industry shifts include a stronger focus on customisation of products and need for skills such as computer-aided design (CAD) and computer numeric control (CNC) machining, technical expertise and design, sales, marketing and customer service skills. In addition, skills in concrete surfacing and resurfacing, and use of new technologies in flooring and finishes are needed.
The LMF02 Furnishing Training Package has had iterative changes and additions since its inception leading to a current version 7. Updating the LMF02 Furnishing Training Package included new and amended qualifications in 2008, eight new design competencies developed in 2009 and two new architectural hardware units added in 2010. By the end of 2010 all the qualifications had been amended to meet the National Quality Council (NQC) flexible packaging requirements and had sustainability skills and knowledge embedded throughout. The glass and glazing sector qualifications were comprehensively reviewed in 2011.
In summary, the LMF02 Furnishing Training Package had qualification and unit updates over nine years and several minor evaluations were conducted. However, it had not had a holistic review since its initial endorsement and industry advice was it required full consideration of how occupations and jobs in the industry have changed since the Training Package was first developed. It was also recognised that many furnishing skills are increasingly used and applied across a range of jobs and industry sectors rather than being confined to discrete trades or occupations.

Industry drivers for change As the LMF02 Furnishing Training Package had not had a full review and redevelopment since its inception, industry expectation is that the project ensures that all the units of competency and qualifications are updated, rationalised and, where necessary, added to in order to meet industry needs for pre-vocational and entry-level programs, trade skilled occupations, plus professional and management roles utilised across the industry.
Technology and work practices across all sectors have changed considerably in the previous decade. Competition in some sectors from imported furnishing products leads to custom designed and locally built products being more expensive and with a smaller market share. Traditional areas, such as upholstery, shows reduced demand for highly skilled tradespersons where production line processes break down the holistic skills into discrete tasks.
Improving productivity and effective implementation of technology-driven manufacturing processes have been cited as key enterprise priorities for furnishing. In addition, enterprises are keen to develop new markets and improve their customer service, sales and marketing skills. However, an overriding need for this industry, according to its associations, lies in the improvement of supervision and business management skills. As a predominantly small business sector, better management skills are considered to be central to improving outcomes for enterprises in the difficult business environment in which furnishing operates.
Commencing in July 2011 preliminary research was undertaken to set the direction for development of the MSF Furnishing Training Package. This included reviewing national data for LMF02 qualification enrolments, cancellations and completions to show how the qualifications were being taken up. The research indicated a small number of qualifications with very good take-up but many others with very limited or no enrolments showing up in publicly-funded training data. This partly reflected thin markets for some specialist occupational pathways which restricted RTO potential to offer for unviable student numbers.
The LMF02 Furnishing Training Package has 12 Certificate II qualifications which are considered by stakeholders to be too many competing specialist qualifications at that AQF level which limited rather than expanded potential use. Some of these narrow, effectively unused, qualifications in the furnishing framework provided no value to the industry in terms of a wider skill development pool nor delivered real options for potential learners. The MSF Furnishing Training Package has rationalised the Certificate II qualifications to just four including three sector qualifications that have, or expect viable take-up plus a new, broad Certificate II in Furnishing that encompasses entry-level skills for other occupational outcomes.
While most take-up has been at Certificate III level some occupations, such as wood machining and upholstery, have been in steep decline. The wood machining qualification therefore required a major re-design to meet future skills needs and upholstery had two separate qualifications merged and specialisations streamed. Piano tuning is an area with demand due to an ageing workforce but no RTOs with scope to deliver. A piano turning Skill Set is to be developed for inclusion in new MSF Furnishing Training Package to assist people to move into the occupation. The LMF02 Furnishing Training Package has a musical instrument making and repair qualification which consultation showed to be wrongly focussed and unused. As manufacture of most instruments is rarely undertaken in Australia with the exception of guitars it was determined that the qualification be removed from the framework so MSA can engage with industry players to ascertain whether a re-designed qualification and units covering service and repair of a narrower range of musical instruments is viable.

Higher level furnishing qualifications also had mixed use with those in the interior decoration and design field widely used and offering career progression in both publicly-funded and fee for service programs, while Advanced Diploma qualifications in furnishing management and furniture technology and design were not utilised at all and/or had no RTOs with scope to deliver. This supported the thorough qualification framework rationalisation in the redevelopment project.
Responsive to government broad policy initiatives Previously, the LMF02 Furnishing Training Package had been revised to embed employability skills, sustainability and to meet the flexibly packaging required of national qualifications. The MSF Furnishing Training Package is a more comprehensive redesign to fully meet the new NSSC Standards for Training Packages, including the Training Package Products Policy and the Training Package Development and Endorsement Process Policy.
In addition, greater emphasis has been placed on incorporating competitive manufacturing skills and competencies for improved use of technology, quality assurance, innovation and collaborative team working.
The National Foundation Skills Strategy for Adults (NFSS) introduced in 2012 has been comprehensively covered in the MSF Furnishing Training Package with allocation of levels against the Australian Core Skills Framework (ACSF) for reading, writing, numeracy and communication skills descriptors for every furnishing unit of competency. These are provided in the MSF Implementation Guide.
Recognises convergence and connectivity of skills The furnishing industry is moving from a number of traditional trade-based occupations to a more integrated production model with phases of the manufacturing process allocated to different job roles. This means that while the highly experienced artisan with excellent hand skills who can design and make a complete furnishing product is still valued, much of the modern workforce has a more technical focus on machine operation and production assembly skills. This has led to a rationalisation of the Training Package qualifications and a stronger focus on technology and streams of specialisation within some qualifications.
The introduction of a new Certificate IV in Glass and Glazing in the MSF Furnishing Training Package demonstrates industry need for advanced post-trade skills involving use of IT, production scheduling techniques and connectivity between processing plant operations.
Supports movement of skills within and across organisations and
sectors As far as possible common skills used across related furnishing industry sectors have been supported through use of core competencies, streaming and the potential to utilise units of competency from a variety of sources to meet enterprise needs. This is demonstrated in the use of furniture making units across numerous Certificate II and III qualifications. At Certificate IV and Diploma there is also rationalisation to reflect the demand for design and technology skills in a variety of combinations rather than siloed credentials.
Pathways into higher education can be achieved through both the interior design and decoration and furnishing design and technology qualifications. Management skills are also incorporated into the Diploma and Advanced Diploma furnishing qualifications to support career opportunities provided by broad management development programs where desired.
Reflects licensing and regulatory requirements A majority of the job roles covered by the MSF Furnishing Training Package involve manufacturing off-site production but in some sectors installation of furnishing products is integral to the

occupation. In this regard a licensing regime applies in NSW, Queensland and South Australia for glazing and there are various licences for particular job roles in other occupations applied in states and territories. An example is the licensing of shade sail erection in NSW which has been accommodated in the redeveloped Certificate II in Furnishing. NSW also has a licence for kitchen, bathroom and laundry renovation based on selected units of competency.
Installation of security screens and grilles is licensed in some jurisdictions although not on the basis of a recognised qualification and usually administered by police services in terms of community and personal security requirements rather than skills per se. Any furnishing job role, such as cabinetry/soft furnishing installation, glazing and interior design, that involves access to construction sites will require verified construction induction training and site induction. The training requirement is met by achievement of the construction unit of competency CPCCOHS1001A Work safely in the construction industry which is an elective in relevant furnishing qualifications.
Project management The MSF Furnishing Training Package development project was overseen by a high level MSA Board Sub-Committee representative of the industry. The terms of reference for the MSA Board Furnishing Sub-committee are to:
assist in the identification of stakeholders to be consulted for the project
identify and assist in the resolution of industry issues in relation to strategic objectives of the Review
provide industry input and advice on: o industrial issues o training and assessment issues o priority areas for industry skills development o appropriate methods for collection, collation and consolidation of industry information o validity of the content of project outcomes
provide feedback on MSA’s development work undertaken for the area covered
exchange information as appropriate between MSA, industry and other relevant professional groups covered
provide feedback on the project development work for the area of interest
make recommendations to the MSA Board on acceptance of the product of the project.

In light of the findings of the preliminary research and industry consultation, the following recommendation for the redevelopment project was agreed by the MSA Board Furnishing Sub-Committee at a meeting on 2 June 2011:
That the Furnishing Training Package be revised to consolidate the most effective training delivery pathways supported by industry. This will entail some rationalisation of the qualifications but still allow for specialist skills to be recognised. Full consideration should also be given to utilising relevant units of competency from other Training Packages and in particular making stronger links with other manufacturing skills supported by available training.
The actions agreed at the Board Sub-committee meeting were:
The scoping report was accepted and it was agreed that phase 1 of the project would include
development of a discussion paper by Andre Lewis by end July 2011. This will include project aims,
projected outcomes, timelines and a detailed project plan.
As part of the phase 1 work, MSA will reformat all LMF units of competency to comply with new
streamlining policy, prior to commencement of consultation and redevelopment.
Phase 2 of the project is expected to commence September 2011 and continue through to end of
2012. The work undertaken in phase 2 will have progressive/staged outputs and will include job
analysis.
From commencement, all reports, discussion papers, Board Sub-committee minutes and progress reports were made available on the MSA website and updated regularly. It was noted at all Sub-committee meetings/teleconferences and in progress reports that no response was received throughout the project from the CFMEU but that MSA would continue to make every effort to seek their input to the project.
Consultation and validation processes Consultation and development of draft materials has been undertaken with industry and RTO stakeholders via face-to-face meetings, workshops in states and territories, national survey instruments, circulation of draft materials, posting discussion papers and draft materials on the MSA website with advisory bulletins, phone consultation and email. A validation version of all MSF units of competency and qualifications was posted on the MSA website from December 2012 until March 2013 with stakeholders advised that final feedback should be provided by the end of February 2013.
While the majority of major industry bodies invited to be formally involved in the development project did so, the Construction, Forestry, Mining and Energy Union (CFMEU) did not nominate a Technical Reference Group (TRG) member, provide advice on draft material sent to their representative or attend meetings of the MSA Board Furnishing Sub-Committee.
State and Territory Industry Training Advisory Bodies (ITABs) and State and Territory Training Authorities (STAs) have been kept informed, with updates provided via direct emails and the regular MSA email newsletters. Consultation meetings arranged by ITABs were attended by the furnishing project team throughout 2012 and 2013.
Draft qualifications, units of competency, discussion papers and reports, and a comprehensive Issues Register was maintained and regularly updated throughout the project and made available to all interested parties on the MSA website: Furnishing Project Page.
Senior furnishing industry individuals and organisations were invited to be members of six Technical Reference Groups (TRGs) representing broad sectors of the furnishing industry and provided valuable advice on future industry direction, drivers for change, skill development needs, and other

organisations and individuals that should be consulted in the MSF Furnishing Training Package development. The TRG role was:
1. To be a source of expert advice to the MSA redevelopment team on necessary changes to the LMF02 Furnishing Training Package units of competency and qualifications to ensure they meet the needs of their industry sector and professional organisation members.
2. To provide feedback on technical aspects of draft materials developed during the redevelopment.
3. To act as a conduit to other industry stakeholders that the redevelopment team should engage.

TRG members were consulted with regularly and provided industry intelligence and consolidated feedback on draft MSF components throughout the redevelopment project. Members met or teleconferenced to discuss proposed changes and outstanding issues as required.

The final drafts of the MSF Furnishing Training Package qualifications and units of competency have
been validated and approved by all major stakeholders involved in the development. This included
members of the MSA Board Furnishing Sub-Committee, the MSA Board, TRG members and other
industry representatives, relevant state and territory ITABs and RTOs.
Report by exception
Under the terms of the NSSC TP Development and Endorsement Process, the NSSC is advised that
Manufacturing Skills Australia is submitting this Case for Endorsement with a report by exception.
Representatives from the following organisations have indicated they are not supporting
endorsement of the reviewed Furnishing Training Package because of concerns with the consultation
processes:
Construction, Forestry, Mining and Energy Union
Cabinet Makers and Designers Association
Furnishing Industry Association of Australia.
Australian Furniture Association
Some of these parties have also made representations to the MSA Board and DIICCSRTE to move
responsibility for some qualifications in the Furnishing Training Package to Forestworks ISC. In
considering this situation, the MSA Board adopted a position where they saw the Training Package
review and the ISC coverage of furnishing as separate and distinct matters.
As noted above under project management and consultation, from commencement of this project
every effort has been made by MSA and the project consultant to engage with all stakeholders and
particularly with the CFMEU.
Following completion of the endorsement drafts, the matter of coverage and refusal to sign off was
of such concern to MSA that the revised Training Package was held back from the final stages of
endorsement. MSA requested DIICCSRTE to facilitate a meeting between MSA and representatives of
the CFMEU, FIAA and CMA in order to seek a resolution. There was also a representative from
Furnishing Australia in attendance at the meeting which was held on 21st May 2013.
The meeting was intended to address the refusal by those industry organisations to ‘sign-off’ the
review and to gain some settlement for finalisation of the Furnishing Training Package review work
by MSA. During the meeting the industry parties made it quite clear that they would not approve or
sign-off on the review unless there was a decision taken to move furnishing coverage (or part
thereof) to Forestworks ISC.
The outcome from the meeting was not conclusive and the Commonwealth agreed to undertake two
things:
1) Undertake a review of the consultation processes used by MSA for the review 2) Determine the steps required to move coverage of furnishing (or parts thereof) from MSA
with consideration of what advice could be provided to the minister.
In order to progress endorsement of the MSF Furnishing Training Package, DIICCSRTE subsequently
asked MSA to engage an independent consultant with a strong background in Training Package
development and endorsement processes to undertake a full review of the consultation processes
that occurred in the review of LMF02.

Mitch Cleary, Precision Consulting, was appointed to undertake this work. As well as consideration of
compliance with the policy, Precision Consulting was asked to consider the following:
o What were the primary mechanisms of consultation used
o How many face to face meetings, teleconferences, phone calls were undertaken
o Which stakeholders were involved, who they represented and the extent of their
engagement and response
o How sector representatives were selected for consultation
o How SMEs were engaged in the process and how many
o How employees were consulted.
Ms Cleary used Standard 3 of the Standards for Training Packages (NSSC Training Package
Development and Endorsement Process Policy) as a framework to structure the report. A summary
of her findings concluded that:
The review of the LMF02 Training Package has been well planned and documented.
From reading some of the responses to the review it is clear that there has been
significant engagement with the industry and its various sectors, and there is significant
interest and enthusiasm for the review and its products.
My brief was to review the consultation processes against the Standards for Training
Packages – Standard 3 – NSSC Training Package Development and Endorsement
Process Policy and in addition to respond to the six questions listed in this report.
My considered view is that a robust consultation process has taken place with an
opportunity for all stakeholders to be involved. In summary it appears that some
stakeholders chose not to be involved in the training package review.

Section 2: Flexibility and functionality quality principles
Meets the needs of individuals and enterprises The extensive consultation process followed in the development of the MSF Furnishing Training Package ensured everyone who had ideas and proposals to improve the Package were able to have input and know their views were fully considered. Feedback was significant, national and came from industry bodies, large and small enterprise representatives, individual experts and RTOs. Primary consideration was given to industry voices although it was recognised that RTOs have close contact with many employers and can provide valid comments on behalf of industry not just a training delivery perspective.
The rationalisation of the furnishing qualifications should make career pathway options clearer and the inherent flexibility in the packaging can be used to meet industry needs across the spectrum of large and small business.
Supports equitable access and progression of learners As indicated in the Equity Report there are no discriminatory barriers in the MSF Furnishing Training Package that could impede entry to training and employment or career progression within the industry.
None of the MSF qualifications have entry requirements so direct entry is possible although the higher-level qualifications are best suited to candidates with a background in the industry. All qualifications are open to an Australian Apprenticeship pathway where this is approved and funded at the local level. MSF qualifications meet AQF levels criteria and type specifications set out in the AQF second Edition, January 2013.
Supports learner transition between education sectors Packaging rules for qualifications are clear and consistent and allow a logical progression of skills development between AQF levels. The MSF Certificate I qualification is specifically suited to VET in School programs providing interesting ‘taster’ projects in various furnishing industry occupations so learners can make judgements about career and further training options. MSF Certificate II qualifications have been designed to support transition from school into pre-vocational programs across all furnishing industry sectors. The new Certificate II in Furnishing provides entry-level competencies used across the industry that articulate and provide credit into all Certificate III qualifications.
The MSF Diploma and Advanced Diploma qualifications can articulate in higher education programs in interior design and decoration, product design, manufacturing technology and general management.
Supports implementation across a range of workplace settings The MSF qualification packaging maximises use of units of competency imported from other Training Packages or accredited courses. This flexibility allows RTOs to include a range of units of competency to develop the skills participants require in workplaces and to support progression into higher-level qualifications. This enables organisations with particular areas of operation and specialist job roles to import units of competency relevant to that context. There are very few pre-requisites in the MSF units to maximise the portability and flexibility of the units within this Training Package and for importing into other qualifications in other Training Packages.
There are no barriers to the implementation of the units of competency or qualifications in workplaces of various sizes and location.

Supports sound assessment practice The assessment advice meets the requirements of the Standards for Training Packages. The units detail comprehensive performance and knowledge evidence specific to the performance criteria. Advice on the context of and specific resources for assessment, and suitable methods of assessment are provided in each case, noting technology that supports flexible assessment practices, such as point of vision (POV) tools can be used. Units specify that assessment must be undertaken by suitably qualified assessors and that assessment is to be conducted over time not simply a one-off occasion.
Supports compliance through National Register requirements The MSF Furnishing Training Package units of competency and qualifications are formatted to ensure full compliance with the National Register for uploading when endorsed.
Quality assurance The final drafts of the MSF Furnishing Training Package qualifications and new and revised units of competency have been validated and agreed by major stakeholders (both industry and RTOs) with no outstanding or unresolved technical or content issues.
In developing the qualifications and units of competency, the following quality issues have been addressed:
all development was based on workplace requirements and the needs of individuals and enterprises
all development work was undertaken in compliance with Standards for Training Package policy and are compliant with NSSC templates
all units of competency have been reviewed for plain English, consistency and inclusion of Foundation Skills relevant to the industry
packaging rules are flexible and meet AQF alignment and NSSC product quality requirements.
Editing and quality assurance advice was provided for drafts, and final editing, equity and quality assurance reviews were undertaken.
Quality Report
An evaluation of the MSF Furnishing Training Package submitted for endorsement was undertaken by Wendy Davies (Wendy Davies Consulting Pty Ltd).
Editing
All qualifications and units of competency were reviewed against the Training Package Standards and edited by Trish Gamper (Gamper Consulting Services).
Equity review
An equity review was undertaken by Jane Newton, MSA Research Manager.

Section 3: Impact of changes
Qualifications Increasing importation of pre-manufactured furniture and flat-pack kitchens is impacting on workforce needs with trade-level skills being replaced in many cases by assembly and installation skills for these products. These changes to workforce skill needs have had some impact on the type of training being sought in the furnishing sector and the MSF development has encompassed these needs. Training in new materials, such as composites, is another area of growing interest, as is technical training with a customer service focus – this is in response to an increasingly educated customer base. This poses a difficult balancing dilemma for RTOs attempting to ensure fully qualified tradespeople are available to meet current and future workforce needs while responding to more targeted sector demand. As such, new technology and work practices have been incorporated throughout the MSF Furnishing Package. Care has been taken in the redevelopment to ensure qualification structures are consistent with industry work classifications set in Modern Awards, such as the Timber Award 2010.
Pathways Packaging rules for MSF qualifications are clear and consistent and allow a logical progression of skills development between AQF levels to support career advancement and broad skilling. Some areas within furnishing, such as upholstery and furniture polishing, are increasingly seen as highly specialised, even heritage type skills which have decreased training effort in a thin market. This is despite the shortages evident of these still important skills and MSA is committed to promoting take-up of training in areas where RTO activity and scope has been reduced through funding and resource pressures.
Units of competency Although the MSF units of competency are in the new Training Package template, users in industry and RTOs should have no difficulty in interpreting the content. Application of the unit advice is consistent across the Training Package and avoids peripheral information about job role accountabilities that are better covered by judgement from the combination of units in a qualification. Performance criteria are logically sequenced and the language has been refined to avoid repetition and a task focus. Range of Conditions content is directly related to the performance criteria and supports correct interpretation for training and assessment purposes.
Coding of the units has been revised to ensure it is consistent with MSA’s manufacturing coverage as the LMF coding reflected the defunct Light Manufacturing ITAB. Numerical coding has been amended to remove gaps in sequencing within sector specialisations.
Impact of newly endorsed components The new MSF Furnishing Training Package will replace and supersede the current LMF02 Furnishing Training Package. All components have been developed to comply with the new Standards for Training Packages and Training Package Products Policy.
STAs, RTOs and industry stakeholders have been consulted during the MSF development process and kept fully informed of the changes. MSA is not aware of any outstanding issues that need addressing to ensure successful implementation. Implementing the MSF Furnishing Training Package should not result in significant impacts to RTOs delivering the existing LMF02 Furnishing Training Package qualifications. However, as a fully reviewed and updated package, extension of scope for existing RTOs will be required.

Stakeholder Support
State and Territory Training Authorities STAs and State ITBs were kept informed via email throughout the project and were advised when drafts were released and available on the MSA website. STAs were provided with an opportunity to evaluate the draft units and qualifications when the final MSF components were distributed in March 2013. No issues were raised that would affect implementation.
All issues raised by the ONSSC with regards to advisory statements in Qualifications (Standards 8/9), advisory statements in the range of conditions (Standards 4/5) and MSA consultation processes (Standard 3) have been subsequently addressed. STAS were provided another opportunity for a period of a week from 11 October 2013 to consider the impact changes upon which the amended Case for Endorsement was resubmitted to the ONSSC.
Industry and RTOs The final drafts of the MSF Furnishing Training Package qualifications and units of competency have been validated and approved by major stakeholders. This included members of the MSA Board Furnishing Sub-Committee, the MSA Board, TRG members and other industry representatives, relevant state and territory ITABs and RTOs.
MSA can demonstrate that the majority of national industry stakeholders fully support endorsement
of the MSF Furnishing Training Package. Significant industry time and resources have been invested
in the redevelopment work and the stakeholders are anxious for the revised qualifications to be
available as soon as possible.

A Report by Exception has been provided in Section 1, regarding claims from some stakeholders of
lack of engagement and consultation. This matter has been addressed by an independent review of
the project records and consultation processes.
The revised package will provide industry with more accessible and relevant qualifications for all
sectors covered by this Training Package. Any further delays in endorsement of the restructured
qualifications will seriously impact on small/medium furnishing businesses across all sectors. The new
rationalised qualifications have been designed with industry input to facilitate uptake and make it

possible for RTOs to deliver across a range of sectors in thin markets, where access to training has
been limited. The impact of funding cuts in many jurisdictions will mean that many of the old LMF
qualifications will not be funded, which will seriously disadvantage parts of the furnishing industry.
As it is clear the issue is not about consultation processes or revised content, but ISC coverage. MSA
recommends that decisions regarding ISC coverage be held for separate negotiations, and that the
revised Furnishing Training Package proceed to endorsement.
