La gestion du présent Manuel (évolution, validation, …) est définie dans la procédure plateforme MTB P01. Le MOE et lesprocédures associées sont validés électroniquement.
Le Manuel est diffusé aux personnes suivantes:- Dirigeant responsable- Responsable Qualité- Directeur des Opérations après-vente- OSAC
0.4 GÉNÉRALITÉS
0.4.1 BUT ET CONTENU DU MANUEL
Le présent manuel ainsi que les documents organisationnels associés ont été établis en application du règlement PART 145.Il définit la conformité à ce règlement.Il décrit l'organisation, les moyens humains et matériels ainsi que les procédures de fonctionnement pour répondre auxexigences du règlement afin de s'assurer de la conformité des équipements réparés.Il englobe les partenaires fournisseurs et sous-traitants aéronautique.Il est applicable dans son intégralité à l'Atelier de Réparation dont l'activité est la réparation de capteurs et systèmes de mesureassociés.Une liste détaillée des équipements est tenue à jour et disponible au service Qualité.
0.4.2 HISTORIQUE DE LA SOCIÉTÉ
Créée en 1960, la société AUXITROL S.A. a connu un essor rapide dans la conception, la fabrication et la distributiond'équipements de systèmes industriels.Sa politique de marketing et de développement, son réseau de distribution ont permis la diffusion d'une gamme très complèted'instruments et d'équipements mécaniques, électromécaniques et électroniques.Ses productions sont destinées principalement aux industries aéronautiques et spatiales.Auxitrol fait partie de la plateforme Advanced Sensors du groupe Esterline.
L’usine et le siège sociale est situé en France : ZAC de l'échangeur, 5 Allée Charles Pathé CS 20006, 18023 BOURGESCEDEX.
0.4.3 IMPLANTATION
Les principales activités d’Auxitrol SA et Esterline Advanced Sensors (NYSE : ESL www.esterline.com) sont la conception, lafabrication et le soutien après vente de : Thermocouples, capteurs de température totale pour avions et moteurs, sondes àrésistance, capteurs de pression, pyromètres optiques, et moyens d'essais associés, capteurs de vitesse et de couple,débitmètres, jaugeurs et détecteurs de niveaux, capteurs cryogénique, capteurs air data, capteurs cylindre vibrants, densimétriecarburant.

Esterline Sensors Services offre une vaste gamme de capacité pour le test, la réparation et la révision générale des produitsd’Esterline Advanced (Auxitrol, Norwich Aero et Weston). Nos stations de réparation situées en Europe (France et Royaume-Uni), États-Unis (New York) et en Asie (Singapour). Elles sont agréées PART 145 / FAR 145 et CAAC pour celle de Singapour.

0.4.5 ORGANISATION DE L'ENTREPRISE (AUXITROL S. A.)
L’équipe de Direction de la Plateforme Advanced Sensors est appelée COMEX (pour COMITÉ EXÉCUTIF). Le COMEX conçoitla stratégie de la plateforme. Il prend la plupart des décisions stratégiques et tactiques pour celle-ci. Il assure la bonne mise enœuvre de la stratégie et la communication avec Esterline à Seattle. Il est composé de :

Le COMEX étendu comprend des participants supplémentaires au COMEX ayant des responsabilités Plateforme, en plus desdeux Directeurs d'usines en Europe. Son rôle est exactement le même que celui du COMEX. L’équipe de Management Locale (LMT : Local Management Team) gère tous les problèmes (dont les événements relatifs à laQualité) d’ordre local dans le site Auxitrol SA. Cette équipe est responsable de la mise en place de la stratégie élaborée par leCOMEX. Les LMT se réunissent toutes les semaines.Elle se compose de:

A ce titre, chaque membre du LMT possède les moyens humains et matériels nécessaires pour assurer la responsabilitéd'ensemble des projets qu'il traite sur les plans techniques, commerciaux et financiers.
Le Responsable Qualité a un lien fonctionnel avec le Dirigeant Responsable et a autorité sur l'ensemble des services de lasociété pour s'assurer que les dispositions du présent manuel sont bien appliquées. La qualité nouveaux projets et productionrattaché directement au Responsable Qualité à l'autorité et l'indépendance nécessaires pour effectuer les vérifications tout aulong de l'élaboration d'un produit : conception, approvisionnements, production, contrôle, installation et après-vente.
1 PREMIERE PARTIE : ORGANISATION
1.1 ENGAGEMENT DE L'ORGANISME PAR LE DIRIGEANT RESPONSABLE
Ce MOE expose l'organisation et les procédures sur lesquelles est basé l'agrément PART 145 par l'Autorité (DGAC) commestipulé dans le § 145.A.70.Ces procédures sont approuvées par moi-même et doivent être respectées, suivant leur applicabilité, lorsque les travaux /commandes s'inscrivent dans le cadre de l'agrément PART 145.Il est accepté que ces procédures ne l'emportent pas sur la nécessité de satisfaire à des règlements nouveaux ou amendésémis de temps en temps par l'Autorité lorsque ces règlements nouveaux ou amendés sont en contradiction avec cesprocédures.Il est entendu que l'autorité maintiendra l'agrément de cet organisme tant que l'Autorité restera convaincue que les procéduressont suivies et que le niveau de qualité du travail est maintenu.Il est en outre entendu que l'autorité se réserve le droit de suspendre, modifier ou retirer l'agrément PART 145 de l'organisme sielle a la preuve que les procédures ne sont pas suivies et que le niveau n'est pas maintenu.L'autorité doit pouvoir accéder à l'organisme pour exercer sa surveillance.L'organisme doit s'acquitter de tous droits prescrits par l'autorité.Le personnel de commandement désigné doit me rendre compte en dernier ressort.

l'entretien exigé par l'utilisateur de l'équipement et tous les travaux supplémentaires qui doivent être entrepris de l'avancement des actions correctives / revue des résultats globaux en terme de qualité que les droits prescrits par l'autorité sont acquittés Le Dirigeant Responsable valide le formulaire 2-12-50-51-60 avant soumission à l'autorité. Il est responsable de la rédaction des demandes d'autorisations exceptionnelles aux Autorités.
Il est responsable de : l’activité réparation et rechange internationale d’Esterline Advanced Sensors. du support Technique de Bourges qui a en charge

Le Responsable Qualité a la responsabilité : de surveiller le respect et l'adéquation du présent MOE pour garantir l'application des techniques d'entretien correctes
et de la navigabilité. de mettre en œuvre un programme d'audits qualité qui permet de passer en revue, à des intervalles réguliers,
l'ensemble des procédures pour chaque type d'équipement entretenu. Les anomalies ou écarts constatés sontrapportés au Responsable SAV avec un délai pour la mise en place de l'action corrective.
d'assurer du suivi de la coordination et du contrôle des actions correctives demandées de la gestion des dossiers des personnes habilitées APRS.

1.7 RESSOURCES HUMAINES
Un personnel suffisant est employé à tout moment, en fonction de la charge de maintenance et de réparation, pour réaliser,surveiller et contrôler les travaux conformément au présent manuel.L'Assurance Qualité a en charge la surveillance de l'ensemble des activités de maintenance et de réparation pour répondre auxexigences du présent manuel.Le nombre de personnes affectées à l'activité Entretien est de 31 (dont 15 à l'atelier). Ces mêmes personnes sont uniquementdédiées à la réparation d'équipements comme défini par la liste N° GQ 05.L'organisme d'entretien n'utilise pas de personnel intérimaire ou en contrat temporaire pour réaliser la réparation de ceséquipements.
1.8 DESCRIPTION GENERALE DES INSTALLATIONS SUR CHAQUE SITE AGREE
Les locaux (ateliers, magasins, bureaux) sont adaptés à l'ensemble des activités comme défini ci-après et sont maintenus enpropreté selon MP 01. Ces locaux appartiennent à l'organisme d'entretien.Un local est dédié exclusivement à l'activité de réparation.Lorsque les conditions de travail se détériorent à un niveau inacceptable (température, lumière, poussières .....), les activités demaintenance et de réparation peuvent être suspendues jusqu'à ce que des conditions satisfaisantes soient rétablies.Les pièces, composants, sous-ensembles et équipements sont stockés comme défini par le ML 05.La liste des outillages et installations nécessaires à l'activité de maintenance et réparation est intégrée dans la liste des MCEétablie et tenue à jour par le Technicien en charge de cette activité..LOCAUX : Voir plan page suivante

1.9 DOMAINE D'ACTIVITÉ PRÉVU PAR L'ORGANISME
Les activités couvertes par l'organisme d'entretien concernent la réparation des matériels de catégories C1 - C2 -C3 - C5 - C7 - C8 - C9 - C10 - C11 - C12 - C13 - C14 - C15 - C17 et C18 repris dans le GQ 05 :
capteurs de température et systèmes de mesure associés pour moteur et cellule d'aéronef capteurs de pression manocontacteurs, thermocontacteurs jaugeurs de niveau réchauffeurs de circuit hydraulique réchauffeurs pour vannes de dégivrage
Les activités de maintenance couvertes par l'agrément sont entièrement réalisées au centre de Production deBourges.
Les matériels réparés et repris dans le GQ 05 sont livrés avec une EASA Form 1.
1.10 PROCEDURE DE NOTIFICATION A L'AUTORITE COMPETENTE DESEVOLUTIONS, DES ACTIVITES/AGREMENT/ IMPLANTATION, PERSONNEL DEL'ORGANISME.
Toute proposition de modification doit être notifiée à l’Autorité compétente avant que ces modifications n’aient lieu pourpermettre à l’Autorité compétente de déterminer le maintien de la conformité à la présente Partie 145 et pour amender, sinécessaire, le certificat d’agrément, excepté dans le cas de propositions de modifications dans le personnel dont la direction neserait pas avisée au préalable.Les documents modifiés sont repris dans le formulaire FQ13 "Bordereau de transmission des MOP et MOE et des procéduresassociées" valant accuser de réception.La mise à jour des documents (MOE et GQ 03) est assurée par le service Qualité dès l'approbation par l'autorité.La procédure de diffusion des documents modifiés est décrite dans la PI 01.
1.11 PROCEDURE D'AMENDEMENT DES SPECIFICATIONS Y COMPRIS, SIAPPLICABLE, LES PROCEDURES DE DELEGATION
Les modifications du présent MOE et des documents organisationnels associés gérées par le Responsable Qualité, sont pré-classés en 2 types d’amendement :
AMENDEMENT MAJEUR :Cas de modifications autres que de forme ou de détail listées dans le règlement PART 145-85, à savoir des changementsconcernant :
le nom de l’organisme le site principal de l’organisme d’autres sites où se situe l’organisme le Dirigeant Responsable une des personnes nommées conformément au 145.A.30(b) les installations, instruments, outils, matériels, procédures, domaine d’application ou personnels de certification qui
pourraient affecter l’agrément
L'organisme notifiera à l'OSAC les évolutions ci-dessus à l'aide du formulaire 2-12-50-51-60.
AMENDEMENT MINEUR :Cas des amendements non majeurs
Les amendements mineurs sont approuvés en interne selon la PI 01 et MTB P01.Le numéro d'approbation de l'OSAC est indiqué dans le tableau des modifications of MOE.Une modification apportée à un document organisationnel provoque l'incrémentation du numéro de révision de toutes les pages.L'objet de la modification est mentionné dans la page de révision.Le GQ03 (liste des procédures associées soumises à approbation de l'OSAC) évolue après chaque modification des documentsorganisationnels qui la constitue. Elle indique si la modification est soumise ou non à accord préalable du RLSP.
Pour les 2 types d'amendements ci-dessus, un draft du MOE pourra être adressé au responsable de surveillance pouracceptation avant validation électronique interne de l'organisme (Ceci afin d'éviter l'incrémentation inutile des indices derévisions dans le circuit de validation électronique).

2 DEUXIEME PARTIE : PROCÉDURES D'ENTRETIEN
2.1 PROCEDURE D'EVALUATION DES FOURNISSEURS ET DE MAITRISE DE LASOUS-TRAITANCE
Aucune activité de maintenance et de réparation ne sera sous-traitée par AUXITROL.Seuls des pièces, composant ou matière première sont achetés pour être utilisés directement ou pour réaliser des sous-ensembles destinés à la réparation.Le processus d'évaluation, de sélection, d'habilitation, de suivi des fournisseurs est décrit dans la SM P01.Le processus d'approvisionnement et de lancement des commandes est décrit dans la PA 01.
2.2 CONTROLE ET ACCEPTATION DES ELEMENTS D'AERONEFS ET DESMATERIELS REÇUS DE L'EXTERIEUR
Le texte du chapitre 2.1 est également d'application pour ce point.
2.2.1 MATÉRIEL PROVENANT DE L'EXTÉRIEUR
Les pièces, composants en provenance de l'extérieur sont réceptionnés et les résultats enregistrés selon les dispositions du MQ02.
2.2.2 MATÉRIEL PROVENANT DE L'ATELIER DE PRODUCTION AUXITROL
Les sous-ensembles, kits destinés à l'organisme d'entretien sont réceptionnés selon les dispositions du MQ 06 et donnent lieu àl'émission d'un EASA Form 1.
2.2.3 DÉCLARATION DE PIECE SUSPECTE
Définition
Il s'agit de toute pièce "suspecte" accompagnée ou non d'un document libératoire autorisé, suspectée de ne pas être"approuvée".La raison de ce doute peut être soit l'aspect de la pièce (dimensions, finition, couleur, identification etc...), soit le documentlibératoire lui-même (EASA Form 1 / FAA Form 8130-3 ou équivalent) : ratures, mauvaise impression, N° d'agrément inconnu.
Procédure de déclaration
Le Responsable Après Ventes, le Responsable Qualité peuvent émettre une déclaration de pièce suspecte en utilisant leformulaire "Déclaration de pièce suspecte" Form AC131.Ce formulaire doit être transmis à :

2.3 STOCKAGE, ETIQUETAGE ET FOURNITURE DES ELEMENTS D’AERONEFS ETDES MATERIELS AUX EQUIPES D’ENTRETIEN.
Un magasin particulier est réservé pour les équipements finis et kits de réparation destinés à l'Après-Vente. Les équipementssont stockés, emballés et identifiés en particulier par leur Part/Number, leur numéro de série ou leur numéro de lot.Les pièces, composants, sous-ensembles et matières premières destinés aux opérations de maintenance et réparation, sontstockés dans le magasin.Seuls, les produits conformes sont stockés dans les magasins.L'accès aux locaux de stockage est restreint aux magasiniers et aux personnels du Département Après-Vente repris dansl'organigramme du § 1.4.2 ci-dessus.Pour les matériels stockés, le système de contrôle des standards de modification et CN/AD est décrit dans la PD 01.

L'inventaire et le sondage des magasins sont conduits à la demande de la Direction Financière.La gestion des magasins est définie dans le ML 05.L'identification et l'étiquetage des matériels sont réalisés à l'aide de trois types d'étiquettes :
étiquette JAUNE : matériel dont la réparation, le test ou la révision peut être mis en œuvre étiquette VERTE : matériel déclaré apte à la remise en service après inspection finale étiquette ROUGE : matériel définitivement rebuté
2.4 ACCEPTATION DES OUTILLAGES ET DES INSTRUMENTS
L'atelier de réparation possède les outillages, instruments et machines nécessaires aux activités de maintenance et deréparation pour effectuer les travaux entrant dans le cadre de l'agrément.Une liste est établie et tenue à jour par le Technicien en charge des étalonnages.L'approvisionnement et l'acceptation des outillages et instruments sont conduits selon les dispositions de la procédure MM04 etle document BMR F01.

Ce point est traité dans le MQ 01.L'inspection, l'entretien ou l'étalonnage de ces moyens sont effectués de façon régulière, conformément aux instructions dufabricant et des normes applicables.Un système clair d'étiquetage des outillages et instruments permet de connaître la date du prochain contrôle / étalonnage ainsique leur état d'utilisation.
2.6 UTILISATION DES OUTILLAGES ET DES INSTRUMENTS PAR LE PERSONNEL(Y COMPRIS LES OUTILLAGES DE SUBSTITUTION)
Les outillages et instruments particuliers spécifiés dans la documentation technique sont qualifiés conformément à le MM 04 etétalonnés comme définit ci-dessus au paragraphe 2.5.
2.7 NORMES DE PROPRETE DES LOCAUX D'ENTRETIEN
Les locaux d'entretien doivent avoir un degré de propreté correspondant à la nature des travaux réalisés.Le MP 01 définit les consignes de propreté applicables.
2.8 INSTRUCTIONS D'ENTRETIEN ET METHODE DE CONCORDANCE AVEC LESINSTRUCTIONS DES CONSTRUCTEURS / FABRICANTS Y COMPRIS MISE AJOUR ET MISE A DISPOSITION DU PERSONNEL
L'ensemble de la documentation (y compris ses évolutions éventuelles et sa diffusion) nécessaire aux activités de maintenanceet réparation est définie au chapitre 2.9 ci-après.Le service Support Technique est responsable de la concordance entre la documentation de travail AUXITROL et ladocumentation publiée par les détenteurs de certificat de type (ICA).

2.9.2 MISE A JOUR DE LA DOCUMENTATION
Il est important que la documentation utilisée par l'atelier de réparation soit à jour.La vérification est faite :
par abonnement auprès de l'Autorité (fascicules CN / AD) par abonnement aux "index" édités périodiquement par le constructeur / fabricant par interrogation du constructeur / fabricant en temps opportun si le document concerné n'a pas été révisé dans les 6
mois précédent un travailLe Support Technique est responsable de la mise à jour de la documentation et des enregistrements afférents.
2.9.3 PROCÉDURE DE RÉPARATION D'ÉQUIPEMENTS NON FABRIQUÉS PAR AUXITROL
L'intégralité du chapitre 2.9.1 est d'application à l'exception des points suivants : AUXITROL doit avoir l'autorisation du concepteur pour procéder à la réparation de ses équipements et ce uniquement
dans la cas où la documentation et les procédures n'existent pas.Dans ce cas :Les solutions de réparation sont approuvées par le constructeur via son DOA ou par l’autorité compétente s’il n’a pas deDOA.Les sous-ensembles de remplacement fournis par AUXITROL sont fabriqués selon les dispositions du MOP
Les certificats EASA Form 1 valant APRS sont établis par AUXITROL et comportent en case "12" la définition de lasolution de réparation spécifique précisée ci-avant.
Le Support Technique doit obtenir par abonnement ou tout autre système équivalent, auprès du concepteur ou organismecompétent toute la documentation nécessaire ainsi que les évolutions éventuelles.Les matériels non fabriqués et réparés par AUXITROL devront être de même nature que ceux qu'AUXITROL fabrique etdevront figurer sur la liste des équipements couverts par la PART 145 (GQ 05).
2.10 RESPECT DU PROGRAMME D'ENTRETIEN DE L'ELEMENT DE L'AERONEF
Le Responsable atelier est responsable de la bonne application des procédures du présent manuel ainsi que la documentationnécessaire aux activités de maintenance et de réparation.Le Responsable Qualité exerce une surveillance (en particulier lors des audits internes) de manière à vérifier la bonneapplication des procédures du présent manuel ainsi que de la documentation nécessaire aux activités de maintenance etréparation.Chaque observation formulée lors de la surveillance, fera l'objet d'une demande d'action corrective auprès du ResponsableAprès-Vente.
2.11 PROCEDURE CONCERNANT LES CONSIGNES DE NAVIGABILITE
Le responsable SAV est en charge de garantir que toutes les consignes de navigabilité nécessaires sont tenues à jour et misesà disposition du personnel de l'atelier de réparation.L'application des CN / AD est impérative et est conduite selon les dispositions de la PD 01.
Si une application n’est pas demandée par un donneur d’ordre, ce dernier en sera informé à réception

2.12 PROCÉDURE CONCERNANT LES MODIFICATIONS OPTIONNELLES
Ce paragraphe décrit le processus mis en œuvre par l'Organisme, pour les modifications optionnelles à appliquer sur leséquipements et qui sont décrites dans les documents constructeurs. Ces modifications sont décrites dans un Service Bulletin.
ÉMISSION / APPROBATION DES « SERVICE BULLETIN »L'Organisme émet une Fiche d'Évolution d'Équipement (FEE) qui sera traitée selon PD 01 en vigueur.A réception de la FEE approuvée, l'Organisme rédige le projet de Service Bulletin qu'il soumet à son client et/ou à l'Autorité pourapprobation.L'organisme intègre la référence du S. B. dans le CMM de l'équipement impacté après s'être assuré de son approbation parl'Autorité du client.
LANCEMENT DES MODIFICATIONS OPTIONNELLESCes modifications sont réalisées à la demande expresse des clients de l'Organisme.Elles sont conduites selon la documentation d'entretien reprise au chapitre 2.13 ci-après.L'information formation du personnel sur les nouveaux Service Bulletin est conduite selon les dispositions définies dans le MOE.
2.13 DOCUMENTATION D'ENTRETIEN UTILISEE ET MANIERE DE LA RENSEIGNER
La documentation nécessaire aux activités de maintenance et réparation est définie au chapitre 2.9.Les gammes (fiches suiveuses) sont datées et visées par un contrôleur habilité selon la PH 01.La procédure administrative, l'examen technique des retours ainsi que le processus de réparation sont décrits dans le MV 01.
2.14 CONTROLE DES DOSSIERS TECHNIQUES
La documentation justifiant et attestant des travaux réalisés sera archivée conformément à la PQ 05 et conservée pendant 3 ansà compter de la date de livraison de l'organisme d'entretien.Il sera fourni à l'exploitant, un exemplaire du certificat d'APRS, ainsi qu'une copie de toute donnée de navigabilité spécifique sinécessaire.
2.15 CORRECTION DES DEFAUTS DECOUVERTS EN ENTRETIEN EN BASE
MATÉRIEL FABRIQUÉ PAR AUXITROL
Une fiche d'anomalie sera ouverte pour tout défaut découvert au cours de la réparation et ne faisant pas l'objet d'unedocumentation.La fiche d'anomalie sera traitée conformément à la PQ 01 et peut aboutir :
à la réforme du matériel à la rédaction de nouvelles procédures de réparation
Ces procédures garantiront que la réparation du défaut découvert est approuvée de l'Autorité du client.
MATÉRIEL NON FABRIQUÉ PAR AUXITROL
Dans ce cas, une procédure de réparation sera soumise au constructeur pour approbation qui peut : accepter la procédure demander des modifications à la procédure demander la réforme du matériel
2.16 PROCÉDURE DE REMISE EN SERVICE
Un certificat d'approbation pour remise en service ne pourra être délivré que lorsque toutes les opérations définies ci-aprèsauront été réalisées :

La Maîtrise de l'atelier de réparation est responsable d'établir le certificat d'APRS. Seules les personnes listées dans la PQ 07sont autorisées à signer et à délivrer le certificat d'APRS pour les équipements repris dans le GQ 05.Un exemplaire du certificat d'APRS sera fourni au donneur d'ordre ainsi qu'une copie de toute donnée de navigabilité spécifiquesi nécessaire.Si, au cours des travaux de remise en état du matériel une nouvelle consigne de navigabilité exigible est portée à laconnaissance d'AUXITROL, proposer la mise en œuvre au client.1

2.20 ENVOI D’ÉLÉMENTS DÉFECTUEUX À L'EXTÉRIEUR
Aucune activité de maintenance et de réparation ne sera sous-traitée par AUXITROL.Seuls des pièces, composant ou matière première sont achetés pour être utilisés directement ou pour réaliser des sous-ensembles destinés à la réparation.
2.21 GESTION DES SYSTEMES INFORMATISES D'ENREGISTREMENT DE TRAVAUX
Un logiciel micro-informatique est utilisé pour gérer les travaux de réparation. Il permet : d'enregistrer les retours de matériel générer le document d'expertise (check-list) d'émettre la fiche de réparation en fonction du défaut d'éditer la page 1 du « Customer Return Analysis » ainsi que l’ EASA Form 1 et le certificat de conformité dans certains cas, d'éditer le devis de réparation
La signature informatique des dossiers de travaux n'est pas en vigueur à ce jour. Seuls, les documents sur support papierattestent de la réalisation des travaux.Ce logiciel permet également d'établir des statistiques.

Le système de gestion est accessible au Responsable de l'Atelier de Réparation à l'aide d'un code d'accès afin d'interdire lamodification des bases de données.Les moyens de stockage des données sont conduits selon des dispositions précisées par le Département Informatique del'Organisme dans une procédure spécifique "Sauvegardes Centralisées".La sauvegarde des anciens programmes et versions des programmes en place permet la lecture des données sur une périodeminimum de 3 ans.
Les dossiers de travaux sont également conservés sur support papier pendant 5 ans.
2.22 CONTROLE DE LA PLANIFICATION DES HEURES DE MAIN D’ŒUVRE PARRAPPORT AUX TRAVAUX D’ENTRETIEN PROGRAMMES
La prévision en personnel pour faire face à l’activité, est déterminée annuellement au moment du budget.Elle est faite sur la base de l’activité de l’année écoulée plus des informations spécifiques en provenance du serviceCommercial.Cette prévision est mise à jour 3 fois dans l’année.De plus, l’analyse de la charge et faite chaque semaine dans le cadre de notre processus “Assurer le support après-venteauprès de nos clients”.Cette prévision et ses mises à jour sont préparées par le Responsable Après-Vente/Réparation et présentées pour validation auDirigeant Responsable.
2.23 CONTROLE DES TRAVAUX CRITIQUES COMME DEFINI PAR LA PART 145.65(B) (3)
L’exécution de tous travaux critiques ou sensibles nécessite une qualification de l’opérateur selon la procédure PH 01 (Ex. :montage élément sensible, raccordement, soudure ….).Lorsque nécessaire, des contrôles inter-opérations sont mis en place et exécutés par une deuxième personne habilitée –PH 01-(Ex. : étanchéité hélium, étalonnage ….).
2.24 RENVOI A DES PROCEDURES D'ENTRETIEN SPECIFIQUES

2.25 PROCEDURE DE DETECTION ET DE RECTIFICATION DES ERREURSD’ENTRETIEN
Toute personne susceptible de détecter une anomalie en interne doit en informer son responsable qui se doit d’émettre unefiche d’anomalie traitée selon la PQ 01.
2.26 PROCEDURE DE PASSAGE DE CONSIGNES AUX EQUIPES
Ce chapitre est non applicable pour AUXITROL. Toute tâche commencée par un opérateur est terminée par ce dernier.
2.27 PROCEDURE DE NOTIFICATION AU DETENTEUR DE CERTIFICAT TYPE DESERREURS ET AMBIGUÏTE DANS DES DONNEES D’ENTRETIEN
Tout écart rencontré doit être signalé. Il en résulte soit un traitement selon la PQ 01, soit une demande d’évolution selon PD 01.Des annotations peuvent être apportées sur les données d'entretiens dans l'attente de la mise à jour de celles-ci. Seules lespersonnes du département support technique et qualité ESS sont habilitées à apporter ces modifications. Les annotations serontsignées, datées et archivées.

3 TROISIÈME PARTIE : PROCÉDURES DU SYSTÈME QUALITÉ
3.1 AUDITS QUALITE DES PROCEDURES DE L'ORGANISME
Conformément à l'organigramme du chapitre 1.5, le Responsable Qualité a une indépendance totale vis-à-vis des autresservices.Le Responsable Qualité dépend directement du Vice President BIQ et a autorité sur l'ensemble des services de la société pours'assurer que les dispositions du présent MOE sont bien appliquées.Les audits des procédures sont définis dans la PQ 02 qui précise :
les responsabilités les différents types d'audit le déroulement des audits le suivi des actions correctives la qualification des auditeurs Les audits internes sont repris dans le « Programme des Audits Internes » validé par la Direction.
La périodicité d'audit des procédures de l'organisme est de 12 mois.Chaque audit est consigné dans un rapport qui sera conservé 3 ans minimum.
3.2 AUDITS QUALITE DES ELEMENTS D’AERONEFS
Des audits produits sur des équipements repris dans le GQ 05 "Capability list for PART145 agreement", sont réalisés sous laresponsabilité du Responsable Qualité.Ces audits, au travers de l'assistance à des contrôles pertinents, d'inspections visuelles, de la vérification de la documentsassociée, permettent de s'assurer du respect du programme d'entretien prévu par les procédures de l'organisme.Les audits internes sont repris dans le « Programme des Audits Internes » et couvrent deux équipements sur une période de 12mois.Chaque audit est consigné dans un rapport qui sera archivé 3 ans.
3.3 PROCEDURES DE GESTION DES ACTIONS CORRECTIVES LIEES AUX AUDITSQUALITE
Ce point est traité dans la PQ 02 reprise dans le chapitre 3.1 ci-dessus.Une fois par an, le Responsable Qualité planifie des Revues de Direction réalisées tel que repris dans le Manuel Qualité.
3.4 PROCEDURES DE QUALIFICATION ET DE FORMATION DU PERSONNELAUTORISE A PRONONCER L'APRS
En principe, la formation du personnel autorisé à prononcer l'APRS est effectuée en interne à la société. Certaines formationssont réalisées par des centres externes à la société.La formation et la qualification du personnel autorisé à prononcer l'APRS est définie par la PQ 07 et la GH02.Le Responsable Qualité est responsable de la formation et de la sensibilisation du personnel en ce qui concerne l'application duprésent MOE.

Le Responsable Qualité est responsable de l'attribution, de la gestion et de l'archivage des titres d'habilitation.Les titres d'habilitation sont réexaminés chaque année avant reconduction par le Responsable Qualité.A tout moment, une habilitation peut être suspendue si des insuffisances sont constatées par la hiérarchie.Ils seront conservés pendant au moins deux ans après que la personne habilitée ait cessé son activité, quittée la société ou quel'habilitation lui ait été retirée.Les certificats de formation spécifique et continue sont archivés par le service du Personnel dans les dossiers individuels.Une copie est remise aux personnels habilités.
3.6 PERSONNEL DU SYSTÈME QUALITÉ
Le processus de gestion du personnel du Système Qualité est repris dans le Manuel Qualité.Le mode de qualification ainsi que la liste du personnel qualifié pour réaliser les audits internes et externes sont définis dans laPQ 02.
3.7 QUALIFICATION DES CONTRÔLEURS
Le mode de qualification ainsi que la liste des contrôleurs qualifiés sont définis dans la PH 01.
3.8 QUALIFICATION DES MECANICIEN
Le référentiel métier « Opérateur SAV » définit les activités, les savoirs et les ressources personnelles des opérateurs affectés àla réparation des équipements aéronautiques.Une formation au facteur humain est assurée.La liste des opérateurs est tenue à jour par le Gestionnaire de Formation à travers les qualifications sur procédés et contrôles.Le suivi est sous la responsabilité du Responsable Atelier SAV.
3.9 CONTROLE DES PROCEDURES D'AUTORISATION EXCEPTIONNELLERELATIVES AUX TACHES D'ENTRETIEN D'UN ELEMENT D'AERONEF
Ce chapitre n'est pas applicable pour AUXITROL.
3.10 CONTROLE DES AUTORISATIONS DE DEVIATION AUX PROCEDURES DEL'ORGANISME
Toute déviation sur l'application du présent MOE devra avoir l'accord du Responsable de la Qualité.Une déviation doit requérir l'accord de l'Autorité. Dans ce cas, c'est le Responsable Qualité qui adressera la demande dedéviation à l'Autorité.
3.11 PROCEDURES DE QUALIFICATION POUR LES TRAVAUX SPECIALISES TELLESQUE LE CONTROLE NON DESTRUCTIF, LE SOUDAGE ETC…..
La qualification des opérateurs, des procédés et des installations pour la mise en œuvre d'activités spécialisées (procédésspéciaux) telles que contrôles non destructifs, soudure etc..... sont décrites dans PH 01, MM 03 et MM 04.La qualification ou la reconduction d’un opérateur CND sera faite selon l’EN 4179.

7.2 REVISION PROCEDURES
7.2.1 NOTIFICATION PROCEDURE TO THE F. A. A. REGARDING TO THE ORGANIZATION'sACTIVITIES / APPROVAL / LOCATION / PERSONNEL
Any change concerning one of following items must be approved by the FAA representative on Form 8310-3 : Name of organization Localization of organization Any of accountable persons mentioned in Chapter 1.3 of the MOE Scope of work Certifying staff
Any other change will be considered as minor:
Minor amendments are approved in-house according to PI 01 and MTB P01.
The number of approval of the OSAC is indicated in the table of the modifications of the MOE.A modification to an organisational document results in increase the revision number of all pages. The subject of themodification is stated on the revision page.GQ 03 (list of associated procedures subject to OSAC approval) changes after each modification of the constituentorganisational documents. It states whether the modification is subject to prior approval of RLSP or not.
7.2.2 EXPOSITION AMENDMENT PROCEDURE
7.2.2.1 Modification of the part 7
The Quality Manager submit all revisions of the Part 7 for approval by the DGAC / OSAC before any revisions areincorporated or distributed.
The identification of each revision in the text is made by a vertical bar.

Upon receipt of a revision, each Part 7 holder is responsible for inserting the revised pages of this supplement in its Part 7,record the revision on the manual's record of revision page and return the acknowledgment form (provided with the revision)to the Quality Manager showing the holder has revised its manual.
A list of effective pages is issued with each revision so each Part 7 can be checked and kept current.
All revisions will be incorporated into the internal quality audit system or quality monitoring system (QMS).
Changes to the MAG will be implemented, as applicable, within 90 days after the change has been published, unlessotherwise specified.
7.2.2.2 Traceability of modification
The traceability of the M. O. E. and associated documents is ensured by : the list of amendment the list of effective pages the filing of the M. O. E. Change Notice by the Quality Manager
7.3 INTRODUCTION
This section indicates that the organization is performing work under FAR Parts 43 and 145, in accordance with the BilateralAgreement (BA)/Maintenance Annex executed between the FAA and European Community.
This section state that the Maintenance Annex permits the organization to obtain certification and renewal as a foreign repairstation under 14 CFR Part 145 for performing work on aeronautical products subject to 14 CFR Certification or renewal as arepair station is obtained as a result of the FAA's review and acceptance of the inspection, surveillance and evaluation of theorganization by DGAC.
An EASA Part-145 AMO can be approved as a 14 CFR part 145 repair station when the AMO complies with EASA Part-145 inconjunction with the FAA special conditions as detailed in these procedures.
The FAA Supplement describes the methods and procedures the organization will use to ensure compliance with the FAASpecial Conditions. These conditions are specified in the Maintenance Annex.
7.4 ACCOUNTABLE MANAGER’S STATEMENT
“I understand that this organization, AUXITROL S. A., when performing maintenance, alterations or modifications on USregistered aircraft or aeronautical products for use on such aircraft, must perform that work under the terms of theMaintenance Annex agreed to by the FAA and the European Community and the DGAC regulations, requirements andassociated guidance material, as well as FAA Special Conditions set forth in the Maintenance Annex and described in thisorganization’s FAA Supplement to its Manual.”
“As the person with overall control of AUXITROL repair station, I have reviewed the PART 145 regulations and requirementsand the FAA Special Conditions. This organization fully understands that by complying with these documents, it will becomplying with the corresponding sections of 14 CFR Parts 43 and 145 and other applicable regulations. I understand thatfailure to comply with the requirements of 14 CFR parts 43 or 45 may result in the amendment, suspension, or revocations ofthe FAA certification, or in other certificate or enforcement action by the DGAC or FAA. I also understand that loss of DGACapproval will require FAA enforcement action that may result in the suspension or revocation of the organisation's 14 CFRPart 145 repair station certificate.”
“This organization will provide DGAC and FAA personnel with access to our facilities to assess compliance with PART 145requirements and FAA Special Conditions or to investigate specific problems.”
“I understand that this organization may be subject to FAA enforcement procedures. I understand that investigation andenforcement by the FAA regarding suspected violations of 14 CFR by this organization will be undertaken in accordance withFAA rules and directives, and that this organization must cooperate with any investigation or enforcement action.”

Whenever the organisation’s accountable manager is replaced, the new accountable manager must sign and date a newaccountable manager’s statement. The organisation will forward a copy of the newly-signed statement to the AA.
7.5 EXTENT OF APPROVAL
a) The extent of FAA approval is not exceeding the ratings and scope of work permitted under EASA and DGAC regulationsand requirements. The extent of FAA approval also is not exceeding the scope of approval set forth in the organization's 14CFR Part 145 repair station certificate and operations specifications.
b) Auxitrol repair station does not require specialized service rating.
c) Capabilities List (CL). The manual’s CL contains all the elements described in this section:
(1) Introduction: A CL refers to a limitations document that identifies by make, model, or other nomenclature designated by thearticle’s manufacturer on which the Auxitrol repair station is authorized to perform maintenance. The CL is located in theAuxitrol repair station manual or as a referenced stand-alone document named GQ 05. Under the provisions of a BA/MA, theFAA will not issue a repair station certificate and accompanying rating(s) with privileges that exceed the scope of workpermitted under the AA approval limitations or approval schedule.
(2 )Using a CL is an effective way of identifying all articles for which Auxitrol repair station has an established repair capability.Once the component or subassembly is identified on the CL, there is no need to list the individual parts contained in it.
i) Auxitrol repair station will ensures that it has the proper equipment, personnel, housing/facilities, materials, andtechnical data to maintain each article listed in the CL.Before submitting updating of existing component or additions to the Authority for acceptance, as an amendment, tothe existing capability list, the form "CAPABILITY LIST AMENDMENT ESS" (BMR F01) must be filled by theProduct Support Manager for each component to add and approved by Quality Manager (detail in GQ 05).
This form contains the following information: Part number, part name Manufacturer Company capability : overhaul, repair, inspection, testing, calibration Maintenance data (ATA Code – FAA rating)
When this form is approved, the capability list is amended for the next issue and submitted with the amendment formto the DGAC/OSAC for acceptance, at the following address:

ii) Auxitrol repair station acknowledges the CL is an extension of its FAA OpSpecs.
iii) Use of a CL depends on Auxitrol repair station establishing procedures for conducting initial and recurrent self-audits of its facility and capabilities.
iv) The CL is included as part of the Auxitrol repair station quality monitoring system (QMS) which is approved as partof the MOE by DGAC.
7.6 SUMMARY OF QUALITY SYSTEMS
See Parts 1 and 3 of the MOE.The Auxitrol quality monitoring system has been extended to cover the FAA Special Conditions.
7.7 APPROVAL FOR RETURN-TO-SERVICE AND MAINTENANCE, ALTERATIONAND MODIFICATION RECORDS
7.7.1 Return to Service of a U.S.-Registered Aircraft
Not applicable for AUXITROL at this time.
7.7.2 Articles:
The procedure for the approval for return-to-service is described in the MOE, chapter 2.16 " PROCEDURE FOR RESTORINGTO SERVICE ".
(1) Maintenance, alteration, and modification entries required by the Special Conditions and the entries required by theoperator’s maintenance programme are in the English language.
(2) For an EASA Form 1 issued as a dual release, both Statements in block 14a indicating compliance with Regulation (EC)2042/2003 Annex II, EASA Part-145 and “other regulation specified in block 12” are checked. The AMO shouldinclude the following or equivalent language in block 12:
“The work identified in Block 11 and described herein has been accomplished in accordance with 14 CFR part 43 andin respect to that work, the items are approved for return to service under certificate no. N° A5XY398J .”
(3) The person approving the product for return to service shall sign block 14b of the form. This signature approves aircraftcomponents for return to service with respect to the work performed. The form will contain a description of the workperformed, which also includes the following:
i) Maintenance manual reference and revision status;
ii) The date of completion;
iii) The name/signature of the person returning the Article to service; and
iv) The FAA repair station certificate number.
(4) Other documents, such as work orders or shop travellers (e.g., FAA Form 337) may be used by the organisation to complywith the operator’s requirements. If this is the case, these documents should be referenced specifically in block 12 andappropriately cross-referenced.
(5) In addition, the block 12 is completed by the reference and revision of the data used to perform maintenance (i.e.,
maintenance manual reference including revision status)). The data referenced will meet the requirements of the SpecialConditions. The referenced data may consist of an attachment to the form, such as a work order, air carrier record, or an FAAForm 337.
(6) Maintenance and alteration records required by the operating regulations of 14 CFR for Operators of U.S.-registeredaircraft will be provided to the Operator in English if requested.

Although AUXITROL repair station may convert technical data (i. e. instructions for continued airworthiness, manufacturers'maintenance manuals or type certificate holders' continued airworthiness data) into internal documents such as work cards,work sheets and shop travelers in a language other than English, the AMO retain an English language copy of the technicaldata from which AUXITROL repair station internal documents were developed.
AUXITROL repair station also establish procedures to ensure that its English language copy of technical data and any internaldocuments developed from this technical data are current and complete. It is defined in chapter 1.9 of the MOE and MD 01.
7.7.3 Acceptability of Components
The procedure for inspection of components used during maintenance is described in the MOE, chapter 2.2 " INCOMINGINSPECTION OF PARTS OF AIRCRAFT AND EQUIPMENT RECEIVED FROM OUTSIDE ".
(1) New Components
i) New components are traceable to the OEM as specified in the Type Certificate (TC) holders Parts Catalogue andare in a satisfactory condition for fitment/installation. A release document issued by the OEM or ProductionCertificate (PC) holder accompanies the new component. The release document clearly states that it is issuedunder the approval of the relevant AA under whose regulatory control the OEM or PC holder works.
ii) For U.S. OEMs and PC holders, release is on the FAA Form 8130-3 as a new part.
iii) For all EC States OEMs and PC holders, release is in accordance with EASA Part-21.
iv) For Canadian OEMs and PC holders, release is on the Canadian Form One as a new part.
v) Standard parts are exempt from the forgoing provisions, except that such parts are accompanied by a conformitystatement and is in a satisfactory condition for installation.
vi) PMA parts are acceptable on U.S. aircraft with proper documentation
vii) New components provided by a U.S. air carrier shall have documentation in accordance with the U.S. air carrier’sContinuous Airworthiness Maintenance Program (CAMP).
(2) Used Components
i) Used components should be traceable to maintenance organizations and repair stations approved by theauthority who certified the previous maintenance and/or in the case of life limited parts certified the life used.The used component should be in a satisfactory condition for installation and be eligible for installation as statedin the TC holders Parts Catalogue.
ii) An EASA Form 1 issued as a dual maintenance release should accompany used components from EU-based 14CFR part 145 repair stations.
iii) Used components from a EASA-approved part 145 AMO not FAA-approved should not be used even ifaccompanied by an EASA Form 1.
iv) An FAA Form 8130-3 (14 CFR § 43.9 release) issued as a maintenance release should accompany usedcomponents from a 14 CFR part 145 Repair Station.
v) Used components provided by a U.S. air carrier shall have documentation in accordance with the U.S. air carrier’sCAMP.
vi) A Canadian Form One issued as a maintenance release should accompany used components from a Canadian-based AMO.
vii) Used components that have been issued a triple release (i.e., certifying compliance with FAA, EASA, TCCArequirements) on an EASA Form 1 asa maintenance release are acceptable.

7.8 REPORTING OF UNAIRWORTHY CONDITIONS TO THE F. A. A. SUSPECTEDUNAPPROVED PARTS REPORTING REQUIREMENTS
7.8.1 Procedures:
Auxitrol repair station will reports to the FAA within 72 hours after it discovers any serious defect in or other recurringunairworthy condition of any component.
The report is made on an FAA Form 8010.4, Malfunction Defect Report, or EASA Form 44 describing the defect ofmalfunction completely without with holding any pertinent information and containing the information required by 14 CFR part145 in English.
In any case where the filing of a report under the preceding paragraph might prejudice the repair station, it will be referred tothe Administrator for a determination as to whether is must be reported.
If the defect or malfunction could result in an imminent hazard to flight, the repair station will use the most expeditious methodit can to inform the Administrator.
7.8.2 Responsibility:
The Quality Manager or the Operation Manager is responsible for completing and submitting reports of unairworthyconditions to the FAA.
7.8.3 Suspected Unapproved Parts Programme (SUP) Reporting Requirements
In case of suspected unapproved parts, due to visual inspection, FAA Form 8120-11 is completed and forwarded immediatelyto:

7.13.1 Compliance with manufacturers’ maintenance manuals or ICA section:
The applicable rules are detailed into Part 2 of the MOE.
When an air carrier's manual deviates from the procedures specified in the CMM, such deviations will be discussed with aircarrier and National Authority.
AUXITROLS' Product Support and Quality Manager will perform the discussion.
If an air carrier deviates from the procedures specified in the corresponding manufacturer’s manual, it is the air carrier’sobligation to acquire prior FAA approval for that deviation.
7.13.2 FAA Airworthiness Directives (AD)
As described into MOE Part 2.11 ”Procedure concerning airworthiness directives” the A. D. are kept by the Technical SupportEngineer for analysis and disposition to the Repair Station.
Airworthiness Directives are on microfiches form, visualized on a special device or on the CD-Rom, or on the Web Site of theFAA.
The Technical Support Engineer is responsible to make a complete analysis of Airworthiness Directives and its supplementswhen they affect a product listed on the current capability list.
7.14 QUALIFICATION OF PERSONNEL

The procedure used by AUXITROL repair station to assure it adequate personnel to perform, supervise and inspect the workpermitted under its FAA certificate and rating is detailed into:
chapter 1.6 "List of personnel authorized to issue the authorization for return-to-service" Part 3 "Quality System Procedures" of the MOE.
According to the recruitment process, the personnel responsible for the supervision or final inspection of work of an equipmentcan read, write and understand English.
The training programs, for repair station include:
the regulatory requirements of 14 CFR section145.153, and others a thorough background and continuing education for employees to perform their job functions efficiently, safely and
correctly the familiarization of employees with the repair stations manual, quality systems and procedures
The document that describes special process and inspection qualification programs and trainers is GH 01. The document GH01 describes the name of the process / or inspection, the reference of program, the period of validity, the name of trainer(technical and practical), and the trainer responsible.

8.2 AMENDMENT PROCEDURE
Changes to the document are submitted to the competent authority (OSAC) for acceptance and approval prior tochange implementation as described in the amendment procedure chapt 1.10 & 1.11 of the MOE.
8.3 INTRODUCTION
An EASA Part-145 Maintenance Organization can be TCCA CAR 573 approved when the EASAPart-145 Maintenance Organization complies with the maintenance specific regulatoryrequirements set forth in this supplement in addition to complying with EASA Part 145.
This supplement is therefore intended to identify the means to comply with the agreement whenperforming maintenance on Canadian registered aircraft or components intended for installationthere on.
8.4 ACCOUNTABLE MANAGER'S COMMITMENT STATEMENT
This Supplement defines in conjunction with the EASA Approved MOE, the organisation andprocedures upon which the TCCA CAR 573 approval is based.
These procedures are approved by the undersigned, and must be adhered to, as applicable, whenmaintenance is performed under the conditions of the TCCA supplement approval letter.
It is accepted that the organisation's procedures do not override the necessity of complying withany additional requirements formally published by TCCA and notified to this organisation fromtime to time.
It is further understood that TCCA reserves the right to suspend or revoke the approval ifprocedures are not followed or standards are not upheld.

8.5 APPROVAL BASIS, SCOPE AND LIMITATION
TCCA CAR 573 Approval is based upon compliance with EASA Part 145 except where varied by the conditionsspecified in the Agreement and associated MAG.
The approval of maintenance is limited to the scope of work permitted under the current Certificate issued byEASA to the Maintenance Organization in accordance with Part 145 for work carried out within the European Unionunless agreed otherwise on a case by case basis by the Technical Agents of the Parties to the Agreement.
The activities covered by the maintenance organisation are described in the MOE chapt 1.9
8.6 ACCESS BY EASA AND TCCA
TCCA staff will be allowed access to the maintenance facilities for the purpose of showing compliance withthe procedures and standards as set forth in the MOE and this TCCA Supplement and also for investigation ofspecific cases. In the case of a serious non-compliance with regulations or established standards AUXITROLS.A accepts that is may be subject to TCCA enforcement action to maintain its approved status with TCCA. It isalso acceptable that the supervising NAA may perform such investigation on behalf of TCCA.
8.7 WORK ORDERS/CONTRACTS
Prior to undertaking work on Aircrafts/Components under the jurisdiction of TCCA, a work order/contractdefining the maintenance to be performed will be established between the organization and the Canadiancustomer. The work order/contract will specify the inspections, repairs, modification, overhauls to beaccomplished, the airworthiness directives to be complied with and components to be replaced.
The Canadian customer remains responsible for specifying any AD compliance required during maintenancethrough the work order but the AMO should always remind the customer of the need.
8.8 MAJOR REPAIRS AND MODIFICATIONS
Not applicable for AUXITROL at this time..
8.9 RELEASE OF COMPONENTS AFTER MAINTENANCE
Release to service of components maintained in accordance with this supplement will be carried out inaccordance with EASA Part145 and the additional requirements specified in appendix B1 of the agreement,

paragraphs 7 and 8 of this supplement will be taken into account. An Authorised Release Certificate (EASA Form 1)is to be issued.
A maintenance release made in accordance with this supplement constitutes a corporate release on behalf of theMaintenance Organization as well as being a CAR 571.10 release.
Block 12 of the EASA Form 1 will specify any overhaul, repairs, modifications, Airworthiness Directives, ServiceBulletins, replacement parts and quote the issue of the approved data used.
In the case where not all of the required maintenance was carried out as agreed by the customer, themaintenance not carried out should be listed in Block 12.
Block 12 will include the TCCA Approval number e.g. "TCCA Approval No: 899-03"
Block 14a of the EASA Form 1 will display a checkmark in the "Other regulation specified in block12" Check Box.In the case where the particular maintenance was only TCCA approved and not EASA approved the "Part-145.A.50 Release to Service" checkbox should not be checked. Example: a TCCA AD not approved by EASA.
The EASA Form 1 document will be signed by a person authorised to return the component to service on behalf ofAUXITROL S.A.
See Annexe for example of an Auxitrol EASA Form 1.
8.9.1 Component eligibility for installation
Only the following new and used components may be fitted during maintenance:
8.9.1.1 New Components
New components should be traceable to the Original Equipment Manufacturer (OEM) as specified in the TypeCertificate (TC) holders Parts Catalogue and be in a satisfactory condition for fitment. The new component shouldbe accompanied by a release document issued by the OEM or Production Certificate (PC) holder. The releasedocument should clearly state that it is issued under the approval of the relevant NAA under whose regulatorycontrol the OEM or PC holder works. The following new components are eligible for installation onAircraft/Component under the jurisdiction of TCCA:
a) New components from USA OEMs, PC holders and Part Manufacturing Approval (PMA) holdersaccompanied by a FAA Form 8130-3 or a Certificate of Conformity (CofC) as a new part.
b) New components from all EU States OEMs and PC holders released in accordance with EASA Part-21(EASA Form 1).
c) New components from Canadian OEMs and PC holders accompanied by a TCCA Form One as a newpart.
d) New Component obtained from a manufacturer holding a type design recognized in Canada and thepart is certified in accordance with the laws of the state of manufacture
e) New Component, obtained from a manufacturer under the jurisdiction of a NAA other than Canada or an EUmember state, certified pursuant to an agreement with Canada, which agreement provides for theacceptance of export airworthiness certification;
f) Standard parts are exempt fromthe forgoing provisions, except that such parts should be accompanied by aconformity statement and be in a satisfactory condition for fitment.

8.9.1.2 Used Components
Used components should be traceable to a maintenance organisation approved by TCCA who certified theprevious maintenance and/or in the case of life limited parts certified the life used. The used component should bein a satisfactory condition for fitment and be eligible for fitment as stated in the TC holders Parts Catalogue. Thefollowing used components are eligible for installation on Aircraft/Component under the jurisdiction of TCCA:
a) Used components from a FAA repair stations located in one of the 50 States, the District of Columbia and PuertoRico accompanied by an FAA Form 8130-3 issued as a maintenance release. Used components from aFAA repair station located outside of the USA territorial boundaries are not eligible for installation onAircraft/Component under the jurisdiction of TCCA.
b) Used components from a Canadian AMO should be accompanied by a TCCA Form One issued as amaintenance release.
c) Used components from EASA Part-145 approved maintenance organisations holding a valid TCCACAR 573 approval when accompanied by an EASA Form 1 issued as a maintenance release, theTCCA approval number shall be visible in block 12 of the EASA Form 1.
d) Used Component, accompanied by a valid authorized release certificate issued by a maintenanceorganization under the jurisdiction of a NAA other than Canada or an EU member state, certifiedpursuant to an agreement with Canada, which agreement provides for the acceptance of exportairworthiness certification;
e) Used components from a EU AMO that does not have an TCCA approved supplement should not beused even if accompanied by a EASA Form 1
f) Used components that have been issued a triple release (i.e. certifying compliance with FAA, EASA,TCCA requirements) on an EASA Form 1 as a maintenance release are acceptable.
8.10 CERTIFICATE OF AIRWORTHINESS (C OF A) VALIDITY
Not Applicable.
8.11 RELEASE OF AIRCRAFT AFTER MAINTENANCE
Not applicable.
8.11.1 Component eligibility for installation
The requirements regarding New and Used components eligibility for installation on Canadian Registered Aircraftsare defined in section 9.1 of this Canadian supplement.
8.12 AUDIT PROGRAM
The primary objective of the Quality Assurance System is to enable the organization to satisfy itself that it candeliver a safe product and that it remains in compliance with EASA Part 145 and the Specific RegulatoryRequirements.After adding the following additional items, our Quality Assurance System under EASA Part 145.A.65 was foundto be equivalent to the TCCA CAR 573.09 Quality Assurance Program.
(1) Our organization performs an internal audit within the first year of the TCCA supplement approval
(2) A product audit on one of the organization main product lines is performed on a yearly basis.
(3) Except for the product audit referenced in (2) the internal audit cycle may be extended to 2 years.
In addition to the relevant EASA Part 145 paragraphs, the audit programme PQ 02 will address the SpecificTCCA Regulatory Requirements.

8.13 REPORTING OF UNAIRWORTHY CONDITIONS
When any Canadian registered aircraft or aeronautical product under the jurisdiction of TCCA is found to beunairworthy, it must be reported to the Canadian customer by the fastest means available. The CanadianCustomer will advise Transport Canada as required by the CAR’s and the SDR reporting system .
The report procedure is described in the MOE chapt 2.18.

This Manual and the associated organizational documents were prepared in application of regulation PART 145.It defines the conformity to the regulations.It describes the organisation, the material and human resources and the operating procedures for satisfying the requirements ofthe regulations to ensure the conformity of repaired equipment.It covers supplier and sub-contractor partners of the Aerospace Equipment.It is applicable in its entirety to the Repair Workshop of the Aerospace Equipment Division of which the activity is the repair ofsensors and associated measuring systems.A detailed list of equipment is kept up to date and is available in the Quality Department.

Platform management team is called COMEX (for EXecutive COMmittee). The COMEX designs the Platform strategy. It makesmost strategic and many tactical decisions for the Platform. It ensures the appropriate implementation of the strategy and thecommunication with the Esterline Corporate office. It consists of:
a Platform President a Vice President Sales, Marketing, Aftermarket and Programs a Vice President Finance a Vice President Engineering a Vice President Business Improvement & Quality the Director of Norwich Aero Products a Human Resources Director
Additional participants will be the Platform functional heads, as well as both Europe Plant Directors. In detail, the followingpositions will participate in the EXTENDED COMEX. The role of the EXTENDED COMEX is exactly the same as the role of theCOMEX. This team will design the strategy of the company in terms of Marketing, Technology, Industrial, etc. Most platformstrategic matters will be discussed during these meetings, and be decided on during them. Occasionally though, some subjectsmight have to be discussed in a smaller team. In detail, the following positions will participate in the EXTENDED COMEX:

This team will be in charge of the local implementation of the Advanced Sensors strategy. Indetail, the following positions will participate in the LMT:

The Quality Management reports functionally to General Management and has authority over all company departments to ensurethe provisions in this Quality Manual are correctly applied. The quality staff reports directly to the Quality Manager and hasauthority and independence to perform checking: design, supplying, manufacturing, inspection, installation and servicing processin relation with a product.
10 PART ONE: ORGANIZATION
10.1 CORPORATE COMMITMENT BY THE CHIEF EXECUTIVE IN CHARGE
This exposition and any associated referenced manuals define the organisation and procedures upon which the competentauthority (DGAC) Part-145 approval is based as required by 145.A.70.These procedures have been approved by myself and must be observed, depending on their applicability, in relation to allworks/orders falling within the framework of PART 145 approval.It is accepted that these procedures take precedence over the need to satisfy new or amended regulations issued from time totime by the Authority, when the new or amended regulations contradict these procedures.It is understood that the Authority will maintain approval of this entity as long as the Authority remains convinced that theprocedures are being followed and that the quality of work is maintained.It is also understood that the Authority reserves the right to suspend, modify or withdraw the PART 145 approval of the entity if itreceives proof that the procedures are not being followed and that the quality standards are not being maintained.The Authority must be able to access the entity to carry out surveillance.

10.7 HUMAN RESOURCES
Adequate personnel are employed at all times depending on the maintenance and repair workload to perform, supervise, controland inspect works in compliance with this manual.Quality Assurance is responsible for surveillance of all maintenance and repair activities to ensure these satisfy the demands ofthis manual.The number of persons allocated to the maintenance activities is 31 (of which 15 in the workshop). The same persons are solelydedicated on the repair of equipment as defined in list No GQ 05.The maintenance entity does not use temporary or short term contract personnel for repairing these equipments.
10.8 GENERAL DESCRIPTION OF INSTALLATIONS ON EACH APPROVED SITE
The premises (workshops, warehouses, offices) are adapted for all activities as defined below and are maintained in a cleancondition in accordance with MP 01. These premises are owned by the maintenance entity.One room is dedicated exclusively to repair activities.When working conditions deteriorate to unacceptable level (temperature, light, dust, etc.) maintenance and repair activities canbe suspended until satisfactory conditions have been restored.The parts, components, sub-assemblies and items of equipment are stored as defined in ML 05.A list of the tools and installations necessary for maintenance and repair activities is prepared and kept up to date by theMethods Department.PREMISES: see plan on following page

10.9 FIELD OF ACTIVITY PROVIDED BY THE ORGANIZATION
The activities covered by the maintenance organization concern repair of equipment in categories C1 - C2 - C3 - C5 - C7 - C8 -C9 - C10 - C11 - C12 - C13 - C14 - C15 - C17 and C18 included into GQ 05 :
temperature sensors and associated measuring systems for aircraft cells and engines pressure sensors pressure contacts, heat contacts level gauge hydraulic circuit heaters de-ice valve heaters
The maintenance activities covered by the approval are all performed at the Bourges Production Center.
The equipment repaired is listed in GQ 05 and delivered with a EASA Form 1.
10.10 PROCEDURE FOR NOTIFYING THE AUTHORITY OF EVOLUTION OFACTIVITIES, APPROVAL, LOCATION AND PERSONNEL OF THE ORGANIZATION
The Competent Authorities must be notified of any modification proposals before these modifications are carried out, in order toenable the Competent Authorities to determine whether the conformity of the current Part 145 is maintained and to amend thecertificate of agreement, if necessary, except in the case of proposed modifications to staff where management has not receivedprior notificationThe modified documents are incorporated in FQ13 ‘Schedule for transmission of MOPs and MOEs and associated procedures’which is valid as acknowledgement of receipt.The updating of documents (MOE and GQ03) is performed by the Quality Department immediately on receipt of approval fromthe Authority.The procedure for distribution of modified documents is described in PI 01.
10.11 PROCEDURE FOR AMENDING SPECIFICATIONS INCLUDING, IF APPLICABLE,DELEGATION PROCEDURES
Modification of this MOE and the associated organisational documents managed by the Quality Manager are of two types :
MAJOR AMENDEMENT: Cases of modification other than in the form or the details listed in the PART 145-85 regulations, namely changes to: the name of the organization the main location of the organization other sites where the organization is located the Company Director the persons named according to 145.A.30(b) the installations, instruments, tools, materials, procedures, domains of application or certified staff that could affect the
agreement
The organisation will notify to OSAC the modification here above with a form 2-12-50-51-6.
MINOR AMENDEMENT: case of non major amendments
Minor amendments are approved in-house according to PI 01 and MTB P01.The number of approval of the OSAC is indicated in the table of the modifications of MOE.A modification to an organisational document results in increase the revision number of all pages. The subject of themodification is stated on the revision page.GQ 03 (list of associated procedures subject to OSAC approval) changes after each modification of the constituentorganisational documents. It states whether the modification is subject to prior approval of RLSP or not.
For the two modifications here above, a draft of the MOE might be submitted to the RLSP for acceptation before internalelectronic approbation by the organisation. (This will prevent unnecessary revision incrementing index in the electronicworkflow).

11 PART TWO: MAINTENANCE PROCEDURES
11.1 PROCEDURE FOR EVALUATING SUPPLIERS AND CONTROL OF SUB-CONTRACTING
No maintenance and repair activities will be sub-contracted by AUXITROL.Only parts, components or raw materials are bought in for direct use or to manufacture sub-assemblies for repair purposes.The process of evaluation, selection, approval and follow-up of suppliers is described in SM P01.The procurement process and initiation of orders is described in PA 01.
11.2 INCOMING INSPECTION OF PARTS OF AIRCRAFT AND EQUIPMENT RECEIVEDFROM OUTSIDE
The text of 21 above also applies to this point.
11.2.1 EQUIPMENT ORIGINATING FROM OUTSIDE
Parts and components from the outside are accepted and the results recorded in accordance with the provisions of MQ 02.
11.2.2 EQUIPMENT ORIGINATING FROM THE AUXITROL PRODUCTION WORKSHOP
The sub-assemblies and kits intended for the maintenance entity are accepted in accordance with the provisions of MQ 06 andgive rise to issue of an EASA Form 1.
11.2.3 DECLARATION OF A SUSPECT PART
Definition
This means any ‘suspect’ part whether or not accompanied by an authorised release document which is suspected of not havingbeen ‘approved’.The reason for the doubt may either be the appearance of the parts (dimensions, finishing colour, identification etc.) or therelease document itself (EASA Form 1 / FAA Form 8130-3 or equivalent): scratches, poor printing, approval No. unknown.
Declaration procedure
The Operations Manager and the Quality Manager may issue a declaration of a suspect part using the Form “Declaration ofSuspect Part” Form AC131.This form must be sent to :

11.3 STORAGE, LABELLING AND SUPPLY OF ITEMS AND EQUIPMENT OFAIRCRAFTS TO THE REPAIR WORKSHOP
A special warehouse is reserved for finished equipment and for repair kits for After-Sales. The equipment are stored, packagedand identified in particular, by their Part/number, their serial number or batch number.Parts, components, sub-assemblies and raw materials intended for maintenance and repair operations are stored in thewarehouse.Only product that conforms are kept in storage.Access to storage premises is restricted to store keepers and After-Sales Department personnel as shown in the organisationalchart in paragraph 10.5 above.For equipment in store, the system of controlling standards of modification and CN/AD is described in PD 01.The inventory and test sampling of warehouses is carried out at the request of Financial Management.Management of warehouses is defined in ML 05.The identification and labelling of equipment is performed using three types of labels :
YELLOW label : equipment of which the repair, test or overhaul may be implemented GREEN label : equipment declared suitable for restoring to service after a final inspection

RED label : equipment that has been definitively scrapped
11.4 ACCEPTANCE OF TOOLS AND INSTRUMENTS
The repair workshop possesses tools, instruments and machines necessary for the repair and maintenance activities to carryout the works covered in the framework of approval.A list is prepared and kept up to date by the technician in charge of calibration.The procurement and acceptance of tools and instruments is carried out in accordance with the provisions of the procedureMM04 and the document BRM F01.
11.5 CALIBRATION OF TOOLS AND INSTRUMENTS
This aspect is covered in MQ 01.The inspection, upkeep or calibrations of these resources are performed regularly in compliance with the manufacturer’sinstructions and the applicable standards.A clear system for labelling tools and instruments allows establishing the date of the next inspection/calibration and the latter’suse status.
11.6 USE OF TOOLS AND INSTRUMENTS BY PERSONNEL (INCLUDING SUBSTITUTES)
The individual tools and instruments specified in the technical documentation are qualified in accordance with MM 04 andcalibrated as defined above in paragraph 11.5.
11.7 CLEANLINESS STANDARDS FOR MAINTENANCE PREMISES
The maintenance premises must have a degree of cleanliness appropriate for the type of work performed.MP 01 defines the applicable cleanliness instructions.
11.8 MAINTENANCE INSTRUCTIONS AND METHOD OF CONCORDANCE WITHINSTRUCTIONS OF CONSTRUCTORS/MANUFACTURERS INCLUDING UPDATINGAND MAKING AVAILABLE OF PERSONNEL
All documentation (including any evolutions and their distribution) necessary for maintenance and repair activities are defined inchapter 11.9 below.The Technical Support department is responsible to make sure that AUXITROL shop documents are concordant with the ICApublished by TC holders.
11.9 REPAIR PROCEDURE
11.9.1 PROCEDURE FOR REPAIR OF EQUIPMENT MANUFACTURED BY AUXITROL
Operation Manager is responsible for application of the procedures in this manual. It is also responsible for implementation ofcorrective and/or preventive actions resulting from:
internal audit the issue of anomaly sheet surveillance by the Quality Management
The administrative procedure and the technical examination of returns and the repair process are described in MV 01.
The repair of known defects is performed in accordance with pre-established and approved documents. These documents are: Maintenance Manual (CMM) Repair process sheet Repair instruction sheet Inspection instruction sheet Service bulletin Airworthiness instructions Airworthiness Directives

Unknown defects will be analysed and be the subject of repair process sheets prepared by Technical Support.All the above-mentioned documentation is subject to the following rules:
Design review : Review of Repair Process Sheet (RGR) in accordance with MD 01 ‘Project Methodology – DesignReviews’
Control of evolutions in accordance with PD 01 ‘Evolution of Design, Manufacturing and Inspection Documents’. Controlled distribution in conformity to PI 02.
11.9.2 UPDATING OF DOCUMENTATION
It is important that the documentation used by the repair workshop is up to date.Verification is performed:
by subscription to the Authority (booklets CN/AD) by subscription to the ‘indices’ edited periodically by constructor/manufacturer. by interrogating the constructor/manufacturer at the appropriate time if the document concerned has not been updated
within six months preceding the work.Technical Support is responsible for updating documentation and the pertaining recording.
11.9.3 PROCEDURE FOR REPAIRING EQUIPMENT NOT MANUFACTURED BY AUXITROL
The chapt 11.9.1 above applies apart from the following points :AUXITROL must have the authorisation of the designer to proceed with the repair of its equipment and solely in the case wheredocumentation and procedures do not exist.In this case:Repair solutions are approved by the constructor through their DOA or by the competent authority if there is no DOA.Replacement sub-assemblies supplied by AUXITROL are manufactured in accordance with the provisions of the MOP.The EASA Form 1 certificates equivalent to APRS are prepared by AUXITROL and include in box 12 the definition of thespecific repair solution defined above.The Technical Support must obtain by subscription or any other equivalent system, from the Designer or competent body, all thenecessary documentation and any updates.Equipment not manufactured but repaired by AUXITROL must be of the same nature as that which AUXITROL manufactures
and must be included in the list of equipment covered by PART 145 (GQ 05).
11.10 COMPLIANCE WITH THE PROGRAM FOR REPAIR OF THE AIRCRAFT ITEM
The Workshop Manager is responsible for satisfactory application of the procedures in this manual and for the documentationnecessary for maintenance and repair activities.The Quality Manager carries out surveillance (in particular during internal audits) so as to check satisfactory application of theprocedures in this manual and the documentation necessary for maintenance and repair activities.All comments made during surveillance will be the subject of a request for corrective action sent to the Operation Manager.
11.11 PROCEDURE CONCERNING AIRWORTHINESS DIRECTIVES
The After-Sales Manager is responsible for guaranteeing that all necessary airworthiness instructions are kept up to date andmade available to repair workshop personnelApplication of CN/AD is mandatory and is carried out in accordance with the provisions of PD 01.If an application is not requested by a contractor, they will be informed on reception
N O T EAUXITROL does not have materials that are certified QAC, TSO … Consequently, navigability instructions are prepared inconsultation with holders of standard certificates that are in contact with the Authorities.
11.12 PROCEDURE CONCERNING OPTIONAL MODIFICATIONS
This paragraph describes the process implemented by the entity for optional modifications to be applied to equipment describedin the constructor’s documents. These modifications are described in a Service Bulletin.
ISSUE / APPROVAL OF “SERVICE BULLETIN’sThe entity issues an equipment evolution sheet (FEE) which will be processed in accordance with the PD 01 in force.On receipt of the approved FEE, the entity prepares a draft Service Bulletin which is submitted to the client and/or the Authorityfor approval.

The entity incorporates the SB reference in the CMM of the equipment concerned after checking it has been approved by theclient’s Authority.
INITIATION OF OPTIONAL MODIFICATIONSThese modifications are implemented at the express request of the client of the entity. .They are performed in accordance with the maintenance documentation incorporated in 11.13 belowInformation/training of personnel in the new Service Bulletin’s is conducted in accordance with the provisions defined in thisMOE.
11.13 MAINTENANCE DOCUMENTATION USED AND METHOD FOR ITS COMPLETION
The documentation necessary for maintenance and repair activities is defined in section 11.9.The instructions (routing cards) are dated and signed by a controller authorised according to PH 01.The administrative procedure, the technical examination of returns and the repair procedure are described in MV 01.
11.14 CONTROL AND ARCHIVING OF TECHNICAL FILES
The documentation proving and certifying the work performed will be archived in conformity to PQ 05 and conserved for 3 yearsfrom the date of delivery of the repair organization.The operator will be given a copy of the APRS certificate and a copy of any specific airworthiness data if necessary.
11.15 CORRECTION OF DEFECTS DISCOVERED DURING REPAIR
EQUIPMENT MANUFACTURED BY AUXITROL
An anomaly sheet will be opened for any defect discovered during the repair which is not covered by the documentation.The anomaly sheet will be processed in conformity to PQ 01 and may result in:
re-working of the equipment preparing new repair procedures
These procedures will guarantee that the repair of the defect discovered is approved by the Client’s Authority.
EQUIPMENT NOT MANUFACTURED BY AUXITROL
In this case, a repair procedure will be submitted to the manufacturer for approval, who may: accept the procedure request modifications to the procedure request reworking of the equipment
11.16 PROCEDURE FOR RESTORING TO SERVICE
A certificate of approval for restoring to service cannot be delivered except when all the operations defined below have beenperformed:
completion of all operations in conformity to the repair documentation verification of completion of the documentation (Customer Analysis Return – Process Sheet) application of CN and AD completion of the final inspection
Supervisory personnel in the repair workshop are responsible for preparing the APRS certificate. Only persons listed in PQ 07are authorised to sign and issue the APRS certificate for the equipment included in GQ 05.A copy of the APRS certificate will be issued to the ordered as well as a copy of any specific airworthiness data requested ifnecessary.If, during the works for repairing equipment a new enforceable airworthiness instruction is brought to the attention of AUXITROL,its implementation should be proposed to the client.Case 1: acceptance by customer results in issue of EASA Form 1.Case 2: a negative response from the customer prohibits issue of the APRS and results in the issue of a certificate ofconformity.Preparation of EASA Form 1 is described in PQ 07.

11.19 RETURN OF DEFECTIVE ITEMS TO THE WAREHOUSE
All defective items are covered by anomaly sheet which will be processed in accordance with PQ 01.During the period for processing of the anomaly sheet the defective item is placed in the quarantine zone.
11.20 SENDING OF DEFECTIVE ITEMS OUTSIDE
No maintenance and repair activities will be sub-contracted by AUXITROLOnly parts, components or raw materials are bought in for direct use or to manufacture sub-assemblies for repair purposes.
11.21 MANAGEMENT OF COMPUTERISED WORKS RECORDING SYSTEMS
PC software is used to manage repair works. This allows: recording equipment returns generating the check list issuing the repair file depending on the defect issuing page 1 of the Customer Return Analysis and EASA Form 1 and the certificate of conformity in some cases, issuing the repair estimate
The computerised signature for the works file is not in force as of now. Only documents on paper attest performance of works.
This software also allows preparing statistics.The management system is accessible to the Repair Workshop Manager using an access code in order to prohibit themodification of the databases.
The rules for back-ups and the data storage resources comply with the recommendations of the entity’s IT department inprocedures specific to centralised back-ups.The back-up of old programmes and versions of programmes installed allows reading the data for a minimum period of 3 years.The works files are also archived on paper for five years.

11.22 CONTROL OF THE ORGANIZATION OF LABOR HOURS COMPARED TOSCHEDULE MAINTENANCE WORK
The workforce needed in order to met operating demands is determined yearly in the budgetIt is based on the previous business year as well as specific information from the sales department.This provision is updated 3 times a year.Moreover, a workload analysis is carried out weekly according to our “Post delivery customer service” process.This provision and updates are prepared by the After-sales/Repairs Manager and validated by the Chief Executive Officer.
11.23 CONTROL OF CRITICAL WORKS ACCORDING TO PART 145.65 (B) (3)
The execution of all critical or sensitive work necessitates the qualification of the operator according to procedure PH 01 (E.g.:sensing element assembly, joining, welding….).When necessary, inter-process inspections are set up and carried out by a second accredited person – PH 01- (E.g.: helium-tightness, calibration ….).
11.24 REFERENCE TO SPECIFIC MAINTENANCE PROCEDURES
This section is not applicable for AUXITROL.
11.25 PROCEDURE OF DETECTION AND CORRECTION OF THE MAINTENANCEERRORS
Any person likely to detect an in-house anomaly must inform of it her person in charge who must emit a card of anomaly treatedaccording to PQ 02.
11.26 PROCEDURE FOR GIVING INSTRUCTIONS TO TEAMS
This section no longer applies to AUXITROL. All jobs started by an operator are now finished by the same.
11.27 PROCEDURE OF NOTIFICATION TO THE STANDARD HOLDER OFCERTIFICATE OF THE ERRORS AND AMBIGUITIES IN DATA MAINTENANCE
Any variation met must be notified.. It results either a treatment from it according to PQ 01, or a request for evolution accordingto PD 01.Errors found in the approved data can be annoted while waiting for the next update. Only authorized persons from the TechnicalSupport and ESS Quality can address these modifications. These annotations will be signed, dated and archived.
11.28 PROCEDURE OF PLANNING OF MAINTENANCE
MV 01 defines the procedure of taking into account of examination, of repair of the equipment in return customer. The after-sales manager Is in charge to plan the workload.

12 PART THREE: QUALITY SYSTEM PROCEDURE
12.1 AUDIT OF PROCEDURES OF THE ENTITY BY THE QUALITY SYSTEM
In conformity to the organisational chart in chapter 10.5, the Quality Management is totally independent regarding otherdepartments.The Quality Manager reports directly to the Vice president BIQ from COMEX and has authority over all company departments toensure the provisions of this MOE are applied.

Audits of procedures are defined in PQ 02 which specifies: the responsibilities the various types of audit the conduct of audits the follow-up of corrective actions the qualification of auditors Internal audits are resumed in the « Internal Audits Program » approved by Senior Management.
The frequency of auditing the procedures of the entity is every 12 months.Each audit is recorded in a report which is archived for 3 years minimum
12.2 AIRCRAFT ELEMENTS AUDITS BY THE QUALITY SYSTEM
Audits of products or of equipment included in GQ 05 “Capability list for PART145 agreement” are performed under theresponsibility of the Quality Management.These audits through attendance at pertinent inspections, visual inspections, variation in the associated documentation allowingensuring compliance with the maintenance programme provided for in the entity’s procedures.Internal audits are resumed in the « Internal Audits Program » approved by Senior Management and cover two sets ofequipment over a period of 12 months.Each audit is recorded in a report which is archived for 3 years.
12.3 AUDIT OF PROCEDURES OF CORRECTIVE ACTIONS BY THE QUALITY SYSTEM
This point is covered in PQ 02 included in section 12.1 above.Once year, Quality Manager plans Management review conducted as part of the Quality Manual.
12.4 PROCEDURES FOR QUALIFICATION AND TRAINING PERSONNEL AUTHORIZEDTO ISSUE APRS
In principle, training of personnel authorised to issue an APRS is carried out inside the company. Some training is given incentres external to the company.The training and qualification of personnel authorised to issue APRS is defined in PQ 07 and the GH 02.The Quality Management is responsible for the training and awareness of personnel with regard to application of this MOE.
12.5 FILES OF PERSONNEL AUTHORIZED TO ISSUE APRS
The list of persons authorised to pronounce APRS is defined in PQ 07.An authorisation document is issued for each person authorised to issue APRS (see annex chapter 5). This includes thefollowing information:

Quality Management is responsible for the attribution, management and archiving of the authorisation documents.Authorization documents are re-examined yearly before renewal by the Quality Management.At any time authorisation may be suspended if inadequacies are observed by the line management.These will be archived for at least two years after the authorised person has ceased his/her activity, left the company or after theauthorisation is withdrawn.The certificates of specific and ongoing training are archived by Personnel Department in the individual files.A hard copy is given to authorized persons.

The job profile « After-sales operator » defines the activities, know-how and personal resources required for operators affectedto aircraft equipment repairs.Training to deal with the human factor is in place.The list of operators is kept up to date by the Training Manager through qualification on processes and inspections.The After-sales Workshop Manager is responsible for monitoring.
12.9 INSPECTION OF PROCEDURES FOR EXCEPTIONAL AUTHORIZATIONCONCERNING MAINTENANCE TASKS ON AN AIRCRAFT ITEM

12.10 INSPECTION OF AUTHORIZATION FOR CONCESSIONS IN RELATION TO THEENTITY’S PROCEDURES
Any concessions from application of this MOE must be approved by the Quality Manager.A concession requires the agreement of the Authority. In this case, the Quality Manager will submit the request for aconcession to the Authority.
12.11 QUALIFICATION PROCEDURES FOR SPECIALIST WORKS AS NONDESTRUCTIVE TEST, WELDING ETC…..
The qualification of operatives, processes and installations for specialist work (special processes) such as non-destructivetesting, welding etc. are described in PH 01, MM 03 et MM 04.Qualification or renewal of an NDT operator will be carried out according to EN 4179.
12.12 INSPECTION OF EQUIPMENT USED FOR INTERVENTION OF MANUFACTURERSAND OTHER MAINTENANCE TEAMS

12.13 PROCEDURE OF FORMATION OF THE PERSONAL FACTORS
Any intervening in the after sales department must have a formation to the policy of the company: Quality, Safety, Human FactorRepair....The After-sales Operation Director and the Workshop manager are in charge of managing and training co-workers.
12.14 EVALUATION OF CAPABILITIES OF PERSONAL
Any operator intervening in the after sales department is evaluated by the after-sales department manager on his capacities, hisresponsibilities and his performances.An individual record sheet is established and preserved by the staff department.
