OFFICE ORDER
In pursuance of the decision taken by the Board in its 135th
meeting held on 31/5/2007 vide Item No. 135.25, the Senior Environmental
Engineers / Senior Scientific Officer / Environmental Engineers has been
delegated power w.r.t. sanctioning casual leave to Group-A and B Employees
working under them as under:-

i) Snr. Env. Engineer Full powers in respect of Group-C and D employees working under him and upto 4 days in respect of Group-A and B officers working under him.
ii) Snr. Scientific Officer Full powers in respect of Group-C and D employees working under him and upto 4 days in respect of Group-A and B officers working under him.
iii) Environmental Engineer Full powers in respect of Group-C and D employees working under him and upto 4 days in respect of Group-A and B Officers working under him

b) THE POWERS & DUTIES OF THE OFFICERS/EMPLOYEES OF THE BOARD.
2.1 ADMINISTRATIVE AND FINANCIAL POWERS
2.1.1 CHAIRMAN
As per section 11-A of Water (Prevention & Control of Pollution) Act, 1974, the
Chairman of the Board shall exercise such powers and perform such duties as
may be prescribed or as may, from time to time, be delegated to him by the
Board.
Powers and duties of Chairman
As per Rule 7 of Punjab State Board for the Prevention & Control of Water
Pollution Rules, 1977, following powers & duties have been assigned to the
Chairman:-
1. The Chairman shall have over all control over the day to day activities of
the Board.
2. i) The Chairman may undertake tours within the State of Punjab for carrying
out the functions of the Board.
Provided that he shall keep the Government, and the Board informed of his
tours.
ii) The Chairman may, with prior approval of the Government, visit any place
in India or abroad and also keep the members of the Board informed of
his tours.
3. Subject to rules, if any, made under sub-section (3) of section 12, the
Chairman shall have full powers in the matter of promotion, confirmation,
transfer and termination of services of the officers and employees of the
Board.

4. Subject to overall sanctioned budget provisions, the Chairman shall have
full powers to administratively approve and sanction all estimates.
2.1.2 MEMBER SECRETARY
As per section 12(2) the Member Secretary, shall exercise such powers and
perform such duties as may be prescribed or as may, from time to time, be
delegated to him by the Board or its Chairman.
Powers and Duties of the Member Secretary
As per rule 9 of the Punjab State Board for the Prevention & Control of Water
Pollution Rules 1977, the Member Secretary shall be subordinate to the Chairman
and shall subject to the control of the Chairman, exercise the following powers,
namely:-
1. The Member Secretary shall be incharge of all the confidential papers of
the Board and shall be responsible for preserving them.
2. The Member Secretary shall produce such papers whenever so directed by
the Chairman or by the Board.
3. The Member Secretary shall make available to any member of the Board,
for his perusal, any record of the Board.
4. The Member Secretary shall be entitled to call for the services of any
officer or employee of the Board, and files, papers and documents for
study from any department of the Board, as also to carry out inspection of
any department at any time including checking of accounts, vouchers, bills
and other records and stores pertaining to the Board.
5. The Member Secretary may withhold any payment but every case in which
payment is withheld shall, as soon as may be, be placed before the Board
for its approval.
6. The Member Secretary shall make all arrangements for holding meetings
of the Board and meetings of the committees constituted by the Board.

7. All orders or instructions to be issued by the Board shall be authenticated
by the Member Secretary or any other officer authorised in this behalf by
the Chairman.
8. The Member Secretary shall authorise, sanction or pass all payments
against allotments made or estimates sanctions.
9. The Member Secretary shall write and maintain confidential reports of all
Class I and Class II Officers of the Board and shall get them
countersigned by the Chairman.
10. The Member Secretary shall countersign the confidential reports of all
Class III employees of the Board.
11. i) The Member Secretary shall sanction the annual increments of
Class I and Class II officers of the Board:
Provided that the increments of Class I and Class II officers shall be
withheld only with the approval of the Chairman.
ii) The annual increments of the employees of the Board other than
those referred to in clause(I) shall be sanctioned by officers
authorised in this behalf by the Member Secretary.
12. The Member Secretary shall have full powers for according technical
sanction to all estimates.
13. The Member Secretary shall exercise such other powers and perform such
other functions as may be delegated to him from time to time either by
the Board or by the Chairman.
Apart from the above, the following authorities who exercise the powers of
competent authority under the Punjab Pollution Control Board employees service
regulation 2002, are as under:-

Secretary, Punjab Pollution Control Board vide endst. No. 10/28/96- STE(5)/3659 dated 14/8/2006 directed not to exercise any powers of transfers and disciplinary proceedings in case of Group-A,B and C posts. All power to these posts shall be exercise by the State Government till further orders. Further, the Government vide its order dated 15/7/2009 conveyed to the Chairman/Member Secretary Punjab Pollution Control Board vide endst. No. 10/28/96-STE(5)/2955 dated 27/7/2009, issued partial modification in its orders dated 11/8/2006 and given all administrative powers to the Chairman/Member Secretary Punjab Pollution Control Board for Group-C and Assistant Environmental Engineer and equivalent posts.
