Northeast Anthony Henday Drive

The Northeast Anthony Henday Drive project will complete the Edmonton Ring Road when it opens in the fall of 2016. The $1.8B project includes the four year construction and 30 year maintenance of the following:

FreewayAnthony Henday Drive (Manning Drive to Yellowhead Trail):@�9 km of new six-lane and eight-lane divided freeway through undeveloped land. Background@�The preliminary design, which included environmental and noise assessment as well as a public consultation program, was previously completed.

@�The public consultation included three sets of open houses held in November 2008, June 2009 and February 2011.

@�Information regarding the functional plan, access plan, noise study, environmental and the history and background of the corridor development was displayed. The public was encouraged to provide their feedback on the preliminary design to the team for consideration ���������$� �����0

Q ������������������������������������������!����������!��"��#���$A Land within the TUC is primarily set aside for roads, utilities and pipelines. We will accommodate pedestrians

and cyclists along most of the crossroads; however, the construction of multi-use trails is not part of Alberta Transportation’s mandate.

After construction is completed in 2016, areas of the TUC may be available to lease for surface use. See Alberta Infrastructure’s website, www.infrastructure.alberta.ca for information on leasing land within the TUC.

Drive, Yellowhead Drive, Sherwood Park Freeway, Baseline Road, Broadmoor Boulevard, Sherwood Drive, and Whitemud Drive and a minimum of one lane in each direction for minor roadways. All directional movements at interchanges will also be maintained. The contractor will provide access to individual properties at all times.

Plant Relocation Project:One rare plant species, marsh muhly, is present at the North Saskatchewan River crossing. In autumn 2012, under the supervision of a rare plant specialist, these plants will be relocated to new sites with similar habitat, within the TUC, that will not be disturbed in the future.

Wildlife - Best Management Practices:CAPITAL CITY LINK GROUP has incorporated best management practices to minimize disturbance to wildlife during construction:@�Vegetation will be cleared so as to avoid disturbance of active breeding habitat.@�Erosion controls will minimize potential sediment release into local ponds, ditches and creeks.

Wetland Compensation PlanUnder the Alberta Water Act and the associated Interim Wetland Management in the Settled Area of Alberta - An Interim Policy (1993) Provincial Wetland Restoration/Compensation Guide (2007), wetland loss must be compensated at a minimum ratio of 3:1 (wetland area replaced to wetland area lost).

To construct the project, approximately 20 hectares of wetlands will need to be disturbed or removed, and approximately 60 hectares of wetland will be created as compensation. The majority of compensation will be generated within the TUC as constructed wetlands. Any remaining and necessary compensation will be achieved through participation in Ducks Unlimited Canada’s Cooking Lake wetland restoration initiative.

The compensatory wetlands will provide several important functions including provision of wildlife habitat.

Noise Attenuation Guidelines for Provincial Highways under Provincial Jurisdiction within Cities and Urban Areas

)�(�����Noise - the sound generated by vehicles operating on provincial highways.

*#���������A noise level of 65 dBA Leq24*, measured 1.2 m above ground level and 2 m inside the property line (outside the highway right-of-way), adjusted to 10-year planning horizon value is the threshold to consider noise mitigation measures.

��Noise mitigation alternatives are noise walls and/or berms. Implementation will consider cost, technical practicality, resident support, and provincial priorities.

��Accepted noise mitigation measures will be the responsibility of Alberta Transportation in areas where Alberta Transportation is undertaking widening or major realignment of an existing road or constructing a new road adjacent to an existing residential development.

��For new residential subdivisions constructed adjacent to an existing roadway, the developer will be responsible for noise attenuation.

��For new residential subdivisions constructed adjacent to a designated highway that has not been constructed, Alberta Transportation will request that the development proponent and approving authority address future noise concerns.

*Noise levels expressed in decibels (dB) is taken to mean the A-weighted 24-hour equivalent sound level.
