Manifesta, the european biennial of Contemporary Art, is a nomadic contemporary art project taking place every two years in a different european country. After rotterdam (1996), Luxembourg (1998), Ljubljana (2000), Frankfurt (2002), donostia-San Sebastián (2004), nicosia (2006 – cancelled) and Trentino-Alto Adige (2008), the last edition, Manifesta 8, took place in the fall of 2010, in the region of Murcia (Spain) in dialogue with northern Africa. each edition is organised by a permanent team of

local and international producers and cultural specialists who merge into a single, efficient operative team, including dif-ferent international curators newly selected every two years. The curators are responsible for the artistic concept of the project and for the selection of the artists. Manifesta is a com-munity-based project: its success depends on the collaboration between international and local players and its involvement with local communities. on october 9, 2010, Manifesta 8, the european biennial of Contemporary Art, opened to the public in the Host Cities of Murcia and Cartagena in south-eastern Spain, and closed on January 9, 2011. Manifesta 8 took place in 14 venues, five of which were historical buildings specially refurbished for Manifesta, plus four media spaces. For the first time, the bien-nial integrated a sub-theme in its title - a dialogue with north-ern Africa - as a direct consequence of geopolitical issues present in the region. Within this framework, the topics of migration, refugee status and the new borders of europe, both geographical and psychological, were closely investigated. Manifesta 8 proposed a new universality, connecting the knowledge and expertise of three curatorial collectives coming from different geographical regions and cultural backgrounds: tranzit.org from europe and the former east bloc, Alexandria Contemporary Art Forum from northern Africa and USA and Chamber of Public Secrets from the Middle east, Scandinavia and italy. Together forming the Curatorial Team of Manifesta 8, the three collectives selected, commissioned and finally show-cased works by 118 artists from more than 42 countries, most of who produced new works especially for Manifesta 8.

The main aims of the Art Mediation Program of Manifesta 8 were to increase the organisation’s transparency, to further stimulate the exchange of knowledge and to develop the meth-odology and network of Manifesta’s education department by making the Manifesta biennials accessible to a larger audi-ence, and by actively pursuing the inclusion of local commu-nities in the activities surrounding the biennial.The attendance rates of Manifesta 8 demonstrate the positive impact of Manifesta 8 on the region of Murcia. More than 2000 professionals participated in the preview and opening days on october 7, 8 and 9, and the 14 venues received 109.678 visitors throughout the entire exhibition period.in the framework of Manifesta 8, the ongoing project incubator for a Pan-African roaming biennial was initiated as a platform for research and discussion, aiming to investigate the conditions for setting up a roaming biennial in the African continent and establishing the basis for a sustainable inter-continental exchange of know-how, people and information.The 6th Manifesta Coffee break due to take place in the end of 2010, was postponed to January 9, 2011 to coincide with the closing date of Manifesta 8.Furthermore, the international team of editors of the Manifesta Journal, together with the Amsterdam-based design office CoUP, worked in 2010 to the realization of issues #10 The Curator as Producer, #11 The Canon of Curating and #12 on Curatorial ethics of this theoretical journal devoted to the study of curatorial practices. After the appointment of the Province of Limburg as Host region of Manifesta 9 in 2009, in 2010 further site and research visits to the Manifesta 9 Host region have be carried out by iFM board and director to meet local stakeholders and politicians, investigate possible venues and set up the admin-istrative structure of the organisation. Furthermore, in the spring of 2010 the iFM board selected Cuauhtémoc Medina as curator of the next edition of the european biennial of Con-temporary Art taking place in 2012. in the coming biennium he will be collaborating with a team of international special-ists in the development and implementation of the curatorial concept for Manifesta 9.

Manifesta, the roving european biennial of Contem-porary Art, changes its location every two years and has been held in rotterdam (1996), Luxembourg (1998), Ljubljana (2000), Frankfurt (2002), San Sebastian (2004), nicosia (2006 - cancelled), Trentino/South Tyrol (2008) and Murcia, in dialogue with northern Africa (2010). Manifesta purposely strives to keep its distance from what are often seen as the dominant centres of artistic production, instead seeking fresh and fertile terrain for the mapping of a new cultural topography. This includes innovations in curato-rial practices, exhibition models and education. each Manifesta biennial aims to investigate and reflect on

emerging developments in contemporary art, set within a european context. in doing so, we present local, national and international audiences with new aspects and forms of artistic expression. The european cities or regions hosting succes-sive editions of Manifesta have been selected by the Manifesta board and its director, according to a sequence of flexible criteria, including social, political and geographical factors, financial considerations, infrastructure and institutional sta-bility, expert personnel and, of course, the general artistic and intellectual context. new hosts are appointed after up to three years of careful study, following a solid process of consulta-tion, site visits and research, carried out by members of the board and Manifesta staff, all of whom are senior art profes-sionals from different countries and cultural backgrounds. Any european city, region, island or multiple-city candidate can apply to host an edition of Manifesta. each Manifesta edi-tion is mutually organised by the Manifesta Foundation and diverse local bodies, creating a new model of synergy for each consecutive biennial. each edition of the Manifesta biennial comprises a range of activities extending over a period of two or more years. This incorporates publications, meetings, dis-cussions and seminars, staged in diverse locations through-out europe and in the neighboring regions, culminating in the final three-month long exhibition (or in 2006, in an ‘art school’) in the Host City or region. in this way, Manifesta aims to create a keen and workable interface between prevailing international artistic and intellectual debates, paying attention to the specific qualities and idiosyncrasies of a given location.inherent to Manifesta’s nomadic character is the desire to explore the psychological and geographical territory of europe, referring both to border-lines and concepts. This process aims to establish a closer dialogue between particular cultural and artistic situations and the broader, international fields of contemporary art, theory and politics in a changing society. Manifesta has a pan-european vocation and at each edition, it has successfully presented artists, curators, young professionals and trainees from as many as 40 different com-munities from within 25 european countries. With the pos-sible target of around 30 nations in europe in the foreseeable future, Manifesta also realises the importance of creating links with europe’s neighbors in Asia, the eastern Mediter-ranean and northern Africa. At the same time, it continues to focus on minority groups and cultures within europe itself. Therefore Manifesta looks ahead, expanding its network and building creative partnerships with organisations, curators, art professionals and independent figureheads in europe and beyond, drafting an interlocking map of contemporary art.

The aims of Manifesta, the european biennial of Contemporary Art are:— to organise a professional, well-equipped biennial of contemporary art every two years at a different location in europe or in its immediate neighboring countries, in collaboration with local partners— to provide europe with a well-attended internation-al platform for emerging contemporary artists who have not yet found their voice or institutional backing;— to facilitate artistic exchange between all profes-sional groups and parties, especially those who have limited access to the art market and to established institutions— to respond to a commonly perceived need, by initi-ating new projects and new forms of artistic practice — to experiment with new curatorial methods and develop new audiences for contemporary art— to produce the Manifesta network Program, includ-ing Manifesta Journal, Manifesta Coffee break and Manifesta publications and discussions

The Manifesta team structure is based on a policy of sustainability, a sense of invention and an ongo-ing spirit of enthusiastic collaboration. Manifesta realises a dynamic synergy of local expertise with international and dutch knowledge and experience. With each subsequent edition of Manifesta, the cura-tors conceptualise a new project and they become the Foundation’s artistic partners. given the complex organisation of such a large-scale enterprise taking place in a different european Host City or region every two years, the permanent team of Manifesta is a broad-ranging, flexible group of international experts who constantly focus on relaunching, elaborating and fine-tuning the biennial and all aligned Manifesta events. The survival and growth of Manifesta’s organ-isational model is due to its openness of policy, its facility for adaptation, its key desire for the transfer

of knowledge, and its continuous stream of activity, in which the exhibitions play an essential role.in light of the importance and success of Manifesta since 1996 as an itinerant european art event, the european Com-mission has awarded Manifesta the status of Ambassador for european Culture. Furthermore, the Manifesta Foundation is explicitly following the Cultural governance Code for best practices by the dutch Stichting Kunst & Zaken (rotterdam, The netherlands).

based in its headquarters in Amsterdam, the permanent team of the Manifesta Foundation is the backbone of our multi-faceted organisation. While our core business is the governance and production of roving biennials, the day-to-day activities of Mani-festa include overseeing the pub-lication of catalogues, books and the Manifesta Journal, maintain-ing our ever-growing archives and staging symposiums, inter-national cultural events and our own Coffee breaks.The permanent team of Manifesta is composed of long-term special-ists who have already worked on several previous Manifesta bien-nials and who are responsible for the overall development of each department within Manifesta. This permanent team has the task of creating a sustainable flow of knowledge and information from one biennial to another. Without this team it would not be possible to develop a successful Manifesta biennial every two years.

Hedwig Fijendirector since 1993. Has a Master in Art History and Historic Sciences, is trained as a curator, consultant and cultural pro-ducer. Founding director of Manifesta in 1993 after working for four years as a curator for the netherlands office for Fine Arts in The Hague. responsible for all executive tasks and for the management of the staff of the Manifesta Foundation in Amsterdam, as well as for securing its continuity. She is also ultimately responsible for the project management and the curatorial selection for each Manifesta biennial. She is the instigator of the Manifesta network Program started in 2002, encompassing the Manifesta Decade publication, the Manifesta Coffee break, the Manifesta Journal and the Manifesta Archive.

Yoeri MeessenHead of education. Has a Master in Arts Policy and Manage-ment with specialisation in arts and social theory. First degree certified teacher in visual arts and art history. Worked at the education department of the groninger Museum before setting up the education department of Manifesta in 2007.

Lisa Mazzabiennial coordinator and managing editor of the Manifesta Journal. educated in Cultural Management and has experience in the curatorial field. Worked as curatorial assistant at Halle für Kunst in Lüneburg and as assistant Coordinator of Mani-festa 7 in 2008.

Sofia Patatgrants officer. Has a Master in Art, Culture and Communica-tion Management with specialisation in contemporary art and cinema. Has worked as marketing and project management assistant at the new york guggenheim and at the UneSCo in Paris, before working as assistant in the Communication department of Manifesta 7 in 2008.

The board of the Manifesta Foundation operates as a governing body and its members hold control of the Foundation and its assets. At the same time, one or more board members also participate in sub-commit-tees monitoring various activities of the foundation such as the curatorial selection process, the Manifesta Coffee breaks or other activities and meetings taking place in the Manifesta Host City or region. Manifesta’s board gathers together high-profile rep-resentatives of the international art world in order to

guarantee a constant flow of knowledge into Manifesta’s sys-tem. The composition of the board changes every two years on a rotational basis (minimum of three years, maximum of six years of membership). The board includes senior profes-sionals from the european cultural world, as well as dutch specialists in the fields of management, law and finance. every two years the Coordinator and one curator of the last Mani-festa edition are invited to join the board.in 2010, the international board of Manifesta convened on four occasions. The meetings took place in eindhoven on April 15, 2010, in the van Abbemuseum; in Amsterdam on June 18, 2010, in the Manifesta office; in Murcia on october 6, 2010, in the Manifesta 8 office ; and again in Amsterdam on december 10, 2010, in the Manifesta office.in 2010 three members of the board stepped down. renze Hasper (The netherlands) and Marieke Sanders (The nether-lands) stepped down due to the expiration of their mandate, and gilane Tawadros (egypt) for personal reasons.

in 2008 the Manifesta Foundation was awarded a three year grant by the education, Audiovisual and Culture executive Agency (eACeA) of the european Union and was appointed Ambassador for european Culture. in 2010 the Framework Partnership Agreement with the european Union was renewed for three additional years and the role of the Manifesta Foundation as european Ambassador was reconfirmed. The Mani-festa Foundation is the only institution in the nether-lands to be given this specific ambassadorial task, as well as the only institution in europe to act as ambas-sador of contemporary visual arts.in 2008 the Manifesta Foundation was granted by the raad voor Cultuur of the Ministry of education, Culture and Science of the netherlands a position in the Basis Infrastructuur voor beeldende kunst en vorm­geving for the period 2009-2012 on the basis of the strategic plan submitted for the same years. in 2010, as in the previous years, the Manifesta Foun-dation followed the Cultural governance Code.

From october 9, 2010, to January 9, 2011, Manifesta 8, the european biennial of Contemporary Art, opened to the public in the Host Cities of Murcia and Cartagena in south-eastern Spain. Manifesta 8 took place in 14 venues, five of which were historical buildings specially refurbished for Manifesta, plus four media spaces.

political issues present in the region. The south of Spain includes a blend of islamic, Judaic and Christian cultural influences, co-existing for many centuries. Murcia and Cartagena were selected as Host Cities for Manifesta largely as a result of the intertwining cultures present in the region, its strategic location as a Mediterranean enclave and its particular character as an authentic melting pot whose cultural heritage includes roman architecture (including the amphitheatre in Cartagena and its related museum designed by rafael Moneo), visigoth cities, Arab medinas, baroque churches and Modernist architecture. given the current international concerns about migration, refugee sta-tus, transnationalism and the new borders of europe, both psy-chological and geographical, the region of Murcia is a conceptu-al launching pad for contemporary art projects about how artists respond to these issues within a broader, historical context.

Murcia, one of the most important iberian cities of the roman empire, located about 50 kilometres from the Mediterranean Sea, was connected to the shore through the roman settlement Cartago nova – currently Cartagena. The region has long been a historical blend of islamic, Judaic and Christian cultural influ-ences co-existing through the centuries. The dialogue between eastern and Western europe marked the first decade of Manifesta’s history. With the expansion of the european community from 12 to 27 countries, possibly expand-ing to 30 in the foreseeable future, Manifesta now aims to create links with europe’s neighboring regions. Hence, for its 8th edi-tion, Manifesta shifted its focus towards the dialogue between europe and its neighbors in Africa. From the outset, Manifesta has proclaimed that its aim is not simply to organise a biennial exhibition, but to stimulate an expanding artistic network and to

develop on-going workshops for research and experimentation. At this last edition, the intellectual and artistic context of Mani-festa, as well as its social and political issues, became more rele-vant. Pertinent european issues like migration and water supply appeared in the foreground as necessary preconditions for the existence of natural, as well as economic, systems. The Autono-mous region of Murcia demonstrates how a european borderline area, positioned in the east of Spain and close to the coastline of northern Africa, is coping effectively with a growing number of issues, simultaneously felt and dealt with elsewhere in europe. The aim of Manifesta 8, the european biennial of Contemporary Art, was to engage europe’s present-day boundaries with north-ern Africa and its interrelations with the Maghreb region. Manifesta 8 set out to involve individual artists and artistic communities from diverse backgrounds, from around the continent and beyond. besides its inbuilt dynamic for change based on its geopolitical, itinerant model, Manifesta also aims to experiment with innovative curatorial models and method-ologies. As part of this new approach, for the 8th edition of the european biennial of Contemporary Art, the board of Mani-festa did not invite individual art professionals for the position of Curator. instead, Manifesta focused on existing curatorial groups, artistic and interdisciplinary collectives and/or exist-ing institutions to be part of the Curatorial Team of Manifesta 8. its purpose was to take note of the present tendency of self-origination and to stimulate a collaborative working method connecting different geographical and political regions. After a thorough and wide-ranging investigation, three curatorial col-lectives were selected to be responsible for the artistic concept of Manifesta 8, the european biennial of Contemporary Art.

cally for the event, and were largely created in situ: the works were produced in the region, focused on issues concerning the region and to a large extent, were made in collabora-tion with professionals and companies from the region. An entire section of the artistic program was conceived for the media (including La Verdad and La Opinión newspapers, Onda Regional de Murcia radio, 7rM television channel, notypi­cal.tv web channel; and specialised media as Nolens Volens magazine). Thus the potential audience of the biennial was increased exponentially.

The board of the Foundation Manifesta 8 consisted of Hedwig Fijen, director of the Manifesta Foundation; Antonio Marti-nez Lopez, honorary treasurer; Maria Luisa Lopez ruiz, hon-orary secretary; José gabriel ruiz gonzalez, enrique Ujaldón benitez and Allard Huizing, members; Peter Paul Kainrath, delegated member. The Advisory board was composed of Pedro Alberto Cruz Sánchez, Minister of Culture and Tourism of the region of Murcia; Jota Castro, artist and curator; and viktor Misiano, Chair of the Manifesta Foundation.

and Press PreViewduring the press preview and the opening days of Manifesta 8 (october 7-9, 2010) more than 2.000 people, mostly interna-tional art world professionals and press, attended the inaugu-ration and visited the exhibitions on display at the 14 venues. Among them it is worth mentioning the attendance of the Minister of Culture of Latvia, ints dalderis and his delegation, the governor of the Province of Limburg, where the next edi-tion of Manifesta will take place, a delegation from the Minis-try of Culture of the netherlands, the director of the islamic Studies Centre of the embassy of egypt, a delegation from the Cornwall Council, as well as directors of international art cen-tres and museums.

overSCoreFor the exhibition OVERSCORE, ACAF aimed to conceive, build and implement a curatorial interface which firstly out-lined those elements hindering the emergence of complexity in art, and then described the strategies for projects seek-ing to embody it. The Theory of Applied enigmatics was that interface. OVERSCORE was a project held together by the logic that The Theory of Applied enigmatics outlined and oversaw one project with four components, spread across three ven-ues. OVERSCORE featured works and contributions by 37 art-ists and collaborators. The exhibition component presented newly-commissioned and existing works by 27 artists and collectives, and was hosted at the former Central Post office (Antigua oficina de Correos y Telégrafos) in Murcia and the ArQUA (Museum of Underwater Archaeology) in Cartagena. eSPACio Av in Murcia was the venue for the project entitled

¿THe reST iS HiSTory?in the vision of CPS, Manifesta 8, the european biennial of Con-temporary Art is a series of ‘transmissions’ (including works of art and many diverse interventions in the mass media, on local, national and international levels), using different artistic meth-ods and strategies of negotiation. C.T.d. - Constitution for Temporary displaytranzit.org’s exhibition focused on how 27 artists and two artistic groups responded subjectively to tranzit.org’s invi-tation to conceive an artwork for Manifesta 8, the european biennial of Contemporary Art. Artworks explored many of the assumptions behind such issues as political and cultural relations or power conflicts. This exhibition was the result of collective thinking about the possibility to create an autono-mous space shaped by aesthetic, social and political condi-tions; a space where the curators and the artists opened up their work to criticism, imagination, reflection and re-elabo-ration, also through the participation of the public. They for-mulated a set of forty questions and discussed them in a col-lective procedure with the artists, specifically looking at the conventions of the biennial format.

Manifesta 8 ParaLLeL eVents

Manifesta 8 Parallel events was a program of artistic activi-ties realised within the framework of Manifesta 8, including contemporary art exhibitions, performative actions, concerts, dance, etc. initiated by Manifesta 8, Parallel events defined its own identity within the biennial and its program. The projects presented were based on four principles: continuity, interdis-ciplinary concerns, site specificity and the outreach to a rich and diverse group of public. The Parallel events focussed on two different kinds of projects: artistic projects selected fol-lowing an open call, and collaborations with local and interna-tional institutions. Furthermore the Parallel events included the broader cultural agenda of the region of Murcia taking place within the period of the biennial.

Venues in MurCiaLoS MoLinoS deL rio SegUrA HydrAULiC MUSeUM And SALA CAbALLeriZASToday the old watermills on the Segura river in Murcia are used as Cultural Centre and Hydraulic Museum, part of a heri-tage complex belonging to the City Council. its program of exhibitions, conferences and concerts is designed to connect the museum’s ethnographic and historic content with contem-porary culture. Also part of this complex is the Sala Caballer-izas, one of the few surviving examples of 18th Century civil architecture in the city of Murcia. This unique building once housed the stables for the watermills and the Parador del rey (the King’s lodge).

eSPACio Avespacio Av is located in a space of more than 500 square metres of former business premises, with a view to hosting regu-lar exhibitions of contemporary art, photography and video. Architecturally, espacio Av is devised as a neutral “white cube”, so as not to interfere with the presentation of art works.

MUbAM – Fine ArT MUSeUM oF MUrCiAStrategically located in the city of Murcia, close to the univer-sity campus and the bullring, MUbAM is an eclectic building designed in 1910 by the architect Pedro Cerdán on the site of the former Trinidad Convent. MUbAM owns and exhibits a collection of paintings, sculptures and artifacts from the 16th to the 19th Centuries. The edificio del Contraste was refur-bished in order to extend its exhibition space. Two new halls showcased part of the Manifesta 8 program.

CenTro PÁrrAgAThis centre for the research and development of performing arts is located in the Pavilion 5 of the former Artillery barracks.Centro Párraga’s versatile exhibition spaces are easily convert-ed for different uses. The second floor of Centro Párraga was home to the Manifesta 8 offices in Murcia.

PAviLLionS 1 & 2, ArTiLLery bArrACKSThe story of these barracks dates back to the first quarter of the 20th Century, when the Ministry of War commissioned the construction of buildings to accommodate the 33rd infantry regiment of Seville. Comprising six pavilions, built from 1921 to 1926, the eclectic complex of buildings boasts many decora-tive elements borrowed from Al-Andalus, neo-Mudéjar and the Moorish styles.

AnTigUA oFiCinA de CorreoS y TeLegrAFoS – ForMer PoST oFFiCe bUiLdingThe former Central Post office remains an architectural icon with a strong presence in the urban memory of Murcia - to such an extent that the street where the building is located is popularly known as Calle Correos (Post office Street). in 1930, the architect Pedro Muguruza was commissioned to design the building. Muguruza, who ideologically supported the mili-tary uprising against the government of the Second republic, played an important role in Franco’s regime, aesthetically

redefining Spanish architecture following the end of the Civil War. He borrowed certain features from the Herrerian baroque style named after the celebrated 16th Century Span-ish architect Juan de Herrera, as well as other references to the imperial Spain of the 16th and 17th Centuries. The building was the headquarters of the Central Post office in Murcia until it moved to a new building in the late 1980s. Until Manifesta 8, the original building had been abandoned.

Manifesta 8 Venues in CartaGena

MUrAM (regionAL MUSeUM oF Modern ArT)Located in Palacio Aguirre, an eclectic Modernist building designed by the architect víctor beltrí in 1901, MUrAM is an emblematic example of the belle Époque in Cartagena, coincid-ing with the prosperity of the local mining industry and busi-ness activity, which favoured the emergence of a bourgeoisie who supported the city’s political, social and cultural life.during the 20th Century, the building has served several pur-poses: Mortgage bank of Spain, Falange headquarters, Heri-tage office, a centre for the elderly, and the People’s University. in 2009, MUrAM was opened after the addition of an annex designed by the architect Martín Lejárraga to increase the exhibition space.

eL PArQUe CAFe-reSTAUrAnTbuilt in the 1960s, el Parque Cafe-restaurant is located on top of Cerro de la Concepcion, the highest of the five hills sur-rounding Cartagena. A typical example of the international Style from the time, el Parque features an open, glass struc-ture. Located in the landscaped environment of Parque Torres, the café was once popular for its panoramic views of the coast.

AUdiToriUM PArQUe TorreSThe auditorium in Parque Torres is close to the roman Theatre and next to the el Parque Cafe-restaurant. Since it was opened, the amphitheatre has been used for many performances in the annual La Mar de Músicas international Festival. its program, coinciding with Manifesta 8, also included the implementation of structural improvements.

ArQUA (national museum of underwater archaeology)Located on the promenade in Cartagena, the new ArQUA (national Museum of Underwater Archaeology) was designed by guillermo vazquez Consuegra, winner of Spain’s national Architecture Award. The design was showcased at MoMA in new york. Apart from its outstanding permanent collection and program of temporary exhibitions, the museum also has a modern restaurant overlooking Cartagena bay.open to the sea, ArQUA is an ideal venue for the trans-conti-nental dialogue proposed by Manifesta 8, the perfect setting for rethinking a history of cultural journeys and drawing new cartographies.

ForMer AUToPSy PAviLionbuilt in 1768, this pavilion was originally part of the royal navy Hospital. Surgeons once held their anatomy classes in this building and it was also used for research during the epi-demics that ravaged the city in 1785. in the 20th Century, due to its proximity to the old bullring, bulls were transported to the pavilion after bullfights. Today, the pavilion hosts exhibi-tions and art projects conceived specifically for the space. SAn AnTón PriSonThe building of the San Antón Prison, with its unusual pentag-onal plan, was finished towards the end of the Second republic. After the Civil War, the prison was overcrowded with political prisoners. during the following decades, the San Antón Prison forged a special relationship with its surrounding neighbor-hood. it was decommissioned as a jail in 2010, becoming a site for part of the Manifesta 8 program and events

CATALogUe The 384-page full-colour catalogue of Manifesta 8 includes newly commissioned artistic and theoretical contributions, and was designed by the Spanish design firm bisdixit, barcelona. The catalogue was published in an edition of 5.000.

Manifesta 8 sPeCiaL ProjeCts

one of the main goals set for Manifesta 8 was to overcome the distance between europe and northern Africa by establish-ing a logistical and intellectual framework within which sus-tainable collaborative projects could be realised. Within the framework of Manifesta 8, the one-year project Incubator for a Pan-African Roaming Biennial was initiated. The incubator was set-up in response to a proposal by bassam el baroni and Jeremy beaudry from Alexandria Contempo-rary Arts Forum (ACAF), as an extension to the political issues raised by OVERSCORE, their curatorial contribution to Mani-festa 8, and the intellectual territory it covers. The incubator for a Pan-African roaming biennial was a year-long project developed by a task-force consisting of gabi ngcobo from the Center for Historical reenactments (CHr) in Johannesburg, Mia Jankowicz from the Contemporary image Collective (CiC) in Cairo, Jimmy ogonga from the Center for Contemporary Art of east Africa (CCAeA) in nairobi, and Khadija el ben-naoui from Art Moves Africa (AMA).

The project, which consists of a symposium, a publication and several meetings to be held in various African cities, is meant as a platform for research and discussion, aiming to investi-gate the conditions for the set up of a roaming biennial in the African continent. The symposium Bringing you the answers before we know the question: four positions regarding the idea of a pan­African roaming biennial, launched the incubator for a Pan-African roaming biennial and took place on october 10, 2010 in espa-cio 0 at the Centro Parraga in Murcia.

The collaborative project As the Academy Turns is a multi-layered project exploring the potential and the tensions in the growth of artistic research and the current academisation of art education. The academisation of art is increasingly marked by the strong expectation of research trajectories and how these are shaped within the changing institutional framework of art education. These themes are tackled in three different dissemination platforms: a three day international sympo-sium which took place in CendeAC, Centro Parraga (Murcia) on december 2-4, 2010, an infolab presentation in CendeAC and an artwork in the form of a soap opera set in an art acad-emy. during the three-day symposium twelve exemplary research projects from prominent european art academies were presented and discussed.

Among the researchers involved - denise Ziegler (Helsinki), dolores Piqueras (valencia), Frans Jacobi (Malmö), georgina Jackson (dublin), guilio Squilacciotti (venice), irene Kopel-man (Utrecht), Janis rafailidou (Leeds), Katja Tukiainen (Hel-sinki), Magnus bartas (gothenburg), Maija Timonen (London) and Matts Leiderstam (Malmö). Their presentations were critically addressed by a number of high-profile authorities - Alvaro de los Angelos (valencia), gertrud Sandqvist (Malmö), Hito Steyerl (berlin), Jan Kaila (Helsinki), Jan Svenungsson (berlin), Juergen bock (Lisbon), Marquard Smith (London), Mick Wilson (dublin), Mika Hannula (gothenburg), Sarat Maharaj (Malmö), Tom Holert (vienna) and Tuomas nevanlin-na (Helsinki). Throughout Manifesta 8, the soap opera As the Academy Turns, a commissioned film project developed and realised by artist Tiong Ang, was shown in CendeAC. The project was developed by eArn (european Artistic research network) in collaboration with Manifesta 8, Mur-cia University and CendeAC. As the Academy Turns was also made possible by the financial support of Fonds bKvb, Amsterdam. Tiong Ang’s soap opera production was gener-ously supported by SMArT Project Space, Amsterdam.

2.Manifesta

Coffee Break The Manifesta Coffee break is a special program of the Mani-festa Foundation and the Host City/region, which aims to bring together groups of art professionals from different gen-erations, geo-political backgrounds and levels of experience in order to accumulate knowledge in a more concrete manner and in a less orthodox setting than that of an academic conference.The 6th Manifesta Coffee break due to take place in the end of 2010, was postponed to January 9, 2011, the closure date of Manifesta 8.The traditional Manifesta Coffee break took the shape of an internal assessment of the 8th edition of the Manifesta bien-nial, of its results and impact, its artistic content and achieve-ments, as well as of the effectiveness of the communication strategy implemented and the overall perception of the event in the region and internationally. The Coffee break was con-cluded with a concert organised in collaboration with the Parallel events Program, taking place in the basement of the Centro Parraga, in Murcia. A questionnaire was devised and used as guideline for person-al conversations with the members of the Manifesta 8 team, the curators and a number of artists participating in Mani-festa 8, as well as all external collaborators who contributed to the realisation of the project, among which the coordinator of the Parallel events Program, Sara Serrano, and the techni-cal and security consultant, Martin Lejarraga. The interviews took place on January 8, 9 and 10 in Murcia and Cartagena and aimed to collectively reflect on Manifesta 8 and analyze all its aspects, including communication strategy and actions, conceptualisation and realisation of the artistic concept, sus-tainability, involvement of local public, accessibility of the content, visibility, etc.

in addition, an extensive assessment, followed by a report, was carried out within the Art education department. Meetings were organised with politicians, guards and various stake-holders to informally assess the impact and the perception of Manifesta 8 in the region.A detailed report of this assessment will be produced in 2011.

dePartMent Manifesta Foundation is constantly developing new educa-tional tools and new educational practices. Throughout 2010 Manifesta Foundation sought to develop an education strat-egy that could be utilised most effectively in the host region. These efforts culminated in an extensive and widely attended Art Mediation Program at Manifesta 8. The main aims of the Art Mediation Program of Manifesta 8 were to increase the organisation’s transparency, to further stimulate the exchange of knowledge and to develop the meth-odology and network of Manifesta’s education department by making the Manifesta biennials accessible to a larger audi-ence and by actively pursuing the inclusion of local communi-ties in the activities surrounding the biennial.

The Art Mediation Program of Manifesta 8 in 2010 focused on three main areas:

1 Guided tours and workshops for children and families (attended by an average of 800 people every week.) Among the visitors we can highlight international professional groups such as: students of ecole du Magazin (grenoble), advisory council of Koro Public Art (norway), 150 students from rietveld Academy (Amsterdam), the bergen Kunst-halle team, norway (14 people); a group of students of the renowned Spanish artist dora garcía from the Saint Lukas Academy (brussels;) 30 first-year students of Architecture from the Universidad europea of Madrid with their pro-fessor Sally gutiérrez and a group of friends of the Marco Museum in vigo.

2 Continuing activities and community workshops. These involved predominantly local visitors - for example the col-laboration project with the artist Maria ruido or the “north in the south city walks”. during the guided city walks, such topics as migration, the flows and boundaries between social groups and the use of urban ‘public’ space were investigated.

3 Professional development carried out in collaboration with educational institutions, for example the seminar Contemporary art, Audience, Mediation and Participation devised in collaboration with the University of Murcia; the summer course exhibition formats in contemporary art developed in association with the Technical University of Cartagena; a course for elementary and High school pro-fessors at the CPr (teachers’ association) in Murcia and the international Symposium As the Academy Turns realised in collaboration with the european Art research network (eArn) in december 2010.

in 2010 Manifesta Foundation also focused on consolidating its ties with art education institutions in the netherlands and abroad, facilitating group visits to Manifesta 8. Among others the gerrit rietveld Academie (Amsterdam) visited the exhibi-tion with a group of 150 students and professors.The Manifesta 8 Traineeship and Art Mediation program involved 16 trainees from throughout europe, who moved to

the region especially to take part in Manifesta 8. They were trained, together with their local colleagues, to become part of the team of Manifesta 8.

PLATForM For (Un)SoLiCiTed AdviCeFurthermore, in keeping with Manifesta’s aims to stimulate new forms of collaboration and to facilitate the exchange of knowledge, in 2010 the Manifesta education department further developed the “Platform for (un)Solicited research and Advice” (www.manifestaplatform.org), initiated in the context of a collaboration with the dutch Art institute (dAi) as a forum for graduate art students to further research key themes related to Manifesta and to provoke the contextualisa-tion of topical subjects.

MAniFeSTA WorKbooKbesides supplying resources for different audiences for the exchange of knowledge about artistic practices, new curato-rial methods and the notion of contemporary art, Manifesta also aims to make these resources sustainable. To this end the Manifesta education department has set up the Manifesta Workbook, a publication available both online as Print-on-demand, and as a trade edition (www.manifestaworkbook.org). based upon the eponymous publication developed by the Manifesta 7 education department, the Manifesta Workbook provides a format for art mediation and education geared towards practical accessibility.

Through this tool, the education department aims to make some of its approaches to art mediation accessible to students and professionals who will be working in the Art Mediation departments of future Manifesta editions and in other bien-nials, institutions and educational spheres.The education department for Manifesta 8 was developed with an emphasis on research, infrastructure, human resources and dialogue with local institutions in Murcia and Cartagena. From an organisational point of view, it capitalised on a number of strong relations with local structures and partners. our chal-lenge is to constructively and efficiently link these to future Manifesta biennials and their contents.

MAniFeSTA ArT MediATion For 2011 (And beyond)To ensure a coherent and effective program, the integration of an audience perspective within the whole exhibition pro-cess is vital. From the start of a Manifesta biennium at a new location, the Manifesta Foundation creates a strong basis with local communities by means of its education, mediation and outreach programs. As its basis, it assures the integral imple-mentation of an audience perspective by combining mar-keting and education efforts. Manifesta aims for maximum access for all sections of society. With a comprehensive art-based education and mediation program, Manifesta tries to break down physical, psychological and intellectual barriers and to actively involve communities in creating both provi-sion and awareness of art and its role in society.

besides the audience focused programs developed during the Manifesta biennials, key target groups for the Manifesta Foundation are young arts professionals and arts students. Manifesta’s basic rationale is to establish a pan-european network for contemporary visual arts. With this in mind, and as Ambassador for european Culture, Manifesta actively engages european art students in its activities. Pilot programs in this area such as the ‘Platform for (un)solicited research and advice’ in collaboration with the dutch Art institute and ‘As the academy turns’ in collaboration with the eArn net-work, have underlined the clear interest of art schools in the Manifesta network. For the period 2011 until 2013, our aim is to intensify structural collaborations between the iFM net-work and various european art academies and to enlarge this outreach program.

The development of a meaningful education program for a wide audience is a complex task. This is even more true within the framework of a bi-annual, roving, experimental biennial such as Manifesta, with its ever-changing host locations. An essential aspect to working with such challenges is the devel-opment of new methods and an open attitude towards shar-ing experience with our colleagues. gallery education – or preferably Art Mediation – is a vibrant field today. Through-out the visual arts sector we can observe the proliferation of education-based practices. old methods and prejudices are being cast aside, sparking a strong debate about the role and function of education in exhibition settings. Manifesta would like to position itself at the forefront of this discussion and contribute by facilitating platforms for debate.

4.Manifesta journaL

MJ ­ Manifesta Journal, the international journal of contem-porary curatorship, is a series of publications aiming to col-lect and present valuable documentation and information on the dynamic field of contemporary curating from different european and other international sources, to encourage the exchange of opinions and to initiate discussions about issues of contemporary art and culture from various points of view. An important aim of the magazine is to broaden interest in contemporary art and curatorial practice, and to bring closer a broader, non-professional public to contemporary art produc-tion and its understanding.

After the publication of a series of six Manifesta Journals between 2003 and 2005 and the reprint of this first series of Manifesta Journals in the format of two books (MJ#1­3 and MJ#4­6) in 2008, MJ begins a new era. For a two-year period that started in 2009, Manifesta Foundation is now presenting the second series of Manifesta Journal, created by a new edito-rial team (Chief editor: viktor Misiano, Senior editor: nath-alie Zonnenberg, Associate editor: Filipa ramos, Managing editor: Lisa Mazza, Copy editor: Joanna Fiduccia).

in June 2010, MJ#10, the fourth issue of the second series of Manifesta Journals “The Curator as Producer” was published by the italian publisher Silvana editoriale with the help of the dutch Fonds voor beeldende Kunsten, vormgeving en bouwkunst (Fonds bKvb). According to tradition MJ#10 was launched during the opening days of the berlin biennale, at a reception jointly hosted by the Manifesta Foundation and the royal dutch embassy in berlin, at the Clärchens ballhaus, situated opposite to KunstWerke, the main venue of the berlin biennale. The event was attended by a number of international artists, curators, scholars and art professionals.The issues MJ#11 “The canon of curating” and MJ#12 “eth-ics” were also produced in 2010 and will be published and launched in 2011. The Manifesta Journal is currently distrib-uted in 5 bookshops, 2 in Amsterdam (The netherlands), 2 in berlin (germany) and 1 in brussels (belgium).The Manifesta Journal is published in an edition of 1500.

tHe euroPean BienniaL of

ConteMPorary art

THe bid ProCedUreThe selection of future Manifesta Host Cities/regions involves a complex procedure, referred to as the ‘bid Pro-cedure’. According to the bid Procedure, any city or region which expresses an interest in hosting a Manifesta biennial is invited to send a Letter of intent to the Manifesta Foundation in Amsterdam in which the governmental authorities (munici-pal, regional or national level) indicate their commitment to host Manifesta under certain specific logistic and financial conditions. The Manifesta Foundation then starts to research the pre-candidates and plans site visits by the director and members of the board. during these visits, the conditions and terms for hosting an edition of Manifesta are explained and adjusted where necessary in order to ensure equal opportuni-ties for applicants from various countries. every Manifesta biennial strives to ensure new and innovative models for its artistic practices and curatorial structure. This process is repeated every two years.

MAniFeSTA 9 To be HoSTed by THe CiTy oF genK, ProvinCe oF LiMbUrg, beLgiUM, in 2012The Province of Limburg, belgium has been selected as Host region for Manifesta 9 in 2012. The former mining region spearheaded its bid for Manifesta by emphasizing topical issues in the region such as the social repositioning of a post-industrial society, finding new possibilities to deal with mate-rial and immaterial cultural heritage, and the search for a joint european identity and forms of collaboration, while at the same time maintaining one’s own distinctiveness. Accord-ing to Manifesta, these issues form a complex and interesting point of departure for the project, which can be relevant both within the Host region and within a european context at large.

After the appointment of the Province of Limburg as Host region of Manifesta 9 in 2009, in 2010 further site and research visits to the Manifesta 9 Host region were undertak-en by iFM board and director to meet local stakeholders and politicians, investigate possible venues and set up the admin-istrative structure of the organization. The former mine building Waterschei, located in the city of genk, has been selected as main venue of Manifesta 9.

MAniFeSTA 9 CUrAToriAL SeLeCTionShortly after the announcement of the Manifesta 9 Host region, investigations for the selection of a new Manifesta curator commenced. in the spring of 2010, three candidate curators selected by the iFM board were invited to spend a research period of three months in the region and to carry out extensive research on location with the support of a local assistant, in order to submit an innovative curatorial proposal for Manifesta 9.After careful examination of the three proposals, the iFM board selected Cuauhtémoc Medina as curator of the next edition of the european biennial of Contemporary Art tak-ing place in 2012. in the coming biennium he will collaborate with associate curators Katerina gregos and dawn Ades in the development and implementation of the curatorial concept for Manifesta 9.

Cuauhtémoc Medina works as curator, art critic and histo-rian. He lives and works in Mexico City. He holds a Phd in Art History and Theory from the University of essex, U.K. Medina is a researcher at the instituto de investigaciones estéticas at the national University of Mexico. Medina was the first Asso-ciate Curator of Latin American Art Collections at Tate Mod-ern in London.

Katerina Gregos is a curator and writer based in brussels, belgium. Amongst other projects she is currently curator of the danish Pavilion at the 54th venice biennale. Previously, she served as Artistic director of Argos - Centre for Art & Media, brussels, and director of the deste Foundation, Centre for Contemporary Art, Athens, as well as curator of numerous international large-scale exhibitions.

Dawn Ades is a fellow of the british Academy, a former trust-ee of Tate and was awarded an order of the british empire in 2002 for her services to art history. 6.Candidate

Host Citiesin 2010 the members of the board of the Manifesta Foundation started discussing how to create the necessary parameters for a future edition of the biennial to take place in Central and eastern europe.As a first step, the board decided to investigate the financial, social, economical and infrastructural reasons which have prevented Manifesta taking place in Central and eastern europe more than once in the past 16 years and started to research the possibilities for this to happen in the near future. in particular iFM board and director wish to define how Manifesta’s organisational, economical and infrastructural parameters should change in order to allow artistic organisa-tions in Central and eastern europe to successfully finalise a candidacy bid to become Host of a Manifesta biennial. The investigation, based on academic research and personal inter-views with governmental representatives, artistic producers, museum professionals and artists, aims at gaining insight into the local art scene and investigating possible financial models and funding options.

in the context of the ambitions defined by the board, iFM director Hedwig Fijen and iFM board Chair viktor Misiano have visited the cities of Lviv and Kiev in Ukraine on August 22 to 27, 2010, in order to attend preliminary meetings with local representatives of the artistic scene, stakeholders and politicians and investigate their interest in hosting Manifesta 10 in 2014. The first successful visit was followed by another visit by the Chair in november 2010 to study the practical developments and the circumstances under which Manifesta 10 could be hosted in Ukraine. in addition, a successful visit, organised by Mia Lerm-Hayes, Colin darke and Willy doherty, was paid to the cities of belfast and derry (northern ireland, U.K.), during which the Lord Mayor of belfast expressed his desire to host Manifesta in 2014 or 2016.

strateGy and Pr aCtiVities

Communication plays an essential role in the success of the Manifesta biennial and all other Manifesta projects. Manifesta stimulates dialogue, supplies resources and creates opportuni-ties for experiencing the very best in contemporary art by mak-ing effective use of different methods of communication set up to inform the audience on local, national and international levels. in 2010, iFM aimed at further strengthening its commu-nication and marketing activities in order to create awareness on a national and international level about its projects, as well as to pursue new partnerships and expand its network.in 2010 the communication strategy of both the Manifesta Foundation and the Manifesta biennial effectively pursued and secured the objectives set at the end of 2009. These objectives were:

— increase the visibility of Manifesta, in Spain, in the netherlands, in northern Africa and internationally

— Put stronger focus on the perception of Manifesta as a european initiative

— reinforce the Manifesta brand — develop sustainable relations with representatives of the

international press — expand media exposure — expand the visibility and accessibility of the network

and discourse of Manifesta, throughout europe and internationally

— Clarify and highlight iFM’s role as the initiator and orga-nizer of the Manifesta biennial

— Strengthen and manage the iFM brand in order to create awareness on a national and international level about the iFM projects

— increase market awareness of iFM and its national and international activities

— raise the profile of and establish the umbrella brand Manifesta

— invest in iFM’s potential as a cultural brand — Create, communicate and market the brand Manifesta

Foundation

Successful brand communication is based on a long term, stra-tegic development as well as continuity of paradigms and rec-ognition. For the iFM this results in communicating the foun-dation as a long-time institution and organizer of the Manifesta biennale. A standardized, catchy and clearly-defined corporate identity enhances the brand value.

The collaboration with the international communication and Pr agency goldmann Pr started in 2009 and continued suc-cessfully in 2010. goldmann Pr has focused on the improve-ment of the branding and visibility of Manifesta in the netherlands and internationally, setting up relations with rep-resentatives of the press and publicity stakeholders, organising two press gathering in berlin and Amsterdam and facilitating visits to Manifesta 8 for groups of art professionals, journalists

and staff members of art institutions. in addition, at regular intervals goldmann Pr issued a newsletter covering the activ-ities of iFM, which was distributed to a database of more than 6.000 contacts.in 2010 the new website of the Manifesta Foundation (www.manifesta.org) developed by the dutch designer Sander boon, was inaugurated. it has already received more than 19.400 vis-its, with 62.991 page views.The websites of Manifesta Journal (www.manifestajournal.org) and Manifesta Workbook (www.manifestaworkbook.org) counted in 2010 respectively 10.848 and 3.818 visits for a total of 26.182 and 10.096 page views.The profiles on the social networks Facebook and Twitter were further developed, reaching in 2010 respectively 4.457 and 1.926 followers. The Manifesta profiles on Flickr and blip.tv have been con-stantly updated with new photo and video material, making several Manifesta activities digitally accessible to a wider public.The Manifesta database of contacts was updated and trans-ferred to the new website; furthermore, in 2010 iFM staff began to edit a newsletter regularly distributed to a growing number of subscribers (currently 6.966) in order to inform them on iFM activities and special events.Advertising exchanges were set up between the Manifesta Journal and a number of international journals and maga-zines, among which Afterall, A Prior Magazine, Mousse, Mos-cow Art Magazine, and Springerin.in addition, a reception was organised in June 2010 in berlin in collaboration with the royal dutch embassy in germany on the occasion of the opening of the berlin biennale, to announce the list of artists selected for Manifesta 8.in 2010 the Manifesta Foundation also safeguarded the con-tinuation of the following factors:

— Maintenance and improvement of a support structure for all ambassadors (art professionals and institutions), involving european and international participants, such as Host Cities and regions, board members, Cura-torial Teams, local organizers, museum professionals and artists

— exploration of ways for the Manifesta Foundation to forge long-lasting links with its Host Cities/regions, to survive beyond the end of the Manifesta biennial

— increase and intensify the use of Manifesta’s network as a tool for person-to-person contacts

— Stimulation of the flow of information by approaching and involving new audiences through different projects and activities, such as the Manifesta Journal, the Mani-festa Coffee break and the Manifesta education Program

— To ensure the maintenance of working contacts between previous, current and future Host Cities/regions, keep-ing the network alive and sustainable

— efficient use of existing archives and knowledge accu-mulated from previous editions of Manifesta

besides the successful execution of its activities, in 2010, the Manifesta Foundation safeguarded the continuation of the fol-lowing factors:

— Create a solid basis for future Manifesta editions in Central and eastern european Countries

— Create an extensive permanent knowledge based organiza-tion in Amsterdam

— extend the activities in collaboration with dutch cultural institutions (in relation to the themes of the biennial and the Manifesta Journal)

— build up of long-term relations between dutch cultural pro-ducers and audiences and the international Manifesta net-work

— build up of long term relations between the dutch academic world and the international Manifesta network

— Maintenance and improvement of a support structure for all ambassadors (art professionals and institutions, Host Cities and regions, board members, curatorial teams, local orga-nizers, museum professionals and artists)
