Managing your Waste A guide for householders What we provide We provide the following services and receptacles to enable residents to manage their household waste. A weekly recycling service, recycling containers provided include: Black box for cardboard, glass jars and bottles • Blue bag for paper Pink bag for bottles and cans Food caddy for food waste A full list of ‘what goes where’ is included in this information pack. All recycling containers will be collected on the same day every week - please refer to your recycling calendar for your collection day. One brown wheelie bin for household waste. This is collected on the same day every fortnight - please refer to your recycling calendar for your collection day. One green wheelie bin for garden waste (where applicable). This is collected on the same day on the alternate week - please refer to your recycling calendar for your collection day. St.Helens Council provide adequate services for the disposal of waste, there is no excuse for littering or flytipping. Not only is it anti-social and unpleasant, it is also illegal, and those who throw down, or drop or deposit litter and waste in any place, can end up with a fine or face a COURT PROSECUTION. What you need to do Place your bin out on collection day and take back onto your property as soon as possible to avoid your bin being stolen, vandalised or set alight, there is a charge of £18.45 for replacement bins. Overflowing bins can attract rats, if you use the recycling service and bulky rubbish service, there should be plenty of room left in your refuse bin. What we can do A wide range of legislation is available to deal with problems associated with household waste offences. St.Helens Council has been forced to issue thousands of Fixed penalty Notices and take many dozens of cases to court for a range of waste offences - to date with a 100% rate of success. Household rubbish - households are routinely issued with S46 statutory notices which set out what householders need to do to ensure waste is presented for collection in a way that is safe and avoids a nuisance to neighbours. Failure to follow these rules can result in civil proceedings for failing to comply with S46 requirements, or else litter or even fly tipping legislation may be used. Fixed Penalty Notices are often used to deal with first time offenders and depending on the seriousness of the offence, these can vary between £75 up to £400. Those who don’t or won’t pay, and repeat offenders are routinely progressed to Magistrates Court Fly-tipping - those tipping large amounts of household waste, or were the waste has a serious impact on the locality, can expect to be dealt with using fly tipping legislation - these are serious Criminal offences which result in a criminal record, large fines and even imprisonment. Recent changes to fly tipping legislation allow Councils the option of dealing with smaller scale offences via the issue of a £400 fixed penalty notice to discharge liability for the offence, however this is at the discretion of the Council. Again those who don’t or won’t pay, and repeat offenders are routinely progressed to Court.
