This could easily be an ADB project. Try and draw some parallels because for ADB projects we have our own project DMF

Planning:Linkages between the different levels of results. Prompt audience. Challenge: What out put do we want for that level of outcome. Take example of boats and schools, karnataka. So when we do our own project DMFs we need to really make sure that we know that these are the linkages applicable to the country, region, sector etc.Budgeting: Need to budget for the inputs. Make sure you have a longer time horizon for one year. If this was an ADB projects do we think that there is a budget problem- perhaps not because the money is coming from us? What about counterpart funds?Implementation: We need to ensure the procurement politics, eg are in place to build the schools as specified in the plan. What happens when the government changes? And you deal with pork barelling. What happens when ADB project officer changes.?Monitoring: You needed to have established the monitoring framework at the outset . This is the problem with our DMF we are looking at a review of the results framework are those indicators collectable. Refer to the MDG and the Bangkok and talk about the MDG indicators

Really points to is the importance of having a common understanding with our DMCs on what drives results, what are their country systems. Cannot have a one size fits all approach.

So whilst it is easy to see that the inputs relating to building schools or training teachers would deliver on the outputs of improved access and trained teachers it is not so clear that these outputs will contribute to the outcomes and impacts as there are other factors that would influence these higher levels of results.

For example - Countries such as Indonesia, Tonga India are also looking at skills diversification rather than improved literacy. Even if Literacy was the appropriate outcome, instead of building schools or training teachers the issue may be to improve the retention rates, or gender equality. And instead of building schools to improve access, if you are in the Southern part of Bangladesh the cholce may be to build boats because it is a delta region. Thus this causal relationship that is presented is often nothing more than an imputed correlation.

Thus defining the results chain is very important as that has an influence on public policy and how countries allocate their resources- and with limited resources but limitless demands countries want that allocation to be as effective as possible. They want to make informed decisions about the Results chain to follow and what they are looking for is that ADB can bring to bear knowledge of the country and also knowledge of the other 50 or so countries in the region from our experience of over 40 years. Closely related is the importance of an evaluation framework

Of course evaluation requires accurate and regular data through The indicators and the challenge is to establishA framework to ensure that (a) for each level of results we have baselines and SMART Indicators and the date can be collected collated and reported in a timely manner , One should not underestimate the challenges In finding he appropriate indicator and the lesson learned is to choose indicators that are already embedded in the Country systems rather than impose new ones.Unfortunately the DMF is something that is very much done at the last minute.And when we review the DMF it is not just about ticking the box that says that there is a baseline indicated and there are incidatora dn targets ishould eb about the appropriateness in the country context.
