CALL TO ORDER

Dr. Antalis called the meeting of the Georgia Composite Medical Board to order at 7:30 a.m.

AGENDA AND MINUTES

Dr. Retterbush submitted a motion, seconded by Dr. Weil, to approve the agenda of the October

6, 2016 meeting. The motion carried unanimously.

Dr. Weil submitted a motion, seconded by Dr. Retterbush, to approve the minutes of the

September 1, 2016 meeting. The motion carried unanimously.

EXECUTIVE DIRECTOR’S REPORT

Mr. Jeffery announced the addition of three new Board staff members: Briana Fry-Jones, Latisha

Bias, and Sandra Rollins. He then presented a draft agenda for the November 2016 Board

meeting at Lake Lanier Islands. The Board welcomed the new staff.

EXECUTIVE SESSION

Dr. Retterbush submitted a motion, seconded by Dr. Gross, to go into executive session to

discuss investigative matters. Dr. Antalis declared the meeting in executive session. Upon

conclusion of the Board’s discussion of confidential matters, Dr. Antalis declared the meeting in

open session.

LEGAL / ENFORCEMENT ACTION REPORT

Mr. Reimers presented the Legal / Enforcement Action Report. Dr. Antalis submitted a

motion, seconded by Mr. Wallace, to accept the report. The motion carried unanimously.

The Board took the following actions:

1. 20161572 – Advise FBI no responsive documents.

2. Anthony Junco, MD – Approved Public Consent Order.

3. 20170048 – Invite for interview.

4. Georgia Pain Physicians – Deny request. Issue letter acknowledging ownership of the clinics.

5. 20131015 – Approved to amend private consent order.

RECESS

Dr. Antalis declared the meeting in recess for the purpose of holding committee meetings. Upon

the conclusion of the committee meetings, Dr. Antalis reconvened the meeting at 11:15 a.m.

ST. GEORGE’S UNIVERSITY SCHOOL OF MEDICINE

Eddie R. Cheeks, MD, representing Health Sciences Education Consultants, presented a report

of the review process for St. George’s University School of Medicine’s application for the

Board’s approval of the school. The Board accepted the report and resolved to discuss it at the

November 2016 meeting.

Dr. Antalis declared the meeting in recess for the purpose of holding committee meetings. Upon

the conclusion of the committee meetings, Dr. Antalis reconvened the meeting at 2:30 p.m.

LICENSURE COMMITTEE

Dr. Retterbush presented the Licensure Committee report as a motion. The motion was seconded

by Dr. Marshall. The Board accepted the report by unanimous vote.

who has possibly been writing prescriptions under an agreement with her father, JP Sr.,

who has been deceased since December 2014.

2. Deny Rule Waiver Request from Jeanne Fell, NP to waive rule 360-32-.01 (50 mile

requirement).

3. Table requests from FastTrack Immediate For additional information.

4. Forward information to Investigative Committee regarding protocols that are being

received from CVM.

5. Advise Grady ER Director that an emergency room/department can be an exception to

the rule that requires a patient who receives a prescription drug order for any controlled

substance pursuant to an Agreement to be evaluated or examined by Physician (or Other

Designated Physician) on at least a quarterly basis, since most ER patients would not be

seen more than once within that time period.

6. Board approved Committee recommendation: staff may administratively withdraw a

protocol agreement that has not been completed after one year of notifying the

NP/delegating physician of the agreement status. Document the withdrawal by notifying

the NP/delegating and noting it in the NP database. A new registration packet AND fee

will be required to reestablish the agreement
