The five territorial communities (TCs): Are equipped with computer-based tools. Have been trained to use RBM,

monitoring, evaluation, and data analysis tools

Now have basic statistics and a baseline for a range of sectoral indicators. This allows them to set five-year targets. Their achievements can be monitored annually. They can also be used to guide local decision-making.

Special attention must be paid to means of communication.

Rural communities, without any source of electric power, can be computerized at affordable costs (less than 5 million CFA francs), and they can have computerized databases and geographic information systems.

It is necessary to strengthen the working relationship between TCs and decentralized government technical services, which played a decisive role in executing the pilot project.

The more data are used locally, the greater the chance they can be improved and adapted to the needs of users, in this case, TCs.
