MALAYSIAN TECHNICAL COOPERATION PROGRAM The Malaysian Technical Cooperation Programme (MTCP) was first initiated at the First Commonwealth Heads of Government Regional Meeting (CHOGRM) for Asia Pacific Region in Sydney in February 1978. It was officially launched on 7 September 1980 at the 2nd CHOGRM in New Delhi, India, to signify Malaysia’s commitment to South-South Cooperation, in particular Technical Cooperation among Developing Countries (TCDC). In line with the spirit of South-South Cooperation, Malaysia through the MTCP shares its development experiences and expertise with other developing countries. The MTCP was first formulated based on the belief that the development of a country depends on the quality of its human resources. The programme forms part of the commitment of the Malaysian Government towards the promotion of technical cooperation among developing countries, strengthening of regional and sub-regional cooperation, as well as nurturing collective self-reliance among developing countries.

The MTCP emphasises the development of human resources through the provision of training in various areas which are essential for a country’s development such as public administration, good governance, health services, education, sustainable development, agriculture, poverty alleviation, investment promotion, ICT and banking. Since its inception in 1980, more than 33,000 participants from 144 recipient countries have benefited from the various programmes offered under the MTCP. OBJECTIVES OF MTCP • To share development experience with other

countries; • To strengthen bilateral relations between Malaysia

and other developing countries; • To promote South-South Cooperation (SSC); and • To promote technical cooperation among developing

countries (TCDC).

ISLAMIC AND INDUSTRIAL GOOD PRACTICES IN MANUFACTURING OF HEALTHCARE, FOOD AND COSMETIC PRODUCTS

Good industrial manufacturing practices in healthcare, food and cosmetic products are now becoming more popular in the world. The global healthcare, food and beauty care industries estimated to reach more than USD265 billion in 2018. Increasing consumer preferences

towards HALALAN THOYYIBAN products are forcing the healthcare, food and cosmetic manufacturers to change strategies to meet customer demands across boundaries not necessary to only Muslim market.

Objectives of Training The objectives of the program are mainly to provide the participants which are related to healthcare, food and cosmetic products a basic understanding of industrial good manufacturing practices in complying with related international and local guidelines and regulations meeting Islamic Syari’ah Law and Halalan Toyyiban. Course Content Participants will be exposed to all the requirements for quality products and concept of industrial good manufacturing practices for food, healthcare and cosmetic products as a whole: • To provide understanding on the requirement of

industrial GMP and Syari’ah compliance (Halal requirements) for healthcare, food and cosmetic products.

• To increases awareness on pre-requisite requirements for healthcare, food and cosmetic products quality, safety, efficacy and purity according to Halalan Thoyyiban.

• To have a knowledge on performing industrial GMP through correct way of implementation of processing and the use of correct materials.

• To develop the capability of the participants in understanding and meeting Islamic requirements in food, healthcare and cosmetic formulation and manufacturing

• To develop the capability of the participants with basic technical knowledge in healthcare, food and cosmetic products science and modern processing.

Course Methodology Includes classroom lectures, workshop, case study and group discussion, presentation and industrial visits. Criteria of Applicant Manufacturers, Producers, Heads of Departments, Control Authority or Regulatory, Auditors, Policy Makers, Interested Entrepreneurs and Individuals in related to Food, Healthcare and Cosmetic Industries.

HOW TO APPLY Application should be made using the prescribed MTCP forms available at https://mtcpcoms.kln.gov.my/mtcpcoms/online/list_course.

Submitted application form must be accompanied by the applicant's:

• Copy of Passport • Passport size colored photo (3.5cm x 5 cm) • Medical Report

Please make sure that all required information given is completed and clearly stated.

Foreign Affairs or the National Focal Point for Technical Assistance of your country.

Once completed, please send the application form to the Malaysian Embassy or Malaysian Focal Point in your country or neighboring country for verification and interview.

Applicants will be notified of their acceptance to the course either through the Malaysian Embassy or SIRIM Berhad.

Incomplete and/or unendorsed forms will not be processed.

TERMS AND CONDITIONS

Vaccination and Visa

Participants from some countries are required to take a mandatory vaccination for yellow fever at least 10 days prior to their departure to Malaysia. Yellow Fever certificate is required to be produced upon landing in Malaysia for countries as listed at the link below: http://www.imi.gov.my/index.php/en/main-services/visa/visa-requirement-by-country.html

All participants are required to enter Malaysia with Visa with Reference (VDR). Once the approval is obtained, the training institutions will send a copy of letter of approval to the participants. Subsequently, with the copy of the approval, the participants may get the VDR from the nearest Malaysian Missions. Wherever applicable, participants are advised to arrange for vaccination on their own prior to travel to Malaysia.

Expenditures on all visa-related fees, airport tax/airport user’s charge, transit insurance, excess luggage, travel tax, transit fees, domestic passenger terminal fees, phone charges, private purchases, etc. are borne by the recipients. This also applies for vaccination before travel to Malaysia.

Course Fee All course fees are borne by the Government of Malaysia.

Accommodation and Meals Accommodation and food are provided. Participants are not allowed to change any arrangement done by the respective training institution.

Air Fares A return flight ticket from the capital city of the MTCP recipient country to Kuala Lumpur on economy class is provided for participants.

Medical Treatment Candidates must be certified that he/she is medically and physically fit to participate in this program. In the case of emergencies and in the need of medical treatment, the medical expenses in a government hospital will be borne by the Government of Malaysia. In case of admission in government hospitals, participants will be eligible for first class wards (two bedded or more). However, in private clinic or Medical Centre the medical expenses are on participant’s own liability.

Manners Participants shall conduct themselves at all times in a manner compatible with their responsibilities as MTCP participants and abide by the laws, rules and regulations as may be

stipulated by the host government in respect of this training course.

Dress Code During lectures, male participants are required to dress in long-sleeved shirts with ties, long pants and lounge suits and female participants should be appropriately dressed in office attire. For formal occasions – lounge suit or national costume are required.

OTHER INFORMATION

Participants shall conduct themselves at all times in a manner compatible with their responsibilities as MTCP scholarship holders and abide by the laws, rules and regulations of SIRIM Berhad.

This scholarship cannot be held concurrently with any other scholarship awards. Participants shall follow the program approved for them. Request for change of program will not be entertained. Participants should fully participate in all activities related to the program.

Participants are NOT allowed to participate in any political and/or commercial activities in any capacity whatsoever. Participants shall not take up paid employment during the tenure of their scholarship or serve as the staff of their Diplomatic Missions in Malaysia.

Participants are NOT allowed to bring along their spouses or families for the duration of the course. Participants are NOT allowed to leave Malaysia during the course. Participants who are found to be medically unfit during the course of the program will be required to return to their country. Participants are NOT allowed to bring, consume or distribute liquor / alcoholic, drugs or human to Malaysia.

Participants are NOT allowed to perform public naked, hugging and kissing between male and female, lap dancing or any erotic actions, sexual harassment and prostitution. Participants are NOT allowed to perform or participate in any dangerous and / or illegal activities. Participants are NOT allowed to plan for own vacation or going to other destinations without training institution’s approval.

Participants shall abide by the terms and conditions of the MTCP.

TERMINATION The award may be terminated at any time due to unsatisfactory conduct, breach of the conditions of the award, failure to make satisfactory progress or as deemed necessary by SIRIM Berhad with the approval of the MTCP Secretariat.
