Recommendations

1. Institutionalization of the Chief Diversity Officer through the Charter Revision Commission.

2. The New York City Charter should be amended to include timeframes for each agency with a role in the contract review process.

3. Create competitive opportunities for M/WBEs on citywide requirements contracts.

4. Require prime vendors to disclose details about their commitment to diversity when they compete to do business with the City of New York.
