The grounds for this application to review whether within the proposed operating schedulesubmitted by the applicant they have outlined suitable steps to prevent crime and disorder,maintain public safety and prevent public nuisance.

This is an application for a late licence for the sale of food and soft drin~s. The application is notfor the sale of alcohol.

I do not object to the terminal hours sought however being a late night refreshment venue it willattract those individuals who have consumed and over-consumed intoxicating liquor which willattract potential crime and public nuisance.

I note from page 14 of the application that the applicant (section P, item b) has said U we will be

installing CCTV" , however this must be set as a condition -U CCTV will be fitted to meet police

requirements and will be in operation at all times that the premises is open to the public".

On 17/09/2000 CRIS 2013836/2000 refers to a Non Crime Racial Incident outside 155 GreenfordRoad, Harrow where a group of five local youths, a mixture of white and black, aged 12-14 years,have thrown milkshake and soft drinks at No 155. This premises is owned by Asians and oneheard racist threats uttered by the youths whilst the attack was carried out. Police searched thearea but none matching the suspect's description could be seen. Reports from the ChickenCottage Take Away next door indicate the youths are local and would likely return. CCTV wasrunning, however, the employee police spoke with did not know how to work the system.

On 28/12/2000 CAD 8134 Refers -Police were called to this venue where it was alleged that agroup of youths had entered, ordered food and started to create a disturbance. During this oneyouth has used racist words to the staff and tried to set light to a bin inside the premises. Staff putthe fire out with no damage to the bin or other property other than singed rubbish. Fully reportedon CRIS

I believe that should any hours be granted beyond 2300hrs then at least basic crime preventativemeasures must be in place:

Internal Closed Circuit Television (CCTV) is required because it improves the perception of safetyand allows monitoring of the whole premises. It must achieve the following:

Visually confirm the nature of the crime committed.Id.entify the suspected criminal(s) visually for purposes of evidence an[ connect them with thecrime.Provide evidence-supporting detail relating to the circumstances.Provide a linked record of the date, time and place of any image.Provide good quality colour images.Capture full frame shots of the heads and shoulders of all people exiting the premises from bothentry and exit routes. This should ensure that images of criminals are captured whilst leaving thepremises and discarding any facemasks, etc.Have the capability to record a full-length view of a person 1.92m tall, t~ occupy at least 60% ofthe image height, in at least one of the captured images.Be positioned externally above the rear door to cover any courtyard/gard~n area.Operate under existing light levels within the premises.Have the recording device located in a secure area or locked cabinet.Have a monitor to review images and recorded picture quality.Record images as near to real time as possible and where practical, personal attack buttonsshould be connected via the CCTV system, to change any time-lapse recording to real time.Be regularly maintained to ensure continuous quality of image capture and retention.Must comply with the Data Protection Act (DPA) and any applicable British Security IndustryAssociation (BSIA) codes of practice.Have signage displayed in the customer area to advise that CCTV is in operation (DPA).Be operated by the correct procedures, to ensure an evidence trail is recorded and can beretrieved for evidential purposes.If the system is analogue, a library of 31 video tapes will be required for ~orage and rotation.

A monitored central station alarm is required and must be installed by eit~er a NACOSS or SSAIBaffiliated installer and must achieve the following:

The monitored security system must be equipped with a signal terminating at a recognised AlarmReceiving Centre (ARC) and must comply with the current version of the EN 50131-1 standardand be eligible for a police response as defined by the ACPO Policy! on Police Response toSecurity Systems, Level 1 status.

This should incorporate fixed personal panic attack buttons for the use of staff behind the counterremoter panic buttons for staff when they are away from the counter area.

A safe controlled by a time delay method is required and must achieve the following
