MAJOR PROJECTS AND NEWS ITEMS

INDUSTRY NEWS (Houston, TX) – Columbia Pipeline Group applied for a Certificate of Public Convenience and Necessity for the Eastern Panhandle Expansion Project from the Federal Energy Regulatory Commission on March 15. The approval would authorize the construction of a new 8" pipeline extending approximately 3.4 miles from an existing 20" line in Fulton County, PA to a site in Morgan County, WV.

The proposed pathway of the pipeline would cross through Washington County, MD, and travel under the Potomac River before ending in Morgan County.

“(Columbia Gas Transmission) respectfully requests that the Commission issue this authorization on or before January 1, 2018, so that Columbia can achieve its targeted in-service date of Nov. 1, 2018,” the application states.

The four-volume application states the expected project would provide an additional 47.5 dekatherms per day of ca-pacity for firm transportation service to markets in West Vir-ginia through Mountaineer Gas Company’s gathering system.

This application for a 3.4 mile pipeline proposal is part of a bigger pipeline plan for the Eastern Panhandle area.

INDUSTRY NEWS (Houston, TX) – Kinder Morgan is planning the next big pipeline project coming from the booming Permian Basin, but one that would transport natu-ral gas, rather than oil.

The pipeline, which would run from Waha in West Texas to the Agua Dulce near Corpus Christi, where it could be con-sumed locally by power generators and petrochemical plants, piped to Mexico or exported overseas as liquefied natural gas.

Several other companies are building Permian pipelines, but they're mostly crude oil projects. Houston-based Enterprise Products Partners, for instance, is building the Midland-to-Sealy pipeline to tap into Houston pipeline, refining and storage networks, while Houston's Plains All American Pipe-

line is expanding its BridgeTex Pipeline from West Texas to Houston.

Most drillers in the Permian are seeking oil, but they also produce natural gas and natural gas liquids, such as ethane, as byproducts. Kinder Morgan's 430-mile, 42-inch pipeline would be completed in late 2019 and looks to capitalize on that increased production. Kinder Morgan did not disclose the cost of the project.

The Texas power grid increasingly relies on natural gas for electricity generation, while the rapidly growing petro-chemical industry needs natural gas liquids as feedstock to make chemicals and plastics. Likewise, new Gulf Coast liq-uefied natural gas projects need gas to convert into LNG for exporting. Finally, Mexico is also using Texas shale gas to generate electricity.

The proposed pipeline could tap into Kinder Morgan's exist-ing Permian-area pipeline network, as well as Dallas-based Energy Transfer Partners' new Trans-Pecos Pipeline, which will ship gas from West Texas to Mexico. Canadian pipeline giants Enbridge and TransCanada are all building gas pipe-lines into Mexico.

Kinder Morgan said it is seeking customers for the pipeline through April 20 before moving forward with construction.

INDUSTRY NEWS (San Antonio, TX) – A Texas company has entered into a joint venture to build a 730-mile pipeline that will link the oil fields of the Permian Basin to refineries and marine terminals at Port Corpus Christi.

TexStar Midstream Logistics LP recently announced its partnership with Castleton Commodities International LLC and Ironwood Midstream Energy Partners LLC to form EPIC Pipeline LLC.

With receipt points for crude oil and condensate in Texas including Orla, Pecos, Crane and Midland, the EPIC Pipe-line will use 16-, 20-, 24- and 30-inch pipelines to deliver up to 440,000 barrels of crude oil and condensate per day to destinations in the Corpus Christi area.

Construction for the pipeline is expected to be completed by first quarter 2019. TexStar is overseeing a 45-day open sea-son for companies interested in using the pipeline.

With several assets already in operation in the Eagle Ford, San Antonio and Houston, TexStar General Partner Phil Mezey said the company is excited to extend its business in the Permian Basin, which has become the the hottest shale play in the United States.

"TexStar has a proven track record of building crude oil pipe-lines in emerging areas and looks forward to expanding upon its relationships with producers to make the project a suc-cess," Mezey said in a statement.

The open season will end April 15, and if successful, a sec-ond open season may allow operators from the Eagle Ford Shale and other points along the 730-mile route to use the pipeline.

INDUSTRY NEWS (Houston, TX) – Phillips 66 recently announced an open season to secure binding commitments from prospective shippers for the Reeves-Odessa Origination (Rodeo) Project.

As proposed, the Rodeo Project will include a pipeline sys-tem for crude oil transportation for producers and other ship-pers in the Delaware Basin, with origination stations in Reeves, Loving, and Winkler counties in Texas, as well as at Odessa, Texas.

The pipeline system will include destination options at: Wink, Texas; the Phillips 66 Partner’s Odessa station; a new termi-nal to be built near Odessa as part of the Rodeo Project; and at Midland, Texas.

The Rodeo Project will have an anticipated initial throughput capacity of up to 130,000 barrels per day (BPD), with an ul-timate potential throughput capacity of up to approximately 450,000 BPD, depending on shipper commitments in the open season.

The pipeline system is expected to be placed in service in the second half of 2018.

The open season terms and conditions include options for shippers to obtain committed shipper status through either an acreage dedication or a transportation and deficiency com-mitment.

The open season commenced at 8 a.m. CDT on March 24, 2017.
