Veteran Recruitment Appointment
Veterans’ Recruitment Appointment (VRA) is an excepted authority that allows agencies, to appoint eligible veterans without competition. If you:
• are in receipt of a campaign badge for service during a war or in a campaign or expedition; OR
• are a disabled veteran, OR• are in receipt of an Armed forces Service Medal for
participation in a military operation, OR• are a recently separated veteran (within the last 3
years), AND• separated under honorable conditions (this means an
honorable or general discharge), you are VRA eligible.
You can be appointed under this authority at any grade level up to and including a GS-11 or equivalent. This is an excepted service appointment. After successfully com-pleting 2 years, you will be converted to the competitive service. Veterans’ preference applies when using the VRA authority. There is no limit to the number of times you can apply under VRA.
Fidelity Bonding
The fidelity bonding service helps at-risk job applicants get and keep a job. TWC and the Workforce Development Boards offer free fidelity bonding services to reduce em-ployers’ concerns about hiring at-risk job applicants who cannot be bonded through other sources. For this bond-ing, Union Insurance Group issues an insurance policy that protects the employer against employee acts of dishonesty such as larceny, embezzlement, and theft. Either the job applicant or the prospective employer can request bonding
through any Workforce Solutions office. If the applicant is eligible, bonding coverage is effective immediately follow-ing certification or on the applicant’s first day of work once certified. The bond will be mailed to the employer and is issued for six months. After that, employers may purchase a transfer bond for an additional six months at the insur-ance company’s discretion. Eventually, the employee may become permanently bondable.
Work Opportunity Tax Credit (WOTC)
The Work Opportunity Tax Credit (WOTC) is a federal income tax benefit administered by the U.S. Department of Labor (DOL) for employers who hire individuals from specified target populations. WOTC reduces a business’s federal tax liability, serving as an incentive to select job candidates who may be disadvantaged in their efforts to find employment.
