The balance due on tlrn loan for bounty to soldiers authorized by a resolve approved March 26, 1863, now amounting to $385 ,000, falls due March 1, 1883, and provision must be made for meeting the same at maturity.
The Treasurer suggests that he be authorized to pay so much of the debt as the funds in the treasury will permit, and issue bonds to be invested in the sinking fund for the balance, payable in the years 1887 and 1888, at a rate of interest not exceeding four per cent.
As a precautionary measure, the Treasurer should be authorized at any time during the year 1883, to procure on

the faith of the State a temporary loan for so much as may be needed.
There has been no occasion during the past year for the Treasurer to avail himself of the resolve authorizing a temporary loan.
The rate of taxation for the years 1881 and 1882 was four and one-half mills on the dollar of the new valuation, and if no extraordinary appropriations are made by the Legislature, the Treasurer suggests that for the coming year the tax be reduced one-ninth, or to four milis.
On the 25th day of March, 1863, the following resolve
was approved by the Governor :
Resoli-ed, That the Treasurer of the State be anthorized and directed to receive of Mablan D. Spaulding, of the city of Boston, a boi!d of one thons:~ud dollars against the State of :Maine. and he and his snccessors in office to safely keep and pay to the legal agent of school district nnrnber two, in the town of :Madison, iu this State, the conpon in trust on said bond as it becomes due till the maturity of said bond, and after that time to pay to said school agent five per cent. iuterest on the amount of said bond for all time to come.
The hond referred to in the foregoing: resolve falls due March 1, 1883, and it will be necessary for the Legislature to take action in relation to the matter.
There has been added to the tru::;t fund of '' Lands re-served for public uses" during the year 1882, the sum of $1,748.39, being amount paid into the treasury by the Land Agent, at the following dates:
