    A. General: This item shall consist of preparatory work and operations, including,but not limited to, those necessary for the movement of personnel, equipment,materials, and incidentals to the project site; for the arrangement of work,permits, and temporary facilities; and for costs incurred prior to beginning work.

    The lump sum price for Mobilization will not be adjusted for changes in the scopeof work. For lengthy delays, CONTRACTOR may ask for remobilization cost, butif accepted, it will be part of the new work/pay item.

    B. Payment: Payment shall be made at the contract lump sum price forMobilization as listed on the Bid Form - Unit Price schedule. Except on the firstpartial payment Mobilization shall not exceed 50% of the total request.

    A. GENERAL

    1. CONTRACTOR must obtain a street closure permit at least 14 days in advanceof the proposed closure date in order to allow sufficient time for public

    notification.

    2. CONTRACTOR shall take any and all proper precautions to guard against injuryto persons or damage to property until final acceptance of the work by theDirector of Public Works. These precautions should include, but not be limited to,protection of vehicular and pedestrian traffic from injury or damage due to openexcavations by the proper placement of appropriate safety devices.CONTRACTOR shall maintain safety devices and their proper placementthroughout the needed period. Construction practices should be followed that willeliminate all safety hazards as quickly as possible or practicable.

    3. CONTRACTOR shall provide all barricades, cones, drums, construction warningsigns, flagmen and incidental devices to protect, warn, and guide vehicular andpedestrian traffic, and to protect his personnel and equipment on the job site.During all phases of construction, CONTRACTOR shall display the requiredsigns. Any traffic regulation device not in use shall be covered, removed orturned away from view of oncoming traffic. Whenever the work area changes, allconstruction warning signs and traffic channelization devices shall be madecurrent in both legend and function.

    4. All traffic regulation devices shall conform to the "Manual on Uniform TrafficRegulation Devices for Streets and Highways" 2009 Edition, and its most current

    revisions. No substitutions for the devices required by the above referencedmanual or changes in the methods of traffic regulation as outlined herein will beallowed without the written approval of the Director of Public Works.

    5. CONTRACTOR'S representative on this project will make daily inspections of thetraffic regulation devices installed as part of this contract and maintain records ofany maintenance required and the date on which it was completed. Theserecords will be maintained for the duration of the project and be incorporated aspart of the final records. It shall be CONTRACTOR'S responsibility to maintain alltraffic regulation devices in proper working condition and placement at all times.CONTRACTOR shall promptly correct any deficiencies in traffic regulation.

    6. CONTRACTOR will be required at the time of the pre-construction conference todesignate a specific employee to be responsible for the maintenance of the trafficregulation devices and establish a method of contacting this person during bothworking and non-working hours. This information will be provided to the residentengineer, and to the Kansas City, Missouri Public Works Department.CONTRACTOR may, at his option, establish a maintenance agreement with a

    qualified firm, approved by the City, to supply, install, and maintain the requiredtraffic regulation devices throughout the duration of this project.

    7. Damage to existing utilities during construction of this project which would

    required immediate repair may be considered as an "emergency", and as suchmay not be subject to all of the restrictions contained herein. Therefore,CONTRACTOR should immediately contact the utility company whose facilitiesare involved and the Kansas City, Missouri Public Works Department wheneverany utilities are damaged which may require immediate repair. Such repair work,once declared an "emergency" by the utility company or by the Kansas City,Missouri Public Works Department, shall be pursued on a continuous (24 hoursper day) basis until complete or advanced to such a point that use of the roadwaycan be returned to normal operation and any subsequent repairs can becompleted during regular working hours. However, the Kansas City, MissouriPublic Works Department reserves the right to determine which utility work will

    be considered an "emergency". Any costs incurred by CONTRACTOR for such"emergency" utility repair, including the cost of any additional traffic regulationthat may be required, will be CONTRACTOR'S sole responsibility.

    8. Kansas City, Missouri Public Works Department reserves the right to makeadjustments or revisions in traffic handling requirements that may becomenecessary after construction on the project has started. These changes will bedetermined on the basis of periodic inspections throughout the duration of theproject. Notice of such change will be transmitted to CONTRACTOR and it will behis responsibility to make the necessary changes as soon as practicable afterreceipt of the notification.

    9. If CONTRACTOR encounters conditions that would require a change in methodof traffic regulation CONTRACTOR shall immediately notify the inspector. Atleast 48 hours before the start of the proposed change, the inspector will requestapproval of the change in method of maintaining traffic from the Kansas City,Missouri Public Works Department. Upon approval CONTRACTOR shall obtain arevised street closure permit from Kansas City, Missouri Public WorksDepartment. CONTRACTOR shall not proceed with the change without theapproval of the Kansas City, Missouri Public Works Department.

    10. CONTRACTOR shall be required to maintain access to all properties served by

    streets affected by the construction work, unless otherwise stated in the SpecificRequirements of this Project Manual.

    11. Construction work that requires sidewalk closures or temporary restriction of on-street parking will be permitted along one side of alternating blocks on one sideof the street at a time, or in any other combination, provided that in any one blockboth sidewalks or curb parking are not closed or restricted at the same time. Amaximum of two (2) blocks shall be under construction at any one time.

    B. EMERGENCY NO PARKING SIGNS

    1. When it is necessary to eliminate parking on a part of a street to facilitate

    construction work, CONTRACTOR shall, subject to the approval of the KansasCity, Missouri Public Works Department, post "EMERGENCY NO PARKING, 7am to 6 pm" or "EMERGENCY NO PARKING, DAY OR NIGHT" signs on theside of the street where parking is to be eliminated. The signs must read asshown in this section and must be on aluminum or plywood panels. Paper orcardboard signs will not be allowed.These signs must be installed a minimumof 18 hours and a maximum of 48 hours in advance of the time CONTRACTORplans to begin work. CONTRACTOR must contact the inspector as soon as thesigns are installed. The inspector will contact the Street and Traffic DivisionDispatcher (513.2331 from 8 am to 5 pm, Monday through Friday) as soon as thesigns are installed so that a temporary regulation can be written by the Streets

    and Traffic Division and the Kansas City, Missouri, Police Department can benotified. The signs cannot be enforced without this notification from the City. Thenotification to the City must be made by 12 noon for enforcement to be effectivethe following day.

    2. The signs are to be installed on either steel drive posts or existing utility poles ata height of five (5) feet to the bottom of the sign. The signs are to be installed atthe beginning and end of each block and at 150-feet maximum intervals inbetween. If there are existing parking restriction signs of a lesser degree ofrestriction, CONTRACTOR shall install the EMERGENCY NO PARKING signsas outlined above and shall cover the existing signs with the EMERGENCY NOPARKING sign or some type of permanent cover (paper and tape will not beaccepted). CONTRACTOR shall immediately remove all signs and covers assoon as work in a block has been completed. If it becomes apparent, for anyreason, that work will cease for more than 72 hours, the same signs and coversshall be removed and must be reinstalled subject to the minimum 18 hoursadvance notice before work can proceed. If work does not begin within 48 hoursafter the signs are posted, the same procedure must be followed. Failure byCONTRACTOR to abide by all the provisions concerning "EMERGENCY NOPARKING

    C. SPECIFIC REQUIREMENTS

    Using the procedures and traffic control devices in accordance with the lateststandards of the "Manual on Uniform Traffic Control Devices" and as shown on theattached typical drawings, the CONTRACTOR may not close Main Street duringconstruction. The CONTRACTOR shall obtain Traffic Control (Street Closure)Permits for all work within public right-of-way.

    1. Main Street shall remain open to through traffic in both directions at all times. Asingle lane along no more than two blocks along Main Street may be closed atone time.

    2. Work along Main Street shall take place on one side of the street at a time.

    3. Construction activities are to be phased such that access on adjacent streets ismaintained to adjacent properties at all times. No adjacent streets are to beclosed.

    4. During non-work hours no construction related equipment shall be on theadjacent roadways. Barrels with Type C warning lights shall be placed adjacentto the work area. All construction signs except the Road Construction Aheadsign shall be covered or turned away from traffic.

    D. PAYMENT

    Payment will be made at the Contract Unit Price as listed in Section 00412, BidForm-Unit Prices. Payment shall constitute full compensation for labor, materials,and equipment necessary to complete the item.

    1. Floodlights should be provided to mark flagger stations at night as needed.2. For low-volume applications, a single flagger may be adequate. Where one flagger can be used,

    such as for short work areas on straight roadways, the flagger must be visible to approachingtraffic from both directions.

    detouring a numbered highway.3. The use of a street name sign mounted with the M4-9 DETOUR sign is optional. When used, the street

    A. GENERAL

    The contractor is to use appropriate precautions when working around trees andshrubs to prevent any damages to them. The contractor will be responsible for anydamage caused by careless or reckless work in the vicinity of any trees or shrubs

    along the project.

    All damages to trees located within the public right of way are to be reported, andimmediate repair or care efforts will be coordinated with the Kansas City ParksDepartment at 816.513.9550, and the Design Landscape Architect at 816.531.7227.

    All damages to trees located on private property are to be reported to the propertyowner and immediate repair or care efforts will be coordinated with the propertyowner and Design Landscape Architect.

    B. PAYMENT

    No separate payment will be made for this item. Any repair or replacement costsrequired due to careless or reckless damage to a tree or shrub will be the soleresponsibility of the CONTRACTOR.

    A. Demoli tion

    Contractor shall demolish and remove all concrete pavements, concrete curbs andassociated asphalt pavement indicated on plans. Signs indicated for removal shall besalvaged and stored for re-installation according to signage plans. All debris shall be

    removed from site daily.

    Existing street lights indicated to be removed and relocated shall be done so accordingto electrical plans and specifications.

    A. Disposal of Demoli tion Debris

    All demolition debris shall be disposed of at a legal landfill or at a site where dumping ofsuch materials is allowed under federal, state and local laws.

    Demolition debris is defined as used building materials resulting from demolition, andwaste materials from the construction of buildings or site clearing. Broken concrete,reinforcing steel, and asphalt are some of the many things considered to be demolitiondebris.

    B. Earthen Landfills

    Soil, rock, and gravel are not considered to be demolition debris and can be placed atproperly permitted locations. Obtain grading permits, erosion control permits, andfloodplain certificates as applicable (from Codes Administration in KC). Broken

    concrete, with reinforcing closely trimmed and removed, may be placed in some earthenlandfills, subject to approval by the landfill owner.

    C. Submittals

    Within fifteen (15) days after Notice to Proceed or the preconstruction conference,whichever occurs first, CONTRACTOR shall submit the proposed sites for disposal ofdemolition debris and earthen material, in writing, to the OWNER. Once work starts, allsubstitute sites shall be submitted in writing to the OWNER.

    Submittals shall include the name and phone number of the sites permitting authority.

    Owners Representative will confirm that the proposed sites, both within and without theCity Limits, are properly authorized. Owners Representative (Kirk Sherman, ZimmerReal Estate Services 816.268.4209) will advise Contractor in writing if a disposal site isnot properly authorized. Lack of a response to inquiry is sufficient cause to reject adisposal site.

    D. Remedy

    Failure to abide by these contract requirements to use only approved dump sites,whether intentional or inadvertent, is deemed to be a major violation of the contract. Inthe event of such violation, the Owner shall have two special remedies, in addition to

    local ordinance penalties. It may, at its sole option:

    1. Direct that the materials which have been dumped at a site other than theapproved one be moved to the approved location, and that the site where theunapproved dumping took place to be restored to its previous condition, or

    2. Terminate the contract immediately by written notice to the CONTRACTOR, inwhich case the CONTRACTOR shall have no right to cure its default. TheCONTRACTOR shall be entitled to be paid for the completed portion of hiscontract less the expense to remedy the unauthorized dumping. Such paymentshall be made only after the work is complete and all costs are finally determined.

    Before either of such remedies is invoked, the CONTRACTOR will be given five (5)Working Days written notice of the alleged violation. During the five (5) day period, thecontractor may submit information for consideration by the OWNER. Due to the natureof illegal dumping, alleged is herewith adjudged sufficient evidence to terminate thiscontract.

    F. Payment

    Payment for demolition shall be Lump Sum as indicated on the Bid Form Unit Prices.No separate payment will be made for Demolition Disposal". All costs pertainingthereto shall be incidental to the other contract pay items.

    A. GENERAL

    Where part of the existing concrete curb, sidewalk, driveway, and asphaltic or PortlandCement Concrete pavement is to be removed at locations other than contraction orexpansion joints, the existing concrete shall be cut with a concrete saw to full depth. Water

    shall be used as required to control dust during sawing operations. If the remainingconcrete is chipped or cracked during sawing or removal, it shall be re-sawed beyond thelimits of the chip or crack, along a line parallel to or perpendicular with the nearest joint,and/or as directed by the Engineer to assure uniform appearance.

    B. PAYMENT

    Sawing is incidental to the other pay items; separate payment will not be made for sawing.

    A. GENERAL

    1. This section covers items necessary for clearing, grubbing, and demolition asindicated in the CONTRACT DOCUMENTS.

    2. Clearing, Grubbing, and Demolition shall conform to APWA Section 2101. All therequirements of the Kansas City Metropolitan Chapter of the American PublicWorks Association, Standard Specification and Design Criteria (APWA) asamended and supplemented by the City of Kansas City Missouri Public WorksDepartment apply, unless otherwise specified.

    3. All trees, shrubs and other plant material in right-of-way within the constructionlimits shall be removed unless otherwise noted on the plans.

    B. PAYMENT

    A. GENERAL

    1. The CONTRACTOR is to use appropriate precautions when working aroundtrees and shrubs to prevent any damages to them. The CONTRACTOR will be

    responsible for any damage caused by careless or reckless work in the vicinityof any trees or shrubs along the project. All damages to trees are to bereported, and immediate repair or care efforts will be coordinated with theKansas City Parks Department, and the Owners Representative.

    2. The CONTRACTOR shall notify the residents of the impending constructionstart date so that they may have ample time to relocate any favored plants,shrubs, or ornamental objects. Notification shall be at least one week inadvance of any construction that will affect their property.

    B. TREE AND SHRUB REMOVALS

    1. All existing trees indicated for removal on the plans shall be removed. There

    will be no additional payment for removal of trees which are not shown on theplans.

    2. The CONTRACTOR may trim or remove other trees only if shown on the plansor determined necessary by the Landscape Architect at the time of construction.

    3. Trees shall be completely removed with stump ground down to a minimumdepth of six (6) inches below the plan grade.

    4. Shrubs shall be completely removed.

    5. Organic materials removed shall be disposed off site.

    C. PAYMENT

    No separate payment will be made for tree removals, relocations, or replacements.All costs pertaining thereto shall be included in the Demolition unit prices as listedin the Bid Form-Unit Prices.

    A. GENERAL

    1. Outline. This section covers operations requiring earth fill greater than six (6)inches below finished grade, placed and compacted prior to preparation for"Seeding or Sodding," as further described in this Project Manual.

    2. APWA-KCMO. All the requirements of the Kansas City Metropolitan Chapter ofthe American Public Works Association (APWA), Standard Specifications andDesign Criteria apply as amended and supplemented by the Department ofPublic Works of the City of Kansas City, Missouri (KCMO). Sections of saidSpecifications will be hereinafter referred to as "APWA-KCMO."

    3. Embankment. Embankment and compaction shall conform to APWA-KCMO2102.

    4. Soils Testing. The Engineer will observe and perform soil density and moisture

    content tests during the CONTRACTORS backfilling, embankment compaction,and grading operations. The CONTRACTOR shall obtain approval from theEngineer upon excavating pipe trenches and prior to backfilling with beddingmaterial to determine if over excavation is required. The Engineer shall alsoapprove over excavation limits (as needed), backfill materials, backfill andembankment compaction, and other such operations requiring soils testing.

    B. MATERIALS AND PLACEMENT

    1. Delivered Materials. All soil materials are subject to inspection and testing afterdelivery. Materials which do not meet the requirements of the specifications willbe rejected.

    2. Excavated Material. The use of materials obtained from the trench excavationsfor embankment areas is acceptable provided applicable specificationrequirements are satisfied. Soil obtained from the 3 over excavation area is notacceptable for embankment areas, unless it is suitable for use as topsoil invegetated areas only. At the direction of the Engineer, unsuitable materials shallbe disposed of in accordance with Section 02230, Demolition Disposal.

    3. Placement. Placement of the embankment and fill areas shall be done usingEarth embankment as defined in APWA-KCMO 2102.6.B. Operation andmaterials shall be as specified in APWA-KCMO 2102.6. Compaction ofembankments shall be done in accordance with APWA-KCMO 2102.6.E, exceptthat the compaction of fill material below the topsoil shall be 95 percent of themaximum dry density instead of the usual 90 percent.

    4. Topsoil. Topsoil shall be placed in the top six inches (minimum of four inches)of the surface where sod and other plants will grow.

    A. Storm sewer pipe structures, open channels and appurtenances shall be installedand constructed at the locations shown on the Drawings. Materials and constructionshall be in compliance with APWA Standard Specification and Design Criteria Sec-tion 2600.

    B. Storm sewer pipe shall comply with the requirements of Section 2602 and be of thematerial and strength classification shown on the Drawings.

    C. Storm sewer structures shall be either cast-in-place or precast concrete. Structuresshall meet the material and construction requirements of APWA Standard Specifica-tion and Design Criteria Section 2604.

    2.1 MEASUREMENT AND PAYMENT

    B. MEASUREMENT

    All curb and gutters will be measured to the nearest foot along the curb face.Measurement shall be carried through inlet transitions but not through drive aprons

    unless complete separation of curb and gutter is carried continuously across theapron. Concrete curb inlet throats shall be measured as curb.

    A. Appl icable Standards

    Sidewalks, driveways, and handicap ramps shall conform to the standard drawings andto Section 2300 of the Construction and Material Specifications and the latestsupplement thereto.

    B. Grading and Subgrade Preparation

    Prepare subgrade in conformity with the typical section and standard spec Section2301.3B. Contractor shall proofroll the subgrade and undergrade where directed by theEngineer. Minor fills and undergrading backfill are typically made with untreatedcompacted aggregate. Grading will be paid for as specified in Section 2310.

    C. Sidewalks

    1. Location. All public sidewalks within Kansas City shall be constructed of PC

    concrete and shall be located in the public right-of-way or within a public sidewalkeasement. The standard location shall be one foot from the right-of-way oreasement line unless otherwise indicated on plans. Sidewalks shall beconstructed to allow access to all pedestrian signal actuation devices and busstop shelters.

    2. Required Dimensions. Sidewalk widths shall be as indicated on the plans.Where specific dimensions are not indicated sidewalk shall be constructed tomatch existing sidewalk widths, or match existing curb to building dimensionsunless otherwise shown.

    3. Grades and Slopes. Unless specifically shown on the plans with spot elevations,the grade or slope along the length of the walk shall be as near parallel to thestreet gradient as practical. The maximum longitudinal slope shall be one inchper foot, except where a variance from street grade has been approved by theCity Engineer. The standard cross slope shall be one foot per 50 feet or 2%maximum, and shall not exceed this when crossing drives. Sidewalks, andsidewalk sections thru driveways, shall slope toward the street except asspecifically directed by the project plans. Where indicated, the finish grade of thesidewalk shall allow the grass area between the curb and the sidewalk(sometimes called parkway) to slope toward the street at a maximum grade of4%, except as shown on the plans.

    4. Sidewalk shall be jointed as shown on the Layout Plans. Where not defined inthe plans, sidewalk shall be marked off in squares by contraction joints. Thelength of the squares shall be equal to the width of walk up to 8 feet. Wheresidewalk width exceeds 8 feet a longitudinal contraction joint shall be constructeddown the center of the walk; in such cases the length of the squares may equalthe lesser of the total width of sidewalk or 10 feet.

    5. Isolation joints shall be constructed where walk abuts driveways, points of curbreturn, similar structures, and on 250 foot centers. All catch basins, poles, firehydrants, manholes, and the like shall be adjusted to grade and boxed in withisolation joints. Seal only isolation joints.

    6. All curb boxes, tile covers, and meter pit covers shall be adjusted to grade andmovable portions shall be left free and clean.

    7. Cure as specified in Section 03300.

    D. Wheelchair Accessible Curb Ramps

    1. Wheelchair accessible curb ramps shall be constructed at all street crossingsand shall conform to KCMO Sidewalk Ramp Details SW series drawings asadopted September 26, 2005. The minimum allowable thickness for wheelchairaccessible curb ramps shall be six inches. Ramps within curb radii less than 25shall be eight inches thick. ADA ramps may be poured monolithically with thecurb in lieu of dowelling shown on the standard drawing.

    2. Maximum slope of ramps shall be one inch per foot except where streetintersection grades and adjacent sidewalk conditions prohibit. Minimum widthshall be four feet, except along thoroughfare corridors where the width shall befive feet unless otherwise indicated on plans. Curbs at ramp locations mustprovide a gradual transition from gutter line to back of curb, not exceeding oneinch in height or slopes of greater than one inch per foot. Side slopes of ramps

    (flares) shall not exceed 1:10 where such side slopes are in the normal path ofpedestrians on adjacent portions of sidewalk. Surface texture shall be a coarsebroom finish transverse to the slope of the ramp. If the street curb has not beenconstructed to receive the sidewalk ramp, the curb shall be removed andreconstructed as required.

    3. CONTRACTORs attention is directed to the required detectable warning strips.Detectable Warnings/ Truncated Domes shall be located on curb ramps asshown on the Sidewalk Ramp Details drawing.

    E. Driveways1. General. Driveway entrances shall be constructed in accordance with KCMO

    PWD Standard Drawings and the project plans.

    2. Construction.

    a. Concrete shall not be allowed to extrude from below the bottom of the formsso as to cause an irregular alignment at the street paving. J oints shall belocated as shown on the Standard Drawings for the various entrance types.

    Isolation joint filler shall be one-half (1/2) inch thick for driveways. Sealisolation joints.

    b. Residential driveways may be closed for no longer than four (4) consecutivedays (one work-day to remove and replace concrete, three days to cure). Incertain cases, i.e. to aid the handicapped, access may be allowed onresidential drives after one days cure. Contractor shall notify residents of thetime and length of the closures.

    c. Commercial driveway entrances shall be closed and protected until the

    concrete achieves a compressive strength of 3000 psi.

    d. Driveway Curb. No separate payment will be made for curb transitions ondriveway flares or radii. This work is considered part of the entrance andshall be measured with the drive entrance.

    3. Asphalt dr iveways shall be rebuilt to match the existing thickness but shall benot less than 3 of Type 2-01 asphalt installed in accordance with APWA Section2205 on a compacted aggregate base. Subgrade shall be constructed inaccordance with paragraph B above.

    4. Gravel driveways are illegal in Kansas City (City Code 52-35). Replace thedisturbed portion of gravel drives with asphalt. Aside from minor grading tomatch the new drive or entrance edge, leave the remaining gravel as is.

    5. Concrete Paver Driveways. Existing concrete paver driveways shall beremoved and relaid to smoothly match the new construction. Contractor shallrelay the concrete pavers at the grade specified by the Engineer on a preparedbase equivalent to the existing base (not less than 1 of sand over filter fabricover a thoroughly compacted subgrade). Otherwise, construction shall conformto APWA 2304. If additional concrete pavers are required to complete the work,CONTRACTOR shall provide materials that match the existing material -submittal approval required. Pattern, joints, and joint sand shall match theexisting pavers. Payment for concrete base is subsidiary to the paver pay item.

    F. Parks and Recreation Department Requirements

    All sidewalks and driveways constructed along streets under the jurisdiction of the Parksand Recreation Department shall be meet the requirements of that department asshown in Parks and Recreations details (primarily wire fabric). Work on said streetsshall also require a separate permit from the Parks and Recreation Department.

    G. Concrete Stamp

    CONTRACTOR shall identify his work with an appropriate metal stamp approximately 4x 6 in size. The stamp shall satisfactorily identify the Contractor and shall show theyear of the contract. The stamp and application of the stamp to the work shall besubject to the approval of the Engineer.

    Each driveway shall be stamped once near the sidewalk or property line. Eachindividual section of sidewalk and/or curb shall be stamped at one end. Work in front ofeach property shall be stamped. Continuous sections of sidewalk and/or curb that cross

    an entire side of a property shall be stamped at each end.

    The City may accept, but will not pay for unstamped curb, sidewalk or driveway.

    H. Cleanup

    1. Cleanup shall follow the work progressively. The CONTRACTOR shall completecleanup (remove from the project site all rubbish, equipment, tools, excess ordiscarded material, and temporary construction items), joint sealing, and sodding

    within a maximum period of five (5) working days after the concrete is placed. Ifcleanup, backfilling, sodding, and joint sealing is not accomplished within theabove limits, all tear-out operations shall cease until these items are finished oras directed by the Engineer.

    2. A completed unit of work includes cleanup (poor cleanup = no pay).

    I. Measurement

    3.1 LOCATION

    3.2 VERIFY UTILITIES

    A. The Contractor shall verify, prior to the erection of any sign, that existing utilities willnot be damaged as a result of sign placement.

    3.3 PLACEMENT

    A. Unless otherwise shown on the plans or directed by the Engineer, signs shall beinstalled so that the sign face is vertical and ninety-three (93) degrees away fromthe center of the lane(s) which that sign serves.

    3.4 SIGN POST INSTALLATION

    A. Installation shall be as indicated in the plans. The method of installing shall notsignificantly alter the cross-section of the posts or damage the coating. All areaswhere finish has been removed or damaged shall be cleaned and refinished tomatch. Deformed tops will not be permitted. Posts that are bent or otherwisedamaged shall be removed from the project site and replaced at the Contractors

    expense.

    3.5 MEASUREMENT AND PAYMENT

    PART 1 GENERAL

    1.1 GENERAL

    A. Furnish and apply white thermoplastic reflectorized pavement marking

    materials as indicated on the drawings and as follows:

    1. Hot applied type shall be used for line marking and symbol marking forasphalt pavement and shall be applied to the pavement surface in amolten state by mechanical means with surface application of glassspheres, and which upon cooling to normal pavement temperature,produces an adherent reflectorized stripe of specified thickness andwidth and is capable of resisting deformation.

    2. Cold applied type shall be used for line marking and symbol markingfor concrete pavement and shall consist of a homogeneous, extruded,

    prefabricated material of specified thickness and width, which shallcontain reflective glass spheres uniformly distributed throughout thecross-section, and shall be applied to the pavement surface by meansof a pre-coated adhesive and pressure.

    3. In areas where existing pavement markings are to be replaced, theContractor shall be responsible for removal of all existing pavementmarkings. Existing pavement markings shall be completely removed tothe satisfaction of the Engineer with minimal damage to the pavement.The pavement surface shall not be damaged of left with an image,which might mislead traffic. Any excess damage or scarring of the

    pavement shall be repaired at the Contractors expense.

    PART 2 PRODUCTS

    2.1 MATERIALS HOT-APPLIED TYPE

    A. General

    1. The material shall not exude fumes that are toxic or injurious topersons or property, when it is heated to the temperature rangespecified by the manufacturer for application. It shall remain stable

    when held for four (4) hours at this temperature or when subject to four(4) reheatings after cooling to ambient temperature.

    2. The temperature-viscosity characteristics of the plastic material shallremain constant throughout repeated reheatings, and shall show likecharacteristics from batch to batch. There shall be no obvious change

    3. When applied at the specified temperature and thickness, the materialshall set to bear traffic no more than 2 minutes when the air

    temperature is 50 degrees F. and not more than 15 minutes when theair temperature is 90 degrees F.

    4. The thermoplastic material shall readily extrude from the equipment toproduce a cross-section of line 1/16 thick, which shall be continuousand uniform in shape and have clear and sharp dimensions.

    B. Thermoplastic Materials

    2. The material shall be thoroughly mixed and in a free-flowing granularform. The material shall readily melt in a uniform mixture. Thematerial shall be free from all skins, dirt and foreign objects. It shall beof such composition that it will not bleed, stain or discolor when appliedto bituminous pavement.

    Glass Spheres Used in Formulation

    1. The glass spheres used in the formulation shall be lustrous, free fromfilm scratch and pits and shall also meet the other requirements of thisparagraph.

    2. Roundness: The roundness of the spheres shall be minimum of 75%when tested in accordance with ASTM D-1155.

    3. Gradation: The gradation when tested in accordance with the methodprovided in ASTM D-1214 (by use of U. S. Standard sieves) shall be:

    C. Glass Spheres Used as Top Dressing

    1. General: The spheres shall be manufactured from glass of acomposition designed to be highly resistant to traffic wear and to theeffects of weathering.

    2. The particles shall be spherical in shape, containing not more thanthirty percent (30%) of irregularly shaped particles. They shall beessentially free of sharp angular particles and particles showingmilkiness or surface scoring or scratching.

    3. Gradation: The spheres shall meet the following gradationrequirements:

    6. The spheres shall flow freely from dispensing equipment at any timewhen surface and atmospheric conditions are satisfactory forapplication.

    D. Additional Material Requirements

    1. Color: The color of the thermoplastic line as installed shall be white,free from dirt or tint. Other thermoplastic color as indicated on plans

    for graphic crosswalk treatments.

    2. Reference: The daylight luminous reflectance of the white materialshall be not less than 75% when tested according to ASTM E-97. Theyellow shall have a minimum brightness of 45% relative to magnesiumoxide and shall be within the green and red tolerance of the StandardColor Chips for Highway Signs (J anuary, 1939) obtainable from theUnited States Bureau of Public Roads, or its successor, FHWA,Washington, D.C. (TT-P-115a).

    3. Color Fastness: The retention of the initial color shall be determined

    as follows: Specimens shall be prepared and tested from the samplessubmitted in accordance with ASTM D-795. The ultraviolet sourceshall be as specified from the test procedure or optionally may be aGeneral Electric 275 watt sun lump bulb, Type RS, with built-inreflector. After 100 hours of exposure, specimens shall show noperceptible color change when compared visually with an unexposedspecimen.

    4. Softening Point: The softening point shall be not less than 90 deg. C,when tested according to ASTM E-28.

    5. Specific Gravity: The specific gravity shall be not less than 1.8 normore than 2.1 (referred to water at 20 deg. C, when determined by awater displacement method at 25 deg. C

    6. Indentation Resistance: Hardness shall be measured by a ShoreDurometer, Type A2, as described in ASTM D-1706-59T, except thatthe durometer and panel shall be at 25 deg. C, and a 2 kilogram loadapplied. After 15 seconds the reading shall be not less than 55.

    7. Abrasion Resistance: The material shall not show a maximum loss of0.7 grams when subjected to 200 revolutions on a Taber Abraser at 25deg. C, using H-22 calibrade wheels, weighted to 500 grams. Thewearing surface shall be kept wet with distilled water throughout thetest. The panel for the test shall be prepared by forming arepresentative lot of material at a thickness of 0.125 on a 4 squaremonel panel (thickness 0.050+0.0001 inch) on which a suitable primerhas been previously applied.

    8. Low Temperature Impact Resistance: The material shall not fracturewhen subjected to an impact of 64 inch pounds at 20 deg. C. Thepanel from the previous test is placed into a chamber maintained at 20 deg. C for at least 3 hours. The panel is then placed in aninstrument also maintained at 20 deg. C consisting of a 10.5 pound

    freely falling weight controlled to drop vertically for 6 onto the surfaceof the panel which it strikes with hemispherical indentor having a radiusof 0.28 inches.

    E. Packaging and Delivery

    1. The material shall be delivered to the designated points in 50 pound,multiwall paper bags with polyethylene liners. The containers shall bemarked with the following information:

    a. The name of the manufacturer.

    b. The place of manufacture.c. The color of material.d. The date of manufacture (month and year).

    2. The material shall maintain a free flowing condition in dry storage for aperiod of one year, providing the temperature does not exceed 40 deg.C.

    2.2 MATERIALS, COLD-APPLIED TYPE

    A. General

    1. Materials will be considered only from the manufacturers ofreflectorized plastic pavement markers and legends, who can submitevidence of successful product use over the past five years, underclimatic conditions similar to that of the work location.

    2. Each symbol marking shall be supplied with a diagram with eachsection numbered to correspond with the completed layout.

    3. The plastic marker shall mold itself to pavement contours, breaks andfaults, merely by traffic action at normal pavement temperatures. Theplastic marker shall have resealing characteristics such that it will fusewith itself and with previously applied markings of the samecomposition under normal conditions of use.

    B. Composition Requirements

    1. The reflectorized plastic marker material, hereafter referred to asplastic, shall consist of:

    2. Pigments shall include titanium dioxide for white markers and C. P.medium chrome yellow for yellow markers. The titanium dioxide shall

    be at least 20% of the total pigment in white markers. The yellowmarkers shall have a minimum of 18% pigment as chrome yellow. Thegraded glass spheres shall be colorless, clean and transparent, freefrom milkiness. The spheres, when tested by the liquid immersionmethod at 25 deg. C shall show an index of refraction within the rangeof 1.50 to 1.60. A minimum of 85% of the glass spheres shall beretained on a 140 mesh U. S. Standard Screen, when tested inaccordance with ASTM D-1215-54, Method of Test for Sieve Analysisof Glass Spheres.

    3. As supplied, the plastic without precoated adhesive shall be not less

    than 0.09 in thickness. The edges shall be clear cut and true.

    4. Plastic shall be supplied complete with a precoated adhesive and aneasily removable backing shall protect the adhesive in storage andfacilitate rapid application.

    5. The plastic and its adhesive shall be sufficiently free of tack so that itcan be easily handled without the protective backing, and berepositioned on the surface to which it is to be applied, beforepermanently fixing it in this position with a downward pressure.

    C. Physical Requirements

    1. Bend Test: The plastic shall be of such a structure that at atemperature of 80 deg. F, a piece 3 x 6 (with backing) placed upon a1 diameter mandrel, may be bent over the mandrel until the end facesare parallel and 1 apart. There shall be no fracture lines apparent inthe uppermost surface by visual inspection.

    2. Reseal Test: The plastic shall reseal to itself when tested as specified.Cut 1 x 3 pieces of plastic. Overlap these pieces face to face for anarea of 1 sq. in. on a flat steel plate with the backing materialremaining in place. Center a 1,000 gram weight over the 1 sq. in.

    overlap area and place in an oven at 190 deg.+10 deg. F for 2 hours.After cooling to room temperature, the pieces shall not be separablewithout tearing.

    3. Adhesive Backing Release Material Removal: The release materialshall be completely removed when tested as specified. Cut a x 6specimen. Remove the release material for 1 of the length and attachthe non-adhesive side to a vertical surface with a suitable clamp at thepoint where the release material was removed. Attach a clamp whichhas a supported 1 lb. Weight attached to it, to the end of the partlyremoved release material. Release the weight. Examine the

    specimen for any remaining release material.

    4. Strength: The plastic shall require between 10 and 25 pounds tobreak. The elongation shall be no greater than 50%. The specimensfor this test shall be Type 1 prepared in accordance to the methodsdescribed in ASTM D-638-61T. One-inch squares or carborundum,extra coarse emery cloth or its equivalent, may be applied at each endof the test specimens to prevent the plastic adhesive from adhering tothe test equipment. The break resistance shall be based on anaverage of at least 3 samples and the rate of pull of the test shall be0.25 inch per minute. This test shall be conducted at a temperature ofbetween 70 deg. F and 80 deg. F.

    5. Plastic Pull Test: A test specimen cut to dimension of 1 x 6 shallsupport a dead load weight of 6 lbs. for not less than 30 minutes. Thistest shall be conducted at a temperature of between 70 deg. F and 80deg. F.

    6. Glass Sphere Retention: The plastic shall have glass sphere retentionqualities. A 2 x 6 specimen of plastic shall be cut at a right angle tothe beveled edge and bent parallel to the beveled edge of a mandrel. While the specimen is bent, a strip of wide masking tape(such as Utilitape, manufactured by Permacel) shall be applied firmlyalong the length of the area of maximum bend and then removed.Should any glass spheres remain on the masking tape when the stripis removed the samples shall be rejected.

    PART 3 EXECUTION

    3.1 MEASURING AND PREMARKING

    A. The Contractor shall do all measuring and premarking required for

    application of the pavement markings.

    3.2 APPLICATION REQUIREMENTS, HOT APPLIED TYPE

    A. Melting Equipment

    1. A specially designed unit mounted on an appropriate truck chassis isrequired for melting the material. This equipment shall include thefeatures stipulated in the following paragraphs.

    2. The melter shall be of sufficient capacity to satisfy the minimum

    installation requirements of the material as specified hereafter.

    3. The melter shall be thermostatically controlled so as to providetemperature control and prevent overheating.

    4. Suitable temperature gauges to indicate material temperature shall beprovided.

    5. The melter shall have an agitator to provide continuous mixing whileheating.

    6. The melter shall have a means of rapidly and efficiently discharging theliquid material into appropriate application equipment.

    7. The melter shall be equipped and conducted in such a manner as tosatisfy the requirements of the National Board of Fire Underwriters.

    B. Application Equipment

    1. Equipment shall be used to place the material on the pavement as afinished line and shall include the features stipulated in thissubparagraph.

    2. The applicator shall provide a means of maintaining the material at itsproper application temperature (not lower than 340 deg. F nor higherthan 400 deg. F).

    3. The applicator shall maintain uniformity of specified width andthickness of not less than 1/16 nor more than 3/16, of generallyuniform cross-section.

    4. The applicator shall provide a means of cleanly cutting off the ends of

    each length of line.

    5. The applicator shall be capable of providing lines of variable widthsfrom 4 to 12 by use of easily interchangeable parts.

    6. The applicator shall be provided with a sphere dispenser capable ofuniformly dispensing reflective glass spheres at controlled rates offlow. The sphere dispenser shall be automatically operated in such amanner that it will only dispense spheres while the material is beingapplied.

    7. Application equipment shall consist of a portable applicator, capable ofbeing propelled by the operator, typically used for traffic lineinstallations such as crosswalk lines, stop bars, short lane lines andshort center lines. The applicator shall be easily maneuverable and soconstructed as to permit the installation of curved lines.

    8. The applicator shall be equipped and constructed in accordance withthe requirements of the National Board of Fire Underwriters.

    C. Weather Conditions: Pavement marking shall be applied only in seasonalweather conditions that will assure a permanent bond to the pavement.The air temperature and pavement temperature shall be above 50 deg. F.

    D. Preparation of Pavement Surface: All dust, debris and other foreignmatter shall be removed from the pavement surface immediately prior toinstallation of the material, or immediately prior to the application of sealerwhere required. The pavement shall be dry and free of oil, dirt, grease orother foreign contaminants at the time of installation.

    E. Application of Thermoplastic Reflectorized Material: The thermoplasticreflectorized pavement marking material shall be applied to the pavementat material temperatures no lower than 340 deg. F, nor higher than 400deg. F.

    F. Application of Glass Spheres: Immediately after the installation, drop-onglass shall be applied while the material is still sufficiently molten such thatthe spheres will be held mechanically imbedded in the surface of thematerial, in order to provide immediate night reflectivity. The spheres shallbe applied at a rate of one pound per 20 square feet of material.

    G. Protection from Traffic: The Contractor shall be responsible for keepingtraffic off freshly applied markings until they have set sufficiently to bear

    traffic.

    3.3 APPLICATION REQUIREMENTS, COLD APPLIED TYPE

    A. Cold applied thermoplastic materials shall be applied to clean, drypavement surfaces, free of dirt and foreign matter, by removing therelease paper and placing the plastic on the surface with continuouspressure for a period of about 30 seconds, then permitting traffic to passover it. The pavement temperature shall be 60 deg. F or over, unlessspecial instructions are supplied by the manufacturer for application oftemperatures below 60 deg. F.

    B. The manufacturer shall supply detailed information concerning any specialapplication procedures. Any necessary activators for the adhesive orvarious special coatings for different pavement surfaces shall be supplied.

    3.4 MEASUREMENT AND PAYMENT

    A. Measurement and payment pavement markings shall be made at therespective units and unit prices for the types of pavement markings as listedin the Proposal, and shall be full compensation for all work complete and inplace. Removal of existing pavement markings if required shall be

    considered subsidiary to placement of the new markings.

    A. GENERAL

    1.1 RELATED DOCUMENT

    A. Drawings and General Provisions of Contract, including Bidding

    Requirements, General and Supplementary Conditions and Division ISpecification Sections, apply to work specified in this Section.

    1.2 WORK INCLUDED

    A. Provide all labor, materials, equipment and supervision required for theinstallation of all proposed plant material.

    1.3 RELATED WORK SPECIFIED ELSEWHERE

    A. Sodding and seed: Section 2400.

    1.4 SUBMITTALS

    A. Product Data: For each type of product indicated.

    B. Samples: Mineral mulch.

    C. Product certificates.

    D. Qualification Data: For landscape Installer. Submit all applicablecorporate certificates and certifications for all technicians and jobsite

    supervisors.

    1. Proof of Contractor PLANET Certification.

    E. Planting Schedule: Indicating anticipated planting dates for exteriorplants.

    F. Maintenance Instructions: Recommended procedures to be establishedby Owner for maintenance of exterior plants during a calendar year.

    1.5 DELIVERY, HANDLING AND TEMPORARY STORAGE

    A. Install plant material on the day of delivery to the site; in the event this isnot possible, protect that stock not planted.

    B. Keep plant material that cannot be planted immediately after delivery inthe shade, well protected with soil, wet moss or other acceptable materialand well watered.

    C. Do not bind plants with wire or rope at any time so as to damage the barkor break branches.

    D. Lift and handle plants from the bottom of the ball only.

    E. Plants moved with a ball will not be accepted if the ball is cracked, looseor broken before or during planting operations.

    F. Deliver fertilizer to site in original, unopened containers, each bearingmanufacturer's guaranteed analysis.

    G. Store packaged materials off ground and protect from moisture.

    1. 6 CODES, PERMITS AND FEES

    A. Obtain any necessary permits for this Section of Work and pay any feesrequired for permits.

    B. The entire installation shall fully comply with all local and state laws andordinances, and with all established codes applicable thereto.

    1.7 J OB CONDITIONS

    A. Existing Utilities:

    1. Locate existing underground utilities in areas of work. If utilities areto remain in place, provide adequate means of support andprotection during this work.

    2. Underground utilities shown on the drawings have been taken fromexisting public records, Owner's records available drawings and arecorrect to the best of our knowledge, provided for information only.

    3. Should uncharted, or incorrectly charted, piping or other utilities beencountered during excavation, consult Utility Owner immediatelyfor directions. Cooperate with Owner and utility companies inkeeping respective services and facilities in operation. Repairdamaged utilities caused by Contractor's negligence to thesatisfaction of Utility Owner at no cost to the Project Owner.

    4. Do not interrupt existing utilities serving facilities occupied and usedby Owner or others, during occupied hours, except when permittedin writing by Landscape Architect and then only after acceptabletemporary utility services have been provided.

    5. Provide minimum of 48-hour notice to Owner and LandscapeArchitect and receive written notice to proceed before interruptingany utility.

    B. Protection of Persons and Property:

    1. Barricade open excavations occurring as part of this work and postwith warning lights.

    2. operate warning lights as recommended by authorities having

    jurisdiction.3. Protect structures, utilities, sidewalks, pavements, and otherfacilities from damage caused by settlement, lateral movement,undermining, washout and other hazards created by this work.

    1.8 INSPECTION AND APPROVAL

    A. All materials described and specified herein are subject to inspection andapproval by Owner's Representative.

    B. Materials may be inspected by the Owner's Representative at source of

    supply or the Owner's Representative may require the Contractor tosubmit color slides and/or photographs which illustrate the specified plantmaterial at the source of supply.

    C. This inspection does not waive the right to reject any material after it hasbeen delivered to the site and/or installed.

    1.9 INITIAL, INSPECTION AND ACCEPTANCE

    A. Initial inspection of the planting to determine completion of contract work,exclusive of possible replacement of plants, will be made by the Owner'sRepresentative upon completion of the work.

    B. Initial inspection will not be conducted unless all items of work as outlinedin Part 3. EXECUTION have been completed.

    C. Five (5) days prior to the anticipated date of inspection submit writtennotice requesting inspection to Owner's Representative.

    D. After inspection, the Contractor will be notified in writing, by the Owner, ofinitial acceptance of inspected work exclusive of the possible replacementof plants and correction of deficiencies in the requirements for completionof the work.

    E. Maintain, as specified, areas not acceptable until corrections arecompleted and re-inspection is conducted.

    F. If a significant time delay (sixty to ninety days) is encountered, through nofault of the Landscape Contractor, inspection and initial acceptance of amajor portion of the plantings may be granted.

    G. All plants shall be alive and healthy at the time of initial acceptance.

    H. Replacement of rejected plants before initial acceptance to meet the termsof initial acceptance shall not be considered a part of the guaranty and

    replacement requirement of this Specification.

    1.10 WARRANTY, REPLACEMENT AND FINAL INSPECTION

    A. General Warranty: The special warranty specified in this Article shall notdeprive the Owner of other rights the Owner may have under otherprovisions of the Contract Documents and shall be in addition to and runconcurrent with, other warranties made by the contractor underrequirements of the Contract Document
