Please read the following instructions carefully:

The Prospectus will be available online on the Website of Indira Gandhi Medical

College, Shimla i.e. www.igmcshimla.edu.in.The eligible candidates can download

the Prospectus from the College website www.igmcshimla.edu.in and can submit

the application forms by e-mail i.e. ([email protected])/speed post/by hand after

depositing the requisite application fee on the relevant link as mentioned in the

Prospectus.

1 . The candidate to ensure that receipt of application fee should be attached with the application form. The candidate can also submit their application form along with requisite application fee in the shape of demand draft drawn in favour of Principal, IGMC, Shimla either by Hand /Speed post/Registered post on or before 13.03.2020 ( up-to 5:00 PM). Thereafter no application form shall be accepted.

2 Ineligible candidate(s) need not to apply. The candidate(s) found

ineligible at any stage shall have no claim for admission or continuation

of PG (MD/MS) Degree Course even if he/she qualifies the NEET-PG- 2020-21.

3 All desirous eligible candidates, Direct and In – Services GDO(s) are required to submit their Application Form well in time, complete in all

respects either by e-mail/by Hand/by Registered/Speed post in the office

of the Principal, Indira Gandhi Medical College, Shimla on or before 13.03.2020 (up-to5:00PM).

4 Group & Category once opted shall not be changed.

5 Application Form submitted late/incomplete will be summarily rejected.

6 The Centralized Counseling will be held as per schedule given here-in-

above. No Intimation will be sent separately by post to attend the

Counselling.

7 Qualifying criteria for applying 50% State quota PG(MD/MS) Counseling is as under:-

1. General Category : 50th

percentile (366 Marks)

2. SC/ST/OBC : 40 percentile (319 Marks)

(including Person With Disability of SC/ST/OBC)

3. UR-Person with Disability : 45th

percentile (342 Marks)

Note:-Candidates less then above percentile in NEET–PG-2020 are not

eligible to apply for the Counselling.

All matters and disputes related to NEET -PG-2020 Counselling are

subject to legal jurisdiction of courts in Shimla only.

ABOUT THE UNIVERSITY

THE SPONSORING TRUST

The Maharishi Markandeshwar University, Kumarhatti-Solan was established in 2010

under the aegis of the Maharishi Markandeshwar University Trust (erstwhile reputed MM

Education Trust, Ambala) which was founded by its founder President, a distinguished

public figure and promoter of education Shri Tarsem Kumar Garg in November 1993 with

the objectives of reconstruction of society through education.

The trust moved fast and in a short span of twenty five years, it established a number of

institutions. Beginning with the establishment of the MM Engineering College in 1995 in

the ‘tapobhomi’ of Maharishi Markandeshwar in the river bed of sacred ‘Markanda’, at

village Mullana-Ambala, it developed into a highly reputed learning centre township of

high profile professional institutions of UG/PG Courses of Medical Sciences, Dental

Sciences, Physiotherapy, Pharmacy, Nursing, Engineering & Technology, Business

Management, Computer Science, Hotel Management & Catering Technology, GNM and

an International School. In recognition of the progress achieved, in June 2007 the

Ministry of Human Resource Development, Govt. of India conferred the Deemed to be

University status on ten of its select institutions in the name and style of the Maharishi

Markandeshwar University, now known as Maharishi Markandeshwar Deemed to be

University, Mullana, Ambala under Section 3 of the UGC Act, 1956. Recently Super

Specialty courses of DM in Medical Gastroenterology, Cardiology, M.Ch. Urology,

Neurosurgery have also been introduces in the Medical College w.e.f. the session 2017-

18.

The Trust has the pride privilege of establishing the first self-financing Engineering

College, first self-financing Medical College, and the first self-financing Deemed

University in the region at Mullana in the State of Haryana. Another University created

under the provision of the Haryana Private Universities Act, 2006 with the name of

Maharishi Markandeshwar University at village Sadopur-Ambala has been made

functional on Delhi-Ambala-Chandigarh National Highway No.1 in the suburb of Ambala

towards Chandigarh where to begin with prime courses in the area of Architecture,

Pharmacy, Agriculture apart from the courses in other streams including research degree

programmes of Ph.D. In addition, it has also established two other International Schools

at Sadopur-Ambala and at Rambha-Karnal.

MM UNIVERSITY, KUMARHATTI-SOLAN

As a part of its expansion programmes, the Trust has also established another

Maharishi Markandeshwar University in the lap of ‘Devbhooomi’ of great Himalayas at

Kumarhatti-Solan in Himachal Pradesh in 2010 which was legislated by the Himachal

Pradesh Govt. under the provision of the Himachal Pradesh Private Universities

(Establishment and Regulation) Act, 2006, under Act No. 22 of 2010. Initially the

University had started the courses of B.Tech., M.Tech. in different disciplines, MBA,

BBA; MCA; M.Sc. Chemistry in 2010-11 and other courses. The University has also

been recognized by the UGC to award degrees under Section 22 of the UGC Act,

1956. The main focus of the newly established University at Kumarhatti-Solan is for the

courses of Health Sciences with the introduction of the Medical Course of MBBS w.e.f.

2013-14

Ideally located on Chandigarh-Shimla National Highway in the Devbhoomi of Himachal

Pradesh at Kumarhatti-Solan, the MM Medical College & Hospital was established in

2013 as a constituent Institute of Maharishi Markandeshwar University, Solan, under the

aegis of the MM University Trust founded by a distinguished public figure Shri Tarsem

Kumar Garg in November 1993. The College supported by 720- bedded Super-

Speciality Hospital is well equipped with state-of—the-art infrastructure and latest ultra-

modern equipments and happens to be the first self-financing Medical College in the

State and has 150 seats which is the maximum number of seats of MBBS course in any

Medical College in the State. With highly qualified faculty of competent and long

experienced doctors, the College is likely to prove a landmark in the growth and

development of the State in general and rendering excellent medical care services and

health science education in the State in particular. MBBS was recognized by Medical

Council of India and Ministry of Health & Family Welfare in 2018.

The College has also been sanctioned PG courses of MD/MS in twenty clinical and non-

clinical specialities by the Medical Council of India/Govt. of India and has also

introduced the M.Sc. (Medical) courses in Anatomy, Pharmacology, Physiology, Bio-

Chemistry, Microbiology. The University has also established a Nursing College and is

also in the process of establishing other institutes of Professional courses in the area of

Pharmacy, Physiotherapy, Hotel Management, etc. with effect from the coming

sessions.

Note:

i) *The case for approval of Fees of these courses is under process with

the State Govt.

ii) Stipend will be paid to all the students admitted to the above

PG courses on monthly basis as under:-

1st year : 35,000/- per month

2nd year : 40,000/- per month

3rd year : 45,000/- per month

In few Preclinical, Para-clinical, and Clinical Branches

scholarship will also be given in addition to monthly

stipend.

iii) Bond to be executed by the students:

Every candidate shall have to execute a bond to serve the Institute

as Senior Resident for one year after completion of the course,

failing which he/she will have to pay an amount of Rs.5 Lacs to the

Institute.

iv) HOSTEL CHARGES:

The Hostel Room Rent including Mess Expenses and other charges will be charged from the students @ Rs. 1,50,000/-

per annum for Twin sharing room.

v) The following amount will be charged extra:

University Charges: Rs.26,500/- (Annually)

Registration Charges: Rs40,000/- (One Time)

Caution Money (Refundable): Rs.5000/- (One Time)

CENTRALIZED COUNSELLING

The Centralized Counselling shall be held on dates mentioned in the

Prospectus as per the time schedule. On the day of Counselling, the

allotment of available seats to the eligible candidates shall be made in order

of merit on the basis of General combined merit drawn by the Principal

Indira Gandhi Medical College, Shimla–cum-Member Secretary Counselling

Committee on the basis of ranking /marks of NEET- PG-2020 of those

candidates who have applied on the prescribed application form within the

stipulated date as mentioned in the prospectus for admission to PG(MD/MS)

degree courses to the Principal Indira Gandhi Medical College & Hospital

Shimla-cum Member Secretary Counseling Committee . All the eligible

candidates or their authorized representatives will have to bring their

original documents alongwith required documents at the time of Centralized

Counselling. NO SEPARATE COMMMUNICATION WILL BE ISSUED TO THE

CANDIDATES FOR ATTENDING THE CENTRALIZED COUNSELLIING. The

candidate/ authorized persons who do not report for Counselling as per

schedule will forfeit their claim for admission without any further notice. No

further opportunity will be given. Hence, appearance in the 1st round of

Centralized Counselling is mandatory for consideration of candidature for

subsequent rounds of Counselling. Joining time is as per schedule prescribed

in the prospectus. The selected candidates will be required to join in the

prescribed joining time after completing all codal formalities failing which

his/her admission shall stand cancelled and seat will be allotted to the next

candidate in order of merit during the next round of Counselling. In case any

vacancy arising after 12.05.2020 for any reason, the vacancy position will be

displayed on the college notice board and uploaded on official website on

16.5.2020 (afternoon). The available vacancies will be filled-up purely from

waitlisted candidates. However a candidate who opted seat during the 2nd

round of Counseling but not joined the course will also be considered for

MOP UP/Subsequent round of Counselling in order of merit. The interested

waitlisted candidates as well as the candidates who do not join the course

after the allotment of 2nd round of Counselling will report to the Principal

Indira Gandhi Govt. Medical College, Shimla- cum-Member Secretary

Counseling Committee on 18.5.2020 at 11:0 A.M. along with original

documents and requisite fees as prescribed in the Prospectus. No admission

(including change of course) will be made after 18.5.2020 and seats still

remaining vacant will not be filled-up in compliance of directions of MCI.

NOTE : If later on , any directions will be received from the

Govt. of India , Asstt. Director General (ME) DGHS, Govt. of

India , MOH&FW, New Delhi/Medical Council of India with

regard to allow Centralized Counselling/admission after

18.5.2020 , then wide publicity will be made accordingly.

The candidate who brings incomplete original certificates at the time of

Counseling will be rejected without any notice there and then by the

committee as final eligibility of the candidates will be determined by the

Counselling committee after verification of original documents. During the

2nd round of Counselling those candidates who have taken admission in any

other Colleges and they have deposited their certificates (Original) can also

participate in the Counselling subject to the production of receipt of

retention of certificates from the concerned Institution.

The candidate(s) found ineligible at any stage shall have no claim for

admission or continuation of PG courses even if he/she qualifies in the NEET-

PG-2020.

In case minimum percentile of NEET-PG-2020 will be revised by the Govt. of India, Ministry of Health & Family Welfare , New Delhi as per past practice, then fresh application will be invited from the desirous candidates who will become eligible as per revised NEET-PG-2020 percentile and fresh merit will be drawn by the Principal, IGMC, Shimla_Cum-Member Secretary Centralized Counseling Committee. During the 2nd round of centralized counseling and subsequent rounds/mop up round of counselling, seats shall be allotted from

first state merit. After Exhaustation of 1st merit completely, 2nd merit will be considered for allotment of seats (if seats available)

The Candidates who opted the seat afresh in 2nd round of Centralized Counselling in Private Medical college are required to deposit Rs. 2,00,000/- in the shape of Demand Draft drawn in favour of Maharishi Markandeshwer Medical College, Solan as Registration fee with the authorities of Member Secretary of Counselling Committee before allotment of seat failing which seat will not be allotted .If such candidate joined the course, the said registration fee shall be adjusted in tuition fee by the concerned college and such candidate shall not be eligible for subsequent round of Centralized Counseling/ Mop up round of counseling. If candidate does not join, then the registration fee will be forfeited. However, such candidates are eligible to participate in the subsequent round of Counselling/Mop up round.

The Application form must be accompanied by the following documents:

1. Matriculation or its equivalent examination certificate for verification of date of birth)

2. Final Prof. marks sheet, proof of aggregate total marks & MBBS Degree.

3. Character Certificate from the College last attended.

4. Internship Certificate.

5. Registration Certificate(valid) 6. Copy of result card of NEET–PG-MD/MS-2020 7. OBC/SC/ST/PWD certificate, if applicable.

8. Regular/Contract service certificate(s) showing full particulars of the service.

9. Any other certificate, if applicable.

Note: (i) Please attach the self-attested copies of each certificate in support of claim made herein above. Incomplete form will lead to rejection.

(ii) The final eligibility of the candidates will be

determined by the Counselling Committee after

verification of original documents.

(a) No request for change of particulars once filled-in by the

candidates in the application-form will be entertained

under any circumstances.

(b) Cost of Prospectus-cum-Application form will not be refunded.

REGULATIONS ON CURBING THE MENANCE OF RAGGING

• RAGGING is totally PROHIBITED in the University and its institutions, and anyone found

guilty of ragging and/or abetting ragging, whether actively or passively, or being a part of a

conspiracy to promote ragging, is liable to be punished in accordance with the Regulations

framed and notified by the UGC and other Regulating Councils like MCI/DCI/AICTE,

etc. as well as under the Provisions of any penal law for the time being in force.

• Regulations for Elimination of Ragging shall be applicable not only to the University and

its Institutions or any part thereof, including, but not limited to, the Departments, constituent

units, Colleges, Centre of Studies and all its premises, within the campus or outside, and in

all means of transportation students, whether located within the campus or outside, and

in all means of transportation of students, weather public or private, accessed by students

for the pursuit of their studies in such institutions.

• RAGGING constitutes one or more of any of the following acts:

(a) Any conduct by any student or students whether by words spoken or written or by an

act which has the effect of teasing or handling with rudeness a fresher or any other

student;

(b) Including in rowdy or indisciplined activities by any student or students which causes

or is likely to cause annoyance, hardship, physical or psychological harm or to raise

fear or apprehension thereof in any fresher or any other student.;

(c) Asking any student to do any act which such student will not in the ordinary course do

and which has the effect of causing or generating a sense of shame or torment or

embarrassment so as to adversely effect of the physique or psyche of such fresher or

any other student;

(d) Any act by a senior student that prevents, disrupts or disturbs the regular academic

activity of any other student or fresher;

(e) Exploiting the services of a fresher or any other student for completing the academic

tasks assigned to an individual or a group of students;

(f) Any act of financial extortion or forcefully expenditure burden put on a fresher or any

other student by students;

(g) Any act of physical abuse including all variants of it: sexual abuse homosexual

assaults stripping forcing obscene and lewd acts, gestures, causing bodily harm or any

other danger to health of person;

(h) Any act or abuse by spoken words, emails, post public insults which would also

include deriving perverted pleasure, vicarious or sadistic thrill from actively or

passively participating in the discomfiture to fresher or any other student;

(i) Any act that affects the mental health and self- confidence of a fresher or any other

student.

With or without any tent to derived a statistic pleasure or showing of power, authority or

superiority by a student over any fresher or any other student.

• Students are advised to collect a copy each Regulations of the UGC and respective

Regulating councils on curbing the Menace of Ragging from the office of the respective

Institution of the University at the time of admission.

• Every candidate for admission will have to submit and Affidavit, duly attested by the

appropriate authority, as per Annexure-I appended as a part of the admission form at the

end of this prospectus to the effect that he/she has not been expelled and/or debarred by

any Institutions and further ever that he/she would not indulge actively or passively, in the

act of abet the act of ragging and if found guilty of ragging and/or abetting ragging, is liable

to be procedure against under these Regulations or under any panel law or any other law

for the time being enforced and such action would include but is not limited to debarment or

expulsion of such student.

• Parent/Guardian of the candidates for any admission to any course in any of the Institutes

of the University shall submit another Affidavit on similar lines in respect of their wards, duly

attested by the appropriate authority, as at Annexure-II of the admission form appended at

the end of this prospectus.

• Students seeking admission to any of the hostels forming part of the University or its

institutions, for seeking to reside in any temporary premises not forming part of the

University/institutions, including a private commercially managed lodge or hostel, shall

have to submit additional affidavit, counter signed by his/her parents/guardians/in

prescribed format as a Annexure-I along with their application with their admission.

• Every student at the time of his/her registration shall inform the institutions about his/her

place of residence while pursuing the course of study, and in case the student has not

decided his/her place of residence or intends to change the same, the details of his place of

residents shall be provided immediately on deciding the same; and specifically in regard to a

private commercially managed lodge or hostel where he/she has taken a residence.

• The student concerned or any other person knowing about any act of ragging having been

committed to any of the students on the institutional premises or outside shall

immediately bring the matter to the notice of the authorities of the University or the

concerned institutes personally or on phone given on next page without causing any delay

to enable the concerned authorities to take appropriate expeditious action in the matter.

• While the M.M. University and its institutions assure to fully adhere to all the relevant

Regulations on curbing the Menace of Ragging and to take all necessary precautions to

avoid any case of Ragging with any student of University and its institutions, the parents

specially of fresher’s are also requested to remain in touch with their wards and promptly

bring any instance of ragging to the notice of the Head of the respective institution or any

other functionary of the University or the concerned institutes to enable the concerned authorities

to take immediate appropriate action in the matter.
