1. Background
Transport in the Republic of India is an important part of the Nation's economy.
Development of infrastructure within the country has progressed at a rapid pace, and
today there is a wide variety of modes of transport by land, water and air.
The State of Maharashtra is situated in the Western part of India. The state has a
transportation network consisting of railways, roadways and airways, which form the
lifeline for the economic and social activities of the state. Road transport is a dominant
mode in the State for the transport of goods and for the movement of passengers.
Mumbai is the capital of Maharashtra, and Nagpur is the second capital and is the third
largest city in Maharashtra after Mumbai and Pune. Presently three routes are available
between Mumbai and Nagpur. Currently, the travel time between these two major cities is
14 hours. There are many industries at Buti Bori, Thane and Aurangabad along the
project highway.
To improve the communication and development of these cities which will directly
improve the development of backward regions of Marathwada & Vidarbha in
Maharashtra State, there is need to reduce the travel time and make fastest possible
communication between these cities.
Maharashtra State Road Development Corporation Ltd (MSRDC) is a corporation fully
owned by the Government of Maharashtra. MSRDC is mainly involved in development
of roads, bridges and other major infrastructure projects including land, flyover projects,
toll collection rights and works under construction which vested with the State
Government and were under the control of the Public Works Department but have been
subsequently transferred to MSRDC. MSRDC is primarily engaged in providing strategic
and integrated infrastructure services within Maharashtra State.
2. Introduction of the Project
Government of Maharashtra has entrusted Maharashtra State Road Development
Corporation Ltd., (MSRDC) to undertake the work of forming the Nagpur – Mumbai
Expressway with Access Control for a length about 706 km. The proposed Expressway

with access control with a design speed of 150 km/hr will reduce the travel time to almost
half of the current travel time.
MSRDC divided the proposed Expressway into five packages and appointed STUP
Consultants Pvt. Ltd. as a consultant for preparation of feasibility study and DPR for the
package II: Pulgaon to Sindhakhed Raja (Amravati Division).
3. Objective
The main objective of the consultancy service as per TOR is to establish the technical,
economical, and financial viability of the project, avail Environment and Forest
Clearance and prepare detailed project reports for construction of the new alignment of
Nagpur- Mumbai Communication Super Expressway with Access Control.
To study various alternative alignments, compare and getting approval for the best
feasible alignment from Competent Authority. The viability of the project shall be
established taking into account the requirements with regard to rehabilitation, upgrading
and improvement based on Expressway design, pavement design, provision of service
roads wherever necessary, Intersections, Construction of bridges and structures, Road
safety features, quantities of various items of works and Cost estimates and Economic
analysis.
To study and analyze, economics of different land pooling/procurement models for
Expressway project, Nodal development projects along the expressway & utility services
along the Expressway independently.
Explore, suggest, plan and design with financial viability of various schemes for
additional revenue generation through Nodal Development via Info-tech Hubs, Logistic
parks, Agricultural Hubs, Industrial Hubs, Educational Hubs, Medical Hubs, Smart Cities,
Resorts & other recreational centres, etc and leasing for utilities through dedicated utility
corridor to be provided in the Median.
4. Project Description
MSRDC divided the proposed Expressway in to five packages and appointed consultant
for preparation of feasibility study, availing Environment and Forest Clearance and
DPR for the project.

STUP Consultants Pvt. Ltd. is appointed as consultant for the Package II.
The proposed expressway will be green field alignment with Access Control facility
which increases the journey speed in-turn reduces the travel time. Total length of
Package II is 258.256 km, along the road 8 development nodes (Smart cities) of 500
hectare area. Eight service interchanges are identified.
5. Site Analysis
STUP Consultants has identified 3 alignment options for the proposed Nagpur-Mumbai
super express highway.

Three alignments were prepared as per the following conditions,
Avoiding Water Bodies like Lake, Dams.etc.
 Avoiding villages.
 Away from existing major towns.
 Avoiding Forest Area.
Taken care of land use Pattern.
 Avoiding environmentally sensitive areas.

RECOMMENDED : ALIGNMENT OPTION 4
11. Qualitative Advantages of the Preferred Alignment Option 4
The alignment option 4 has the least road length among the three proposed alignments
i.e. 258.256 kms.
Saving in time, fuel cost and reduction in noise pollution.
The alignment avoids water bodies like lakes, dams etc.
The alignment is designed for all types of road crossings such as ROBs, VOP, PUPs/
CUPs.
Existing connectivity to the villages along the alignment remains unaffected.
Connectivity to three districts namely Amravati, Washim and Buldana connecting 142
villages.
Eight nodes are proposed as planned growth centre along the alignment for
development.
 Maximum use of barren land.
 Minimum use of forest land.
Minimum acquisition of residential and commercial structures / premises.
The civil construction cost of the alignment is least among the other proposed
alignments.
