INVITATION TO TENDERERS

1.1 Sealed tenders on item percentage basis are invited in the prescribed form by General Manager (HCT), M.S.S.I.D.C, Krupanidhi 9 Walchand Hirachand Marg, Ballard Estate, Mumbai-400001 for Erection of Façade, Theme pavilion, stalls etc from the contractor.

1.3 The successful tenderer has to pay the security deposit@ 2% of contract

value enter into an agreement in prescribed format with MSSIDC within 2 days of issue of letter of intent/order, failing which Earnest Money Deposit deposited by the tenderer alongwith tender shall be forfeited.

1.3 The work as detailed in this tender shall be executed and completed in all respect on or before 10th November, 2013.

1.4 EARNEST MONEY DEPOSIT :The Tenderer is required to deposit Rs.50,000/- as Earnest Money in the form of crossed Demand Draft only drawn in favour of M.S.S.I.D.C. Ltd. payable at MUMBAI and same should be deposited on or before last date and time of Online Bid Preparation stage as per schedule of Activities with MSSIDC Ltd. Mumbai And Money Receipt should be obtained. This Money Receipt or copy of D.D.should be uploaded after scanning along with other documents in technical bid. Earnest Money will be refunded without any interest to be unsuccessful tenders after award of contract.

1.5 Tender documents can be downloaded from Govt. Of Maharashtra E-tender

website https://maharashtra.etenders.in as per the schedule of activities. The relevant drawings are available within the tender form along with specifications and other details of items to be executed.

1.6 Rates must be quoted for complete work at site inclusive of :

(i) All costs, taxes and charges, including MVAT, Service tax, recall tax, etc. All taxes and duties including sales Tax, E.S.I. charges etc. As applicable. Central or octroi, Royalties etc. The Service Tax/VAT will be deducted from the payment of the Contractor and paid to the concerned authorities by MSSIDC. On works and materials required for use in this project shall be entirely borne & payable by the contractor. The MSSIDC will not entertain any claim whatsoever in this respect.

(ii) The tender shall remain valid for acceptance by MSSIDC, for a period of 30 days from the date of opening of tender.

1.8 Security Deposit:

The amount of security Deposit shall be 2% of the accepted value including earnest money. The balance amount of security Deposit is to be deposited by the contractor/successful bidder with M.S.S.I.D.C.Ltd. within 2 (Two) days of intimation to him about the acceptance of the tender by MSSIDC in the form of Demand Draft, failing which earnest money deposited with tender shall be forfeited.

1.10 Earnest money of the successful tenderer will be liable to be forfeited in the

event of refusal or delay on his part in depositing initial security deposit and signing the agreement within 3(Three) days, of the issue of letter of award of the work.

1.11 The M.S.S.I.D.C does not bind itself to accept the lowest or any tender, or to

assign any reason for rejecting a tender thereof and also reserves the right of accepting the whole or part of the tender and the tenderer shall in such an event be bound to perform the contract at the same rates quoted in the tender for the various items of the work.

1.12 Canvassing in any form in connection with the tender is strictly prohibited and

the tenders submitted by the contractors who resort to canvassing in any form should be liable for rejection/disqualification/ blacklisting.

1.13 The tendering firms, in case the tenderer is a partnership firm, should upload the tender signed by all the partners. In the event of absence of signature of any partner, it must be signed on his behalf by a person holding power of attorney authorising him to do so and such power of attorney should be uploaded along with the tender.

1.15 MODE OF SUBMISION OF TENDER:

The tender shall be submitted through e-tender in accordance with the procedure detailed below:

1.15.1 Envelope marked No-1 (Technical bid) shall contain following documents/ certified copies uploaded -

1.15.2 Envelope marked No-2(Price bid) The price shall be quoted in online

price-bid form on percentage (%) basis in Schedule ’A’ and on item rate basis in Schedule ‘B’, during bid preparation stage.

1.16 Opening Of Tender 1.16.1 The tenders. incomplete w.r.t. the compulsory documents specified in

1.15.1 shall be rejected. Their price bid will be considered for opening.

1.16.2 The technical bid and Commercial bid of the tender shall be opened in the office of M.S.S.I.D.C MUMBAI at Ballard Estate in the presence of the authorised officers of MSSIDC, Architect and tenderers or their authorised representatives on 08.10.13 at 11.00 A.M. After opening of technical bid of all tenderers, the price bid of eligible tenderer will be opened.

NOTE : All bid related activities (process) like tender download, bid preparation , bid submission and

bid opening shall be governed by the time schedule under the key dates mentioned in the above

schedule. The venue for opening of tenders will be at the Office of General Manager (HCT), MSSIDC

Ltd., Head Office, Krupanidhi,9, Walcahand Hirchand marg, Ballard Estate,Mumbai.

1. INSTRUCTIONS TO TENDERERS

1.1 The Tenders shall be submitted online through “e” tendering process only. No tender will be accepted manually or through fax etc.

1.2 The Tender form will be available online only. No tender form shall be sold/issued manually from any of the office of the MSSIDC.

1.3 The tender document will be uploaded / released on Govt. of Maharashtra

e-tendering website https://mssidc.maharashtra.etenders.in. The tenderer is required to download the tender document from this website as per the schedule of activities for online tender document download.

1.4 The tenderer has to pay the cost of the tender document by a demand draft drawn

in favour of MSSIDC Ltd. Mumbai. To download the tender document from the website, the tenderer is required to fill the details of the demand draft he has drawn towards the cost of the tender documents. The tender documents downloaded without filling the details of the demand draft of tender cost shall not be considered as valid tender document.

1.5 At the time of downloading the tender, the tenderer has to fill the details of demand draft towards the cost of the tender documents and generate e-receipt. If e-receipt is not generated, then tenderer will not be able to upload the tender document and the Corporation will not be responsible, if the tenderer fails to upload the tender document due to non generation of e-receipt.

1.6 The tenderer is required to get photo copy of the demand draft which he has drawn towards the cost of tender and earnest money deposit and upload the photo copies of the demand drafts at the time of uploading the documents required for technical bid.

1.7 The tenderer is required to download the tender document within the schedule of activity for online tender document download. After expiry of the date and time for tender document download, the Corporation shall not be responsible for any failure on the part of tenderer for not downloading the document within the scheduled time even though he has paid the cost of the tender to the Corporation. In such case, the cost of the tender paid by the tenderer shall not be refunded.

1.8 During the activity of bid preparation, the tenderer is required to upload all the documents mentioned in the terms & conditions of the technical bid by scanning the documents and uploading it in the PDF format or Zip file. This activity of uploading the documents as well as preparation of commercial bid and other Appendices enclosed with the tender, shall be completed within the schedule given for bid preparation. The tenderer will not be able to submit the technical as well as commercial documents after closing of bid preparation as per time schedule.

1.9 After bid preparation, the tenderer is required to submit the bid again during the

activity of submission of bid without which the tender will not be submitted. 1.10 The tenders submitted online will be opened on the schedule date before the

participants. At the time of opening of the technical bid the tenderer should bring all the original documents which has been uploaded along with the technical bid so that same can be verified at the time of opening of technical bid, if required by the tender opening committee. If the tenderer fails to produce the original documents at the time of opening of technical bid then the decision of the committee taken on the basis of document uploaded will be final and binding on the tenderer

1.11 As the tenders are invited online, tenderers are required to upload tender as per the schedule given. The Corporation is not responsible for failure on the part of tenderer to upload tender within the time schedule. In case of any help required for this purpose the tenderer shall contact to help line of e-tendering agency M/s. Sify Nex Tenders on telephone nos. 020- 253 15555.

Tenderers are requested to go carefully through the process of e-tendering given

on the website of https://mssidc.maharashtra.etenders.in, to avoid disqualification

of their tender on any ground.

1.12 The tenderer is required to pay tender processing fee of Rs.1038.00 per tender to e-tendering agency, M/s. Sify Nex Tenders, at the time of filing of their tender through e-payment (through credit cards/debit card/net banking). Detailed list of different modes of online payment to e-tendering service provider (E-Payment Options) has been provided under E-Tendering Toolkit For Bidder section of https://maharashtra.etenders.in .

1.13 Non payment of fees will result in non submission of the tender and Corporation will not be responsible if the tenderer is not able to submit their offer due to non- payment of processing fees to the e-tendering agency.

1.14 Any amendment to the tender will be placed on the e-tendering website of the

Govt. of Maharashtra. The tenderer will not be communicated separately regarding the amendment. The tenderer should download the amendment. The signed and sealed copy of amendments shall be uploaded during uploading of technical bid as it is being a part of technical documents. However, if the tenderer fails to upload these amendment then it will be presumed that the tenderer has quoted his/ her rates by taking the note of these amendments.

The tender is divided in two parts and required to be submitted online only

The price shall be quoted in online price-bid form on percentage (%) basis in Annexure ‘B’ and on items rate basis in Annexure ‘C” during bid preparation stage. The contractor should refer the working drawings before quoting rates for items

referred in Annexure ‘B’.

3. SCOPE OF WORK 1. Maharashtra Pavilion is permanently located at Gate No.7 of Pragati Maidan,

New Delhi. Tenderer desiring to visit Maharashtra Pavilion before submitting his offer should do so with prior appointment of the Resident Manager, MSSIDC Limtied, Maharashtra Pavilion, Pragati Maidan, New Delhi. Tel: 23370935/23370936.

2. Area available (appx.) in Maharashtra Pavilion is as follows: a. Ground floor : 700 sq.mts. b. Mezzanine floor : 154 sq. mts. c. Lower ground floor : 154 Sq.mts. d. First floor : 520 sq. mts.

3. Area indicated is tentative and tenderer should see the site before submitting the offer.

4. The design for façade & Theme pavilion is enclosed at Annexture ‘I’. The designing of façade and theme pavilion shall be as per the design and specification mentioned in Schedule’A’. In case of any clarification in design, the contractor shall contact Ms. Sushma Saitwal from NIFT contact No. 9820291744

5. Name and quantity of material as specified in the schedule and it is necessary that material shall be got approved from MSSIDC/NIFT.

6. The selection of the Contractor will be the sole discretion of MSSIDC.

a. Interior and exterior painting of Maharashtra Pavilion – wherever required

has to be painted.

b. Erection and installation of all items as per working drawings & specifications/flexes at façade and to the theme pavilion.(ANNEXURE-A)

c. 37 Stalls with sigma partitions admeasuring 9 sq. mtr. on the first floor

and Theme pavilion. d. Each stall shall be provided with two closed counter, two chairs, one

dustbin, to display shelf two set on each side, one plug point and 3 phase connection, 6 focus light with the participant’s name at the fascia. The display material like Hangers, jewellery counter, saree display stand, shoe stand etc. to be provided.

e. VIP room and office room at mezzanine floor for camp officers. These should be duly furnished with furniture, sofas, chairs, tables, curtains, call bell, etc. The payment as per actual installation.

f. Fire Resistant material (i.e. Non-inflammable material) should be used by the contractor in the execution of the said work .

g. For surveillance close circuit TV, Cameras 16 nos.DVR 1 no. should be

installed at strategic locations. Metal detector at the entrance is required to be installed by the tenderer .

h. Centralized public address system operative at every floor . i. 500 nos of pre-potted Merigold plants for landscaping at interior as well as

exterior of the Pavilion are to be provided. The plants should be live, with flowers and should last for the entire exhibition period. The plants should be supplied on 10th November and in case the plants witted away, it should be replaced with fresh ones immediately.

j. Transportation of goods to exhibition site from Mumbai to New Delhi

including loading/unloading and other expenses k. Providing and installing halogen, focus and spotlight inside and outside

the pavilion with wiring, stitch, plug etc l. Providing & installing plasma TV 54” with DVD player. m. Refilling of Fire extenguishers. n. Charging of smoke detectors available in the pavilluion. o. Providing silent Disel Generator of 40 KVA capacity including cost disel. p. Providing & installation of signage Boards at various places. q. Painting and repairs to neon sign board. r. Cleaning and maintenance of the Pavilion during the entire period of the

Fair. This should include continuous mechanized sweeping, dusting, cleaning of glasses watering of plants and maintaining fire fighting equipment as well as public address systems. Cleaning also includes cleanliness of toilets, bathrooms and basins. In all there should be 4 cleaning persons on each floor. The persons should be polite and courteous in behavior.

s. To prepare professional video and CD films of the exterior, interior and

display section. t. Entire pavilion to be cleaned – interior & exterior before handing over the

Pavilion (cost). u. To obtain necessary permission required for installation of structure from

ITPO, fire safety from Fire Dept. of Delhi Municipal Corporation and permission for electrical work from Electric Dept. required for the Maharashtra Pavilion.

1. Terms & Conditions governing Contract for Erection of Maharashtra Pavilion

1. The lowest rates received in tender will be worked out from rates quoted in

Schedule ‘A’ (on percentage basis ) and Schedule ‘B’ (on item rate basis).

The tender quoting the lowest rates after adding the rates of Schedule ‘A’ &

Schedule ‘B” will be considered for awarding the work.

2. Successful contractor should pay security deposit equivalent to 2% of the

contract value either in the form of demand draft or term deposit receipt of a

nationalized or scheduled bank. The security deposit will be returned after full

and final settlement.

3. Successful contractor shall abide by the changes suggested by the

MSSIDC/NIFT at the time of finalization of the contract.

4. The MSSIDC/NIFT will carry out inspection at the site while the work is on

and the contractor will abide by the changes/correction suggested by the

MSSIDC/NIFT during the inspection.

5. Successful contractor should complete the entire work and hand over the

possession of Maharashtra Pavilion to MSSIDC on 10th November 2012.

6. In case of any delay in completion work with in schedule lumpsum liquidated

damages @ Rs. 10% of contract value would be levied. In addition the

payment of the uninstalled items will not be paid.

7. No advance of any type will be given to the contractor.

8. The contractor will make own arrangements for safety and security till the

completion of the work.

9. The contractor will work in close co-ordination with N.I.F.T. New Mumbai and

the Resident Manager, MSSIDC, New Delhi and other agencies connected

with the IITF and secure permission from various Government authorities

wherever necessary.

10. Insurance of goods during execution of contract will be the responsibility of

the contractor and MSSIDC will have no responsibility in the event of fire or

theft of goods.

11. The contractor should clear the site after the completion of the work. No

material to be kept outside the pavilion as per the direction of ITPO.

12. In case of rejection of any installation/ item or items by MSSIDC/NIFT which is

not as per specification the contractor will not be considered for payment of

such rejected installation/item or items.

13. In case of any dispute or difference that may arise between the parties hereto

shall be referred to sole arbitrator to be appointed by Managing Director,

MSSIDC.

14. MSSIDC reserves its right to accept or reject any or all tenders without assigning any reason thereof.

15. Payment Schedule : a) 30% payment on receipt of all the material at site duly certified by Resident

Manager, MSSIDC & Project Officer, MSSIDC The contractor should provide the details of the materials brought at site along with value of the same without which the 1st stage payment shall not be considered.

b) Further 30% payment after overall 75% completion of the work duly certified by Resident Manager, MSSIDC, New Delhi, Project Officer, MSSIDC .

c) Further 30% payment on completion of entire work, duly certified by R.M.

New Delhi, Project Officer, MSSIDC. The contractor should provide the details of materials with value of the same.

d) Balance 10% after completion of the entire work, after making payments

to ITPO and other authorities if any after conclusion of the fair and Certified by R.M., MSSIDC, NEW DELHI.

e) Taxes : The Service Tax/VAT & Income tax will be deducted from each bill

of the Contractor and will be paid to the respective authorities by MSSIDC.

16. If contractor offer rates unrealistically high or low , in such case the contractor

will be required to submit detail analysis along with justification.

APPENDIX SHOWING IMPORTANT TIME SCHEDULE

1. ISSUE OF LETTER OF INTENT

Within two days from the date of opening of tender

2. PAYMENT OF INITIAL SECURITY DEPOSIT & SIGNING THE AGREEMENT

Within 3 days of the issue of letter of intent/order.

3. ISSUE OF WORK/SUPPLY ORDER

On the date of payment of security deposit & signing the agreement.

4. DATE OF COMMENCEMENT Within 3 days of signing of the agreement or the day on which the contractor is given the site whichever is earlier

5. PERIOD OF COMPLETION Up to 10/11/2013.
