ash analysis. 3. Industry shall obtain specific permission from RO, Nasik before

restarting the actual electricity generation unit.

30.09.2021 Committee noted the say of industry dated 26.09.2017 about increase

in capital investment towards improvements in existing facility like

plant and machineries, electrical installations, store yard, office

equipment and furniture and fixtures progressively to meet the

customer requirement and there is no change in existing infrastructure

facilities of the yard. Also noted that the existing facility is

underutilized due to limitation of current consented quantity for Ship

repairing and maintenance of 100 Nos. of vessels. Also noted that there

is no Ship braking activity carried out at the site.

In the view of above, it was decided to grant renewal of consent to

operate for Ship Repairing and Maintenance activity (without ship

breaking activities at 6 berths) for 200 Nos. of vessels by imposing

following conditions:-

1. PP shall extend BG of Rs 10 lakh towards O & M of Pollution

Control Systems.

secondary fume extraction system, they are in the process of issuance

of PO for installation of CAAQMS, and CI of Rs. 115 Cr increased due

to up-gradation of plant and machinery, infrastructure development, up-

gradation of pollution control system etc. Further industry stated that

due to increase in CI there is no increase in production capacity.

At present, it is noted that unit- V is shutdown, unit-VII at renovation

stage and unit- VI is in regular operation.

In view of above, it was decided to grant renewal of consent to Operate

for Coal based Thermal Power Plant (Unit V, VI & VII)- 620 MW by

extending existing BG regime and by imposing following specific

conditions:-

1. Industry shall either make the agreement with coal washeries or

shall provide own washeries to get the blended/ beneficiated coal

with ash content less than 34% and submit the BG of Rs. 10 lakh

towards compliance of the same.

2. Industry shall install the Automatic real time monitoring system for

coal ash analysis.

3. Industry shall provide online monitoring connectivity to Board’s

server as per the guidelines and the calibration details shall be

provided to the Board regularly.

Consent shall be issued after receipt of BG compliance report from

SRO along with latest JVS results accordingly, proportionate BG will

be forfeited, and after submission of additional requisite consent fee.

and ground water with reference to potability & irrigations standards

in 1.0 km periphery of the plant.

4. Industry has started production of Ready Mix-2,000 MT/A without

obtaining consent from the Board.

5. Industry has increased the production quantity of Gypsum Board

and Jointing compound/Finishing Plaster without obtaining consent

from the Board.

In view of above, it was decided to issue SCN for refusal of renewal of

consent to operate with increase in production quantity due to above

non compliances.

industries involving operations of furnace only such as induction,

electrical arc furnace, submerged arc furnace and cupola with capacity

more than 30000 TPA.

In view of above, it was decided to consider the request of the industry

and waive the condition to obtain EC as industry do not use any

furnaces like Induction furnace, Electric Arc Furnace, Sub-merged Arc

Furnace and Cupola Furnace for in manufacturing activity.

2 Request for amendment in consent to operate for change in

hazardous waste disposal path

4 Request for amendment in renewal of consent of M/s. JSW

Energy Ltd., At Nandiwade, Post Jaigad, Tal. & Dist.

Ratnagiri

APPROVED Committee noted that the industry has obtain EC dated 16.04.2010 with

a condition to use 100% imported coal with ash and sulphur content

less than 12% and 0.6% respectively.

Committee also noted that industry has obtained the amendment in EC

dated 10.07.2017 from MoEF&CC, GoI for change in Coal source

from 100% imported coal to 50% imported and 50% domestic coal

with following major conditions

1. Domestic coal will be sourced from Eastern Coal Field (ECL) ltd

with indicative coal characteristics Ash content- 22-30%, Sulphur-

0.4-0.6% and from Mahanadi Coal Fields Ltd., indicative coal

characteristics- Ash content- 34%, Sulphur-0.4-0.5%.

2. The total coal requirement shall not exceed 5 Million Ton per

Annum. Ash and Sulphur content in the blended coal (Domestic-

50% and imported coal- 50%) shall be less than 25% and 0.6%

respectively.

3. At present for reduction of SO2, industry has provided FGD with

90% efficiency.

4. Industry has provided ESP’s for both boilers to achieve TPM below

50mg/Nm3

In view of above, considering the request of the industry for

amendment in the consent, it was decided to grant amendment in the

existing consent to operate for coal quantity to be used not to exceed 5

Million Ton per Annum and Ash quantity- 1.25 Million Ton per

Annum by imposing following conditions:-

1. The total coal requirement shall not exceed 5 Million Ton per

Annum. Ash and Sulphur content in the blended coal (Domestic-

5 Request for waiving the BG condition of M/s. Emerson

Climate Technologies (India) Pvt. Ltd., gat No. 119, A/p.

Atit, Tal. & Dist. Satara

APPROVED Committee noted that Board has granted renewal of consent to M/s.

Emerson Climate Technologies (India) Pvt. Limited, Gat No. 119, A/p.

Atit, Tal. & Dist. Satara vide consent dated 13.01.2017 with the

condition that “industry shall achieve the BOD standards of treated

effluent of 30 mg/lit.”

Committee also noted that industry has installed RO followed by MEE

to treat the trade and domestic effluent so as to achieve the zero liquid

discharge.

In view of above, it was decided to consider the request of the industry

and decided to waive the condition to submit the BG of Rs. 5 lakh to

achieve BOD standards of 30 mg/lit as industry has install RO and

MEE to achieve zero liquid discharge and not to utilize treated trade

and domestic effluent for land disposal.

6 Request for amendment in Consent to Establish for

expansion of M/s. Owens Corning (I) Pvt. Ltd., T-28, MIDC

APPROVED Committee noted that the existing ETP comprising of primary,

secondary and tertiary treatment units is being suitably upgraded for

Phase-II, Taloja, Dist. Raigad taking care of additional effluent from expansion project. The total

quantity of effluent will remain within present consented quantity. The

quality will also be within the consent limits and there will not be any

additional hydraulic load on CETP. Industry will provide necessary

online system for recycled effluent and final outlet for flow and a few

key parameters.

Committee further noted that the industry proposed that the total

effluent generated from existing and proposed expansion project i.e.

1362 CMD. Out of 1362 CMD, 1000 CMD will be treated by RO

system in which 750 CMD of RO permeate will be recycle and 250

CMD RO reject will be discharge to CETP along with 362 CMD

treated effluent. The total treated effluent of about 612 CMD will be

discharge to CETP.

The representation given by the industry, was discussed in TAC

committee meeting held on 30.10.2017. “TAC committee noted that

as such there is no TDS generation source from the process and

considering the proposal of the industry towards maintaining

pollution and hydraulic load remain same (within consented

quantity). TAC recommended to consider the proposal of industry

to amend the condition for omission of MEE for effluent generated

due to expansion project” by imposing condition that 1. Industry shall provide online monitoring system at the outlet of

ETP, flow measuring devices for recycling of treated effluent

including SCADA system for pH, flow, BOD, COD & TDS

parameter.

Considering the recommendations of TAC, it was decided to amend the

consent to establish for expansion of the condition for omission of

MEE for effluent generated due to expansion project.

7 Representation of M/s. Embassy Industrial Parks Pvt. Ltd.,

MIDC Chakan, Phase-II, Khed Pune for waving of EC

APPROVED Committee noted that PP has obtained clarification from Environment

Dept. vide letter dated 11.11.2016 stating that the proposed activity

does not required prior environmental clearance subject to the

condition that no activity mentioned in the schedule of the EIA

Committee also noted that the PP is developing the project on plot area

of 2,13,247.53 sq. mtrs. which is less than 50 hector and expected BUA

of 1,06,624 sq. mtrs. Which is less than 1,50,000 Sq. mtrs. Hence, may

not attract EIA Notification 2006 and amendment thereof under

Schedule 8 i.e. Area development project.

In view of above, it was decided to waive the condition of not to take

effective steps before obtaining EC and to submit BG of Rs 10 lakh

1. PP shall not allow any industry /activity mentioned in the Schedule

schedule 8 of EIA Notification 2006 at any given time and will stick

up to the development on proposed plot area of 2,13,247.53 sq.

mtrs. and proposed BUA of 1,06,624 sq. mtrs. and submit the BG of

Rs. 25 lakh towards compliance of the same.

8 Application of M/s. Godrej Vikroli Properties LLP, Phase-

IV, on plot bearing CTS No. 51/B of Village Vikroli, for

consent to establish.

Committee noted that the case was discussed in CAC meeting dated

24.01.2017 and was decided to return back the application to PP

considering the order passed by Hon’ble High Court, Mumbai dated

26th & 29 th Feb. 2016 in Civil application no 221 of 2013 in PIL no.

2017 of 2009.

PP has requested to reconsider their application for proposed project as

they have obtained the permission prior the Hon’ble High Court order.

Committee noted that PP has submitted the application for the

proposed phase to MCGM on 28.10.2014 i.e. prior to 1st March 2016

operative date of High Court Order. Also obtained IOD and CC

permission from MCGM on 22.02.2017. Also noted that PP has

obtained EC for Phase-IV on 02.02.2017.

The Hon’ble High Court has passed an order dated 26th & 29th Feb.

In view of above, it was decided to grant revalidation of consent to

establish for construction of commercial complex named as “Xion” at

PSC Pacific CTS no 15/5, 15/6, 15/7, 15/8, 16, 17/1, 17/2, 17/2/2,

17/3,18/1 & 18/2 at village Hinjewadi, Tal Mulshi, Dist Pune on Total

Plot area of 31,451 sq. mtrs. and total Construction BUA of 46,040 sq.

mtrs. by imposing following conditions:-

1. PP shall submit an affidavit in prescribed format regarding

compliance of conditions of EC and Consent to Establish condition.

2. PP shall achieve the treated domestic effluent standard for the

parameter BOD- 10 mg/lit.

3. The treated effluent shall be 60% recycled for secondary purposes

such as toilet flushing, air conditioning, cooling tower make up,

firefighting etc. and remaining shall be utilized on land for

gardening.

4. PP shall install online monitoring system for BOD, TSS and flow at

the outlet of STP.

5. PP shall submit BG of Rs. 25 lakh towards compliance of EC and

Consent to Establish condition.

Revalidated consent to establish shall be granted after the receipt of

additional fees.

It was also decided to grant consent to 1st operate for commercial

Consent shall be granted after: (1) Grant of revalidation of consent to

establish (2) Submission of Certificate from Architect regarding BUA

completed for which they have applied for 1st Consent to Operate. (3)

After installation of online monitoring system for the parameters Flow,

BOD, and TSS at STP outlet and verification of the same from

SRO/RO.
