Library Loans – Digital loan volumes are comparable to the same period last year, however print

loan volumes are down approximately 20%. This can be attributed to the increase in customers

accessing material online without the need to borrow items, as well as the changing habits of

customers visiting our branches. We are seeing a growing number attend for programs or to access

other assistance from staff (technology support, research aide etc.). This is evidenced by the high

volume of attendees through our programs/events/classes in the table above, tracking at 170% to

current year pro-rata target.

Social Media Followers – Throughout October, library staff have been running a social media

campaign on Facebook #librarian shaming. Staff have been sharing light-hearted ‘confessions’ on

Facebook, with wonderful feedback received from our community as well as those that follow us from

further afield.

Feedback on Facebook for the recent campaigns that have been running:

Active Volunteers – During the month of October we saw a 56% increase in the number of volunteer

hours contributed. This is largely due to staff proactively working with the Library Friends to

understand how they would like to contribute and then working with them to accommodate.

Armistice Centenary

Public Art Installation

Remembrance Day this year is a significant anniversary and marks 100 years since the signing of the Armistice, the historic agreement that led to the end of the First World War. As part of the State’s Remembrance Day commemorations, the Queensland Government commissioned a state-wide art installation, which many Queenslanders have contributed to. This temporary art installation comprised of thousands of poppies made from all over Queensland. (57, 705 poppies have been made, which reflects the number of Queenslanders who enlisted in the First World War.) Mackay Regional Council hosted the temporary public art installation on the Civic Precinct Lawn from Saturday 13 October to Sunday 15 October. The Mackay launch of the Armistice Centenary public art installation was held on Saturday 13 October on the Civic Precinct Lawn and was attended by approx. 50 people.

6. Mackay Entertainment & Convention Centre and Events

Overview

Overall attendance to events at the MECC during October was strong. The Mackay Eisteddfod was successful with over 37,000 patrons enjoying local talent on display.

MECC teams assisted other council programs with delivery of the SEGRA conference and organisers were full of praise for the catering and customer service received whilst on site.

MECC Youth Ambassadors have had a busy month, meeting to discuss upcoming shows and volunteer opportunities at the MECC. They have been actively providing feedback on the 2019 line-up of performances which will be helpful in planning for 2019, and also had an opportunity to come along to Global Grooves to hand out flyers and help patrons with enquiries.

The Term 4 Educators Newsletter was delivered to district educators via email on the first week back at school. This newsletter and information brochures were then delivered to 33 schools in the region during week two.

The MECC team has secured sponsorship from Dalrymple Bay Coal Terminal, to deliver the 2019 Young People’s Entertainment Season, and also from BHP Billiton to contribute to the Pathways to Performance program which assists youth access bus transport to live performances.

Sponsors have also been secured for the 2019 Morning Melodies Season.

Festivals and Events

Armistice Launch Event

• The Festival & Events team were engaged by Council to deliver a launch for the REMEMBER art installation, filled with paper poppies as a tribute to soldiers who served in World War 1, we held a formal yet relaxed event on Saturday 13 October on the Civic Precinct Lawn to acknowledge its presence in Mackay. Representatives from the Premier’s Department were very happy with the event.

• This event sits outside the Festival & Events teams suite of annual events.

Global Grooves

• With the support of a strong marketing campaign, attendance to this year’s Global Grooves was in the vicinity of 7000-7500 – one of the best crowds for some years. The event launched with a social media campaign one month out, then continued with two weeks of 15 sec television ads, one week of 30 second radio ads and on-air promos, a solid distribution of corflute’s, A1 and A3 posters and two weeks’ advertising on the Northern Beaches Bowls Club digital display board. There was very strong traction on social media with a lot of interaction from the cultural groups.

• A media call was held on Thursday 25 October at the Queens Park Rotunda, with the Mayor and the George St Neighbourhood Centre dance group attending to perform and speak to the media. All media attended, including both television networks and the Daily Mercury. The subsequent news coverage generated good exposure for Global Grooves on the eve of the event on Saturday 27 October.

• The wonderful line up of local cultural dance groups and performers was very popular, with traditional dances and beautiful costumes. Of particular mention was singer TJ Evans from the Solomon Islands and ASSI band, GripSol – both featuring young performers and contemporary music, who were participating at Global Grooves for the first time.

30

Community and Client Services Monthly Review 1-31 October 2018

• Also, of special mention were emcees Meech and Teegs from ABC Tropical North (our media partner), who did a great job injecting enthusiasm into the event and really involving the crowd.

• Headline act, Babash, hailing from Trinidad via Brisbane, were hugely popular with their infectious music and charismatic lead singer getting the crowd up and dancing for their entire 50-minute set!

• The 28 food vendors were busy all night, particularly the cultural food vendors who offered a delicious sample of their traditional foods. The event culminated with the spectacular fireworks display, which featured new designs and colours.

New Year’s Eve Plans are well underway for this year’s New Year’s Eve event, with all performers booked including children’s entertainment. BB Print are confirmed as the major partner and all food vendor and stall holder applications are in and confirmed.

Festival of Arts The 2019 programming is nearing completion and work will now commence on the marketing campaign, printed collateral, associated logistics and elements for all events. Particularly the free public outdoor events G&S Engineering Wine & Food Day and DBCT Illuminate, including confirmation of naming rights partners and funding applications. The design look and feel for next year’s Festival will be worked on over the next month, as well as securing sponsorships and seeking arts & cultural events in the region to be part of the 2019 Fringe Event Program.

7. Corporate Communications and Marketing

There were several promotional and PR events arranged during October.

• The team provided assistance at the launch of the Armistice tribute on the lawns of the Mackay Civic Precinct. Other notable PR events during the month were the relaunch of Memory Lane at the Sarina Field of Dreams, the naming of SES Campwin Beach sheds and Global Grooves.

• The team worked with Mackay Tourism to produce a video to encourage Channel 7’s Sunrise weather to present in Mackay. This was put together within 6 hours to meet the TV deadline, and achieved a Facebook reach of over 10,000 in a few days.

Mackay won the Facebook poll by about 1600 votes, in what Sunrise says was one of their biggest ever Facebook polls. Sunrise weather presenter Sam Mac was at Bluewater Quay on 23 October.

Suggested media value was about $800,000.

• The Emergency Action Guide was completed and sent to the printers, in readiness for the upcoming summer storm season.

• Final work was completed on the Annual Report 2017-18, which is due to be adopted by council in November.

• Significant work was completed on the branding for the newly named Mackay Aquatic and Recreation Complex. The logo and relevant visual and signage guides were developed inhouse by the program’s Website coordinator.

8. Emergency Management

Overview

EM staff are continuing to work with the Sarina Range community in respect to emergency planning.

Staff attended the Progress Association meeting to discuss their communications planning and how

MRC could assist. UHF radio testing has been carried out and proved to be quite successful with clear

communications being sent and received at the Civic Precinct from the CWA Hall. Repair and

maintenance works are being carried out on the MRC VHF radio network to ensure a more secure

coverage can be achieved and maintained.

Guardian Training has been provided by QiT+ to both internal and external staff to ensure we have

enough sufficiently trained LDCC staff during activations. Several new features have been identified

and are being incorporated into the normal practices of the LDCC. EM staff continue to enhance the

existing program and systems to ensure accuracy in triggers, reporting and tasking. The new Guardian

IMS program is still being rolled out by the vendor and is expected to be adopted by MRC in the new

year.

Mental Health First Aid training has been completed with 17 cyclone shelter and LDCC staff. This

training was officially in response to the TC Debbie but moreover, provides staff with the skills to

recognise the early signs of and how to assist someone that has a developing mental health problem.

EM staff and SES participated in Mackay Airports emergency exercise, Operation Wet Feet. The

scenario was an aircraft skidding off the runway and coming to rest off-shore at low tide near the

Illawong Resort. MRC’s involvement was in the emergency control centre in assisting the recovery and

welfare of the passengers and to assist where required with salvage of the aircraft.

EM staff were evaluators at NQBP’s Operation Burning Deck desktop exercise. The scenario was a

ship unloading unleaded fuel which subsequently caught fire. There was excellent participation by all

agencies involved and some good learning outcomes for all involved.

Recovery and Resilience

EM and Community Programs staff teamed up with Eton State School and CWA North Eton to deliver

‘Eton Community Family Fun Night’. The event was attended by 115 local residents, the evening

included games, BBQ and outdoor movies but also proved successful in promoting the Emergency

Dashboard and distributing preparedness information (yellow bags). Achieving this event is significant

as it has been challenging engaging with this community.

Department of Housing & Public Works to provide three public information sessions on the Household

Resilience Program. Held at Jubilee Community Centre and opened by Mayor Williamson, the sessions

were attended by 34 homeowners and 11 builders. DHPW subsequently recorded a small spike in

applications from Mackay. The Community Development Officer – Recovery and community recovery

partner George Street Neighbourhood Centre continue to promote the program and receive enquiries

from residents.

Work is continuing in developing strategies to support community service providers to develop strong

Business Continuity Plans. Initially being rolled out to organisations that provide accommodation

services, this work is starting earlier than scheduled due to direct requests made by providers from the

housing and homelessness, and disability sectors.

Page 40: Mackay Regional Council - Mackay Regional Council - Community … · 2018-11-15 · food drive. Anti-Poverty Week runs from 14-20 October and aims to strengthen public understanding

40

Community and Client Services Monthly Review 1-31 October 2018

EM staff attended the Department of Communities, Disability Services, and Seniors’ ‘Community

Recovery Forum’ in Brisbane. Key insights: knowledge of long term health effects of disasters (relevant

to business continuity planning with community service providers), and the need for (relevant) council

plans to be updated every five years in line with most recent climate change projections.
